3) Basic - Adequately develops fundamental skills and is able to perform in common situations, experiences basic success, and shows basic communication and positive behaviors.
4) Not Meeting Grade - Has limited and inadequate ability to perform skills even in simple situations, experiences success only with structure, and has limited respect and cooperation.
