This PR fixes CUDA version detection by ignoring the patch version when checking compatibility.
Changes made:
Modified find_package(CUDAToolkit ...) to use OpenCV_CUDA_MAJOR_MINOR_VERSION instead of OpenCV_CUDA_VERSION for better version matching.
Updated VERSION_EQUAL check to avoid strict patch version mismatches, ensuring only major.minor versions are considered.
