1) Description of the match: Second matchday of Group B in U21 Tournament. After the first results both teams wanted a win. Germany since they lost and Spain in order to double their wins and qualify. The Netanya stadium produced 10.000 spectators who had a good behavior by enjoying the game. The crowd didnt put any kind of pressure to the Polish Referee Pawel Gil or his assistants Ivo Kolev from Bulgaria and Vencel Toth from Hungary. At the first half the match was quite fair, without many physical duels and hard fouls and only 1 yellow card. The second half started pretty much at the same tone but after min. 60 it became more physical and the referee had many things to do. So overall difficulty can be described as challenging

2) Knowledge, Application and Interpretation of the Laws of the Game, Disciplinary Control and Technical Management of the game with special reference to the situations and the minutes when they occurred. (Crucial decisions, if available, have to be explicitly mentioned in the grid and highlighted). Comments: Like his first match at this tournament Pawel Gil showed a good interpretation and Application of the LoTG. He had a good foul/no foul detection especially at the first half when he chose not to punish every little contact and allowed us to watch a pretty interesting match. At the second half and especially after min. 60 he had to give some extra fouls because the match was heating and there appeared some difficulties. Since there wasnt any difficult/crucial decision for the referee, one must really focus more on the last 15 minutes of the game when a lack of consistency appeared since he didnt apply the same criteria into the same offences. A big example of that is 2 situations with an illegal use of hands by 2 strikers (min. 75 and 82). At the first situation the German striker was booked but at the second the Spanish slipped away only with a verbal warning. Furthermore he should be more attentive especially at the last minutes of the match when a small loss of control appeared especially after Spains only goal (min. 86) Minute 10 19 19 45 59 Description of the situation Hotby (GER) is fouled by Illarramendi (ESP) right outside the box. Replay wasnt clear if there was a contact. Anyway it seemed a very easy foul given by the referee. Hotby (GER) is fouled by Illarramendi (ESP). The referee correclty recognized the indirect free-kick making a quick gesture. Koke (ESP) fouls on Volland (GER). This time there is no need for advantage even if it seemed possible since the foul was about 10m. outside the box. Rode (GER) fouls on Isco with a late challenge. Correct Yellow Card. Hermann (GER) fouls on Montoya (ESP) by pulling him from behind extensively. Correct Yellow Card.

Thiago Alcantara (ESP) fouls on Jantschke (GER). Tackle is dangerous and the referee could issue the Yellow card. Lasogga (GER) fouls on Bartra (ESP) by using he hads and pulling his opponent. Dangerous usage of arms and a correct Yellow card. Moreno (ESP) is flagged for offside but despite the whistle he continues playing the ball. Correct Yellow Card. Similar situation with the previous one. Murata (ESP) jumps in the air and with his hands wide open hits Sorg (GER) in his face. This time the referee only warned the player verbally. Koke (ESP) fouls on Volland (GER). Yellow card here since the sliding tackle is very dangerous and with no luck to play the ball. Correct. Can (GER) fouls on Thiago Alcantara (ESP) again with a sliding tackle. Correct YC. Morata (ESP) is flagged for offside but continues playing the ball and scores. This time no card was issued.

3) Tactical approach and its Degree of Consistency, Personality, Match Control and Management of the Teams and Players with special reference to the situations and the minutes when they occurred. Comments: His tactical approach overall was good. He decided to let the game flow as much as possible and succeeded to do so at least until min. 60. After that he quickly had to change this approach since the match heated up resulting in a total of 31 fouls and 6 yellow cards. One point from improvement is the consistency he didnt had at the last 15 minutes. In similar offences he applied different criteria so in a way he appeared too lenient at the end when he had to be stricter (especially after Spains only goal). Summary of 2) and 3): Positive Points 1. 2. 3. Not meeting requirements, points that need improvement Good detection of direct and indirect free kicks. Correct usage of his cards in cases of clear tactical fouls with no intention to play the ball. Co-operation with assistant referees.

Consistency in punishing similar/same situations. Stricter approach is needed especially at the end of the game.

Minute 75-82

Description of the situation 2 situations on illegal usage of hands. At the first one the YC was issued but at the second one the referee only warned the attacker verbally.

Always close to play, follows play at all times with a flexible diagonal system and impedes interference with play Efficient positioning (at set pieces e.g.) and movement to be ready to take a (crucial) decision (specially in the box; be able to enter the box in some cases when it is necessary) Shows awareness and is able to anticipate the action

Description of the situation Except 2-3 situations when he was caught inside the play positioning was good and gave him the opportunity to recognize almost every infraction. Physical shape and stamina at a good rate too.

5) Teamwork (co-operation with (A)ARs and fourth official with reference, if needed, to special situations and the minutes when they occurred) Comments: Teamwork was very good. His assistants indicated many fouls at the area of vicinity and helped him punish some more serious offences. His AARs werent involved since there wasnt too much activity inside the box. Both ARs had good offside/onside decisions.

6) If needed: General comments or advices for improvement; explanation of the chosen mark; further matters (can be let empty). Comments: Overall it was an expected level performance with a few minor points on consistency mostly.

Comments: No challenges for him. He appeared attentive, as needed with one small exception. Minute 44 Description of the situation Wrongly assessed a situation directly in front of him: goal kick was the wrong call, the Spanish defender touched the ball last.
