    CERTIFICATION OF FIRE SAFETY SPECIAL BUILDING MATERIALS
    The certification of the fire safety special building materials in a project by
    an Architect or Professional Engineer is a requirement before an application for
    the Fire Safety Certificate (FSC) or Temporary Fire Permit (TFP) is made to Fire
    Safety & Shelter Department. It is also a requirement for Registered Inspectors
    (RIs) to check such certificates when inspecting a project and for project
    Qualified Persons (QPs) to make available to the RIs such certificates. Such
    certificates need not be submitted to FSSD when making the FSC/TFP
    application. However, they may be required to be made available at any time by
    FSSD. The format of the form is given in our website www.scdf.gov.sg under
    Building Professionals - Downloads. The form is known as Certification of
    Special Building Materials, a copy of which is enclosed.

    Lately, it has come to the notice of FSSD that some QPs and RIs are
    under the impression that the PSBs Declaration of Compliance is a
    replacement of FSSDs Certification of Special Building Materials and have as
    a result not been checking for the availability of FSSDs special building
    materials certificates.

    3.
    FSSD would like to clarify this matter and remind all QPs and RIs that
    PSBs Declaration of Compliance and FSSDs Certification of Special Building
    Materials are two separate issues serving different purposes. Therefore, the
    requirement of having the FSSDs special building materials certificates for a
    project is still mandatory. QPs are reminded to ensure that such certificates are

    made available and that RIs check them against the test and assessment
    reports before issuing their inspection certificates.
