Bio & Experience
James W. Coleman is a nonresident senior fellow at the American Enterprise Institute, where he focuses on energy policy, including energy commodity, transport, and trade and markets regulation. He is concurrently a scholar of energy law at the University of Minnesota, where he specializes in North American energy infrastructure, transport, and trade.
Before joining Minnesota, Mr. Coleman taught at Southern Methodist University’s law school, the University of Calgary’s law and business schools, and Harvard Law School. While working for Sidley Austin, his environmental and appellate practice focused on energy production and environmental impact assessments. Earlier, he clerked for the Honorable Steven M. Colloton of the US Court of Appeals for the Eighth Circuit.
A prolific writer and speaker, Mr. Coleman is often published in policy journals such as the Harvard Environmental Law Review, Environmental Law and Policy Annual Review, and Yale Law Journal, among others. He is the author of the chapter “Reforming the Jones Act for American Energy Consumers” in “The Case Against the Jones Act” (Cato Institute, 2020). He is also frequently published and quoted in the popular press, including in Bloomberg News, Forbes, Fox News, The Dallas Morning News, The Hill, The Houston Chronicle, and The Washington Post.
He has testified before Congress, most recently on speeding up energy infrastructure permits.
Mr. Coleman has a law degree from Harvard Law School and an AB in biology from Harvard University. He taught high school physics and worked in a biology lab at Harvard before going to law school.
