Introduction
Founded in 1978, Apparel Export Promotion Council (AEPC) is a non-profit industry and industry managed organization, playing
significant and proactive role in shaping the new horizons of Indian apparel industry's development process. It is an apex
organization and India's premier apparel business association having direct membership of over 8000 apparel and accessories
manufacturers/ exporters who contribute annually to India's merchandise exports worth more than US 10.3 billion Dollars.
Some of the exporters are leading players of the domestic market as well.
AEPC catalyses change by working closely with the Govt. on policy issues, enhancing efficiency, competitiveness and expanding
business opportunities for the industry through a wide range of promotional activities, catalysts in specialized services and
global access.
With offices located in India's major apparel manufacturing hubs and a Corporate Head Quarters at Gurgaon National Capital
Region, AEPC serves as a focal point for the Indian Apparel industry and the international apparel business community.
The Council's corporate office at Apparel House, Gurgaon which acts as a contact centre for both Indian Textile and
International Garment Trading Organization. The Apparel Export Promotion Council which has a deep and profound
relationship with the industry and which finances about 90% of the export money in the textile industry is establishing various
training centres across the country.
In order to utilize the increasing trained talent in the textile industry, the Council started the Apparel Training and Design Centre
in 1991. The Apparel Training and Design Centre was registered as a Society under societies Registration Act on February 15,
1991 at Delhi with the key Objective of
• To provide skilled manpower to the industry in order to improve the technical edge in manufacturing as per
international parameters
• To generate employment opportunities for weaker sections of Society by providing them training in the field of
Apparel making and allied areas.
• To upgrade the technical skills for the human resource employed in Garment Industry.
Apparel Training and Design Centre is the leader in vocational training for the Apparel Industry. The ATDC network aim to
provide training to starting from the basic operator level to the managerial cadre for manufacturing industry.
Apparel Export Promotion Council (AEPC) conceptualized the Apparel Training & Design centres (ATDC) to meet the industry's
growing requirement for a steady supply of trained workforce and professionals with domain expertise especially in apparel
manufacturing technology. AEPC having strong linkages with the industry and serving over 90 % of export value in the apparel
sector, has promoted and aided the reach of ATDC to almost all apparel manufacturing Hubs across the country.
Indeed, there is an immense untapped potential for growth in the garment sector both in export and domestic sectors. In order
to achieve quality and robust growth in the sector, trained workers are required and for the purpose and to meet the demand of
skilled manpower the restructuring of ATDCs is made in a phased manner. ATDCs are now being recognized as ATDC Hubs,
Centres and Satellite Skill Development Projects.

AEPC is a multi-functional organisation and the education & training initiative is one of critical
importance for the present and the future. A conscious national strategy to have apparel-led
exports is the need of the hour so that our “Fibre to Fashion” chain will focus its energies on
delivering value added garments thus contributing to economic growth and employment
generation. I believe this discussion is of crucial importance even more from the point of view of
employment generation. There is really no industry which is so eco-friendly, with low entry barriers
and with maximum generation of employment like apparel manufacturing. ATDCs which were
started in mid 90s have now emerged as the single largest vocational training provider and with the
recent tie-up with the IGNOU to launch “ATDC-IGNOU Community Colleges” have entered a new
phase of growth and expansion. ATDC is contemplating to launch a new initiative for creation of a
“Smart workforce” by providing world class training and by attracting more youth and women to
join this industry through appropriate schemes supported by different sponsoring agencies /
departments under State & Central Governments.
I am sure the “ATDC-IGNOU Community College” programmes leading to Certificates, Diplomas and
Associate Degrees awarded by IGNOU and the other well structured “Flagship and Core courses” of
ATDC with full backing of both the export and domestic industries assuring 100% placement to
potential students will be a major service to different communities & apparel clusters. With well
trained faculty members and upgraded infrastructure ATDCs are accessible all across India in
Metros, Mofussils & rural areas with excellent infrastructure, trained faculty resources, updated
curricula & proper certification from IGNOU and ATDC.

Apparel Industry is the largest employment provider in the country after agriculture. Studies
indicate that Rs. 1 Cr. of exports of apparel create 85 jobs which include 32 tailors, 32 inline
personnel and 21 indirect jobs like designers, merchandisers, quality controllers, junior & middle
level managers etc. With Rs. 1 Cr. investment in an apparel manufacturing factory, 500 direct and
200 indirect jobs are created. The apparel sector is estimated to employ over 7 million workers
directly and 25 million indirectly out of which 50% are in the export sector. With a training of 4-6
weeks at ATDC Centres, over 52,000 candidates have joined the apparel sector and every year ATDC
trains nearly 10,000 students. ATDC has a resourceful faculty pool with over 250 trained faculty
members offering both flagship and core courses. In order to train faculty members ATDC have set
up a dedicated Apex Ed Trainers Academy in Rohini, New Delhi and plans to set up 3 more training
academies in Western, Southern and Eastern regions.
In order to streamline certification, ATDC has entered into a tie-up under the “Community College
scheme” of India's largest Open University in the world, IGNOU. The Community Colleges are those
which serve the local community by offering skill & vocational training so that the youth & women
get gainful employment, social status and better quality of life. ATDC has already set up 12 “ATDC-
IGNOU Community Colleges” and plans to set up 13 more at the earliest. The “ATDC-IGNOU
Community Colleges” offer Certificate, Diploma and Associate Degrees through IGNOU system and
other ATDCs can also route the students to these 12 Community Colleges for registration for
pursuing up Associate Degrees. In all other ATDCs, the regular Flagship and Core courses are offered
which range from 3 months to 2 years programmes. ATDC has become the largest training provider
and is now expanding its reach from “fibre to fashion” and “concept to consumer” by adding new
courses in every ATDC with local domain in mind. ATDC has a very active website and portal, a
vibrant alumni community and is now the part of mainstream vocational training education being
considered as a Nodal agency for skill training apparel sector by the Ministry of Textiles,
Government of India. By linking the ATDCs through various technologies including web
connectivity, tele-conferencing and V-sat etc., we plan to take the ATDC to the forefront of “face to
face”, blended learning and distance learning education system. Already ATDC has joined hands
with EDI, Ahmedabad to offer Apparel Entrepreneurship Programme through ATDCs. With only 2%
of the 15-29 years age group in India receiving formal vocational training, we believe that ATDC
under the aegis of AEPC, the largest export promotion Council in India is poised to play a an even
more significant role in national development to train the work force as well as to upgrade the
existing work force by giving them formal qualifications. The students who join ATDC will have
compensation ranging from Rs. 60,000/- to Rs. 120,000/- per annum as soon as they complete the
courses with the skill and talent starved export and domestic industries absorb the students. The
career prospects of students at ATDC will be very bright helping the individuals and families to have
a better quality life while helping the export & domestic manufacturing industries to scale new
heights in times to come.

Admission Procedure
v The training courses are open to both men and women who possess the minimum educational qualifications.
v The management reserves the right to offer the batch only in case of sufficient number of selected candidates.
v The admissions are scheduled twice in the calendar year i.e. January session & July session by advertising the
admission notice in the Employment news and leading news papers etc.for Core Courses.
v The admissions are scheduled once in the calendar year i.e. July session by advertising the admission notice in the
Employment news and leading news papers etc. for Flagship Courses.
v The application form can also be down loaded from the website.
v The application duly filled in along with attested copies of degree / certificates / mark sheets, fees as applicable and
two passport size photograph (one to be pasted on the application form) is to be submitted to the respective Training
Centre either directly or by registered post.
v Admission is based on merit cum means basis and FCFS basis with personal interview.
v The prescribed fee shall be paid at the training centre by the student, willing to undergo the training.
v Fees shall be paid only through Pay Order or Demand Draft drawn in favor of “Apparel Training & Design Centre” (full
name has to be written). Cash payment shall not be entertained under any circumstances.

FOR ADMISSION OF FOREIGN NATIONALS, SAARC/ NRI
ATDC encourages overseas applicants belonging to SAARC/NRI category for undergoing various training programmes
offered at any of the centres in the country. The admission requirements are as follows:-
1. Applicant should fulfill the criteria of the definition of foreign Nationals, SAARC/NRI as specified in the Income
Tax Act 1961
2. The student has to apply in the prescribed application form mentioning the course in which he/she seeks
admission.
a. Copy of the relevant pages of the passport as to the details of the applicant (duly attested)
b. Proof of status of NRI/SAARC/Foreign National (attested copy)
c. Valid residential permit or student visa for the prescribed duration of the programme.
d. A Demand Draft of US $ 25 in favor of ATDCs payable at the centre concerned towards application form and
prospectus.
4. Upon the determination of the eligibility of the candidate, he/she will be permitted to appear for the written
examination.
6. The foreign National SAARC/ NRI candidate is required to pay tuition fee as under:-
Majority of the students are absorbed by the industry through campus interviews. A central placement cell is also
planned shortly.
The ATDC- IGNOU Community College are accredited and authorized to award an Associate Degree through IGNOU within two
years as its highest degree after Plus-2 pass with flexibility of lateral entry to third year of the Degree programme of IGNOU like
BA/B.Com etc.
The Community College is an “Autonomous Initiative” under the aegis of the parent body AEPC & ATDC and have a Common
Composite Board of management, Academic committee & Examination Cell common to all the ATDC IGNOU Community colleges
which are 12 at present and expand towards 25 in next academic year.
Community Colleges are an alternative system of education which aims to empower individuals through appropriate skill
development leading to gainful employment in collaboration with local industries and communities. It helps in developing skills
employable to all sections of society including the disadvantaged. Community colleges offer the advantage of customising programs to
local needs and requirements by using approaches that will be most acceptable to create employable skills as per the requirement of
local Industry.
Community Colleges generally have 2-year curricula that either leads to an Associate degree for transfer to an undergraduate college
or lead to the students' direct entry into any occupation or trade. These colleges are a source of skill and competencies base and
economic growth because they provide an educated and skilled workforce that improves the quality of life for individual students,
communities, and the nation. The students are required to attend regular face to face contact classes at convenient timings for fixed
credit hours. All programmes on offer by the ATDC- IGNOU Community Colleges will have enrolments twice in a year i.e. July and
January.

¶ For any reason if a student is not able to join the course, 10 % administrative charges will be deducted
and balance amount will be refunded.
¶ No refund of the fee will be made if the student fails to attend the course after registration.
