[McIDAS #HQH-586893]: mcidas-x download forbidden

The key to doing a successful Unidata McIDAS-X build, installation
and configuration is to setup the environment for the user 'mcidas'
at the very beginning.  Please let me know if you have any questions
after reading through the configuring the McIDAS account in the
Unidata McIDAS-X User's guide.
