[flutter_tools] tool should have a sub-command to delete the SDK cache #132779

Is there an existing issue for this?
- I have searched the existing issues
- I have read the guide to filing a bug
Use case
Right now, the only way to do this is to manually delete flutter/bin/cache.
Proposal
Add a new sub-command (what command name?) that deletes flutter/bin/cache.
