RECOMMENDATIONS:
1. Authorize the purchase of a wireless receiving system as an unbudgeted fixed asset.
2. Find it is in the best interest of the County to contract with Digital Receiver Technology, Inc.
as a non-competitive procurement for a wireless receiving system.
3. Authorize Purchasing Agent to issue purchase order to Digital Receiver Technology, Inc., in
the amount of $220,094.46, for the purchase of a wireless receiving system.
4. Authorize transfer of appropriations from Salaries and Benefits ($178,095) and Services and
Supplies ($42,000) to Fixed Assets as detailed under Financial Impact below. (Four votes
required)
BACKGROUND INFORMATION: The Inland Regional Narcotics Enforcement Team (IRNET)
and the Riverside/San Bernardino County Methamphetamine Task Force are recommending the
purchase of a wireless receiving system from Digital Receiver Technology, Inc. (DRT). This
system would be temporarily mounted to any vehicle or aircraft and used to track wireless
devices from multiple formats at the same time. This technology is used to locate wireless
devices, not to record wireless transmissions. This system will be invaluable for locating suspects
and victims, as well as for use in search and rescue operations.
On January 11 , 2006, the IRNET Board authorized an expenditure of $42,000 from its High
Intensity Drug Trafficking Area (HIDTA) grant funds included in the Sheriff's IRNET special
revenue fund . The balance of funding would be provided by the Meth Task Force, as part of a
$675,000 HIDTA grant that is included in the Sheriff's general fund budget. Grant appropriations
for overtime costs, in the amount of $178,095 would be reallocated to fund this fi xed asset
purchase. Staffing on the Task Force has been reduced, resulting in significant overtime savings.
Today's recommended procurement with DRT would provide one wireless receiving system and
on-site training. DRT is the only company that manufactures a complete system that can track
multiple formats simultaneously. Since wireless devices are available in many formats, a system
that can track multiple formats is the most practical.
County Policy No. 11-04 requires County departments to seek Board of Supervisors' approval for
any non-competitive procurement of goods in excess of $25,000.
