Prepare a new 1.18.0-beta2+go1.18.5 release.

I tried to bump the tested Go version to 1.18.9, but it isn't available
in Chocolatey and causes Windows CI to fail. I ran the tests locally
though and there doesn't seem to be any incompatibility.
