Roy W. Bahl Jr., is Regents Professor Emeritus and Dean Emeritus at Georgia State University. After earning his master’s and Ph.D. in economics from the University of Kentucky, he was a researcher and teacher at the University of West Virginia.

From 1968 through 1971, Dr. Bahl was an economist with the fiscal affairs department of the International Monetary Fund. From there, he went to Syracuse University where, as the Maxwell Professor of Political Economy, he directed the Metropolitan and Regional Research Center and the Metropolitan Studies Program before he became the co-director of the World Bank Study of Large City Finances in Developing Countries. He has served as a consultant to various World Bank departments, to the International Monetary Fund, to the Harvard Institute of International Development, to the United Nations and to many others.
