Moodle 4.0 enables use of admin presets (see https://tracker.moodle.org/browse/MDL-73397).

See moodle/moodle@4289500.

We can use --sitepreset=<string> with CLI install script, pointing to a valid XML preset file, that will be imported and applied. Absolute paths are recommended, to guarantee the file is found (taken from config-dist.php).
