This could be parsed from prepare_package.dart when determining all pub packages needed by a particular version of Flutter (see 829e1048bbeaf2c5d2ad3c6eb5a991f50f47be9331fbbbb538b2ce600494bd2aR194), as well as help code reviewing changes that roll pub packages.
