McMillan Update
Mayors Agent Completion of the hearing before the Mayors Agent on the
subdivision application.
Zoning Commission VMP filed a Notice of Intent to File a Zoning Application
for a Second Stage Planned Unit Development for Parcel 2 on May 27, 2015. The
Notice and a draft set of conceptual drawings were sent to the MAG via email on
May 29, 2015.
A copy of the Notice of Intent to File a Zoning Application for a Second Stage
Planned Unit Development (the Notice) for property known as Parcel 2 at the
McMillan Reservoir Slow Sand Filtration Site (Square 3128, Lot 0800)(the Site),
was mailed to the owners of all property within 200 feet of the perimeter of the
Site and was mailed to Advisory Neighborhood Commission 5A, Advisory
Neighborhood Commission 5E, and Advisory Neighborhood 1B on May 28, 2015.
The application will be filed no earlier than ten (10) calendar days following May
28, 2015, as required by the Zoning Regulations of the District of Columbia, 11
DCMR Section 2406.7.
Mid-City East Small Area Plan Update
There was a casual meet-up of task force representatives and interested community
members at Windows Caf (101 Rhode Island Ave NW) on Thursday, May 28,
from 5pm to 7pm. The Office of Planning provided updates to the group. There are
several recommendations already underway:

Vibrant Retail Streets Toolkit North Capitol Street qualified as one of the
eligible streets to participate in this initiative. The purpose of the toolkit is to
provide a diagnostic approach to determine the success and vibrancy of the
corridor as compared to some of the most vibrant retail streets in the world.
The goal is to understand the shortcomings of the street and how to better
facilitate successful retail and business attraction/retainment.
DHCD Solicitations An RFP for 1520-1522 North Capitol Street NW was
released on April 17 and closed on May 29. An RFP for Florida and Q was
issued on July 11, 2014 and closed October 10, 2014. Six proposals were
received. The panel determined that a market study was necessary to
determine feasibility of retail at this location. The RFP will be re-solicited
after a market study is completed.
Livability Study Implementation The scope of work and RFP were
released and closed. Submissions are currently under review. DDOT
anticipates selection of a consultant soon. Projects in the scope of work
include the following: Eckington Place Corridor: Design signature
roundabout at Q Street and Eckington to also include bike lanes and curb
extensions as per Mid City East recommendations; Spot Locations: 5th Street
and Rhode Island Avenue NW, 5th Street and R Street NW, New Jersey
Avenue, 4th Street and S Street: Install Cross walks and curb Ramps; New
York Avenue/North Capitol Street / N Street: Redesign intersection to
include pavement markings, bollards and flex post as per Mid City East
Recommendations.
Neighborhood Character Kim Williams of OP met on May 26 with former
ANC members, local activists, BCA members, etc. to discuss pop-ups,
neighborhood character preservation, and the potential historic district
designation.
Cherry Tree Plantings OP reached out to Casey Trees to discuss the
planting of cherry trees in the planning area. Discussions are ongoing.
Sursum Corda Preliminary discussions with the board and their developer
and consultants for a potential PUD filing are ongoing.

***Dave Thomas Circle (Florida Avenue and New York Avenue)


Im planning a Single Member District meeting for Monday, June 29th to bring the
DC Department of Transportation ( DDOT) to the community to discuss proposed
short term and long term improvements to the Dave Thomas Circle and Eckington
Place, NE. Flyers will be distributed one week prior to the meeting.

(Commissioner Pinkney ANC 5E04 and the Metropolitan Police Department
5D)

Come and bring the kids, blankets and chairs. Meet the MPD 5D Officers serving
your community. The movie begins at dusk. The title will be announced in
advance of each date. Hot dogs, popcorn, soda/juice, water and other goodies will
be served.
North Capitol Main Street (NCMS) Annual Meeting
The NCMS annual meeting was a wonderful event. Councilmembers Kenyan
McDuffie and Vincent Orange expounded on the history and future of NCMS. The
Pub and the People was filled to capacity. A special menu offering free delicious
appetizers, was a hit with everyone.
10 Q Street, NW
The owner of the large building that houses DCity Smokehouse and the Walter
Johnson Liquor Store is renovating the building next year to include retail shops on
the first level and residential units above.
Extended RPP for Q Street, Quincy Place, R Street, and First Steet

I received a letter from DDOT stating that a decision would be made within the
next 30 to 60 days.

New MPD 5D Commander

Over the weekend Commander Deidre Porter, MPD 5D was promoted to a new
position. Her replacement is Acting Commander 5D William FitzGerald. Prior to
this promotion he oversaw the seven district detective units.

I personally wish Commander Deidre Porter the best in her new position. She will
be sorely missed by me and many of my constituents. Her service to the Eckington
community has been phenomenal and selfless.

William O. Howland, Director, Department of Public Works

The Department of Public Works Director, William O. Howland, announced his


resignation to the DC City Council last week. Between the snow and trash
removal, parking enforcement/ticketing and recycling Mr. Howland did have a
tough job to execute.

I personally wish Director, William O. Howland the best that life has to offer and
many rounds of great golf. He too will be truly missed by me and many of my
constituents.

Mr. Howland and his staff have worked with me relentlessly to make our
community a better place to live for us all. Our alleys and streets are cleaner. Your
trash and recycle cans are lined up behind your back gate after the trash is emptied
on trash day. New comers to the community almost immediately meet or begin to
recognize parking enforcement personnel consistently checking our streets for
parking infractions. Thank you Mr. Howland!

The Summit Apartments at Saint Martins 116 T Street, NE


The Summit Apartment complex at Saint Martins, previously managed by CIH
Properties, is now managed by Habitat America. The new management team
continues the policy of scheduling conference room space for community
organizations.
Emery Shelter 1725 Lincoln Road, NE
Operated by the Coalition for the Homeless, the Emery Work Bed Program
provides transitional housing for homeless men who are employed and need
additional time to secure housing. Emery provides two (2) daily meals and other
comprehensive social services, including: 24 hour access to the facility, an
assigned unit (Bed) within a semi-private living area, Case Management,
Employment Services, Housing Assistance, Savings Management, Substance
Abuse Counseling, and Groups Clothing Closet.
Eligibility Criteria:

Homeless, male, 18 years or older.


District of Columbia resident.
Employed full-time or part-time (at least 20 hours per week).
Submit to drug test that indicates negative results for all illegal substances.
Work towards securing housing during the program length of six (6) months.
