Primary Purpose of the Job


Provide Dukhan Operations with accurate and consistent specialized expertise
related to Process Safety Management.
Represent the Head of Safety in reviewing/addressing all kind of process safety
matters and contributes in finding optimum control parameters to improve Dukhan
Fields plants safety performance.

Principal Accountabilities
1. Review QP existing manuals and procedures and provide technical advice to
Dukhan Fields departments on loss control in project layout t/spacing, passive
and active fire protection systems, fire and gas detection systems, gas detection
systems, emergency shutdown (ESD) systems, blow down, vent, flaring and
drainage systems.
2. Represents the head of Safety by attending and participating in HAZID,
HAZOP, SIL studies and other process risk management studies in the existing
and new oil and gas facilities in Dukhan Fields and provide the required
technical safety expertise and advice.
3. Ensure that design and construction of facilities incorporates safety
requirements in line with the projects Safety and Fire philosophy by reviewing
basis for conceptual and detailed design documents, drawings and P&ID 's to
ensure that all safety standards are well addressed in new projects
4. Enhance HSE standard implementation by reviewing Plant Change Requests
(PCRs) and Request for Engineering Supports (RESs) to ensure compliance
with Corporate Fire and Safety design philosophy and safety procedures.
5. Conduct investigations and risk assessments audits as appropriate and provide
professional input with regards to process safety issues and ensure that
continuous improvement process are in place.
6. Remain fully informed of issues and challenges facing the operational areas
and process projects and coordinate the strengths, resources, and capabilities to
achieve the goals and objectives as related to loss prevention
7. Provides process safety expertise in the planning and coordination of all
maintenance and Shutdown and Turnaround work by conducting sites visits to
discuss and advise on any special process technical safety and fire problems.

8. Participate in and provide specialist process safety input during Incident
investigations. Assist in analysis of investigation and plant troubleshooting to
identify systemic failure and provide engineering and procedural enhancements
to prevent recurrence.
9. Oversee contractors who facilitate risk assessment and hazard identification
within Dukhan Fields to ensure compliance with agreed scope of work.
10. Ensure that an adequate program of training for process plant safety such as
PTW, safe isolation, lock out/ tag out, hazard identification etc., is established
and that process safety culture is encouraged amongst employees.

Decision Making Authority


Under general supervision, Validate / ensure validation of safe work practice and
documentation; Follow up on Audit / Inspection findings.

Context / Special Features / Challenges


1. Have regular contacts with QP and contractors management to ensure progress
and uniform implementation of the Safety/Fire Policy.
2. Major challenge developing a safety culture in a multi-national environment
where perceptions of safety and risk vary considerably.
3. Approximately 50% of the duties are performed outside, subject to high noise,
heat, vibrations from machinery and other effects when visiting plants, frequent
driving within the working day is required for visiting plants and other
facilities. 50% inside work in an air-conditioned building.

Qualifications / Knowledge / Skills / Experience


Minimum qualifications, certifications, skills, and years of relevant experience
required for acceptable job performance.
1. Bachelor Degree in Chemical /Process Engineering.
2. Recognised Safety Course (NEBOSH certificate or equivalent)
3. Completed Level-5 English proficiency
4. Diploma in Safety Management or Risk Management
5. Minimum Level-5 English proficiency
6. Excellent Written and Oral Communication Skills.
7. Good computer knowledge and skills.
8. Leadership, command and control skills.
9. Ability to work effectively with various personnel and in teams, and be flexible
in work assignments.
10. Good data interpretation and compilation skills.
11. Good presentation and investigation skills.
12. Good knowledge of quality assurance
13. Have thorough knowledge of international safety standards and procedures
