DHRA is a Department of Defense (DoD) Field Activity, of the Under Secretary of Defense (Personnel and Readiness) (USD (P&R)). DHRA's Mission is to provide:

  • General management and direction on a wide variety of human resource matters

Defense Civilian Personnel Advisory Service (DCPAS)

DCPAS is charged with providing corporate-level leadership in human resources management. DCPAS develops and manages human resources programs and systems for the Department of Defense (DoD). DCPAS also develops and recommends policy and provides guidance on all aspects of civilian personnel management. DCPAS advises all levels of management employees in DoD regarding human resources issues.

Defense Manpower Data Center (DMDC)

DMDC maintains the central repository of Department of Defense (DoD) Human Resource Information, both current and historic. DMDC collects, provides, and utilizes this information for the benefit of decision makers in the DoD and other government agencies.

Additionally, DMDC is the central source of identification and authentication of people in the DoD for identity protection, security, entitlements, and benefits verification. DMDC also provides management information, research, and analysis of manpower, personnel, training, and financial databases for use by DoD decision makers.

Defense Personnel Analytics Center (DPAC)

 

Office of People Analytics (OPA)

OPA’s vision is to be DoD’s premier center for analytics, providing information on the Total Force, families and veterans, through the collection of data and analytical research. OPA provides efficient, evidence-based solutions for Total Force management in support of the warfighter and leads the Department in providing innovative, cost-effective data solutions.

Center for Retention and Readiness Research (R&R)

R&R designs, conducts, and analyzes joint-Service surveys focusing on military and family readiness and retention. This entails evaluating existing programs and policies, establishing baseline measures, implementing new programs, and monitoring the progress and effects of new programs on the Total Force and their families.

Defense Testing Assessment Center (DTAC)

DTAC provides fair and accurate measurement of examinees' abilities and interests, efficient delivery of tests, and high-quality career exploration and planning tools.

Defense Personnel and Security Research Center (PERSEREC)

PERSEREC uses applied social science and advances in technology and information science to improve the effectiveness, efficiency, and fairness of DoD's personnel suitability, security, and reliability systems.

Health & Resilience Research Division (H&R)

H&R conducts research and analysis in order to promote the health, well-being, and resilience of military Service members and DoD civilians. We support Service members and DoD personnel by conducting cutting-edge research on high-profile topics within the DoD, such as gender relations, sexual assault, equal opportunity, suicide prevention, and command climate.

Joint Advertising, Market Research & Studies (JAMRS)

JAMRS eliminates redundancies and fosters efficiencies across DoD's recruiting efforts to ensure that shared efforts are performed once for the entire department rather than individually by each Service's marketing program.

Methods, Analysis, & Systems Support (MASS)

MASS is committed to providing timely, accurate, and valuable statistical, data science, and analytical expertise while using the most effective cybersecurity-compliant IT solutions and systems.

Office of the Actuary (OACT)

OACT provides actuarial expertise on all matters relating to military compensation and benefits.

More specifically, OACT performs annual valuations of the military retirement system, education benefits under the Montgomery G. I. Bill, health care for the military retired population, and the Voluntary Separation Incentive program. These valuations include projecting personnel pay and benefits, and calculating annual DoD contribution costs, as well as determining program unfunded liabilities and their amortizations. The Office also responds to requests for cost estimates of proposed changes in benefits from the DoD, other government agencies, military service support groups, and private industry.

Defense Suicide Prevention Office (DSPO)

DSPO oversees all strategic development, implementation, centralization, standardization, communication and evaluation of DoD suicide and risk reduction programs, policies and surveillance activities. Working in tandem with the Army, Navy, Air Force, Marine Corps, Coast Guard and National Guard Bureau, DSPO aims to foster a resilient and ready force and a climate that encourages Service members to seek help for their behavioral health issues.

DSPO leads DoD-wide efforts that focus on issuing suicide prevention policy; increasing suicide data fidelity; reducing the stigma that prevents Service members from seeking help; restricting access to lethal means; standardizing death investigations; developing a research strategy; and evaluating programs, trainings and quality of care.

Defense Support Services Center (DSSC)

 

DSSC provides critical support services to the Defense Department's military and civilian personnel to enhance national security, mission readiness, resiliency and reintegration. DSSC oversees the following:

Advanced Distributed Learning (ADL) Initiative

 

The ADL Initiative is responsible for projects aimed at modernizing the DoD education and training enterprise, including the development of technologies, system architectures, data standards, and policies to achieve the Department's vision for an interoperable digital learning ecosystem. The ADL Initiative works across all DoD Services and Components, along with NATO and other international partners, to facilitate and accelerate the modernization of their digital learning systems, to improve efficiency, reduce costs, and increase military readiness.

Combating Trafficking in Persons (CTIP)

 

The Combating Trafficking in Persons (CTIP) Program Management Office (PMO) is the DoD lead for developing guidance, training, and providing program support for the implementation of CTIP programs throughout DoD. The CTIP office strives to institutionalize DoD CTIP policy and programs and set conditions for effective prevention, protection, prosecution, and partnering activities in concert with, and supportive of, CTIP national efforts. The CTIP PMO is responsible for overseeing, developing, and providing the tools necessary for implementing the National Security Presidential Directive (NSPD) 22 within DoD. The NSPD 22 declares the United States Government's "zero tolerance" policy for trafficking in persons.

Computer/Electronic Accommodations Program (CAP)

The Under Secretary of Defense for Personnel and Readiness established CAP in 1990 as the centrally funded reasonable accommodations program for employees with disabilities in the DoD. Following the National Defense Authorization Act of October 2000, Congress granted CAP the authority to provide assistive technology, devices and support services free of charge to Federal agencies that have a partnership agreement with CAP.

The mission of CAP is to ensure that people with disabilities and wounded Service members have equal access to the information environment and opportunities in the Department of Defense (DoD) and throughout the Federal government. By fulfilling this mission of providing real solutions for real needs, CAP is helping to make the Federal government the model employer for people with disabilities.

Defense Activity for Non-Traditional Education Support (DANTES)

 

DANTES provides consolidated management of Defense Voluntary Education (VolEd) programs that help Service members gain the knowledge they need to achieve their education goals, advance in their military careers, and successfully transition into the civilian workforce at the conclusion of their military service. Through partnerships with higher education organizations, and in collaboration with the Defense VolEd community, DANTES delivers a portfolio of education programs that:


  • Enables service member college readiness.
  • Empowers informed decision-making about the quality and value of education opportunities.
  • Supports military student success by providing worldwide access to academic examinations.
  • Creates education opportunities in forward deployed locations.

Defense Language and National Security Education Office (DLNSEO)

The DLNSEO provides strategic direction and programmic oversight to the military departments, Defense Field Activities and the Combatant Commands on present and future requirements related to language, regional expertise, and culture.

Defense Travel Management Office (DTMO)

The Defense Travel Management Office serves as the single focal point for commercial travel within the Department of Defense, to establish strategic direction, set policy, and centrally manage commercial travel programs. DTMO maintains central oversight for commercial travel management, travel policy and implementation, customer support and training, DoD travel charge card program management, functional oversight of Defense travel systems.

Disability Programs Directorate (DPD)

DPD provides guidance to the Military Departments and Defense Agencies on the implementation of affirmative steps to become a model employer of individuals with disabilities. It is responsible for the Workforce Recruitment Program (WRP) which is a recruitment and referral program for students and recent graduates who qualify as a Schedule A employee. Considered a pipeline for hiring individuals with disabilities, WRP is a government-wide program with the goal of increasing representation of individuals with disabilities, especially severe disabilities, in the Federal and private workforce.

Employer Support of the Guard and Reserve (ESGR)

ESGR promotes cooperation and understanding between Reserve component members and their civilian employers, and assists in the resolution of conflicts arising from employees' military commitments. It is the lead DoD organization for this mission under DoD Directive 1250.1, National Committee for Employer Support of the Guard and Reserve (NCESGR).

ESGR operates through a network of hundreds of volunteers throughout the nation and Guam, Puerto Rico, the Virgin Islands, and Europe.

Federal Voting Assistance Program (FVAP)

FVAP's role within the Department of Defense (DoD) is to administer the Uniformed and Overseas Citizens Absentee Voting Act, 42 USC 1973ff (UOCAVA), Title XVI of the National Defense Authorization Act of FY 2002 and portions of the Help America Vote Act of 2002. FVAP also conducts national and international “Get Out the Vote” campaigns, maintains the automated Voting Information Center, and administers the National Voter Registration Act, which designates Armed Forces Recruiting Stations as Voter Registration Agencies.

Military-Civilian Transition Office (MCTO)

The DoD Military-Civilian Transition Office (MCTO) provides policy and program oversight for the Transition Assistance Program (TAP) and the Yellow Ribbon Reintegration Program (YRRP).

MCTO's mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. The office ensures transitioning Service members are able to successfully return to their civilian life while also addressing the challenges National Guard and Reserve Service members and their families face as they prepare for and return from deployment or mobilization.

Transition Assistance Program (TAP)

Providing transition assistance policy and program oversight to promote, advance, and install a culture of career-ready Service members. These policies will support the successful transition of Service members from the military back into civilian communities.

Promoting the well-being of National Guard and Reserve Members, their Families and Communities, by connecting them with resources throughout the deployment cycle.

Investigations and Resolutions Directorate (IRD)

IRD investigates Equal Employment Opportunity (EEO) discrimination complaints for Department of Defense agencies, including the Military Departments.

Diversity and Inclusion (D&I)

Provides strategic and operational direction to the military services to ensure DoD attracts, develops, and retains a diverse workforce with the unique skills and experiences the Nation has to offer in order to optimize mission readiness.

 

 

 

Sexual Assault Prevention and Response Office (SAPRO)

SAPRO serves as the DoD's single point of accountability on sexual assault policy matters. Its primary mission is to develop and implement a comprehensive DoD-wide sexual assault policy. The objectives of DoD's Sexual Assault Prevention and Response policy are to specifically enhance and improve:

  • Prevention through training and education programs
  • Treatment and support of victims
  • System accountability
