IT is quite unnecessary to deduce Sheikh Abdullah's views on the future of Kashmir by asking hinmwhether he considers himself an Indian national. He stands for an independent Kashmir, autonotmious of both India and Pakistan, and considers the present status of Kashmir as part of the Indian Union to be inconsistent with the wishes of the Kashmiris. .I-t does not follow from this, however, that he is working to hand over Kashmir to Pakistan. There are sound reasons why Sheikh Abdullah has to involve Pakistan in the future of Kashmir. For one thing, the independ(ent State he has in mind will consist of both the Indian-held and Pakistanheld parts of Kashmir. He knows that Pakistan, which claims Kashmir on the basis of the two-nation theory because of Kashmir's Muslim January 20, 1968 Vol III No 3 population, is really likely to be even less in sympathy with the idea of an independent Kashmir than India. He has, therefore, to strike a political bargain with Pakistan in which he can ask for the part of Kashiiiir now under Pakistan's control in return for perPriorities for Arabs - US Deserts suading India to part with the much larger part of Kashmir which the Liberal Line - Veins of it now holds. More important, the political and strategic viability - The Inimitable Un-discipline of an independent Kashmir ultimately depends on Pakistan's goodTangent - Charan Singh's Shwill, no less than India's. The experience of 1947 must have taught 182 rewd Politics Sheikh Abdullah that independence is incomnpatiblewith the active 184 Business hostility of either country which will necessarily throw him at the mercy of the other. The independence of Kashmir must be guaranteed 185 Letters to Editor by both India and Pakistan; particularly by Pakistan, because as a 186 Capital View Muslim state it will always exercise a political pull over the people of Kashmir. Correspondents From Our For all its effusive support to Sheikh Abdullah, Pakistan is quite 187 South : Advance in Kerala aware of his intentions with regard to Kashmir. Yet, if it has decided Maharashtra:Politics of Earthquake to play along with him, it is because in his efforts it sees its best 188 Relief chance of reopening the Kashmir question. The limitations of inter189 Brussels: Banking on Epic Crisis national diplomacy at the UN in achieving this purpose had led 191 Reviews Pakistan to launch the armed attack of 1965, the failure of which left it at a dead end. Special Articles The Politics of Instability Given the motives of Sheikh Abdullah and Pakistan, what should 193 -V V John be India's attitude? There are some considerations which must not enter India's calculations. We are not under intolerable pressure Who Keeps His Money in the Bank? from the United States and the Soviet Union to do something about 197 -Ashok V Desai Kashmir; the issue is not important enough to either power for it Bank Deposits in the Indian Ecoto pressurise India overmuch. So there is no reason why we should nomy:A Comment be stampeded into any course of action. Similarly, settlement of the 199 -G Narayanan Kashmir question is no short-cut to Indo-Pak friendship. Kashmir Religion and Social Differentiation: is a symptom rather than the cause of the state of relations between A Town in Uttar Pradesh the two countries. Ultimately, we have to make up our minds how 201 -S P Jain far we want to go to accommodate the wishes of the Kashmiris in 203 Industry deciding the future of Kashmir. This is a situation which has parallels in the Naga and Mizo areas. All these are sensitive border 205 Administration areas and in all of them there is popular disaffection with existing 207 Markets political arrangements. There is certainly no basis for believing that it would be more difficult to retain Kashmir as a part of India than Nagaland. WEEKLY AND ECONOMIC POLITICAL The point is that there are no irresistible external pressures 3 Harbour View, 29 Causeway, Bombay 1 forcing us to one or the other course of action and the Government 214613 Phone of India is in a position to take a stand on principles on the question Editor of Kashmir. It is really the compulsions of internal politics which R K HAZARI stand in the way. Given its political heterogeneity. the Government is incapable of taking a clear stand on an issue like the future of Associate Editor:Krishna Raj Ka,shmir. And, it certainly does not have the prestige and popular Assistant Editor: Rajani X Desai support to enable it to seriously consider a course which involves reversing the tr-end of closer integration of Kashmir with the rest Busiiess Manager: A Fernandes of the country.
