This document outlines standards for mobile phone tests related to IMEI and IMEI registration. It discusses four key areas: [1] radio communication standards set by ETSI and ITU-T, [2] electromagnetic compatibility standards, [3] safety standards including SAR limits, and [4] interoperability standards. It also notes that the IMEI number must comply with GSMA standards and manufacturers must provide an IMEI allocation certificate from GSMA listing the accredited allocation bodies. Test results must come from accredited laboratories.

STANDARDS FOR DIFFERENT TESTS IMEI AND IMEI REGISTRATION
All mobile phones must comply with ITU-T and European (e.g) ETSI standards and Mobile Equipment should comply with the essential requirements & standards of the European Directive 1999/5/EC with respect to: Electromagnetic Compatibility Interoperability IMEI Safety Requirements i.e. Mobile Phones are required to comply with a Specific Absorption Rate (SAR) limit of 2 W/Kg of tissue (average over 10 gm).
STANDARDS I - Radio Communication Standards - EN 301 511: V7.0.2 / ETSI
Global System for Mobile communications (GSM); Harmonized standard for mobile stations in the GSM 900 and DCS 1800 bands covering essential requirements under article 3.2 of the R&TTE Directive (1999/5/EC). Notice: - In the case of 3G Mobile phones the following standards are also requested: o EN 301 908-1 o EN 301 908-2 In case of GMPCS ETSI EN 301489-1 for 1.5/1.6 GHz ETSI EN 301489-17 for 2.4 ,5 GHz II - Electromagnetic Compatibility Standards - EN 301 489-01: v1.3.1 / v1.4.1 Electromagnetic compatibility and Radio spectrum Matters (ERM); Electromagnetic Compatibility (EMC) standard for radio equipment and services. - EN 301 489-07: v1.1.1 / v1.2.1 Specific EMC conditions for mobile and portable radio and ancillary equipment of digital cellular radio telecommunications systems (GSM and DCS) 900/1800 Bands.
I I I- Safety Standards 1- European council Recommendation 1999/519/EC Council recommendations on the limitation of exposure of human beings to Electromagnetic field. For GMPCS Safety: IEC 60950-1 - Specific Absorption Rate (SAR Test) EN 50360 / CENELEC - SAR Limit standard Product standard to demonstrate the compliance of mobile phones with the basic restrictions related to human exposure to electromagnetic fields. EN 50361 / CENELEC SAR Measurement Method standard 2- EN 60950 Safety of Information technologies Equipment. 3- EN 62209-1: 2005 IV. Interoperability 1) ETSI EN 301502 Harmonized EN for GSM 2) ETSI EN 301511 IMEI GSMA Registration Certification: The IMEI number assigned to each mobile phone must comply with the GSM standards specified in 3GPP TS 23.003. For GSM mobile phones regarding all Type Allocation Codes (TAC) (first eight digits of IMEI number) of the mobile phone allocated to the manufacturer by GSMA. Applicant is required to provide Certificate of IMEI allocation from GSMA Association. List of IMEI allocation bodies as per GSMA association is as under:
Note: Applicant is required to provide complete set of test results which are carried out by accredited test Laboratories of the world and a declaration of conformity or Certificate of Compliance.
