BOARD OF DIRECTORS MEETING MINUTES - June 19, 2017
The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the
third Monday of the month, in accordance with the By-Laws of the Association. President Guy Balok called the
June 19, 2017 regular meeting of the Board of Directors to order at 7:09 p.m.
Attendance
The following Directors were present: Guy Balok, Sandy Nolan, Ann Creviston, Kathy Baldwin and Peggy Zonca.
Kathleen Connor and Michelle Todorov were excused. Also present were Joe Poma, Property Manager, and
Emily Lutzenkirchen, Publications and Records Assistant. Approximately 13 Co-Owners attended.

Grounds Committee Report: page 15 Discussion: Joe is planning on sending a survey out in the
future to residents in regard to having a full-time security

events: The Late Night Swim & Fireworks on Friday, June
Co-Owners Forum: 30th at 8 p.m., Hot Dog Daze July 8th at noon, and Movie
Night featuring Finding Dory on July 8th at 9 p.m.
A resident asked if the Clubhouse renovation includes
making the loft library handicap accessible. It is not in The Meeting adjourned at 8:07 p.m.
the renovation plans. Joe recommended that the resident
bring up the subject in the next Clubhouse Committee
meeting.
Peggy mentioned that a lot of residents are unaware
of Northville watering restrictions. According to the
Northville website those with underground irrigation
systems (automatic sprinklers) may only water between
the hours of midnight and 5 a.m. Those who water lawns
and gardens manually may do so between the hours of
11 a.m. to midnight on odd or even days based on the
address of your house.
A resident has a three wheel bike that she would like to
ride. The bike was chained to her patio but according to
the by-laws a resident cannot leave personal property in
any common area. She had to move it to her back patio
through her condo since her gate is not wide enough
for the bike to fit through. A solution given was that the
resident have her gate widened by our fence technician
at her cost. She asked if someone she has worked with
in the past do the work. Per the by-laws, residents and
contractors are not allowed to do work on the Associations
common element which includes the fence.
A resident is curious about the neighborhood watch signs
in the community. There used to be a neighborhood
watch a few years back that contacted the police when
suspicious behavior was noticed. The lack of volunteerism
has caused it to dissipate. Many residents keep an eye on
their surrounding area but there is a lack of an organized
committee. Two main reasons people dont call the police
are fear of being identified as the one who complained
and fear of being wrong. Guy recommended the resident
bring up the subject in the next Court Liaison meeting.
A resident mentioned sharing community information
and the Herald more through technology. Another
resident also commented that she receives her Herald
late and therefore misses out on some events that she
would have enjoyed attending. There is an organizational
Facebook page for Highland Lakes but a Facebook
community group should be entertained for community
members to connect with one another. Guy mentioned
that a lot of these ideas used to be bounced around in the
Herald Committee which is no longer functioning. The
Board recommended that the resident look into starting

1. Clubhouse Renovation: Phase #1 of the clubhouse renovation project is underway with Sondrio Builders. The initial
phase involves the back hallway and the kitchen, with a small portion of the Highland Room. The ceilings, walls and floors
are being removed and replaced. Flooring will be light colored maple vinyl, resembling hardwood and the ceilings will be
updated drop variety with LED fixtures. Paneling in the back hallway will be removed and replaced with standard drywall
with new trim work and paint. The goal of the construction goes beyond the visual aspect and is to make the clubhouse
handicapped accessible, which incorporates a wheelchair ramp across from the kitchen granting access to the main lounge,
a larger family restroom and re-configuration of the womens locker room. The kitchen will receive new flooring, cabinets,
countertops and a new ceiling. The south wall of the kitchen that is open to the main lounge will be closed off and will
add counter space and additional cabinets. The coffee station that is currently near the reception desk will be relocated to
the kitchen area and will include a restaurant style, automatic fill machine. Carpeting throughout will be replaced by peel
and stick two foot commercial squares that can be removed and replaced when needed. The Highland Room will receive
vinyl flooring in front of the cabinets to prevent staining caused by periodic spills. As for the construction itself, it will be
inconvenient and always is. We ask for co-owner patience during this time as we update the centerpiece of our community.
There will be a rigid dust barrier installed between the kitchen and main lounge, closing that area off except for a door that
will permit residents to access the back hallway, exercise room and kitchen. There will be a couple of days where the ice
machine will not be available, but a cooler of ice will be provided for drinks. By the time you read this, the metal roof of the
clubhouse will most likely have been painted and our maintenance staff will get involved with replacement of the exterior
trim, eaves and overhang woodwork that has decayed over time. The clubhouse renovation is no small task and will take
three years and encompass three phases of construction. Phase #1 is supposed to be substantially completed by September
30th. Im sure that all residents will be pleased with the results.
2. Grass Trimming: Every year we get two complaints about the weed whipping on the property; either it is not happening
quickly enough, and when it does, the grounds crew is cutting the flowers. As to the first issue, we have hired another full-
time grounds crew member and a seasonal employee, which has brought us up to full staff, so the timing issue should now
be resolved. The second issue is something that is out of our control if it pertains to flowers that were planted on common
element. The lawn crew is not cutting the flowers out of spite, but over the years, residents have planted flowers around
common area trees away from their own patios or flower boxes. When that happens, tall grass grows around and through
the flowers, so the only way for the staff member to remove the grass is to pull it by hand. Our trimmers whip all of the
grass around the tree and anything that goes with it. If a resident wants the flowers to stay, they need to pick the grass and
weeds around the flowers and trees because the Association does not permit this type of planting without Board approval and
the staff does not have the time to remove the grass by hand. With that being said, there is no excuse for the trimmer to cut
flowers down within the unwritten personal space of the condominium, or that which extends a foot or so from the outside
wall and includes the shrubs and other decorations in an area that residents have typically personalized. If that happens, I
certainly would like to know about it and it will be resolved. Keep in mind that if you plant flowers or install other land-
scaping outside of your condominium or around the exterior walls, you are responsible to maintain the space by pulling the
weeds and tall grass. When it comes down to it, the common element extends all the way to the building wall itself, but we
encourage residents to decorate this area to enhance the visual aspect of the community.
3. Asphalt & Concrete Project: Residents of Longwood, Viewpoint, Althea, Andover, Mariner, Dorothy Gay, Dartmouth,
Inlet, Lilac and Malvern Court will be notified by letter and signage prior to the start of asphalt work on their respective
courtyard. We are aware of three other areas that need extensive pothole repair and those are Queen Anne, Hayes and Crys-
tal Lake Drive. Those will receive temporary patchwork until they are up for total replacement. I request that all residents
be careful when driving by the construction sites and use care when parking so as not to inconvenience neighbors or road
workers.

2. General Contractor Update. The contract has been awarded to Sondrio Builders. Joe Poma will coordinate. Currently ap-
plying for permits. Work including kitchen remodel is expected to start soon.
5. Library Maintenance. Members will meet at 10:00 a.m., Saturday, June 24, to reshelve books.
6. New Business. The Clubhouse and Community Social Committees are conducting a food drive to benefit Northville Civic
Concern. Admission to the August Movie Night will be a donation.

1. It was brought up that auto wheel theft is going on around our community. It is also addressed in this months Herald. Please
read to get details of how thieves are getting away with this crime.
2. There are presently three courts needing a Court Liaison: Dorothy Gay, Itham and Dearborn Courts need a volunteer.
3. Shrub trimming is being done by the regular Grounds Crew who has recently been operating with a shortage of staff.
Hopefully, they will be fully staffed soon in order to give the current short staff some breathing room.
4. It has been noticed that when the recycling bin is full, residents are placing the overflow on the ground. Doing that attracts
rodents and if it is windy, trash gets whipped around and tends to make the parking lot look like a dump. The recycling bin
has been re-located away from the Pool side entrance to enhance the appearance of the pool area.
5. Diane mentioned when it was asked where do we recycle plastic bags that Meijer, Kroger and IKEA have recycling in their
stores for that.

1. Pool/Lifeguards. Joe reported that all lifeguard positions have been filled. There are ten lifeguards. Water aerobics are on
Monday, Wednesday, and Friday at 11 a.m. Swimming lessons will be taught this year to HLCA residents. Days and times
to be determined. The baby pool is on B&B's schedule to evaluate problem and fix. The foot bath will be fixed soon.
2. Pool Opening Party. The pool opening party was on May 28th. The weather was great. There was a large turnout and at-
tendees brought delicious food to share.
3. Hot Dog Daze. The Detroit Tigers themed Hot Dog Daze was a sell-out. The weather was perfect and everyone enjoyed
the food. More hot dogs will be purchased for the next Hot Dog Daze.
4. Meadowbrook Fireworks and Late Night Swim. This event will take place June 30th. Fireworks begin at 10 p.m. Come view
the fireworks from the terrace or pool. In case of rain, fireworks will be July 1st. No late night swim on this date.
5. Hot Dog Daze. The next even will be July 8th from noon - 2 p.m. It will feature Made in Michigan products.
6. Adult Karaoke Party and Late Night Swim. The event will be July 22nd from 6:30 p.m. - 11 p.m., featuring live entertain-
ment. There will be a taco bar which will be served beginning at 6:30 p.m. BYOB. Please come join the fun and practice those
singing voices!

1. Gardens on each side of the clubhouse front entrance walk were to be edged with Roxanne Geraniums but were not available
in sufficient quantity. Alternative not discussed.
2. Requested management turn on sprinklers in locations where annuals have been planted and also the 8 Mile entrance area.
3. Discussed the ongoing maintenance of the planting areas over the summer.
4. Waiting for township permitting to locate the new 7 Mile entrance sign. Landscaping required, but to be of minimum main-
tenance.
6. A number of inquiries have been received regarding planting of trees in our common areas by co-owners. Need to start an
overall tree planting program.
7. The area between the walkway around Silver Spring Lake and the lake is now completely clear of second year garlic mustard
growth as well as a major portion of the woodlands on the outer area of the walkway. There is considerable first year growth
in the woods though, so next year we will still have plenty to pull.
8. Caution: The pathway (why?) through the woods cleared by Ecology has a number of 2 to 3 inch stumps from cut down
buckthorn that are trip hazards or foot injuries. Need a project to eliminate these stumps.
9. Neptune Court co-owners from the north end of building 34 requested that the large bare area in front of their building be
dealt with. Soil needs to be replaced as it will not support the regeneration of grass.
10. Lawn mower operators need to pay more attention to direction they are throwing their cuttings. Please do not direct cuttings
into flower beds, lakes or on buildings especially when the grass is wet.
RECOMMENDATIONS TO THE BOARD: None. Requests made to management present at the meeting.

co-owners enjoy using this facility. The work of the Committee members would be much easier if those

Greens With Chevre and Berries
Preparation Time: 30 minutes to chill fruit mixture, 10 minutes to prepare salad. Makes 10
servings.
Note: Basil-flavor olive oil is available in well-stocked supermarkets and specialty food shops. If
making vinaigrette up to 2 hours ahead, cover and let stand at room temperature.
Ingredients:
cup dried cranberries 4 oz. fresh chevre (goat) cheese,
2 tbsps. chopped dried apricots coarsely crumbled
6 tbsps. rice vinegar 1 cup blueberries, rinsed and
cup basil-flavor or plain drained
extra-virgin olive oil salt and pepper
4 qts. salad mix (about 12 oz.),
rinsed and crisped
Preparation:
In a 2-cup glass measure or small microwave-safe bowl, combine 2 tbsps. cranberries, apricots
and vinegar. Heat in a microwave oven at full power until steaming, about 1 minute. Let stand
at room temperature or chill until cool. In a blender or food processor, whirl fruit mixture until
smooth. Pour puree back into glass measure; add oil and whisk to blend. Put greens in a wide,
shallow bowl. Add 2/3 of the vinaigrette and mix gently to coat. Scatter cheese, blueberries and
remaining cranberries evenly over greens. Drizzle with remaining vinaigrette. Add salt and pep-
per to taste.
