Background Information
Reconstruction was the US governments response to the Civil War. Between
1865 and 1877 there was an effort to restore southern states to the Union.
There were both political and social challenges to this work. The Union had to
welcome former confederate states back, as well create a place for former
slaves in society. After the end of the Civil War in 1865, the 13 th amendment
abolished slavery. This made 4 million slaves free. Reconstruction saw the
government play a role in rebuilding the South as well as in race relations in the
US. There were positive and negative effects to both efforts. The attitudes and
beliefs that were deeply rooted in decades of slavery could not change as quickly
as the law. The Southern response to Reconstruction included new laws
designed to restrict African Americans new rights. Historians continue to debate
the successes and failures of our nations Reconstruction policy. Although the
political polices and laws created were designed to help newly freed African
Americans, they had both positive and negative effects.

Following the Civil War, southern states were slowly readmitted to the
Union. At first, the states were governed mostly by Radical
Republicans who supported Reconstruction efforts. This was due
mostly to the large amount of freed former slaves who could now
vote. Their Reconstruction policies attempted to force racial equality
on the South. This instead upset many white Southerners.
Southern states were not allowed to reenter the Union until they
agreed to the plan. Only this would end Reconstruction efforts. Each
state had to draft a new state constitution approved by Congress. In
it they had to allow African Americans full freedom to vote and to
serve in government offices.
African Americans quickly gained a considerable voice in the
government. They often landed many substantial political seats.
However, these changes did not last long. There were divisions
within the Republican Party, government corruption,Black
Codeswhich restricted voting rights. Additionally, there was a rise of
anti-black organizations such as theKu Klux Klan that limited social
