A1.11 Planning, LIC, If there are any Written confirmation and approval from UPDA
and Utilities/ (Urban Planning and Development Authority), LIC (Land
Services Information Centre) that all land within the proposed road corridor

A1.12 Site Plans and Updated Survey drawings prepared in the latest version of
Survey AutoCAD, at a scale of 1:500 on A1 digital frame, showing existing
development only. The drawings shall include, but are not limited

1. The road corridor and adjacent property lines, and site limit
including coordinates.
2. Carriageways, footways, kerbs, verges, medians, open areas,
and the like.
3. Street furniture, (e.g. manholes, chambers, gullies, traffic signs,
lamp posts) and the like.
4. Overhead service lines including their poles and towers.
5. Adjacent properties and structures, with use indicated, access
points, and threshold levels.
6. Spot heights taken on cross-sections at not more than 25 metre
intervals.
7. Contour lines, as described in section 4.2 above.
8. All survey control stations shall be clearly shown and identified
by their code and values

A1.13 General Layout The final Preliminary Design layout of the proposed works is to be

A1.16 Mass Haul Mass haul diagrams shall also be prepared, individually for each

A1.22 Storm Water Drainage layout plans showing catchment areas, culverts, type of

A1.23 Traffic Signals Preliminary layout, details and specification for all traffic signals,

A1.24 Road Safety Audit An Independent Stage 1 Road Safety Audit shall be carried out as
Stage 1 part of the Preliminary Design. The Road Safety Audit
Requirements shall also comply with Section 8.12 of these
particular Employers Requirements.
A1.25 Temporary Traffic The Contractor shall produce the draft Traffic Management Plan for
Diversion Scheme the Project.
This Plan shall form the basis of the specification that the
Contractor is required to produce which shall include the detailed
requirements that the Contractor will comply with concerning;
number of lanes to be maintained; traffic control measures to be
introduced, requirements for use of concrete barriers; and all other
matters required to ensure the safe passage of vehicles in the
vicinity of the works. The contractor shall also take into account
any requirements of Appendix R of these particular Employers
Requirements.
A.1.27 Street Lighting The Contractor shall liaise with the PWA Design Department and
Street Lighting Section of PWA to agree on design
criteria/requirements and shall prepare a Preliminary Design
Report, Preliminary design and drawings.

A1.29 Detail and Proposed detailed design and construction phasing, as per logical

A1.32 Project Information The Contractor shall be responsible for the collection of all
information which they may require during the Contract Period, and
shall deliver it in hard and soft copy format to the Engineer prior to
detail design. The information to be provided shall be agreed with
the Engineer and should include, but not be limited to, the
following:
1. Existing services information passed to the Contractor as a
result of design or other enquiries during the design period;
2. Information from historic data and/or investigations undertaken
for this Project as agreed with the Engineer; and
3. Record drawings of existing installations affected by the
proposed works.
A1.33 Cost Estimate The Contractor shall update the Cost Estimate based on the
Preliminary Design. Itemisation shall be in line with the level of
information available at this design Phase.
A1.34 Required The Contractor shall submit the Preliminary Design, all associated
Submittals documents, within the time limits given in Time for Completion in
Section 2 of these Particular Employers Requirements.
A1.35 Presentations The Contractor shall prepare and deliver a presentation of the Final
Preliminary Design.

A2.3 Construction The Contractor shall assess and split the project into

independent entities. If a contract/phase is recommended to
be constructed ahead of the others as a requisite, the
Contractor shall identify the priorities and recommend the
sequence of construction. The Contractor shall obtain the
Engineers approval for his proposed phasing of the works.

the Contractor and shall take account of milestones defined
within Employers Requirements.

A3.8 General Layout A Detailed layout plan of the proposed works is to be prepared

shall include as a minimum all information required at
preliminary design stage and take into account any comments

digital frame. The drawings shall also show the proposed
gradients, vertical curve geometry, cross falls, super elevation,
existing ground levels, formation, and proposed levels and the
details of tie-ins between the new works and existing roads.
A3.10 Setting Out Setting out plans for road, also drawn in AutoCAD, at a scale
of 1:500 (unless otherwise agreed with the Engineer) on A1
digital frame, and covering complete setting out for the works,
shall also be prepared showing all control line geometry and
coordinates, and offset dimensions for all other lines at key
points.
A3.11 Cross Sections Coordinated cross sections (at typical and agreed critical
locations) in AutoCAD format (1:100 scale on A1 digital frame)
must be finalized with all dimensions for road, road pavement
details, street furniture, landscaping, under and over ground
utilities / services reservations.
A3.13 Bridges and A Detailed design report and calculations and drawings of all

Drawings
The drawings shall provide sufficient details for the
construction and maintenance of the structures, and must
include setting out, general arrangement including sub-
structures, abutments and decks, cross sections, elevations,
bearings, prestressing, reinforcement, related earthworks, and
other arrangement drawings and details for permanent works.
A3.14 Surface Water The Surface water drainage design drawings and report shall
Drainage cover in detail, but not necessarily be limited to, the following
Design / Details items, as appropriate to the project:
1. Discrete catchment areas and threshold levels.
2. Areas set aside for retention / detention, and pump
stations, sized and designed in accordance with the
specific requirements of the works.
3. Drainage layout plans showing gutter flow lines,
gullies positions and connections, and areas
contributing to each inlet gully and chamber, as well
as soakaways shall be provided for urban areas,
intersections and other special sections. In addition to
that, provisions for on the spot side drainage, slope
protection and cross corridor elements, rail, (culverts,
etc.) shall be provided generally in rural areas.
4. For a piped system; profiles shall be provided at
scales compatible with the plan and profile designs.
These pipe profiles shall indicate the existing and
proposed ground levels, existing and proposed
services, chainages appropriate to the pipe system
and indicators to references in the horizontal and
vertical design for roads. The profiles shall indicate the
pipe materials, sizes and gradients.
5. The design of drainage systems shall address the
need, or otherwise, for environmental protection

A3.15 Traffic Sign and Detailed road traffic signs and road marking layout drawings
Lane Marking shall be prepared, in AutoCAD format at 1:500 scale on A1
Design & Road frames, or at a bigger scale (to be agreed with the Engineer) .
Safety Audit These drawings shall show the locations of all proposed
directional, regulatory, warning and information signs, road
markings and studs. All referencing of signs and markings shall
be in accordance with the standard reference given in the
Qatar Traffic Manual.
A3.16 Traffic Signals In coordination with the Roads Department, and when deemed
necessary, the Contractor shall prepare a complete detailed
design for any proposed traffic signals. The designs shall
include all necessary items for the construction of the traffic
signals, including but not limited to: ducts, chambers, loops,
signal heads, poles, gantries and their foundations, phasing
diagrams, and timing plans including pedestrian timing. The
operational requirements of the traffic signal controller shall be
defined by the Contractor. Standard construction details
covering all aspects shall also be included.
A3.17 Temporary The Contractor shall include in the drawings and in the

A3.18 Road Street Street lighting shall be designed to comply with the Qatar
Lighting Highway Design Manual Section 10, Roadway Lighting and
Table 5.10 Road Classifications in Qatar for Roadway Lighting
and Table 5.11 Lighting Requirements for Traffic Routes.
Calculations shall be submitted. Drawings shall be drawn in
AutoCAD, at a scale of 1:500 on A1 frame. The Contractor
shall take into account the liaison undertaken at preliminary
design phase with the Infrastructure Affairs Design Department
and Street Lighting Section of PWA to agree on design
criteria/requirements and shall prepare detailed design and
drawings, construction details and specifications covering all
aspects (including civil, electrical and mechanical equipment
and control works), based on these requirements.
A3.19 Drainage The Detail Design Report and drawings shall adequately

pipe length adopting standard node numbering system.
Output to include DWF. Peak design flow, pipe
diameter, gradient, full bore capacity and actual
velocity at design flow.

3. Pumping Stations:
Specific designs including pump system curves for the
operating regime, pump curves for duty point(s), sump
operating levels, pumping station type and pipe work
layout, estimated power consumption, P&I diagrams,
and control system description.
4. M&E:
Include design criteria for air conditioning, ventilation,
odour control, MCC’s and other principal equipment
items. Single line diagrams showing electrical loads for
all pumping conditions and other major load sources
with supporting calculations and sizing of standby
generation requirements. Provide schedule of major
equipment items.
5. Plans:
Based on survey sheets and incorporating coordinate
grid, existing and proposed sewers, rising mains,
manhole/chambers, invert, cover and ground levels.
Key plan of sewerage system drawings including
coordinate grid, contract area, sewer and pressure
main lines, main building and road/street names, and
layout plan of pumping station sites drawn in AutoCAD,
at 1:500 scale on A1 frame for pipes layout and bigger
scales for buildings, chambers, pumping apparatus
and other items as required for clarity and execution, to
the approval of the Engineer.
6. Sections:
Sections of rising and TSE mains shall be drawn in
AutoCAD at scales of 1:500 horizontal to 1:50 vertical
in A1 frame. Sections are to be related to each
sewerage system plan and include chainages,
manhole number, invert, cover and ground level,
bedding type, pipeline diameter and material, gradient,
terrain crossed, major service crossings and any
connecting branch sewer details.
9. Calculations:
Structural calculations with reinforcement drawings.
Pipe bedding calculations, pressure pipelines for
working and test conditions and detailed surge analysis
as appropriate shall also be included.
A3.20 Other Utilities & These designs include QGEWC water and Electricity, Q-Tel
Services and other telecommunication networks, as well as QP, Qatar
Gas and other utilities installations.
A3.22 Work by Others Where the design of part of the works is to be carried out by
others, but is to be constructed under the project, the
Contractor shall review the documents, integrate the works
with his design, and arrange for connections and tying-in and
any other requirements. The Contractor shall report any
problems for the attention of the Engineer. The Contractor is
also required to incorporate the relevant drawings, bills of
quantities, and specifications, into the project documents.
A3.23 Combined The Contractor shall prepare a set of combined services plans

A3.26 Project The Contractor shall be responsible for the collection of all

A3.27 3D Animation/ The Contractor shall prepare and deliver a high quality
Montages & photorealistic 3D animation presentation of the Final Design,
Presentations including but not limited to fly-throughs, drive throughs and
360° perspective of each interchange The presentation quality
and details shall include an animated 3D visualisation of the
final design containing design features and contents, local type
vehicles, traffic control devices, realistic shading/lighting and
high resolution. The number of animated vehicles shall be as
close as possible to the future traffic figures at the ultimate
design year. The 3D visualisation shall show pedestrians and
cyclists footpaths, cycle paths, and all street furniture including
lighting, road signing and markings, and safety fencing. A
background sound scripted in Arabic and English shall be
dubbed in An example of such a presentation is available for
inspection by appointment with the Authority. The
presentations and 3D animation shall cover the artscape
option(s).
A3.28 Detail Design The detail design reports, to be submitted for approval, shall

DESIGN CRITERIA FOR HIGHWAY STRUCTURES Date: 26 February 2012

Structures shall comply with the technical requirements of Volumes 1 and 2 of the Highways Agency (UK) Design Manual for Roads
and Bridges (DMRB) and BS 5400 (or Eurocode if so directed by ASHGHAL) as implemented by the DMRB unless noted otherwise in
this document.
Design
Subject to prior agreement with ASHGHAL, Designers may prepare and present their design calculations to the current (at time of
design) metric edition, including revisions, of the American Association of State Highway and Transportation Officials LRFD Bridge
Design and Bridge Construction Specification. If this approach is adopted, the HL-93 load shall be multiplied by a factor of 1.85 for all

limit states including fatigue. This modification factor shall also be applied to other related loads such as braking, friction centrifugal
forces etc. Notwithstanding this approach, the Design Standard (UK DMRB) is as stated above and designers must satisfy themselves
that their design is fully compliant with this as they will be contractually required to submit certification accordingly.
Checking
Independent design checks shall be carried out and documented (including calculations) in accordance with the Design Standard (UK
DMRB) as stated above and shall be certified accordingly. The option of using AASTHO – LRFD for checking is not permitted. This
does not relieve the Designer of any of his responsibilities for ensuring compliance with the stated Design Standard (UK DMRB).
2. Detailing Unless noted otherwise in this document, structures shall be detailed in accordance with the principals illustrated in the following:

5. Vertical Clearance Note that the headroom stated below for bridges is between road surface and the structure soffit above. Lighting may project 300mm

Design Loads Earth and Water 1. As per Geotechnical Recommendations. Consideration shall be given to the possibility that the filing material

2. For submerged or partially submerged structures, when checking for uplift of the structure, soil for a depth of

Differential Support settlement and the effects of differential settlement shall be considered in the structural design of bridges.

Settlements The magnitude of settlements shall be in accordance with the recommendations of the Geotechnical Report and
the foundation design. However, the structural design shall assume a differential settlement between bridge
supports of not less than 20mm at supports founded on spread footings and not less than 5mm for supports
founded on piles.
Bearing The design shall consider a minimum of 20mm uplift between adjacent supports (piers and abutments) during
replacement bearing replacement.
The uplift shall be considered only in Load Combination 3 as defined in Clause 4.4.3 of BD 37. The Partial Load

Factor γfL shall be 1.2 for the Ultimate Limit State and 1.0 for the Serviceability Limit State.
The design shall allow for bearing replacement to be carried out with the number of marked traffic lanes on the
bridge reduced by not more than 50%. This may be achieved by using hard shoulders or similarly untrafficked
areas of the deck as running lanes during bearing replacement. The drawings shall clearly indicate the traffic
layout assumed during the replacement of each bearing.

2. Site effects, site coefficient and soil profile shall be in accordance with LRFD clause 3.10.5.
3. For the earthquake event, the coincidental traffic load shall be as defined in this document except that a load
factor γfL = 0.5 shall be applied to the traffic loading.

concrete has been placed in the member to be post-tensioned
14. Reinforcement 1. Reinforcement shall be deformed round steel bars Type 2 Grade 460 complying with the requirements of BS 4449 and cut and
bent in accordance with BS8666.
2. The characteristic strength of reinforcement shall be 460 N/mm2 with a minimum modulus of elasticity of 190 kN/mm²
3. Lap lengths are calculated in accordance with clauses 5.8.6.3 to 5.8.6.7 of BS 5400:Part4:1990
4. Lap lengths should be increased by a factor of 1.4 if either of the following conditions apply:
a. Cover to lapped bars from top of the section < 2 x bar diameter
b. Gap between bars being lapped < 150 mm
5. If both a. and b. apply, lap lengths should be increased by a factor of 2.0

20. Bearings 1. Bearing design, manufacture and installation shall comply with the requirements of BS 5400: Part 9:1983 and BD 20/92 where
applicable
2. The design shall consider a minimum of 20mm uplift between adjacent supports (piers and abutments) during bearing replacement
3. Typically bearing types which are acceptable for installation at bridge supports are elastomeric bearings and proprietary mechanical
bearings such as pot and spherical bearings
4. The steel laminates used for reinforcement of elastomeric bearings are embedded in the elastomer and should have a minimum
elastomer cover of 6mm. Holes for dowels through the bearings are not permitted
5. Elastomeric bearings shall be positively located on bearing plinths to prevent them walking during bridge expansion and contraction
6. Proprietary bearings shall be designed by the Contractor’s specialist supplier.
7. The key provided in unidirectional bearings shall be constructed integral with the bearing top plate. Bolted down or welded keys
shall not be permitted
8. All mechanical bearings shall be provided with a rubber dust cover connected to the outer edge of the bearing top plate
9. The stainless steel sheets installed in uni and multi-directional bearings shall be welded to the underside of the top sliding plate on
their entire circumference to ensure that interface corrosion cannot occur. Separate stainless steel plates shall be welded to the
inside face of the slot provided in the uni directional bearing top plate to accommodate the key. Bending of the plate located on the
underside of the top plate to provide this detail will not be permitted. In all cases the weld should not be proud of the stainless steel
sheet
10. The PTFE (teflon) sheets shall be located in machined recesses in the top plate and also glued within the recesses with the
appropriate epoxy. Other materials such as DU metal utilized to reduce the friction in the key shall be corrosion resistant, recessed
and glued to the sides of the key. Alternative attachment procedures shall be subject to approval by the engineer.
11. Attachment of the stainless steel sheets by fasteners will not be permitted
12. All bearings shall be replaceable. The bearing shall be recessed into adaptor plates or be of such construction as to facilitate
removal of the bearing from the installed position without damage to any part of the bearing or the surrounding material after the
relevant structural member has been raised by a maximum of 15mm or the distance specified. Mechanical bearings shall be

provided with top and bottom adapter plates to allow for simple removal
13. Refer to Design Loads for permitted traffic restrictions during bearing replacement.
14. Jacking points for the location of jacks during bearing replacement shall be indicated on drawings.
15. Bearings shall be located on bearing plinths out of reach of any possible flooding of abutment galleries and pier tops. It is preferable
to reduce the thickness of the dropdown plinth from the deck soffit and to rather increase the height of the bearing plinth to
accommodate the bearing within the gap available between the pier top and the deck soffit.
16. The bearings shall also be protected by removable aluminium dust cover plates installed on the circumference of the pier top
17. Tension/up-lift bearings are not recommended
18. Performance guarantees should be provided by the contractor to ensure that the bearings perform as designed and are corrosion
free for a period of 25 years after construction
21. Friction Bearing 1. Loads due to frictional bearing restraint to be derived in accordance to BD 37/01 & BS 5400 Part 9.
Restraint 2. Typically coefficient of friction of pot bearings which incorporates greased PTFE sliding surface shall be a minimum of 4%
22. Expansion Joints1. All expansion joints shall comply with the requirements of BD 33/94 ((Expansion Joints for use in Highway Bridge Decks) and a
Departmental Standard and Advice note on Design for durability, BD 57/1 and BD 57/01
2. Expansion joints are required to be approved by ASHGHAL before they may be installed on bridge decks. The requirements for
approval are set out in Annex A of BD 33/94
3. The number of expansion joints on a bridge shall be kept to an absolute minimum and if possible they shall be provided at the
bridge abutments only
4. Where expansion joints are used, provision should be made for inspecting them and the structure underneath, and the details
should be based on the assumption that joints will leak and will not provide protection against ingress of water
5. Appropriate drainage paths for the leakage should be provided which ensure that water cannot gain access to prestress
anchorages or bearings and that water is not allowed to pond. This is especially important if intermediate joints have to be located
over piers, in ensuring that drainage paths are kept clear of anchorages, because it is difficult to provide an inspection gallery.
6. Expansion joints shall be designed to the following characteristics
a. To accommodate the full designed movement range of the adjacent decks ending at the joint. The movements could be
horizontal (longitudinal and transverse), vertical and/or rotational
b. To sustain all loads subjected to it from the passing traffic without damage to the surfacing or the supporting structure during
their working lives. The loads shall be as stated in BD 33/94
c. To be fully watertight at all points, from parapet to parapet, throughout its entire movement range. The joint shall be bent up at ends
within the traffic barriers at an angle of 45° to the horizontal to ensure that water is at all times contained within the roadway
d. To provide a smooth ride and skid resistance for passing traffic over the joint
7. Strip seals and modular expansion joints with anchors cast into the deck are preferred over bolted down joints and preformed
elastomeric compression joint seals which are not recommended because of past experiences of failures
8. It is recommended that the neoprene or rubber seals are at least 6mm in thickness
9. Joints in tunnels, underpasses and long approach retaining walls should adhere to the following:
a. Expansion joints shall be spaced apart at a maximum of 30m
b. Partial contraction joints shall be located at the mid length of each segment
c. Stainless steel dowels shall be used at all expansion joints in tunnels and underpasses
d. Be provided with re-injectable hoses for the sealing of any future leakage which may require repeating a number of times
10. Gap-width
a. The gap width between the supporting elements of the joint on the abutment backwall and the deck immediately below the
expansion joint should account for possible future forward rotation of the abutment
b. A gap of at least 800mm shall be provided between abutment walls & deck ends to provide access for maintenance of the joints.
c. Where access to concrete faces will not be available in the future and where leakage is likely to occur such as at intermediate
expansion joints at the top of piers we recommend the use of stainless steel for all reinforcement adjacent to the concrete
surfaces in the joint gap
d. The maximum width of open gap at roadway level which is acceptable for motor vehicles is 80mm. If the expansion joint gap is
sealed with anything other than a load bearing element it shall be considered to be open
e. Drip moulds shall be provided immediately below the concrete corbel supporting expansion joints at the abutments and piers to
prevent water from accessing the face of concrete elements and prestressing anchorages
11. Performance guarantees shall be provided by the contractor to ensure that the expansion joint systems perform as designed,
remain watertight and are corrosion free for a period of 15 years after construction

23. Parapets 1. Parapets shall comply with either BS EN 1317 or NCHRP Report 350. The standard to be adopted shall be agreed with ASHGHAL
in advance of design commencing. To avoid confusion, only one design standard shall be used on any construction contract.
2. The minimum level of containment, unless noted otherwise in this document, shall be:
a. H2 as per BS EN 1317-2 or
b. TL4 as per NCHRP Report 350
3. For bridges crossing railways, bridges carrying High Load Routes and bridges crossing critical or hazardous infrastructure, the
minimum level of containment shall be:
a. H4a as per BS EN 1317-2 or
b. TL5 as per NCHRP Report 350.
4. The minimum requirements for parapet heights are shown in the table below:

5. The dynamic deflection of the parapet as defined in BS EN 1317-2 shall be such that, when the parapet is displaced laterally by the
full dynamic deflection, no lateral gap exists between the parapet and the edge of the supporting bridge deck.
6. Where parapets complying with BS EN 1317 are proposed, the Working Width shall be indicated on the drawings,
7. The exact height, pattern and material shall be determined following consultation with ASHGHAL as to reflect client aspiration for
the integrated aesthetical and urban design for highways and structures.
8. Reinforced concrete parapets shall be F Shape.
9. Other metallic post and rail parapet types, including aluminium, galvanised steel or stainless steel or combined metal and F shape
may be proposed for approval by ASHGHAL.
10. Visibility and sighting analysis shall be carried out for all parapets.
11. Studies shall be undertaken to determine if additional noise or privacy barriers are required. The total height shall be 2.4m.
12. All dowel bars used in parapets shall be stainless steel.
24. Vehicle collision 1. Elements of structures located within 9000 mm to the edge of roadway, shall be designed for vehicle collision loads in accordance
with structures with the recommendations of BD 60/04 and BD 37/01.
2. Elements of structures in the median or adjacent to the carriageway will be protected by F Shape concrete barriers. Barrier Units
should be at least 6 m long, built on foundation and connected/articulated horizontally (through hinge/rod or similar).
25. Vessel collision 1. Shall be in accordance with the regulatory authorities requirements and shall be subject to approval by ASHGHAL
with structures 2. In navigable waterways where vessel collision is anticipated, structures shall be:
a. Designed to resist vessel collision forces, and/or
b. Adequately protected by fenders, dolphins, berms, islands, or other sacrifice-able devices
3. In determining vessel collision loads, consideration shall be given to the relationship of the bridge to:
a. Waterway geometry,
b. Size, type, loading condition, and frequency of vessel using the waterway,
c. Available water depth,
d. Vessel speed and direction, and
e. Structural response of the bridge to collision
26. OHPS OHPS are required only for structures with vertical clearances less than 5.7 m and shall be designed to resist highway collision load in
accordance with the UK Highways Authority DMRB BD 65/97 (Design Criteria for Collision protection Beams)

4. The waterproofing should be continuous and cover the entire deck between parapet upstands including footways, central reserves,
verges, service bays and under kerbs. Particular attention should be paid to sealing the waterproofing membrane at its edges and
around interruptions
5. Where mass concrete is placed on top of the deck or tunnel base slabs, the waterproofing membrane shall be installed below the
mass concrete. In such cases an aggregate shear key will be provided by introducing, by hand, a 16/30 grade silica sand aggregate
into the 2nd coat of waterproofing membrane while it is still in liquid state. The coverage will be 1 kg/m 2
6. Horizontal chases, 6mm wide x 6mm deep, should be provided on all vertical faces of deck elements such as parapets and kerbs,
for the termination of membranes
7. It is preferable that the membrane is applied in two coats each being of a contrasting colour; however applied, it should be proved
using ”pin-hole” detection equipment, which will give reasonable assurance of the integrity of the membrane
8. The adhesion of the membrane to the deck shall be measured in accordance with BS 3900:E10:1989 prior to applying the wearing
course (asphaltic surfacing) by doing random checks, a minimum of 3 per 500 m 2 or a minimum of 3 tests on decks of less than
500 m2. The minimum bond strength should be 0.3 N/mm2
9. A tack cost shall be applied to the waterproofing membrane (as a bonding agent) prior to the application of the deck surfacing
10. Where the tack coat is of the type activated by the heat of the succeeding bituminous layer, the rolling temperature of this layer
shall be sufficient to ensure adhesion. The temperature of the asphalt at the time of installation shall be in accordance with the
manufacturer’s specifications of the membrane system being used. Tack coats between the waterproofing membrane and overlying
asphalt shall have a minimum softening point of 80 °C.
11. The waterproofing system shall have a current British Board Agrément (BBA) Road and Bridges Certificate and should be
guaranteed by the contractor for 15 years from the date of final acceptance of the system. Adhesion between the waterproofing
membrane and the wearing course should be included in the guarantee.
29. Waterproofing of All concrete surfaces below the ground level shall be protected with waterproofing membrane conforming to the project specification
structural and as applicable to QCS 2010. The waterproofing will be terminated 150 mm above the ground level, protective board or other means
elements below will be provided to protect the waterproofing membrane. The protective coating will be applied over the below ground
ground level coating/waterproofing and shall continue for a minimum of 150 mm below the ground level.
30. Waterproofing of 1. The waterproofing system shall ensure watertightness and provide long term protection to the concrete from ingress of waterborne
partially or fully chlorides or other deleterious materials

responsibility and performance of the products
5. A 15 year limited warranty on all workmanship shall be provided by the contractor. The warranty shall ensure the tunnel remains
dry during the warranty period
31. Drainage 1. Bridges – The deck drainage shall be considered during the early stages of design because of the large implications on the final
bridge configuration. The following is recommended in order of preference:
a. Do away with drains on structures if at all possible. Design the roadway with adequate slopes both in the longitudinal and the
transverse direction to ensure that water does not accumulate in the roadway during a rain storm. Allow for wider shoulders to
ensure that this does not happen. In such cases water draining off at both ends of the bridge should be channelled into large
diameter downchute pipes, with inlets and outlet structures, draining into the drainage system below. This is required to prevent
the erosion of the approaches.
b. If the structure is too long and the roadway design does not allow for a “no drains” solution design free falling drain systems to
be at close and regular intervals, located in the roadway adjacent to curbs, short vertical 150 to 200mm diameter pipes, with no
bends if possible. Provide large drip moulds on the circumference of the pipes where they exit the concrete section to prevent
water dripping down the deck cantilevers. Free falling systems should extend below the underside of deck cantilevers or deck
soffit and be placed away from the piers and faces of box girder webs to avoid wind-driven spray on bridge members. Care
must be taken that no erosion or damage occurs underneath. Water should never be dumped on a surface that lacks erosion
protection, such as rip-rap, a paved slab, splash block, or an open basin. Given that it seldom rains in Doha this inconvenience
will be temporary and should be acceptable as long as drain pipes are also located away from pedestrian walkways, roadways
and railways existing below the bridge. This strategy is particularly suited to rural applications and should be used with care
and only where appropriate in urban areas.
c. If drainage pipework cannot be avoided, then the following criteria should be adhered to:
i. Pipe gradients should be maximized to increase flushing action;
ii. Consider oversized pipes to reduce the potential for blockages;
iii. Provide traps with simple access for cleaning wherever feasible ;
iv. Bends & Turns to be kept to an absolute minimum;
v. Pipe material must be robust and non-corroding (internally and externally). Use of stainless steel or ductile iron;

E.1.1 Approved The Contractor shall appoint a survey company approved by the
Surveyor Authority & Land Information Centre to undertake a
topographical survey covering the area of the works to be
designed as shown on the Location Plan. The survey shall
provide sufficient coverage to allow the design and construction
of the works.
E.1.2 Survey Details The survey shall be sufficient in detail to allow the preparation of
survey plans showing the topography of all open areas, existing
buildings with their use identified, roads, footways, unsurfaced
tracks, kerbing, street furniture, areas of landscaping, points of
access to properties and their threshold levels, manholes and
chambers identified by service and cover levels, walls, fences,
overhead service lines including their poles or towers, culverts
including their invert levels, wadis, water channels, and
escarpments. Survey plans are to be contoured at vertical
intervals of 0.5 metres, and contour lines at multiples of 2.5
metres shall be differentiated from other contour lines. Spot
levels shall be indicated at isolated high or low points and
across flat areas where contour information is absent. Spot
levels shall also be indicated on cross-sections at intervals of
not more than 25 metres. On side roads and tracks, centreline
spot levels are to be indicated at 25 metre intervals. Survey shall
include all necessary details within the corridor width. Wadi
conditions shall be noted, where appropriate.
E.1.3 Scale Survey plans for full detail designs shall be prepared to scales of
1:500 on A1 digital frame in the latest version of AutoCAD.
However, production of survey plans up to scales of 1:100
should be allowed for in some areas e.g. junction design
drawings etc. Survey results shall be presented on A3-size
properly bound paper sheets and digital copies.
E.1.4 Point Data All points surveyed, including spot heights shall be recorded by
northing, easting and level, in a form suitable for the preparation
of a digital terrain model of the surveyed area.
E.1.5 Approval The Contractor shall, at as early a stage as possible, submit all
survey digital data and plans to the Engineer to enable
verification and approval by the Authority’s Survey Unit.

1 General
1.1 This document specifies the Technical Acceptance (TA) procedures for Bridge/Cut and
Cover Structures.
1.2 The purpose of this procedural requirement is to impose a discipline on the design process
that encourages good practice, faster design approval and better utilization of resources in
ensuring the quality of works. Most importantly, the procedures are in place to minimise the
possible risks to public and others who may be affected.
1.3 The TA procedures entail a review of the Designer’ design assumption of the Proposal in
three stages as shown in the table below:
1.4 The TA does not in any way modify the contractual and statutory responsibilities of any
party for the work carried out or the legal responsibilities of designers and IEC.
1.5 The procedures, format and terms used in this, including the Approval in Principle (AIP)
forms, Technical Acceptance Schedules (TAS) and certificates provided in Annexes A to
C, are contract-neutral and should be taken as samples. The certificates shall be amended
and agreed with the Authority to suit specific contract requirements.

Proposals
Design assumptions relating to the design of the structures.
Designer
A Designer is a person responsible for the overall design including proprietary components.
Design Team
A group of engineers responsible for the design and proposals. It may comprise an
appropriate mix of specialists under the direction of a Design Leader.
Checker
The Independent Engineering Checker who is responsible for the independent check of the
design and proposals. The Checking Team shall be competent in the field of work
undertaken and have relevant experience and appropriate Engineering qualifications.
Checking Team
A group of engineers responsible for checking the design proposal. It may comprise a mix
of specialists under the direction of the Checker.
Authority
The term ‘Authority’used throughout the document shall mean the Client (ASHGHAL).
Contractor
The organisation contracted by the Authority to undertake construction works on its behalf.
Departure
Criterion, which departs from, or is an aspect not covered by, the
Standards contained in the Technical Approval Schedule.
Geotechnical Report
Report(s) that contain geotechnical information relevant to the design, proposals or
assessment.
3 Application
3.1 The TA applies to all structural work proposals except minor structures.
3.3 AIP documents shall be submitted for all structures except minor structures.
4 Proposal Requirement
4.1 Proposals for Designs shall be in accordance with the Specifications, Design Criteria,
relevant codes of practice, and other requirements from the relevant Authorities. Any

deviation from the ASHGHAL’s Design Criteria are not allowed unless with the ASHGHAL’s
approval in writing.
4.2 The Proposals shall satisfy and/ or consider aspects relating to:
(a) Sustainability (sustainable development which meets the needs of the present
without compromising the ability of future generations to meet their own needs e.g.
prudent use of natural resources);
(b) Environment (to minimise the impact of structures on both the natural and built
environment);
(c) Aesthetics;
(d) Buildability (the extent to which the design facilitates ease of construction, allowing
the most efficient and economic use of resources, subject to the overall
requirements for the completed project);
(f) Durability;
(g) Maintenance and operational commitments in terms of whole life costs in design
options and choices of materials;
(i) Provisions for future widening and describe how the structure may be upgraded. In
the case of road tunnels, it may be necessary to make provision for future
development above or adjacent to the tunnel.
4.3 The Proposals shall state any assumptions that have been made with regard to
construction methods, processes or temporary works aspects that are significant
considerations in the design. If construction methods, processes or temporary works during
the course of construction have structural implications different from those assumed by the
Designer, a further TA shall be completed before the commencement of construction of
that part of the works.
4.4 The Designer shall consult other authorities at an early stage and submit his proposals
early for their approval. This applies to major structures, including tunnel portals, tunnel
service buildings and landscaping and those structures in environmentally sensitive
locations, such as National Parks, areas of outstanding natural beauty, green-belts, urban
areas, etc.
4.5 The Designer may seek to introduce cost savings, innovative techniques, research findings
or developments in the state of the art by the adoption of Departures.
4.6 Any proposed Departures together with reasons and justification, including benefits shall
be submitted to the Authority for consideration. Applications for Departures shall allow
adequate time of consideration by the Authority prior to inclusion in the AIP document or an
addendum to the AIP document.
4.7 The Designer should consult the Checker at the earliest appropriate opportunity to allow
timely consideration to be given to the Proposals and avoid the risk of abortive work.

5.1 The Checker shall carry out a comprehensive examination of all aspects of the design and
ensure that the design complies with the Authority's requirements including the following:
(a) Proposed Departure(s) where required by the Authority and
(b) Material use that affect structural integrity, e.g. new materials.
The Checker shall ensure that the calculations and assessed capacities are translated
accurately into design details, and drawings and are fit for purpose.
5.3 The Checker's analytical work shall be independent of that of the Designer and carried out
without exchange of calculation sheets or similar information between the Designer and the
Checker.
5.4 The start of the check need not await the completion of the design. Both activities may
proceed in parallel as far as is practicable.
5.5 The method of analysis employed by the respective teams need not be the same. The
Designer and Checker should consult each other during the course of their work to ensure
that the results they are obtaining are comparable.
6.1 The submissions of AIP document to the Authority shall be in accordance with the
Authority's specifications. Generally submissions comprise a completed AIP document, a
location plan, a general arrangement drawing, relevant parts of the Geotechnical Report,
documents relating to consultation and any other relevant information. Calculations and
detailed drawings are not required as part of the submission.
6.2 The AIP document shall record all the agreed criteria on which the design is to be based.
6.3 The Engineer shall also review and accept the AIP document before its submission to the
Authority.
6.4 Any changes to an accepted AIP document to account for subsequent variations during
design or construction shall render the AIP document subject to re-approval and submitted
to the Authority. This shall be confirmed either in the form of an amended version of the
accepted AIP document or as a separate addendum to the accepted AIP document.
Submissions clearly indicating deletions or additions that have been made to the accepted
AIP document shall be signed by the Designer and forwarded with supporting information
to the Authority. Addenda shall refer to the original AIP document by the date signed by the
Checker.

6.4 The preparation of the AIP document is a continuing exercise. The period over which it
extends will vary according to the size and complexity of the structure and number of
Departures. To avoid any unnecessary delay, AIP document may be given in stages in the
form of interim AIP document as principles are evolved and agreed. However the use of
the interim AIP document should not be allowed to prejudice the acceptance of an AIP
document for the full structure.
6.5 At the start of a new commission any existing AIP’s shall be reviewed. The AIP document
shall be re-submitted to the Authority. The Authority shall review the AIP document and
determine whether any updating or amendment to the design is required. In such
circumstances the outcome shall be recorded in an amendment or addendum to the AIP
document and submission to the Authority will be required before the construction can
proceed.
6.6 The design shall comply with the accepted AIP document. Sample AIP document forms are
given in Annex A, but different forms may be used depending on the Authority's
requirements.
6.7 The Designer shall be responsible for the applicability and accuracy of all computer
programmes used and shall also ensure the validity of the programmes for each
application.
7.1 The Design and Check certificate are required to be signed by the designer and checker to
declare the satisfactory completion of the design works with due professional skills and
diligence.
7.2 The Design and Check certificate shall refer to the relevant AIP document and any
addenda by their respective dates signed by the Checker. Departures, if any, shall be re-
submitted to the Authority.
7.3 Where additional and substitute Specification clauses have been prepared, they should be
submitted for acceptance by the Authority. They may be submitted either individually or
collectively provided they are warranted equal in all respect to those specified and the
Authority’s acceptance is obtained in writing before making a substitution. Where changes
affect structural integrity e.g. new materials, they shall be checked in accordance with the
Authority’s Specification and AIP document.
7.4 Sample certificates are contained in Annex C. However, the wording may vary depending
on the Authority's requirements/type of contract. If the completed certificate consists of
more than one page, each page should be identifiable by the name of the project and by
the name and reference number of the Structure and the date of preparation. The forms of
certificate specified in the contract requirements shall be used.
8 Audits
8.1 The Authority may conduct audits on the Designer and Checker at periodic intervals to

The prospective land-use and network updates needs to be approved by MMUP and ASHGHAL.
More specifically, the following shall be undertaken for the Target Year Model Preparation:
The contractor shall obtain the latest TMPQ model from ASHGHAL/MMUP.
The contractor shall verify land uses of the major developments planned adjacent to the
project area in the model, and update these, and if necessary, coordinating with ASHGHAL/
MMUP. The land uses of the major developments such as the North Gate Mall, Doha Festival
City and the Internal Security Force Compound in the TMPQ model shall be verified based on
the land use information provided by MMUP. If found inadequate, the contractor shall reflect
the MMUP land uses in the model.
The contractor shall code the proposed roadway configurations into the model and full model
runs shall be performed.
If and when the two-way peak hourly traffic flows on the parallel service roads are less than 240
vehicles per hour, the service roads shall be designed for a minimum two-way traffic flow of 240
vehicles per hour. Junctions between the services roads and cross roads at interchanges should
also be designed with total approach traffic flows to be no less than a two-way peak hourly traffic
flow of less than 240 vehicles per hour.

Whereas Part-A described the traffic survey and studies in a general way, Part-B will provide the
requirements of each in more detail.
In general however, the strategic model of the Transportation Master Plan for Qatar (TMPQ) shall
be used to quantify the wide impact of the proposed schemes from each project on the road under
study and adjacent road network. The detailed intersection analyses shall be undertaken using
VISSIM, SYNCHRO, SIDRA, and the Highway Capacity Software (HCS). The data to feed the
latter will be taken from the TMPQ strategic model after it has been refined using the methodology
outlined in VISUM modelling section.
The contractor shall use the TMPQ VISUM models, SYNCHRO, SIDRA and HCS to develop and
assess three proposed options for each of the design projects. The detail assessment will be
carried out only for the design year 2026. Once the preferred option has been established by
these means, a VISSIM micro-simulation model shall be built to represent that preferred option
operating under the 2026 forecast flows.
In addition to the methodology outlined here, the transport assessment shall be carried out in
accordance with the latest ASHGHAL/MMUP guidelines and procedures (latest version of
Guidelines and Procedures for Reviewing and Approving Traffic Impact Studies), as well as the
Steps and Procedures for Development and Refinement of Sub-Area Transport Model for Use in
Concept and Detail Design Projects, dated April 2009. The contractor shall present their findings
and recommendations for each project in a separate transport assessment report.
The following sections discuss the proposed Study Requirements in more detail.
The Traffic Study Methodology Report must also contain a programme which should indicate the
time allocated for each workstream in the traffic study.
The Traffic Study Methodology Report must be approved before the traffic study can commence.
Any work done by the contractor before approval will be done on the contractor’s risk. In order not

and the gathering of existing information (through a desktop study exercise) until approvals have
been issued.
The foregoing will pave the way to a better understanding of the study area and will enable the
contractor to agree the macro zones for trip generation rate verification, the final study area and
sub-area for detailed analyses with MMUP and ASHGHAL. Both these areas need to be agreed
before surveys can commence.
The extent of each study area must be sufficient to cover that part of the road network that
experiences a significant impact as a result of the land use and/or highway schemes proposals. In
general, study areas are established based on the following:
For the internal links and intersections, the carriageway links are to be presented and included in
the transport sub-model for each project. In effect, this means any link with a 20 meter right of way
or wider. In addition, there are two further criteria that will lead to a link or intersection being
assessed. These are:
any link whose traffic flow exceeds 500 vehicles per hour, as a two-way flow, (one-way
roads 300 vehicles per hour) ; and
any intersection whose approach traffic from all directions totals 800 vehicles per hour or
more.
Where the scheme limit of works is located mid-block between intersections, the next major
intersection will also be included within the assessment. If the intersection already exists and has
not been recently improved, then a schematic design will be prepared, included within the model
and assessed. However, if the intersection has been recently upgraded or has a design proposal,
then that will be included within the model and the operation assessed. Where necessary, the
contractor shall suggest schematic designs to ensure appropriate intersection operation.
Notwithstanding the above, at least one up-stream and one down-stream intersection to the
project limit of construction must be included.
For turn lanes, total capacities will be 1,500 vph for one lane, 2,500 vph for 2 lanes and
3,500 vph for 3 lanes;
Maximum Degree of Saturation allowed is 0,85;
The maximum traffic signal cycle time length should not to exceed a 150 seconds, unless
agreed with the MMUP/ASHGHAL;
All red clearance of 2 seconds and amber time of 4 seconds; and
Figure B.1 will be used to determine the percentage of heavy vehicles that will be used in
the analysis for each road class;
or heavy vehicles percentages will be determined and agreed upon with ASHGHAL/MMUP
based on the data collected in the field.

Following onto the above, the contractor shall conduct the traffic surveys as specified below:
Cars, Trucks and Buses for each movement. The TMCs shall consist of three separate counting
periods of 3-hour each, totalling 9 hours. These counts shall be scheduled to capture the morning,
mid-day, and afternoon/evening peak hours. The scheduling of the TMCs shall be determined from
the Automatic Traffic Counts conducted at or near the intersection(s) being surveyed or as agreed
with ASHGHAL/MMUP. The TMCs shall be carried out on a weekday (Mondays, Tuesdays or
Wednesdays) or as agreed with the MMUP/ASHGHAL. The TMCs shall be scheduled to capture a
realistic representation of typical traffic peak flow and to avoid holidays, special events, nearby
road works, and other such disruptions to the normal daily traffic patterns.
The results for the TMCs shall be submitted by the contractor, in both written and electronic
formats, in the standard format prescribed by ASHGHAL/MMUP, samples of which are available
from MMUP. The methodology for conducting the TMCs shall be presented to, and agreed upon
with MMUP/ASHGHAL and may include the use of video surveys. Pedestrian and Bicycle
movements across the approaches to the intersection shall be counted as well.
During the peak periods the remainder of the queues after a green phase must also be recorded
and the observe traffic flows should be adjusted to reflect demand for rather than the capacity of
turning movements.
The results shall also be adjusted for seasonal variations, if available, prior to the use in any traffic
analyses.
The results of the MCCs shall be submitted by the contractor, in both written and electronic
formats, in the standard format prescribed by ASHGHAL/MMUP, samples of which are available
from the MMUP. The MCCs shall also be adjusted for seasonal variations, if available, prior to use
in any traffic analyses.
The results of the ATCs shall be submitted by the contractor in both written and electronic formats
and in the standard format prescribed by ASHGHAL/MMUP, samples of which are available from
the Engineer. The ATCs shall also be adjusted for seasonal variations, if available, prior to use in
any traffic analyses.
The raw data from the counting machine shall be submitted in Microsoft Excel format as well.
Measure travel time, running time and delay time for each segment of the corridor in non-
peak and peak travel times;
Allow an interpreter to identify segments or intersections that have consistent problems
maintaining an average travel speed for the corridor; and
Allow the study to serve as a benchmark that could be repeated in the future to determine
how travel times may change over time (typically before, during and after construction).
The contractor shall conduct Travel Time Surveys for all of the projects using GPS – technology.
A passenger in the test vehicle shall record the reasons for delays when it occurs and record the
time of such. The methodology for conducting the TTS shall be presented to, and agreed upon
with MMUP/ASHGHAL.
Routes must be recorded and stored by GPS and the increments between point recordings must
be small enough to register the start of delay sections and back of queues.
The TTS shall be carried out during the three separate counting periods of 3-hour each, total of 9
hours. At least 6 runs per direction shall be achieved. These runs shall be scheduled to capture
the travel time of morning, mid-day and afternoon/evening peak hours. The scheduling of the TTS
shall be determined from the Automatic Traffic Counts conducted along the study route or as
agreed with ASHGHAL/MMUP. The TTS shall be carried out on a weekday (Mondays, Tuesdays
or Wednesdays) or as agreed with the MMUP. The TTS shall be scheduled to capture a realistic
representation of typical traffic peak flow and to avoid holidays, special events, nearby road works,
and other such disruptions to the normal daily traffic patterns.
The results for the TTS shall be submitted by the contractor, in both written and electronic formats,
in the standard format prescribed by ASHGHAL/MMUP, samples of which are available from the
MMUP.
Finally a Traffic Survey Report must be compiled and submitted for review.
An Existing Conditions Assessment Report must be submitted in order to highlight current network
performance and to show major deficiencies, point out operating concerns, list safety concerns,
and report aspects that may have an influence on the design option development.
B.6.1 General
The purpose of updating the base year model is to ensure a representative baseline model, before
validation takes place. The purpose of updating the target year model is to ensure realistic traffic
forecasts which are needed to develop and assess concept designs.
Generally, the following procedures shall be adopted in updating the 2011 year base and the 2026
target year models.
Update the TMPQ VISUM Demand Model component. This involves the following tasks:

The latest release of the TMPQ Traffic Analysis Zones (TAZs) will be reviewed, zones will
be split or combined, as needed, to provide the most efficient sub-area model;
The existing zonal attributes in the TMPQ model will be examined in order to assess the
level of land use information included in the latest model version;
The latest planning data will be collected by the contractor and reviewed and an estimation
of appropriate model input variables such as expected population and employment figures
will be calculated. These figures will define the production/ attraction potential for the
surrounding land use; and
The converted data will then be used to update the user defined attributes for the newly
configured Traffic Analysis Zones.
Run the VISUM Demand Model and produce assignment results for all modes;
Validate the model based on the recent survey data;
Produce all data relating to traffic volumes, v/c ratios, model split, directional splits, etc.;
and
Perform a cursory assessment of the model before the validation step.
The specific input to the model however requires in most cases the conversion of planning data
(number of residential units per type, development area in GFA of a particular type, number of
students, recreational area in square meters, commercial space in GFA, etc.) to the equivalent
input required by the model, which is population and employment per pre-defined category.
The specifications for such conversion are given here below. It will be presented in the same order
as above.
The requirements will be stipulated under three categories, viz., land-use, general assumptions
and trip generation.
B.6.2.1Land-Use
The contractor shall review and evaluate the VISUM Models and determine if there are any
development(s) that have not been included or fully incorporated in the latest revision of TMPQ
VISUM Model. The contractor shall be responsible to collate the information in order to include all
developments in the overall TMPQ Model before extracting the sub-area model.
Where land use details of any area are incomplete, the contractor needs to use the information
included in the next section or agree with MMUP on appropriate assumptions in order to determine
trip generation rates and totals.

The following provides some interim guidelines on the breakdown of the population to the groups.
Where detailed information is available for the development under study, other assumptions may
be more suitable and should be adopted with the agreement of MMUP:
1. The active population of villas distributed to Groups 1-5, 13, 14, 17 and 18 based on zone
proportions or the total proportions provided in the TMPQ land use file.
2. The active population of townhouses and apartments distributed to Groups 4-11, 15-18
based on zone proportion or the total proportions provided in the TMPQ land use file.
1. Within Doha conurbation, zone size to be less than 1km in radius & generate no less than
200 trips/hr;
2. Zones should not be split if they are to be connected to the same local roads;

Disaggregate the TAZs to the same level as the 2011 base model;
Review the planning data and input to the newly configured TAZs utilizing the 2026 TMPQ
models;
Add additional details to the sub-area model (e.g. new connectors, signal coding);
Add additional land use data in order to capture new trip generation;
Run the sub-area model to distribute and assign the generated traffic volumes;
Compare the refined model trip generation output with Dubai Trip Generation Manual
totals. If the TMPQ estimates are higher than the Dubai Trip Generations estimates, then

equal to Dubai trip generation;
The methodology to factor matrices must be agreed with MMUP and the Engineer before

Extract traffic volumes and review them with the ASHGHAL/MMUP for their comment and
approval; and
Use the approved link volumes and intersection turning movement to conduct the link and
intersection analyses.

Select the preferred route and junction option, recode the network, re-run the TMPQ model
and re-visit the assessment of the preferred option; and
Produce the Concept Design Option Report.
It is suggested that the contractor interact with ASHGHAL/MMUP during this process to confirm
preferences, institutional policy guidelines and principles, restrictions, and to ensure
interfacing/accommodating other schemes ongoing/new.
The Concept Design Option Report will be reviewed/assessed by ASHGHAL and MMUP and the
contractor will be directed whether further options needs to be considered or whether he should
proceed with a particular option. If any material changes are required, or if new alternative options
are to be developed, the contractor will have to re-study and update the Concept Design Options
Report. The contractor should include in his fee estimate for one such further option re-
development and assessment exercise. Should this number be exceeded, the normal tender
contract scope variation procedures will apply.
A Design Concept Options Development Report must be prepared and submitted at the end of this
step.
For the detailed analyses and assessment of the preferred design option, a sub-area model will be
required. More specifically, the objectives of developing sub-area model are to:
ensure the effect of the proposed developments/projects are properly assigned and
reviewed by containing the model changes, modifications and updates within a smaller
area;
minimize model noises;
build a robust model;
update a limited area with the latest land-use, if it is different from the TMPQ model;
update a limited area with the existing or proposed road network, if it is different from the
TMPQ model;
enhance the model network by adding or modifying links and intersections;
validate a limited area using the latest land-use and traffic data; and
extract matrices and traffic volumes for further analysis.
The process of developing the sub-area model should include at least the following steps:
Refine the VISUM model within the sub-area by splitting zones to obtain a more
representative network loading. Change connectors to suite new zone structure;
Cut a sub-area model in VISUM and export it to VISSIM. Export the travel demand
matrices for the sub-are as well in order to perform a dynamic assignment in VISSIM;

Ensure that the zone numbers in VISUM and VISSIM corresponds as the same Vissim
network, once further refined, will be used for the different peaks, and will form the base for
detailed mitigation option assessment;
Refine the Vissim network by aligning it with background photo imaging material (road
design drawings or aerial photography). Update entry/exit roads, junctions, local access
where appropriate, major feeds to and from direct access facilities like petrol filling stations
or heavy vehicle rest areas, include toll plazas (if present), include heavy vehicle
overloading weight stations, etc.;
Insert traffic control at junctions and adjust stop lines;
Insert desired speed decisions;
Insert reduced speed areas;
Insert/define conflict resolution areas;
Define Nodes for junction assessment;
Update the VISSIM parameters where appropriate with pre-agreed values. Any changes to
parameters should be approved by ASHGHAL/MMUP; and
Run VISSIM with dynamic assignment and make final model adjustments (calibration of
parameters should only be done in the base year where it is possible to compare it with
observed traffic movements).
Finally the sub-area VISSIM models should be generated for the refined one for the MD- and PM-
peak cases.
The output from the analysis will include average delay per vehicle, level of service for each
movement (LOS), average and 95-percentile queue lengths, and degree of saturation (DOS) and
v/c on each intersection movement.
For 2031 peak period, both the concepts and the mitigation options will be tested. Based on these
analyses, the impact on the external road network will be determined and the options refined. A
minimum of LOS D will be achieved for each intersection movement and link per direction.

The following measures of performances for the three peak hour periods (morning, afternoon, and
evening) shall be included in the output from the analysis for the existing and future conditions:
The outcome of these analyses will be a recommendation of the Preferred Option for each scheme
in each project. These recommendations will be put to ASHGHAL/MMUP for approval before the
contractor continues with the next task.
Once the base year VISSIM micro-simulation has been approved, the contractor shall build
models of the Preferred Option for each of the packages for the 2031 forecast year. The contractor
shall use travel demand data output from the VISUM model for this purpose. The contractor shall
use the dynamic assignment for these models.
Appropriate ‘warm up’and ‘cool down’periods shall be used. These periods shall be determined
once the network is built and an initial analysis of the modelled areas is carried out. These shall be
added to the model to enable more accurate analysis of the peak hour conditions. The level of
demand during these periods shall be based on a ratio of the peak hour flow. This ratio is to be
determined from survey data but is likely to be of the order of 80% of the full peak hour demand.
The coverage of the VISSIM model shall include all of the preferred option design and in addition,
the next adjacent major intersection on each boundary of the scheme. The contractor shall use the
default VISSIM parameters relating to driver behaviour, e.g. gap acceptance, lane changing and
car following. However, other driving behaviour parameters such as standstill distance can be
modified according to local conditions.
As mentioned earlier, the base models shall be validated by comparing modelled turning flows with
observed turning flows. Models for the preferred option shall be assessed by comparing its outputs
to the equivalent outputs from the VISUM model.
The following outputs, taken as averages over each of the four 15-minute periods within each
peak hour, shall be used as the parameters for comparison:
Demand flows and actual numbers of vehicles entering and exiting the network;
Vehicle volume, speed and density by roadway segment;
Average delay at each node; and

In addition, the contractor shall use the GEH test of goodness of fit, i.e. that the model is deemed
to be acceptable if 85% of compared values have a GEH value of 5.0 or less. Note that, neither
travel times nor queue lengths are proposed to be included in these tests, as these parameters
are not directly comparable between the two programmes due to the differences in the way that
intersections are modelled.
The contractor shall compare outputs from the VISSIM model to those results from the separate
SYNCHRO and/or SIDRA analyses (already performed during the evaluation of the three
concepts) to illustrate general agreement between the two approaches.
The TMPQ model includes a base level of public transport data, gathered in 2006 by PTV and
updated in 2009 based on the Qatar Integrated Railway Study by Qatari Rail. The contractor shall
review this information and incorporate emerging plans.
B.12.4 Parking
Where parking facilities exist within the study areas, the contractor shall review them and make
recommendations as to the future additional requirements as to how the new facilities should be
integrated with those already in place. Where no such facilities exist, the contractor shall estimate
the overall requirements on a TAZ by TAZ basis for both on- and off-street facilities.
The calculation of overall level of provision required will be based on the Dubai Manual referenced
earlier in this Statement.
Assess the use and function of the existing roads and intersections;
Determine existing and future levels of service (LOS) for roads and intersections (a Level
of Service of D needs to be achieved for all roads and movements unless agreed with
the Engineer);

1.2 The Quality Plan shall show Quality Hold Points where no further Works or activity shall
proceed without the written approval of the designated person identified in the related
quality procedure, method statement or Works instruction and Quality Witness Points
where no further Works or activity shall proceed without the designated person being given
the appropriate notice to visually inspect such Works or activity as set out in the related
quality procedure, method statement or Works instruction.
1.3 The Quality Plan shall contain, or incorporate by reference, documents which shall be used
to demonstrate the achievement by the Contractor of the required Contract standard or
requirement such as:
(i) office and site logs,
(ii) records of visits to any location or party in connection with the Design for the Works,
(iii) office and site test results,
(iv) records of verification,
(v) records of all supervision and witnessing with results carried out by the Contractor,
(vi) all certificates and statements required by the Contract in respect of the Design and
the Works.
Such records shall identify all Design changes to products and specifications and
verification and traceability of all processes in connection with the Design and the Works.
1.4 All information and records in respect of the overall management and supervision of the
Design and the execution of the Works and the remedying of defects in the Works required
to be produced by the Contractor (including but not limited to the Designer, the Checker
and the Road Safety Auditor) shall be provided to the Engineer or the Employer at the
various times required by the Contract. Where necessary, such information shall be
procured from others by the Contractor.

1.7 The Quality Plan shall conform with but not be limited to the requirements shown in
Sections 2 to 10 of this Appendix P of these Particular Employer’s Requirements
2.1 The part of the Quality Plan relating to the Contractor’s organisation and management of
the Contract shall include but not be limited to:
(i) the definition of the Contract and its documentation;
(ii) the organisation of the Contract including the line of command and communication
links between all the parties involved in the Contract in the form of annotated chart(s);
(iii) the names, roles, responsibilities, curricula vitae and authority of principals and key
personnel involved in the Design, execution and maintenance of the Contract.
These shall include the roles undertaken by the Project Director, Contracts Manager,
Site Agent/Contractor's Project Manager, Contractor's Management Representative
for Quality, Contract Quality Manager, Contractor's Management Representative for
environmental protection, Sub-agents, General Foreman, Foremen, Engineers,
Contract Quantity Surveyor, Safety Officer, Contractor's and Designer's Supervisor(s)
for the Works, Contractor’s and Designer’ Health and Safety co-ordinators,
Designer's Project Director, Team Leader(s) and Site Representative(s), Checker's
Team Leader(s), Road Safety Auditor(s), Planning Supervisor, and any other
principal party or person involved in the Design and the Works;
(iv) the identification of the Contractor's staff responsible for overseeing and co-
ordinating each major activity including Design, Design checks, Safety Audits and all
subcontract activities;
(v) documented Certification Procedures for the control of consultations, liaison and
meetings with relevant third parties including the Traffic Police, Authorities, Utilities
and Service Providers or persons;
(vi) documented Certification Procedures for the control of sub-contracts which shall
include the assessment of the sub-contractor's quality assurance and quality control
capabilities, the identification and implementation of additional controls needed on
such subcontractors to fulfil the Contractor's obligations in respect of this Appendix P
of these Particular Employer’s Requirements and the Contract;
(vii) documented Certification Procedures for the control of all documentation including
inter alia documentation which has to be provided by the Contractor to the Engineer
or the Employer;
(viii) a programme for submission of Design and Design Check Certificates and
associated documentation, method statements and Suppliers Quality Plans. These

the Contractor by the Engineer and which shall be inserted into the Quality Plan.
4.1 The part of the Quality Plan for the Design Check of the Design shall include but not be
limited to the provision of:
(i) The names and curricula vitae of the key personnel who shall carry out the Design
Check;
(ii) Documented Certification Procedures and method statements for ensuring
compliance with the NRA DMRB and the UK DMRB and the Employers
Requirements.
(iii) These Certification Procedures shall include verification that the relevant sections
and subsections within the Particular Employer’s Requirements have been complied
with and shall indicate whether the part of the Design which has been subject to a
Design Check;
(a) complies with the sub-section
(b) requires a consultation certificate; or
(c) is not relevant to the sub-section;
(iv) documented Certification Procedures for the review of the Design Check including
frequency of and personnel responsible for such reviews.
(v) a description of arrangements for the interface with Certification Procedures and
method statements within the Quality Plan for the Design and liaison with the
Designer.
(vi) any other relevant item which may during the Contract be brought to the attention of
the Contractor by the Engineer and which shall be inserted into the Quality Plan.
5.0 Contractor's Method Statements and Execution Procedures for the Works
5.1 The part of the Quality Plan for the Contractor’s method statements and execution
procedures for the Works shall include but not be limited to:
(i) the names and curricula vitae of the key personnel and management staff who shall
execute the Works and remedy defects in the Works;
(ii) a list of sub-contractors to be employed on the execution of the Works and the
remedying of defects in the Works;
(iii) a list of the quality procedures and method statements to be provided;
(iv) identification of specialist activities and personnel who shall be employed carrying out
such activities;
(v) arrangements for quality control of purchased products and materials;
(vi) arrangements for quality control of all materials sourced on or off site;
(vii) arrangements for quality control of workmanship;
(viii) detailed written method statements for each major activity and for sub-divisions of

each such major activity whether such activities and sub-divisions thereof are directly
controlled by the Contractor or subcontracted and shall include those major activities
listed in sub-clause 4 of this Appendix.
The written method statements shall identify Quality Hold Points and Quality Witness
Points and invoke for all activities:
(a) work instructions and otherwise;
(b) quality control procedures and otherwise ;
(c) compliance testing/inspection arrangements and otherwise ; and
(d) work acceptance procedures and otherwise.
Method statements shall inter alia describe each stage of the execution, the layout of
the Works and the remedying of defects in the Works.
The method statements shall also identify the plant and materials that shall be used
in the execution of the Works and the remedying of defects in the Works, Temporary
Works, safety measures, working space considerations, and where appropriate the
requirements for skilled labour and/or special supervision and otherwise.
Method statements shall show how the proposed activities ensure that impacts shall
be restricted to the best possible environmental option and shall include contingency
plans and environmental procedures to minimise damage caused by accidents,
spillage’ or other unforeseen events.
The method statements shall include Certification Procedures for notifying the
Authorities, Utilities, Service Providers, private Utility Services and otherwise, where
relevant.
Hold Points shall be identified at stages of work where checks shall be necessary
before continuing. The authority for release of the hold points shall also be identified
in the method statements.
Witness Points shall be identified at stages of work where such witness points shall
be required. Such Witness Points shall include Engineer’s Witness Points.
The notice required to be given to personnel carrying out such witnessing shall also
be given in the method statements.
(ix) the identification of other relevant execution procedures in the Contractor's own
Quality Assurance System. Procedures invoked by method statements shall include
the following, as extracted from the quality controls required by the Contractor's
execution quality control:
(a) the control, identification and traceability of materials;
(b) Certification Procedures for the prevention of inadvertent use, installation or
covering up of non-conforming work; and
(c) any other corporate and/or contract specific work instructions that shall be
applied.

method statements within the Quality Plan in respect of the execution of the Works
and the remedying of defects in the Works;
(iv) a description of arrangements for the interface with the Certification Procedures
within the Quality Plan for the Design of the Works and liaison with the Designer;
(v) organisation chart for the Designer’ Site organisation which shows links between the
Employer, the Engineer and the Contractor;
(vi) arrangements for liaison and meetings with interested parties
(vii) arrangements for the control of personnel selection which shall be based on
consideration of skill, care, diligence and experience qualities;
(viii) documented Certification Procedures for undertaking the supervision of the execution
of the Works and the remedying of defects in the Works detailing:
(a) the stages of work when the inspection(s) shall be undertaken;
(b) the personnel carrying out the inspection(s);
(c) the frequency of inspection(s);
(d) the Certification Procedures to be followed when dealing with non-conforming
Works; and
(e) the recording of inspection(s)
(ix) documented Certification Procedures for the review of the extent and frequency of
supervision;
(x) documented Certification Procedures for the issuing of Execution Certificates;
(xi) documented Certification Procedures for document control including the receipt,
control and retention of all documents;

7.1 This part of the Quality Plan for the Contractor’s execution quality control for the Works
shall include but not be limited to:
(i) a statement of the Contractor's organisation for quality control which shall identify:
(a) the responsibility for the initiation and updating of the Quality Plan;
(b) the responsibility of the "Management Representative for Quality" for
monitoring and ensuring compliance with the Quality Plan; and
(c) the responsibility for the adequacy of the quality records produced.
(ii) documented Certification Procedures for the arrangements for "receiving" and "in-
process" testing;
(iii) documented Certification Procedures for the control of test laboratories;
(iv) documented Certification Procedures for the control of test, measuring and inspection
equipment;
(v) documented Certification Procedures for document control, which shall facilitate their
identification, traceability requirements, control of document issues and their status.
Documents recording the verification, review, approval, release and amendment of
the Works shall similarly be controlled;
(vi) documented Certification Procedures for monitoring and recording the inspection,
test and approval status of the execution/installed work including the identification of
"hold points";
(vii) documented Certification Procedures for tests and inspections for the purpose of the
Contractor certifying that prior to covering up, each part of the Works shall be
complete and conforms to the Contract.
The Certification Procedures shall identify the proforma and/or database to be used
for recording the inspection and test results, and the proforma to be used for
recording the certification of compliance of all items of the Works by authorised key
personnel. Each submission shall be separately identified;
(viii) documented Certification Procedures for authorising the covering up of each part of
the Works upon receipt of inspection and test results;
(ix) documented Certification Procedures for the review of work submitted for review but
not accepted as conforming to the Contract.
These Certification Procedures shall include options for identification of non-
conforming work and proposals for reworking and remedial work; and
(x) any other relevant item which may during the Contract be brought to the attention of
the Contractor by the Engineer and which shall be inserted into the Quality Plan.
8.1 The Quality Plan for the “suppliers quality plans”shall include but not be limited to:
(i) a definition of the product or service which shall be provided;
(ii) annotated chart(s) showing the organisation structure of the Supplier describing the
line of command and stating the name of the senior manager responsible for the
contracted work and the name of the Supplier's on-site management representative.
Contact addresses, telephone numbers and otherwise shall be provided. This shall
address all activities, including those sub-let.
Names of any sub-contractors and suppliers involved in the production shall be
provided;

(iii) the identification of the relevant parts of the Supplier's Quality Assurance System
relevant to the product or service being provided;
(iv) documented Certification Procedures for the control of personnel selection (at the
supplier’ Works and on Site), including special requirements for skilled personnel for
example; certification of welders, training of operatives, experience requirements and
otherwise.
The Suppliers shall provide evidence that the training and experience requirements
given in the appropriate Quality Assessment Schedule are being met;
(v) documented Certification Procedures for the receipt and examination of certificates of
conformity and test results for purchased products;
(vi) documented Certification Procedures for product identification and traceability. Each
piece or bundle of delivered product shall be indelibly marked and where appropriate,
the lot identification shall be included on each package;
(vii) documented Certification Procedures for handling, storage, packaging and delivery to
Site and storage and handling on Site, including instructions for repair of damaged
products where appropriate; and
(viii) documented Certification Procedures for compiling Quality Records which shall
include documents to demonstrate the achievement of the requirement standard for
example; Site logs, record of visits, records of verification, review and release,
certificates of conformity and records of all Design modifications to products and
specifications.
9.1 Items 1.6 (i), (ii), (iii), (iv), (vi) and (vii) of this Appendix P of these Particular Employer’s
Requirements shall be submitted to the Engineer for his approval not later than 21 days
after the award of the Contract.
9.2 The Contractor shall submit the remaining parts of the Quality Plan to the Engineer for
approval 21 days prior to commencement of any associated work or activity and to the
programme to be included with item 1.6(i) of this Appendix P of these Particular Employer’s
Requirements.
10.1 Notwithstanding any other requirements of the Contract, method statements shall be
required for the following major activities:
(i) Traffic Management broken down into each traffic management operation, including
inter alia traffic diversions, traffic re-routing and permanent and temporary diversions;
(ii) Demolition and Site Clearance;
(iii) Safety Fences, Safety Barriers and Pedestrian Guard-rails;
(iv) Drainage and Service Ducts;
(v) Earthworks, including method statements for different materials;
(vi) Road Pavements including Method Statements for different materials;
(vii) Kerbs, Footways and Paved Areas;
(viii) Traffic Signs;
(ix) Road Lighting;
(x) Electrical Work;
(xi) Structures, each being broken down into each main element;

1. The drawings and other information listed in the following sections shall be provided as
appropriate to form the safety file for the project.
The file for a project shall in most instances be a composite document incorporating
information on individual structures making up the project.
Where a project incorporates a major structure such as a tunnel a separate file for this
element may be appropriate.
The file shall be compiled and delivered to the Employer by the planning supervisor on
completion of the overall project or on a structure-by-structure basis as appropriate.
The term completion in this context shall normally be the end of the Defects Notification
Period unless otherwise agreed by the Employer.
The format, media and numbers of copies of the information contained in the file shall be
agreed between the Employer and the planning supervisor on a project specific basis.
The file shall contain an index listing all drawings and other information provided with
particular reference to information that shall be in other records to which the file simply
cross refers.
2. Where the project involves alterations or additions to roads or other features outside the
Lands Made Available by the Employer for the Works and the Lands Made Available by the
Contractor for the Works the information appertaining to such shall be in a separate file or
separately identified so that it can be passed to the "'owner" of the road or feature (this
would also include Accommodation Works undertaken on other than private domestic
properties).
In such cases it shall not be acceptable to cross-refer to other records and the file or part
shall be a stand alone document.
3. The project shall be referenced to the general road network (to be agreed with the
Employer) so that it can be easily accessed and updated when future Works or
maintenance are undertaken.
Scheme Drawings
General arrangement drawings referenced to the Ordnance Survey Grid Reference or
maintenance reference system [to be confirmed in writing with the Employer] covering:
(a) horizontal alignment including land boundaries to a scale of 1:2500 or 1:1250 in urban
areas;
(b) vertical alignment showing the final and original ground levels on the centre line of the road
or new and existing surface levels where reconstructing an existing road.

(a) plans and sections of foul/surface water drainage showing location and invert levels, types
and sizes of pipes, bedding/backfill details and any protection;
(b) plans showing locations of fin drains including details of type, make and depths;
(c) plans showing outfalls into watercourses including provisions for oil interceptors or other
traps;
(d) plans showing balancing ponds or other drainage features;
(e) plans showing land drain connections;
(f) drawings showing types and locations of manholes and catchpits, including details of
proprietary systems if used and gullies, gratings and frames.
Pavement
Drawings showing the following information:
(a) plans giving extent of surfacing including type of materials, thicknesses and mix design for
black top pavements and details of joints/mix design and reinforcement for concrete
pavements.
Structures
Drawings showing comprehensive information in respect of Structures shall be prepared as part of
the structural records in accordance with the requirements of BD 62 of the UK DMRB.
All aspects that may have relevance to health and safety are recorded as part of these records
and reference shall be made to them for such information.
Fencing
Drawings showing the location of fencing including type of fence, protection given and any special
features such as additional netting.

Legislative Requirements
Copies of the Compulsory Purchase Order and Compulsory Purchase Order and Extinguishment
of Public Rights of Way Plans (including schedules) made under the relevant Acts together with
individual land plans shall be provided [where these may not be applicable the appropriate
equivalent shall be substituted].
B. DESIGN INFORMATION
(a) for structures reference shall be made to the structural records prepared in accordance
with BD 62 of the UK DMRB;
(b) basic design parameters used for cutting/embankment slope calculations with list of slope
batters;
(c) details of drainage design for culverts/sewers;
(d) details of predicted/actual traffic flows and pavement design loadings and assumptions.
C. EXECUTION METHODS
Reference shall be made to the structural records for information, which may be relevant if a
structure has to be extensively modified, [e.g. where a structure is post tensioned].
Provide information on methods of execution where special techniques were necessary, e.g.
dewatering or ground freezing.
Describe any significant health and safety problems not anticipated that arose during execution
and the steps taken to overcome them.
D. MATERIALS
Provide details of materials and products used in the project. This shall list all suppliers by name,
address and material product supplied.
Where products or materials are covered by the COSHH Regulations full details of the product or
material specification shall be given.
Where sub-contractors were responsible for operations involving the installation or application of
products or materials, names and addresses shall be given.
E. MAINTENANCE FACILITIES/PROCEDURES
Full information on maintenance facilities, procedures and manuals for structures are available in
the structural records prepared in accordance with BD 62 of the UK DMRB.
A maintenance manual shall be provided for any plant, machinery or equipment forming part of the
permanent Works for the project which is not required as part of a structure.
The manual shall detail the methodology for comprehensive testing, routine maintenance, fault
repair and testing.
Details shall be provided of any features incorporated into the project to facilitate future
maintenance operations to be undertaken other than on structures, e.g. access.
F. DEMOLITION
Information in respect of the health and safety implications to operatives and others where total or
partial decommissioning, demolition or dismantling of structures is proposed is contained in the
structural records prepared in accordance with QCS 2010, Section II, Part 1, Regulatory
Document Page 87 to Page 104 Construction Site Safety, Clause 1.5.6 Safety in Demolition.

1.0 Temporary Road Works signage shall comply with the Qatar Traffic Manual, Traffic Control
at Road works and Qatar Work Zone Traffic Management Guide and the details below.
2.0 Driver Information Signs shall be provided, erected, maintained and removed by the
Contractor at both ends of each section of the public roads affected by the execution of the
Works.
They shall not be placed where they may distract drivers negotiating traffic management
provisions.
3.0 Sign face layouts shall be in accordance with Qatar Traffic Manual and Traffic Control at
Road works and shall include a supplement plate indicating the nature of the work.
2.0 Driver Information Signs shall be sited in accordance with Qatar Traffic Manual and Traffic
Control at Road works.
The supplementary plate shall indicate how long delays are possible. At the
commencement of Works the legend shall read, for example “… until August, 2012.”
At least 10 days before the end of the carriageway restrictions the date shall be specified
more precisely, for example “… until 30th September.”
This date shall be further updated, if necessary, until the restrictions are removed.
5.0 Signs shall be located at least 50 metres beyond the downstream end of a taper and in a
position which does not prejudice traffic safety
Traffic Management
1.0 Traffic management plans for any traffic management shall be submitted for approval by
the Engineer in accordance with the Certification Procedure. The Contractor will not be
permitted to reduce number of lanes without providing adequate diversion routes, which
will require agreement with the Engineer. Closing of any road should be as per the
approval of the concerned department and the Engineer.
The Contractor will prepare a draft Traffic Management Plan for the Project. This will include the
project works, and any major alternative route that traffic will be deviated too during the
construction period. It shall also include the measures the contractor is taking in relation to his
workforce where they are working in locations with live traffic. The contractor will be required to set
out in the Traffic Management Plan how he is providing protection for his workforce, and where
required, the location(s) of designated safe crossing points. The contractor shall note that the
interaction of the workforce with live traffic outside the previous stated areas will not be accepted.
Such a plan will have to be approved by the Qatar Traffic Police and Ashghal, unless the nature of
the works is such that no existing traffic will be affected through the duration of the project. In such
a case Ashghal will instruct the Contractor to proceed without a Traffic Management Plan.

Any and all temporary traffic diversion schemes shall be developed by the Contractor in
compliance with Ashghal’ Procedure on Temporary Traffic Diversion Scheme Approvals”;
Document Number DXW-GENL-0000-PO-KBR-OR-00058 which may be obtained from Ashghal.
When a traffic management plan must be submitted, the following procedure will be relevant:
The Contractor will have to commission seven day electronic classified traffic counts on all
major entry and exit points to the project, and in between major cross roads along the project.
These counts must be done for each lane of the travelled roadway. These counts should be
used to compare the TMPQ –model traffic forecasts with, and to make adjustments to the
model to reflect the current traffic;
The Contractor must study the traffic, develop a draft traffic management plan, consider the
construction sequence and methodology to minimise traffic impact/congestion, apply Ashghal
requirements and liaise with the Qatar Traffic Police;
The traffic management plan needs to be substantiated by traffic demand modelling in the
TMPQ L6 (or latest), proper analyses of the resultant traffic volumes on traffic
bypasses/alternative routes with SYNCHRO, SIDRA, HCS or HCM-2000, and submitted to
Ashghal for their approval;
If the traffic management plan requires several phases during the project construction period,
each phase will have to be analysed separately and the required mitigation measures should
be determined and agreed with Ashghal;
Should the traffic management plan include any traffic signals, their phasing and green splits
needs to be determined based on peak-hour traffic turning movement counts, and analyses by
SYNCHRO or SIDRA;
It is a requirement that temporary traffic management works must adhere to good traffic
engineering principles/practises, be safe at all times, consider pedestrians if present, and be
properly signed. Such temporary works may include alternative routes or traffic bypasses
whichever is applicable.

S1.2 Specialist All ground investigation site works, sampling, site testing,
Contractor laboratory testing and factual reporting shall be undertaken by
specialist contractor approved by the Authority & Material &
Laboratory Division (MLD) of the Qatar General Organization for
Standards & Metrology (QGSOM), and engaged directly by the
Contractor. The name of the specialist sub contractor is to be
entered in the Contractor’s fee proposal at the time of Tender.
S1.3 Minimum The Contractor shall carry out all ground investigation site works,
Requirements sampling, site testing, and laboratory testing in accordance with
the minimum requirements shown in these Appendices.

S1.6 Trial Pits Where appropriate, trial pits can serve the dual purpose of
geotechnical investigation and utilities location. Trial pits are
specifically required to establish the line, size, material and level
of utilities at locations where proposed diversions tie in with
existing utilities and at services crossings critical in design
considerations.
S1.7 Included Works The Contractor's fee shall be deemed to include all works and
services associated with the execution of the ground
investigation and its reporting.
S1.8 Compliance To assist the Contractor in the preparation of his fee proposal for
this part of the investigation, the Contractor is to ensure that his

S1.9 Additional It should be noted by the Contractor, when preparing his fee
GI included proposal, that this schedule is considered to be the minimum
requirement for the satisfactory execution of the ground
investigation. Should the Contractor consider that additional site
works, sampling and testing will be necessary he shall state this
in his fee proposal and identify the additional costs separately?
S1.11 Geophysical The Contractor shall carry out a Geophysical Survey in the
Survey following two (2) stages and submit a report identifying utilities
and underground anomalies, such as cavities, to the Engineer’s
satisfaction.
A detailed desk top study shall be undertaken of the
existing geophysical data along the road alignment. The
purpose of this study shall be to identify specific areas for
further investigation. The Contractor shall make use of
available resources, such as, but not limited to, the GIS
centre at MMUP. The findings of this study are to be
included in a Report, to be submitted within one (1) month
of the commencement of the commission.
Based on the findings of the Report, specific locations for
further geophysical field investigations will be identified.
Appropriate surface geophysical methods will be applied to
determine existing subsurface utilities or to trace a
particular utility systems, existing underground features
and anomalous subsurface conditions, such as sinkholes,
underground cavities, etc. The results of this investigation
will provide guidance to the contractor in selecting
locations for geotechnical investigation such as utility pits,
boreholes, trenches, etc. The geophysical survey shall
include, but not be limited to, geophysical survey of
underground features, mapping and identification of
existing underground features. The field work shall be
completed within four (4) months from the completion of
the Desk Top Study report, and the Final Geophysical
report shall be submitted one (1) month after completion of
the field work.

S1.13 Approved All site reconnaissance, site works and reporting shall be

Laboratories and Standardization Affairs of Ministry of
Environment and engaged directly by the Contractor. The name
of the specialist contractor is to be entered in the Contractor’s
fee proposal at the time of submittal.
S1.14 Mapping and The Contractor shall identify all underground features from the

categorized and labelled according to specific utility agency (i.e.
Telephone; Water; Electricity-EHV, HV, MV, LV, Street Lighting;

S2 - DRAFT SPECIFICATION
S.2.3 Boreholes and The work shall be carried out in accordance with the
Trial Pits recommendations of the British Standard Code of Practice, BS 5930
: 1999 + A2 : 2010 and as superseded by BSI EN. The Contractor
shall provide full information on the strata and the engineering
properties of all soils and rock encountered and shall exercise the
greatest possible care to ensure that both field and laboratory work
are of the highest quality.
The measurement of the depth of the trial pits and boreholes shall
be taken from the level at which the pit or bore enters the ground.
The positions of all boreholes and trial pits shall be recorded to
within an accuracy of 250 mm together with the ground levels to the
nearest 25-mm related to Qatar National Datum. This information
shall be recorded on the logs and submitted to the Engineer as part
of the Report.
S.2.4 In-situ Testing In-situ Standard Penetration Tests shall be made on all non-
cohesive and non-cemented strata at intervals of 1.00 metre
throughout the depth of each borehole.
S.2.5 Pavement Cores shall not be less than 150mm diameter and shall be taken
Coring through the full thickness of the asphalt pavement such that the
underlying, unbound material is exposed.
The quantity of water used for cooling the core-cutting bit shall be
kept to a minimum to reduce the possibility of any softening of the
unbound materials under the asphalt.
After extraction, the core shall be washed with clean water and
labelled to identify the location and other relevant data, it shall be in
a suitable container and similarly labelled.
All core holes shall be backfilled with fine cold asphalt mixture or
similar approved material, and compacted in layers using a suitable
tamper such as a plate attached to a vibrating hammer. Backfilling
shall take place immediately upon completion of testing.

S.2.6 Dynamic Cone The DCP shall consist of a steel rod with a 60° cone at one end.
Penetrometer This is driven into the ground by means of a sliding hammer. The
(DCP) Testing DCP shall be used to assess the in-situ bearing capacity of
materials by measuring the resistance to penetration of the cone in
mm/blow.
Analysis of the DCP reading shall be made using the latest version
of the UK Transport and Road Research Laboratory DCP computer
programme based on the following relationship between penetration
resistance and estimated in-situ CBR:
The analysis shall account for the effect of water used in the coring
process, on the aggregate layers.
S.2.7 Sampling All rotary core samples taken shall be retained for a period of six
months at the offices of the Contractor for the purpose of inspection.
All core samples shall be colour photographed and postcard size
prints inserted in each copy of the report. Photographs are to be
taken at a distance from core samples such as to enable a detailed
study of the core.
The depths below ground level shall be recorded for all samples
taken, together with the sampled zone for bulk samples. All samples
shall be clearly labelled in respect of plan location and depth.

S.2.8 Laboratory All laboratory testing shall be carried out in accordance with the
Testing relevant procedures given in BS 1377: 1975, Testing of Soils; save
that the method of replacement of stone retained on the 20mm
sieve for both compaction tests and re-compaction of samples for
the CBR test shall be in accord with QCS requirements, with the
CBR test being carried out after 4 days of specimen soaking.
Soil and ground water samples shall be analysed for the following:
sulphates
chloride
pH
grading / classification (as appropriate)
For each trial pit and borehole, soil samples shall be tested at each
change in strata, with a minimum of 2 tests in the overburden above
the rock.
S.2.9 Engineering The Contractor shall submit two copies of preliminary borehole logs
Report to the Contractor at the completion of each day of work. Information
shall be recorded as the work proceeds and shall contain full
relevant details.
S.2. 10 On-site The Contractor shall take all reasonable precautions to safeguard

S.2. 12 Utility The location of utility lines encountered in the excavation shall be

shall ensure that a representative of each utility company is present
to confirm the responsibility for the apparatus encountered.
S.2. 13 Programme The Contractor will be expected to carry out the on-site works
expeditiously and in one visit.
S.2. 14 General The Contractor shall give a minimum of 48 hours notice, in writing,
to the Engineer, before he commences any work on site.
The Contractor shall ensure that the Sub Contractor carries out the
works to the entire satisfaction of the Engineer, and is to work in
such a way that no inconvenience is caused to other contractors,
statutory undertakers or the general public who may be in the
locality.
The responsibility for obtaining Road Opening Permits and the like
shall be upon the Contractor who shall adhere to all the
requirements of any authority.
The Contractor shall allow in his fee submittal for hand excavation
to determine the presence of utility lines, prior to the
commencement of mechanical excavation.

Output Data: Automatic data transfer onto CAD and GIS maps.
Grid pattern is marked out in the ground tied in to the starting point,
this assist the operator in aligning the GPR accurately.
Acquisition
The acquisition process refers to the scanning of the road using GPR
systems. Apart from the starting point, some additional ‘guide’ points
will be required at set intervals to help the operator steer GPR
systems in the correct direction. These guide points also serve
another purpose, to fit the scans correctly and accurately onto a
bending road in CAD or GIS. To acquire all underground utilities in all
different directions, in x, y and z axis, have to be performed by the
GPR.
Post Processing
This is the process where all the underground utilities are identified
and labelled. This process can be further sub-divided into the
following categories:
• Post processing for radar maps (raw data);
• Utilities detection process;
• Data verification; and
• Export of data to CAD/GIS.
S.3.5 Report General Results of the geophysical survey must include the following
