Contractor use of PEC/Premiers Training Tracking System Contractor provision of various EHS&T Documents to Enterprise Products Operating LLC

Dear Valued Contractor Partner: On November 15, 2010, the Bureau of Safety and Environmental Enforcement, (BSEE) established new rules as described in 30 CFR 250.1900 Subpart S Safety and Environmental Management Systems (SEMS), which adopted by reference API RP 75. The regulation states that the rules are wholly enforceable on November 15, 2011. In these rules (more specifically: 30 CFR 250.1914 and API RP 75, Section 6, which references API RP 76, Contractor Safety Management for Oil and Gas Drilling and Production Operations) the BSEE requires that Enterprise Products Operating LLC, otherwise known as the Company, ensures that the contractors utilized on their Outer Continental Shelf (OCS) leases are in solidarity with them in complying with the regulations. The following are requirements from Enterprise Products Operating LLC. 1. Before a contractor can be selected to provide services or equipment for the Company, their safety records shall be reviewed. To facilitate this, you as the contractor and your subcontractors shall contact PEC/Premier to complete the Standardized Safety Questionnaire (SSQ). You are required to update your SSQ at least quarterly, or at any time significant changes have taken place. If your company is already active in this PEC/Premier database, please release your SSQ content to the Company. (Note: Contact information is provided at the end of this letter.) 2. Before a contractor can be selected to work on the Companys OCS lease, the training records of the specific personnel to arrive on the lease shall be reviewed. To facilitate this, you as the contractor shall be required to enter the necessary employees training information and subcontractor employee training information to the Company for review and acceptance in the PEC/Premier training tracker system. Forty-Eight (48) hours prior to arriving on the Companys OCS lease, Contractors shall provide to J. Connor Consulting, Inc, (JCC) a roster of all personnel that are scheduled to board the platform. The online system will provide the Company access to the employees records who will be working on site for different projects. 3. At a minimum, we now require SafeGulf accredited training for all personnel prior to working on the Companys facilities. The costs for training of the contractors personnel will be borne by the contractor. 4. We now require certain documents from our contractors. Contractors are required to provide the following documents: Safe Work Plans Any policies, procedures, manuals, workbook(s) that are related to safety in the workplace. Training Plan A matrix that describes what job specific training/qualifications are required. Trainer/Instructor Qualifications Contractors shall document qualifications of trainers/instructors of required training. Signed Bridging Document shall be uploaded to PEC/Premier database J. Connor Consulting, Inc. will have access to your records as they are an agent of Enterprise Products Operating LLC. Only Contractors with a properly executed Master Services Agreement will be allowed to provide services on Company facilities. We understand that there are a lot of requirements for you as a Contractor.
