2 The Contractor shall be deemed to have his own copy of the Authority's specifications,
regulations, notices, and circulars referred to in (a) to (t) above.
3 The Authority’s specifications, regulations, notices and circulars referred to in (a) to (t)
above may be amended, amplified and complemented by Schedule A: Project Brief.
4 EXISTING SERVICES:
ii. Any proposed crossings and/or utility protection works at any existing Qatar
Petroleum (QP) facilities and the like, have to be coordinated and adjusted
according to the existing pipe lines alignment and elevation obtained from site
trial pits carried out on site according to QP Regulations. The method of
construction is subject to the approval of the Engineer.
SECTION 1: GENERAL
1.5.1 General
The Contractors attention is drawn to the fact that the Works may be undertaken in areas
where blasting activities may be restricted.
2 Reinstatement shall include restoring the area of any route to at least the degree of
safety, stability, drainage, level, contour and landscaping that existed at the time the
Contractor is given Possession of Site and all such reinstatements shall meet the
minimum requirements of the QCS and latest ACOP.
Delete paragraph 3.
8 The work permit for plants, which are under operation by Authority Operations and
Maintenance Department will be issued as per ‘Operations and Maintenance
Department Permit Procedure’ based on the Contractor’s application through the
Engineer or his designated representative.
6 The Contractor shall aim for zero reportable environmental accidents. If any such
incidents occur, the actions undertaken and resulting impacts shall be recorded and
reported as part of the requirements of the Environmental and Sustainability
Management requirements described in Part 2.3.
1 Details of all claims for damage or warning of intended claims for damage which the
Contractor may receive shall be brought to the attention of the Engineer without delay.
Likewise, any such claims or warnings, which may be submitted directly to the Engineer,
shall be passed on to the Contractor without delay.
4 The Contractor shall consult the Lands & Survey Department of the Urban Planning
Affairs of the Ministry of Municipality and Environment (MME) and Authority prior to the
commencement of any works to determine if the work is likely to disturb survey marks.
If the Lands & Survey Department requires a survey mark to be moved the Contractor
will be responsible for recreating the survey mark to an approved design and
specification, and for resurveying the point using survey companies approved by the
Lands & Survey Department.
5 The Contractor shall be responsible for the protection of the survey marks within the
boundaries of the Site for the duration of the Contract and shall be liable for all costs of
any remedial work required by the Lands & Survey Department.
6 Prior to the issuing of the Certificate of Completion of Works the Lands & Survey
Department. will issue a certificate stating that all survey marks, whether disturbed or
otherwise by the Contractor, have been reinstated or protected to the satisfaction of the
Lands & Survey Department.
7 In the event of failure to comply with the requirements of this Clause the Authority, without
prejudice to any other method of recovery, may deduct the costs of any remedial work
after the Time for Completion carried out by the Lands & Survey Department, from any
monies in its hands or which may become due to the Contractor.
3 The Contractor shall notify the Engineer in writing of his intention to utilise any land
outside the Site and obtain the written approval of the Engineer before approaching any
landowner for use of their land.
4 Before exercising any right negotiated by him in connection with using land outside the
Site, the Contractor shall notify the Engineer in writing of such arrangements. The details
of the arrangement shall include drawings and description of the land to be used,
purpose of its use and duration of the Contractor's use of the land.
1 The Contractor shall obtain the approval of the Engineer before interfering with access
to any property, and shall also obtain the approval of the Engineer to any alternative
access arrangements.
2 The Contractor shall notify the Engineer and the relevant owners and occupiers in writing
fourteen (14) days in advance of any such interference and shall confirm to the Engineer
that the alternative arrangements have been agreed with the relevant owners and
occupiers.
4 The Contractor shall be held responsible for any damage caused by him, his work
people, sub-contractors or suppliers to public or private roads, paved areas, paths
verges, trees, shrubs, fences, boundary walls, gates, signs, drains, ducts and services
during the execution of the Contract and shall bear the cost of making good any damage
to the entire satisfaction of the local and other authorities and owners. The Contractor
shall keep all private roads and paths clean and free from dirt and debris and any
obstruction associated with the Works, which would prejudice the safe and unimpeded
normal use of the said roads and paths.
The following additional item shall be added to Section 1, Part 7.2.1 Product Data
and Shop Drawings
Add new paragraph 4 as follows:
4 Working drawings and shop drawings for utility installations including but not limited to
Water, Electric, Telecommunications, Security and other installations shall be prepared
by the Contractor and will include for the detailed working drawings and shop drawings
to obtain appropriate utility authority approval prior to commencement of such works on
site. The working drawings and shop drawings, provided by the Contractor, shall include
for , but not limited to, pipe and duct profiles, connection arrangements, house
connections, valve chamber locations and arrangements, bend arrangements, thrust
blocks, cable jointing and cable jointing pits, etc. all in accordance with appropriate
authorities standards and requirements.
7.6 PLANS
1 Preparation of the CEMP shall be by a third party environmental consultant hired by the
Contractor. The Contractor is required to regularly update the plan when required.
Adherence of the Works to the plan will be supervised and documented by the
Contractor’s HSE Officers. The Contractor shall appoint sufficient number of HSE
Officers at its own costs to enable permanent supervision of the works during its
execution.
2 The CEMP shall be submitted to the Engineer’s Representative and Engineer for review
and comments. The CEMP will then be presented to PWA for which comments from the
Engineer’s Representative, the Engineer and PWA. The comments should be
addressed by the Contractor and resubmit to PWA for approval.
3 Preparation of CEMP shall consider all requirements / conditions set out by the Ministry
of Municipality and Environment (MME) in the Environmental Permit, or LR&DP CEMP
template in the PMDS.
7.8 REPORTS
7.9 PHOTOGRAPHS
1 The Contractor shall arrange to obtain a photographic and video record of the Site before
the Commencement Date of the Works to fully record the existing conditions of the Site
and other matters of interest in connection with the Works or their surroundings of the
Project, by taking photographs and video films from positions agreed with the Engineer.
Two number 125 x 90 mm prints of each photograph and a digital copy of the
photographs/video film on a DVD shall be handed to the Engineer within 7 days of the
photographs/videos being taken. Any photograph/video which is not clear and distinct,
double exposed, over exposed, blurred, etc. shall be retaken until approved by the
Engineer at the Contractor’s expense. All shall cross reference to a location with
chainage.
1 The Contractor shall obtain a photographic record of the execution of the Works by taking
photographs from various points as agreed with the Engineer at the commencement of
the Works, and also as the Engineer may specify from time to time during the course of
the Works. The number of photographs to be taken shall be as specified by the Engineer.
2 Photographs shall be taken at each of the specified points on a monthly basis until the
completion of the Works. The date when the photos are taken shall be clearly visible on
the photo image. Any photograph which is not clear and distinct, double exposed, over
exposed, and the like shall be retaken until the Engineer is satisfied, at the Contractor's
expense.
3 A digital copy of the photographs on DVD shall be submitted to the Engineer within 7
Days of the photographs being taken. A selection of these photographs as agreed with
the Engineer shall be included in the Progress Reports as described in Sub-clause 7.8.3
of Part 7, complete with labels describing the work shown in the photos and its location
at Site.
4 The Contractor shall also obtain video records, in mp4 format, showing the progress of
the Works, and any distinctive events or other matters of interest in connection with the
Works, at locations and times as specified by the Engineer. The video quality shall not
be less than Full HD. Any video which is not clear and distinct, double exposed, over
exposed, blurred, and the like, shall be retaken until approved by the Engineer at the
Contractor's expense.
5 The Contractor shall submit two videos on DVD to the Engineer within 7 Days of the
recordings being taken in two versions:
a) A video that includes audio review of the progress of the project with text explaining
the elements recorded by the video and its location at Site.
b) Another video that includes the raw format of the subject being recorded without
adding effects or texts.
7.10 DRAWINGS
The following additional item shall be added to Section 1, Part 7.10.1 Working
Drawings and Shop Drawings
3. All drawings and shop drawings related to utility installations and prepared by the
Contractor shall be approved by the relevant utility authority prior to the commencement
of such works on site. Responsibility for obtaining the utility authorities approvals to said
working drawings and shop drawings shall be that of the Contractor.
1. The Contractor shall produce As-built drawings for the project. As-built drawings shall
be prepared using AutoCAD Civil 3D, in accordance with the requirements of the PWA
CAD Standards & GIS Database Standards Manuals and the Authority’s requirements.
a. The Contractor shall be provided with the digital drawing files of the Issued for
Construction drawings.
b. The Contractor shall be responsible for updating any of the drawing files as
necessary to conform to the requirements for AutoCAD Civil 3D drawings.
c. The Contractor shall prepare and submit for approval a QA/QC Plan for the
preparation of the As-built drawings in conformance with the PWA CAD Standards
Manual and the Authority’s requirements.
e. The As-built drawings shall include all existing and constructed utility works by
other agencies within the project limits.
2. The final CAD files shall be properly configured in order to support the transfer of
designated drawing information directly into the Authority’s GIS database. Ownership of
the final approved digital CAD As-built drawing files shall be transferred to the
Authority’s Engineering Services Department (ESD) which is responsible for the
Authority’s Drainage and Road Layers of the Qatar Centre for GIS (CGIS) repository.
a. The Contractor shall convert any required portions of the CAD drawing files as may
be necessary in accordance with the Authority’s Data Dictionary for Drainage and
Roads Layers, and perform QA/QC of the converted files.
b. The Engineer shall be responsible for the upload of data into the CGIS layers as
designated by the Authority`s ESD.
3. The Contractor shall prepare As-Built Record Drawings and submit them to the
Engineer for approval. Upon approval, the Contractor shall submit a further four (4)
copies of each As-Built Record Drawing to the Engineer. All As-Built Record Drawings
shall be prepared on easily reproducible medium approved by the Engineer.
4. The Contractor shall also submit two digital copies of As-Built Record Drawings. The
As-Built Record Drawings shall be accompanied by operation and maintenance
manuals, service literature and list of spare parts where applicable.

but not limited to:
a. Digital drawing files in DWG and PDF formats, and Civil 3D model, all in
accordance with the PWA CAD Manual and the Authority’s requirements;
c. Four (4) prints of every drawing issued by the Authority, Contractors, Specialist
sub-Contractors and Suppliers, marked up to show the whole of the Works as built;
d. Four (4) sets of the copies of all manufactures’ manuals issued in connection with
the Works;
e. Four (4) copies of every report, test results, site instruction, or correspondence
issued or received in connection with the Site Monitoring of the Works;
6. The Contractor may be required to obtain approvals from utility departments on the As-
Built drawings as a pre-requisite for the Engineer’s final approval.
7. Contractor shall up-load the As-built drawings on the DC Automation Application system
in order to obtain approvals from the relevant authorities.
8. As-Built Record Drawings and other documents shall be submitted before the expiry of
the period of maintenance named in the Contract. The final completion certificate will
not be issued, and therefore the final payment will not be released before the
submission by the Contractor, and approval by the Engineer of all drawings, documents,
and records of the project. One copy of each drawing and document shall be marked
for archival storage.
9. No final payment shall be made until the As-Built Record Drawings are complete in all
respects and approved by the Engineer. The Contractor shall not be entitled to any
extra payment or extension of time for the preparation of the As-Built Record Drawings.
Item e The Contractor shall coordinate with the Landscaping Section of the relevant authority
for replanting or delivery locations for the trees identified in the Contract to be retained
and/or new trees installed
2 The Contractor shall attempt to allocate at least 40% of the total construction expenditure
to source the following from Qatar to contribute to the national economy:
• Building Materials
• Construction Materials
• Construction Equipment
• Temporary Rental Spaces
3 Where technically feasible, the Contractor shall reuse excavated material on site for
backfill / compaction as appropriate rather than import virgin material into the site.
4. In the event the Contractor is unable to source and acquire materials and equipment from
countries stated in the approved manufacturers/supplier/vendor list due to embargo, the
Contractor shall source and acquire equivalent materials and equipment from other
alternative countries accordingly if required without additional cost incurred to Authority.
5. A 10% price preference shall be granted to national products over similar foreign products.
A 5% price preference shall be granted to national products over similar products of
national origin. In the event of unavailability of national product, a 10% preference in price
shall be granted to products of national origin over similar foreign products. These
preferences shall be such that:
a. Where the level of national supply of a certain product fails to meet the full demand
requirements of the Works, the supply requirements of the Works shall be met by
products of national origin, failing which foreign products shall be used to meet their
demands. This shall be subject to the provisions of paragraph (5) herein and the
two conditions regarding quality and delivery.
b. The prices shall be calculated for the purposes of the preferences set out in
paragraph(5) herein based on the delivery prices at the Works stores. In cases
where foreign products are exempted from customs duties or are subject to any
other exemptions, the value thereof shall be added when calculating the prices for
the purposes of comparison.
c. The national products, products of national origin and foreign products must meet
the specifications of the Standards and Metrology Specification for the GCC States.
They must also be approved by the State of Qatar or meet the standards and
specifications applicable in the State of Qatar if any, or else the international
standards shall apply.
9.3.1 General
9 The laboratory shall be provided with equipment and trained personnel sufficient for
carrying out all the tests for earthworks, subbase I road base, concrete, asphalt, etc.
referred to in the Specification. The laboratory shall be capable of carrying out all the
relevant tests at the frequency required by the Specification and by the rate of progress
required by the Contractor's approved programme for the Works.
10 All the specified and compliance testing in accordance with QCS 2014 shall be undertaken
by the contractor at one of the Authority approved laboratories. The laboratory can be a
field or off site laboratory. For a field laboratory provided by the Contractor, all testing
personnel shall be from the Authority approved Third Party Laboratory. Sampling of
materials at a field laboratory shall be done under the supervision of the Engineer.
11 Sampling and testing at the Authority approved off site laboratory shall be carried out by
personnel from the approved laboratory.
12 The Authority also intends to subject all its construction projects to an independent audit.
This would entail a random audit of all construction projects, involving 5% testing carried
out on behalf of the Authority by an independent laboratory at Authority expense.
In order for a Laboratory to be Ashghal Approved they must meet the following minimum
requirements:
(a) The Laboratory must meet all Qatar Government requirements in respect of Qatar
government registration, Conformance Certificate etc.
(b) The Laboratory must hold an ISO 17025 Accreditation Certificate issued by a
recognised accreditation organisation and the Laboratory must agree to extend
this Certification to cover any Field Laboratories performing sampling and testing
on Ashghal projects.
(c) Accept random inspections and reviews by Ashghal personnel in both their main
and Field laboratories.
1. Project Managers and Project Consultants are advised not to send any
samples for quality control purposes through Contractors in order to assure
the credibility of results. Samples delivered by Contractors will not be
accepted.
2. Independent Laboratories:
a. They must not receive samples for project quality control except from
Project Managers, Consultants or their representatives.
c. Contractor has the right to send samples to Laboratories for his own
quality control but these will not be considered by Ashghal.
(e) Accept that all test results generated by the Third Party Laboratory for testing
undertaken on Ashghal Projects must be entered by the Third Party Laboratory
(f) All Contractors to consult the Public Works Authority (Ashghal) Approved Test List
and use an Approved third party Laboratory/Testing House. All third party
laboratories/testing houses shall be on the published list at the time of the testing
is undertaken.
The following additional items shall be added to Section 10.9.3 Safety Equipment:
12 All site managers and supervisors should receive health and safety, and environmental
management training prior to mobilisation on site.
13 The Contractor shall develop and provide a series of ‘toolbox talks’ covering health and
safety, environmental and sustainability management for Construction site managers to
use in monthly training sessions. These talks will be in line with the outline CEMP
provided as part of the Contract package.
14 The occurrence of these ‘toolbox talks’ and any feedback and updates resulting from
these talks should be recorded on a monthly basis.
11 The Contractor shall provide support facilities for all staff and labour and all
accommodation facilities for labour to be in line with section 10.9.4 of the QCS 2014. The
Workers Welfare Officer shall conduct Monthly audits on all facilities to ensure compliance
with QCS 2014 requirements.
12 As part of on-going health and safety procedures, the Contractor shall implement and
record measures in place to support and enhance the wellbeing of site workers, and to
protect members of the public or any sensitive receptors identified adjacent to the
worksite. This shall be reported along with the Monthly audits outlined in sub-clause
10.9.4.11.
13. The Contractor shall conduct medical screening for the entire work force including sub-
contractors for chronic diseases – Diabetes Mellitus, Hypertension and Dyslipidaemia.
Records of such screening and follow up treatment actions shall be maintained and
provided to the Authority as and when requested.
14. Contractor shall in accordance with the regulations provide the required approved medical
facilities such as First Aid Units / Clinics on the Project for the duration of the Project.
11.1.1 Scope
1. This Part specifies the requirements for the Engineer’s temporary site facilities and
includes site offices, utility connections, provision of equipment and supplies and
attendance. It also includes requirements for the Engineers Representative which may
include but not be limited to the following list of staff:
1 Type 2 Office shall be provided within the Contractor's designated working area and
arranged to provide the layout described in clause 3 below. The offices are to be removed
within 90 days of the issue of the date of the Certificate of Completion. Should the
Contractor, at the end of this contract, be awarded another C2 project in close proximity
to these site offices, he may request to retain the offices for that project. This Office should
conform to the general requirements for Type 2 Offices as defined by QCS 2014 but with
the following particular requirements.
2 The offices and furniture shall be of high quality reflecting the prestigious nature of the site
and project. They shall remain the property of the Contractor on completion of the contract.
All Site Offices used for the Authority`s projects shall be manufactured and sourced in
Qatar.
3 The office complex formed from Type 2 Offices shall be arranged and partitioned as
described below and be used for the exclusive use of the Engineer, Engineer
Representative and the Authority:
Within 7 days of commencing of the Contract, the Contractor shall provide a drawing
showing the Office Complex layout to the Engineer for his approval.
13 Each washroom shall have the following sanitary fittings to the approval of the Engineer
and an adequate supply of hot and cold water at all times:
Male Washroom:
• 4 Nr lifting WC suites with toilet roll holders
• 4 Nr basins
• Roller hand drying towel and hot air dryer
• 1 Nr. shower tray, mixer fitting, rose and shower curtain
• 4 Nr mirrors fixed over basins
Female Washroom:
• 4 Nr lifting WC suites with toilet roll holders and sanitary towel disposal unit
• 4 Nr basins
• Roller hand drying towel or hot air dryer
• 1 Nr shower tray, mixer fitting, rose and shower curtain
• 4 Nr mirrors fixed over basins
14. In Addition to the individual offices detailed above a meeting room shall be provided with
the following furniture to the approval of the Engineer:
(c) 1 Nr. wall mounted Whiteboard, 1000 x 2000 mm in size with white board markers (4
colours) and eraser.
21. The Contractor shall provide male and female prayer room facilities.
2 The number of shaded car parking spaces required shall be 36 Nr and 8 Nr visitor.
11.3.4 Telephone
1. The Contractor shall arrange for the provision of two (2) land lines for the sole use of the
Engineer and Engineers Representative staff for Type 1 Offices and three (3) land lines
for the sole use of the Engineer for Type 2 Offices. Plus extra per staff member.
2. The Contractor shall also arrange for the provision of two (2) land lines for the sole use of
the Visitor Orientations/ Site Rules public information consultation area. Computer
equipment and the like are set out separately for this area. All computers shall be provided
with software and the appropriate software licenses
Delete the Clause 11.4.2 item 1 and replace with the following:
7 The Contractor shall provide the network at the Type 2 offices and the following equipment
for use by the Engineer or their nominated representative as a minimum requirement:
(a) All users to be provided with a web-cam and skype/IP telephony supported latest
headsets.
(b) All users to be provided with wireless mouse and keyboard.
11 The desktop and laptop computers shall comply with the software and licenses defined
as follows:
11.4.3 Photocopier
1. The Contractor shall provide a new colour / black and white photocopier for the sole use
of the Engineer and Engineer's Representative staff. The performance specification for
the photocopier shall be as detailed in the Project Documentation.
1 The Contractor shall provide measuring and recording equipment for the sole use of the
Engineer and other Engineer's Representative Staff. The following items, which shall be
to the approval of the Engineer, shall be provided for the duration of the Contract:
Replace the Clause 11.4.4 item 1 (a), (h), (i), (j), (k) & (l) with the following:
(a) 1 No. Electronic Distance Measurement (EDM) station complete with 3 tripods, 2
targets and 1 handheld pogo stick.
(h) 10 No. 5m pocket tapes.
(i) 12 No. Ranging rods.
(j) 1 No. Mason’s Spirit level 1m and 4 No. Mason Spirit level 300mm.
(l) 3 No. digital camera with minimum requirements of 10 megapixel, 10X optical zoom,
date recording, built in Wi-Fi/GPS and USB download functions.
Add the following after Clause 11.4.4 item 1 (m):
(n) 2 No. 30m linen tapes
(o) 1 No. hand held GPS with Qatar Grid
2. For Type 2 Offices, the Contractor shall supply and install a facsimile machine and
telephone, which should contain an information screen to identify the caller as well allowing
conference call. The telephone and facsimile machine should conform to the relevant
provisions of any Ooredoo standard – (or other similar standard providers) or requirement.
3 The Contractor shall provide a new A4 size plain paper desktop facsimile machine
complying with the following. Facsimile machines shall comply with the following
specification:
1 The Contractor shall supply and maintain four digital cameras and one digital video camera
for the exclusive use of the Engineer with full insurance and warranty, and supply software,
batteries, memory cards, cables, DVDs, CDs, and photograph albums as required. The
digital cameras shall have a minimum specification of 24 –480 zoom, with a minimum of
16.0 Mega pixels for prints up to 20” x 30”, 32 GB internal memory and video/audio facility.
The cameras shall be returned to the Contractor at the end of Period of Maintenance in a
used condition
12.2.1 Buildings
8 If the Contractor’s allocated working are as are considered insufficient, the Contractor
shall identify and obtain any other suitable sites for all office, fabrication, storage areas
(and other spaces) that he may require including all necessary permissions, payments
and provision of utility connections.
1 The Contractor shall establish accurate temporary bench marks on permanent blocks
from which the levels to which the Works are to be constructed may be transferred. The
location of temporary bench marks shall be agreed with the Engineer. The level of
temporary bench marks shall be related to the Qatar National Height Datum.
13.4 SURVEYING
1 The Contractor shall provide the Site ground survey and the correctness of that survey
shall be entirely the Contractor's responsibility.
2 The Site ground survey shall comply with the requirements of the Qatar Survey Manual
as a minimum.
3 The Contractor shall, within 21 days of the date of commencement of the Works, carry
out a check of the co-ordinates and levels of all permanent monuments, bench marks
and survey markers used in the determination of the site survey model and proposed to
be used for the setting out of the Works.
3 The Contractor will be held responsible for and shall indemnify the Authority and the
Engineer against all claims in connection with noise, vibration, dust, smoke, diesel
spillage and any other nuisance arising from the execution of the Works.
In Clause 1 and 2
Replace “Supreme Council for the Environment and Natural Reserves” with “Ministry
of Municipality and Environment.”
3 Where paved carriageways, unpaved carriageways or ramps are required, they shall be
provided and maintained to a standard suitable in all respects for the class or classes of
traffic or pedestrians requiring to use them. The surface provided shall be equivalent to the
surface of the existing carriageway or footway.
6 The Contractor shall comply fully with the requirements detailed in the Qatar Work Zone
Traffic Management Guide. The Contractor shall prepare and maintain a comprehensive
Temporary Traffic Management Plan (TTMP), which shall encompass all traffic
diversions required throughout the duration of the Contract all in accordance with the
Work Zone Traffic Management Guide. The following shall also be taken into account
by the Contractor while preparing the “Work schedules” in order to minimise the impact
on traffic and residents:
(a) Closures must never exceed one block between two intersections and must
never occur at the same time on two parallel roads
(b) Wherever roadside space is available and required to grant vehicular passage
the Contractor must execute minor improvements on side drains, sidewalks,
etc.
(c) Excavation works at the street corners shall be conducted ensuring safety and
visibility for turning vehicles,
(d) Close collaboration with the residents must be ensured to prevent any major
public outcry.
(e) Road signs shall comply with the standards required by the concerned
authorities; however any special road signs will be subject to their prior
approval.
i. At least one traffic lane, minimum 3.0m wide, to be kept open at all times.
ii. Pedestrian access to all roadside buildings/shops to be granted at all times.
i. If works are carried out which results in the road being closed for a period
of time, then appropriate diversions must be provided, as agreed
beforehand with the Engineer and the traffic police authorities.
Add new sub clauses 16.2.3, 16.2.4, 16.2.5, 16.2.6 and16.2.7 as follows:
All traffic management operatives shall wear high visibility reflective vests and trousers
which comply with BS EN 471 Table 1, Class 3. Any vehicles used for installing or
maintaining traffic management shall be fitted with high visibility chevron markings, roof-
mounted flashing amber warning light bar.
16.2.4 Communications
The Contractor shall ensure that appropriate publicity is given relating to any lane or road
closures. Local residents and other stakeholders shall be consulted to mitigate the impact
of such measures. The Contractor shall advertise any major road closure or diversion in
a local newspaper, in advance of implementation.
Relevant Traffic Management Plans (TMP) and Traffic Diversion Plans (TDP) shall be
developed and submitted to the Engineer for approval in advance of any TM measures
being installed. Approved TMP and/or TDP shall be available on site for inspection by the
Engineer. The following penalties will be imposed on the Contractor for failure to comply.
(b) TMP/TMD not available for inspection by the Engineer – QAR 1,500.00 per instance
The Contractor shall record and report all traffic related incidents within the site limits to
the Engineer. Any serious incidents or accidents involving members of the public shall in
addition to the authorities be reported immediately to the Engineer.
1. Traffic management incorporating Work Zone Traffic Management Guide shall form part
of the Contract. Work Zone Traffic Management Guide, shall be used for planning,
implementing, and maintaining traffic management installations at roadworks.
2. Existing procedure for preparing and submitting traffic management proposals shall be
enhanced by the use of qualified traffic engineers employed by the Contractor. These
Contractor resources shall be approved by the Engineer and the Authority.
3. All Traffic Management (TM) proposals will be reviewed by the Engineer, and submitted
to the Authority’s Traffic Department for review and acceptance in accordance with
procedure details as advised by the Authority. No Traffic Management (TM) shall be
installed without final approval from the Traffic Police. A copy of all the approved TDPs
shall be provided to the Engineer and the Authority.
4. The Contractor`s TDP staff shall undertake daily inspections of the TM installations, and
keep appropriate records of all audits undertaken by the Engineer and the Authority.
17.1.2 Responsibility
2 No major operations shall be commenced or work outside the usual working hours be
carried out without the consent in writing of the Engineer or without full and complete
notice also in writing being given to him sufficiently in advance of the time of operation so
as to enable him to make such arrangements as he may deem necessary for its
inspection. To be read in conjunction with Schedule A Part 2.
17.2 Coordination
During construction of the numerous projects issued as separate Works under the
contracts entered into between the Authority and the Contractors as part of the overall
delivery of the Project, there will be numerous other infrastructure projects under
construction in Qatar. These other projects are likely (but not limited to) to be the
Expressway, Qatar Rail Company (QRail) projects, and Inner Doha Re-sewerage
Implementation Strategy (IDRIS). Accordingly, it is imperative that the Contractor shall
engage, coordinate and maintain close liaison with other contractors working in the
vicinity of its own Works in order to minimise any adverse impact on its own programme
for the Works. Some of the coordination may entail sharing access to the Site, its other
working areas and adjacent areas to the Site, common traffic management or diversion,
diversion of utilities, etc. The following shall be read in conjunction with Schedule C
[Resource Schedules] Part 3 [Supply Chain] and Contract documents.
17.2.7 Logistics
Due to the number of infrastructure and other contracts that will be under construction
during the term of the Contract, there is expected to be a heavy demand on primary
construction materials and labour. Accordingly, the Contractor is expected to put in place
a timely and robust system for planning and tracking the procurement and delivery of all
main and critical materials required for the timely completion of the works. The Contractor
should also implement a plan for the provision of labour.
1. For transporting of materials, it is envisaged that the Contractor will take due
cognisance of restrictions in the movement of heavy goods traffic which may be
imposed in line with the “Keep Doha Moving” philosophy.
3. The objective of the Authority and its Agents is to consider securing the timely
supply of sufficient quantities of at least the below listed primary materials, to be
available at predetermined rates for the Contract works. If and when this facility is
put in place, the Contractor may be instructed to use this facility in order to
streamline and improve the efficiency on the supply of construction materials.
a. Cement
b. Bitumen
c. Gabbro
d. Limestone
e. Washed Sand
f. Steel Reinforcement
There could be additional primary materials, which will be identified by the Authority
/ Engineer on a project basis.
b. A schedule for the entire duration of the contract, month by month showing the
site staff and labour workforce expected to be required for the works. The
labour requirement should be segregated by skilled and unskilled labour.
c. The Logistics Plan shall as a minimum identify the origin, sources for these
items, the means of delivery, scheduling, and the Contractor’s contingencies
for dealing with any issues that my impact the Logistics Plan.
d. Include the daily volume of construction traffic expected for the works
e. Provide details of the routes that will be used for the delivery of construction
materials to Site.
3 The Contractor shall comply with the following requirement during the handing
over of the Project
a. Submit the handover plan and up-date it on a monthly basis till completion
date of the Project.
c. Upon Completion of part of the Works of the whole project, the Contractor`s
request shall be forwarded to the maintenance department by the Engineer`s
representative and a suitable date for the inspection shall be arranged by the
maintenance department, and snags will be issued to the Contractor with a
view to take over this part of the Works.
d. The Contractor shall complete the Works to the satisfaction of the Engineer
before requesting the Completion Certificate, including Pump Stations and any
Mechanical and Electrical installation encounter.
e. Any non-significant (minor) snag and outstanding works lists developed by the
Engineer`s Representative shall be carried out by the Contractor during the
maintenance period.
3 The Contractor shall obtain, as a pre-requisite for the issuance of the Maintenance
Certificate, the approvals/clearance required from public authorities (whenever
applicable) including, but not necessarily limited to:
e) The Contractor shall obtain NOC recommendation letter from Asset Affairs
Department.
1 The following documents shall be obtained prior to the issue of the Maintenance
Certificate:
a) A certificate stating that the outstanding Works and snags have been
inspected by all parties and have obtained the satisfaction of the Engineer`s
representative, Engineer, Maintenance Department, and all other concerned
Authorities.
f) The Contractor shall obtain an NOC recommendation letter from Asset Affairs
Department.
The Contractor shall comply with all Stakeholder Management requirements as stated in
this section and as directed by the Engineer. The Contractor shall ensure Stakeholder
satisfaction and requirements are met throughout the different stages of the project
starting at initiation, execution, closure and maintenance. Project Stakeholders include,
but not limited to, the following:
1 At project initiation; the Contractor shall identify all relevant Stakeholders. The Contractor
is solely responsible for identifying all project relevant Stakeholders who have an influence
and/or interest in his project. The Contractor shall submit a Stakeholder Management Plan
within 14 days of the Contract Award. The Stakeholder Management Plan shall be
updated on a Quarterly basis as directed by the Engineer subject to the approval of the
Engineer. The plan shall include the following as a minimum:
iv. Plan for obtaining timely approvals from utility agencies and licensing
agencies.
v. As-Built approval management plan.
2 The Stakeholder Management Plan shall include a section on deliverables and schedule
for submittals of the specific deliverables. These deliverables shall include, but not limited
to, public awareness campaigns timeline, approval requirements timelines, schedule of
licenses and submittal of as-build drawings for approvals.
Notification to the Public on works being undertaken and time periods and signage to avoid
closures, diversions and the like.
The Contractor shall implement, based on the approved management plan, all strategies
required to obtain the timely approvals, received required licenses and submit /receive final
approvals on as built drawings. The plan shall ensure no delay to such approvals, licenses
and as-build submissions/approvals.
1 The Contractor shall contribute to the public awareness programme to inform the public of
the implications of the work on individuals, traffic, noise and traffic diversion. This
contribution shall include, but is not limited to, information packs, banners, posters, signs,
PowerPoint presentations and other communication outreach activities.
(a) Contractors may not engage in public communication activities without the express
direction and approval of the Authority on content, materials and activities.
1 At project initiation; the Contractor shall identify all relevant public Stakeholders directly
affected by the project. The Contractor is solely responsible for identifying all project
relevant public Stakeholders who have an influence and/or interest in the project as
directed by the Engineer.

2 The Contractor is not expected to develop any communication outreach plans and actions
beyond the requirements identified in this document and in the accompanying Authority
communications guidelines. The Contractor shall commit to the below Public Stakeholder
communication activities:
i. Any entities of significant influence and/or interest in the project in the affected
area of the works will be identified by the Contractor and approved by the
Engineer at Gateway 2 - this will include (but not be limited to); commercially
important brands, significant building size, community influence, significant
direct impact, government entities, influential persons etc.)The Engineer will
provide the Contractor with standard formal notice content material in soft
copy for production and a content distribution plan. Any and all content must
have final approval from the Engineer prior to distribution.
iii. The Contractor commits to distributing all content material in accordance with
Authority communications guidelines no less than two weeks prior to
mobilisation on site.
ii. The Contractor commits to immediately informing the Engineer should any
major issue that will increase disruption for buildings and/or people in the area
of the works.
i. The Engineer will issue the Contractor with Authority instructions on how to
answer queries related to the works in the form of prepared statements. The
Contractor commits to instructing all personnel involved in the works to use
these statements.
(d) Any and all complaints are to be immediately notified to the Engineer using the
template(s) in the accompanying the Authority communications guidelines via email
noting date and time; full name, address and contact details of complainant; nature
of complaint and other required details.
The Contractor shall assign a Stakeholder management team capable of implementing the
Stakeholder management plan to the satisfaction of the Engineer. The Stakeholder
management team shall be led by a bi-lingual Stakeholder manager with the qualifications
set forth in the Works. The Stakeholder manager shall be supported by the Stakeholder
management team to ensure public awareness and satisfaction, approvals by utility and
licensing agencies. The team will be responsible for replying and managing all public
complaints to the satisfaction of the Engineer. The size of the Stakeholder management
team will depend on the size of the project size and expected interaction with Stakeholders.
The Authority reserves the right to make reasonable amendments to the Authority
Communications Guidelines document reflecting changes to communication policies. The
Contractor will accept and adopt any changes to the guidelines without additional cost to
the Authority

The following amendments to Part 3 (Earthworks) of QCS 2014 shall form part of the
specifications.
3.3.1 MATERIALS
3.3.1 General
3 All excavated material whether requiring disposal, processing or treatment for re-use in filling
arising from all the excavations whatsoever as required in the Works, including but not limited
to general earthworks, trenches, shafts, manholes and chambers, foundations and footings,
and any other underground structures, shall be disposed of off-site; either to tip or to the
designated Logistic Area by Named Sub-Contractor in accordance with the Schedule G -
Transportation Agreement .
7 The Contractor shall not undertake, either on site or elsewhere, any crushing or screening of
all earthworks material excavated from or for use in the works.
Add 2. All excavated material that is capable of being processed into suitable material by
crushing, screening, mixing and/ or other means shall be transported by the Named Sub-
contractor, Named Sub-Contractor to the designated Logistics Area and delivered to QPMC.
The Contractor shall be responsible for maintaining all records of deliveries and
documentation relating to the quality of such material.
Add 8. The Contractor shall remain responsible for all fill and subgrade materials incorporated
into the works. The Contractor shall take measures to ensure that each load of fill received
from QPMC is in accordance with the specification requirements and for rejecting unsuitable
material. The Contractor shall be responsible for maintaining all records of deliveries and
documentation relating to the quality of such material.
9 Contractor shall ensure the subgrade of the roadway is tested to a depth of up to 500 below
the subgrade formation level and complies with the requirements listed in Table 3.1
4 In all excavations, the groundwater level shall be maintained at least 1.0m below the
formation level.
1 Rock materials [moderately weathered/ slightly weathered/ un-weathered/ unaltered/ fresh/ firm
and rigid igneous, metamorphic and sedimentary solid rock] that can only be excavated by using
pneumatic hammers/ pneumatic rock breakers, hydraulic hammers/ hydraulic rock breakers,
bulldozers fitted with rippers or blasting (if permitted) shall be considered as rock excavation,
provided requirements as per QCS 2014 Section 06: Roadworks Page 8, Part 03: Earthworks
Cl. 3.3.4 Rock Fill and QCS 2014 Section 06: Roadworks Page 13, Part 03: Earthworks Cl. 3.5.3
are also satisfied.
Notwithstanding the above, excavation in rock with the following engineering characteristics
shall also be considered as ‘Rock Excavation’ with the following engineering characteristics,
unless at the discretion of the Engineer.
The Laboratory test methods to determine the PLI shall conform to the standards specified in
QCS 2014.
A minimum of three (03) samples shall be selected at each of the representative depth and
interval during excavation as directed by the Engineer to perform the laboratory Wet and Dry
Uniaxial Compressive (UCS strength) and the Dry Point Load Strength/Index (PLI) to establish
the material as Rock, as specified in QCS 2014 Section 06: Roadworks Page 8, Part 03:
Earthworks Cl. 3.3.4 Rock Fill. The average UCS and PLI values shall be considered.
A minimum of two samples shall be selected at each depth and interval during excavation as
directed by the Engineer to perform Laboratory Unconfined compressive strength with young’s
modulus determination.

conjunction to the above to meet the required criteria for the material to be accepted as Rock
and the excavation as rock excavation. If there are differences for consideration of the material
under Rock Excavation, the Contractor should thoroughly demonstrate the non excavatability
and rippability of the strata by use of lower capacity plant/ backhoe/ excavator until the hard
strata [moderately weathered/ slightly weathered/ un-weathered/ unaltered/ fresh/ firm and
rigid igneous, metamorphic and sedimentary solid rock] is reached where pneumatic hammers
or rippers or similar higher capacity plant would be required for excavation in the encountered
earth material to prove it as Rock Excavation at the Contractor’s cost, to the satisfaction of the
Engineer.
Notwithstanding the above, the contractor shall also prove the excavatability conditions of the
encountered earth material using graphical methods such as Pettifer & Fookes chart and/ or
Franklin’s chart based on the UCS, PLI and Fracture Spacing of the rock formation
encountered.

compacted soil fill or any other material other than rock [above or below groundwater] that can
be dug easily manually and by using conventional excavation equipment’s such as scrapers,
backhoes and hydraulic excavators that are fitted with buckets or shovels for digging.
1 The Contractor shall source fill material required for the Works from the Nominated
Supplier, Qatar Primary Materials Company (QPMC). Transport to the site shall be by the
Named Sub-Contractor in accordance with the Schedule G – Transportation Agreement
2 It shall be the Contractor's responsibility to obtain all permits or permission and make any
payments that may be required in acquiring the borrow material.
3 It shall be the Contractor's responsibility to carry out all testing to ensure the imported fill
meets the specification.
4 The Contractor’s haul and traffic management arrangements shall be subject to approval
by the Engineer before the Commencement of the Works.
3.7.3 Dewatering
3 The Contractor’s submitted drawings shall show the arrangement, location and depths of
the proposed dewatering system if required. A complete description of the equipment and
materials to be used and the procedure to be followed shall be shown, together with the
standby equipment, standby power supply, and the proposed location or locations of
points of discharge of water. Notwithstanding any other provision of the Contract, the
Contractor shall obtain written approval from the Authorities in accordance with QCS2014
and PWA Guidance for discharge and all associated works.
The Contractor may be required to undertake grouting works to limit the quantities of
ground water flowing into the excavations. Complete design calculations, shop drawings
and any provisional ground movement measurements (piezometer, inclinometers. etc.)
shall be submitted by the Contractor for the Engineer’s approval.
9 The Contractor may be required to undertake a pattern of rotary probe holes within the
footprint of critical structures where there is considered to be a hazard from voids within
the rock mass beneath. Details shall be proposed by the Contractor and agreed with the
3.7.6 Cofferdams
5 As an alternative to a cofferdam, the Contractor may propose a Well Point dewatering system,
for approval by the Engineer and Authorities, to keep structural excavation works dry. Such
proposal shall include, but not be limited to, sufficient calculations, sketches and drawings, to
justify the Well Point positions and lengths in addition to pumping capacity required. The use
of a well point dewatering system may not preclude the use of support or shoring within the
excavation to provide adequate stability and safety to the satisfaction of the Engineer. Where
well-point systems are proposed the Contractor shall follow the requirements of Sub-Clause
3.7.3 of Section 6 Part 3.
15 Final Asphalt layer weather wearing or base course shall only be carried out at least seven (7)
days after manhole frames and covers are installed. The manhole cover and frame levels shall
be rechecked and verified to match the wearing course levels prior to laying of wearing course.
16 The Contractor shall carry out testing of the final surface to ensure for adequate drainage of
surface water, prior to opening to traffic. This will be done by spraying potable water on the
finished road surface to verify water flow to gullies. Any areas of water ponding shall be rectified
to the satisfaction of the Engineer.
Evenness around the manhole covers and top entry gullies shall be verified with 3m rolling
straight edge. None of the measured deviations between asphalt surface and ironwork shall
exceed 5mm in any direction (Longitudinal or Transverse or any angle).
1 Performance Grade Crumb Rubber Modified Binders (CRMB) must provide improved
rheological properties across the in-service temperature range when compared to
2 Asphalt binders modified using Crumb Rubber are referred to as Performance Grade
Crumb Rubber Modified Binders (CRMB) and shall be produced by blending the crumb
rubber modifier before introducing to the mix.
3 Suppliers of CRMB are required to be prequalified and comply with the quality
requirements of QCS Section 2, following the frequency of testing, for modified binders,
shown in Section 6 Part 5.
4 Crumb rubber must be produced from recycled car and truck tyres, which are processed
to maximum 30 mesh size (600 microns). The modified CRMB shall not include fibres or
other discrete particles other than rubber with longest dimensions of more than 250μm
when tested according to ASTM D5546 or AASHTO T44.
5 The residue from the solubility test shall be examined using ignition oven or furnace at
400°C for 1 hour to confirm that no mineral/metal particles exist by measuring the
residue. The maximum measurable weight of the ignition oven or furnace residue shall
not exceed 1% of the original modified binder weight from the solubility test.
7 Crumb rubber shall contain less than 0.75% moisture by weight and shall be free flowing.
The specific gravity of rubber shall be 1.15 ± 0.05. Crumb rubber shall not contain
visible nonferrous metal particles and not more than 0.01% ferrous metal particles by
weight. Fiber content shall not exceed 0.1% by weight of Crumb rubber. Other foreign
contaminating materials such as glass, sand, wood, etc. shall be less than 0.25% by
weight.
8 Moisture content shall be determined in accordance with ASTM D1864, except that the
oven temperature shall be 105 ± 5C. Metal particles shall be detected and separated
out by thoroughly stirring a magnet through a 50g sample and weighing the captured
particles. Nonferrous metal content can be detected by visual inspection.
9 Sieve analysis shall be carried out according to ASTM D5644 and method of determining
fiber content shall be specified by supplier and subject to user and Engineer approval.
10 AASHTO T 315 and AASHTO T 350 shall be performed at a 2mm gap height. Cup and
Bob measurement of G* and phase angle are acceptable alternative methodologies.
11 For binders with viscosity values exceeding the specification limit, footnote (c) in Table
1 of AASHTO M332 shall be followed. In addition, the supplier needs to be consulted
for any special handling procedures, including pumping capabilities.
12 The CRMB must be stored in continuously agitated tanks at the modification terminal and
the asphalt plant. The binder shall also be stored and used in accordance with storage
and handling guidelines provided by the supplier.
14 The supplier shall declare in the binder certificate that crumb rubber is used and not
inorganic filler. The supplier must provide a certificate confirming conformance of the
CRMB with the specifications stated above and is required to submit quality management
plan for the approval of the Engineer.
When specified in the design as applicable to each project, the Contractor must also
follow the following guidelines for the mix design, utilisation, and quality control of CRMB
Asphalt Mixes:

3 Maximum dry density (MDD): The dry density of soil obtained using a specified
compaction effort at the optimum moisture content when determined in accordance
with the modified compaction test ASTM D1557. Unit weight and moisture content of
materials containing more than 5% by mass of oversize fraction tested in
accordance with ASTM D1557 should be corrected following ASTM D4718.
4 Optimum moisture content (OMC): the moisture content of soil at which a specific
compaction effort will produce the maximum dry density when determined in
accordance with the ASTM D1557.
These include but are not limited to reclaimed asphalt, excavation waste, demolition
waste, industrial waste such as steel slag and aggregate produced by sand washing
plants.
9 Subbase: It is the layer between the subgrade and the Road Base. It consists of
compacted selected granular materials.
9.1.4 Submittals
1 The Contractor shall submit recent test results for the proposed sources of materials
for all quality requirements of the Contract. The Contractor shall submit a test
certificate that proves that the raw materials that are purchased/used comply with
specifications. The testing shall be performed by an approved private laboratory.
2 The contractor shall submit to the Engineer for approval method statements for the
following:
(d) Equipment and its suitability to fulfill all construction activities to the required
quality.
1 Recycled aggregate, including Reclaimed Asphalt Pavement (RAP) and Slag, can be
obtained from the Ashghal Recycling Compound at Rawdat Rashed, and other
approved sources, including Qatar Primary Materials Company (QPMC), and
transported to the project site in accordance with the Schedule G – Transportation
Agreement.
3 Materials shall be clean, tough, hard, durable, non-organic, chemically stable and
contains no harmful matter in quantities sufficient to adversely affect construction
works. Materials shall be free from tree and plant stumps, perishable materials,
materials subject to spontaneous combustion, material from sabkha and marshes.
4 Source of recycled aggregate shall not contain amount of deleterious material, which

may affect its reuse.
6 Subject to the quantity of the Asphalt reclaimed and upon instruction from the
Engineer the following shall apply:-
a. If the milled quantity exceeds the required RAP for the a s p h a l t Base
Course, the remaining quantity shall be disposed of to the Ashghal Recycling
compound at Rawdat Rashed by the Named Sub-Contractor, or any other
designated Ashghal approved disposal area.
b. If the milled quantity is less than the required RAP for the asphalt Base Course,
additional RAP shall be obtained from the Ashghal recycling Compound at Rawdat
Rashed Qatar Primary Materials Company (QPMC), or from other projects known
to have excess disposable RAP, with the prior full permission of the Engineer.
1 Debris pieces collected from demolition works shall be stock piled at suitable location
where different types of materials can be separated.
2 Materials shall be stock piled separately according to materials type, required nominal
sizes and proposed use.
3 If the construction waste consists of wood, paper, glass, plastic, metals and other non-
mineral fractions, they should be adequately separated and disposed/recycled in a
legal way.
5 Storage and handling of RAP materials shall be in accordance with the PWA Reclaimed
Asphalt Pavement (RAP) Management Plan
1 Loose materials for source acceptance and approval by the Engineer prior to use
shall be sampled from stock piles not greater than 2000 m3.
2 Loose materials for testing and acceptance shall be sampled from the un-compacted

preparation of the mixes, testing and other quality control requirements, the Engineer
shall at all times be provided access to all portions of the mixing plant, aggregate
plant, storage yards, crushers and other facilities used for producing and processing
the materials of construction.
4 The Engineer shall have authority to take samples and perform tests on any material
supplied to the site from any source whatsoever in order to establish compliance and to
accept or reject as he deems necessary. Samples shall be taken from completed work to
determine compliance.
5 The Contractor shall provide suitable facilities at the quarry or plants to carry out all
necessary tests on the raw materials and mixes.
6 The Contractor shall arrange for obtaining specimens of materials and samples taken from
stockpiles, including the provision of any necessary equipment and plant. This work shall
be performed in the presence of the Engineer if so directed by him.
7 Materials that are not in compliance shall be rejected and removed immediately from the
site of the works unless otherwise instructed by the Engineer.
8 Where defects in the materials or the completed work have been corrected, the Contractor
shall not proceed with subsequent work until approval has been given by the Engineer.
9.2.4 Applications
2 Deviations from permissible uses stated in Table 9.1 are subjected to the Engineer
evaluation and approval.

1 The main properties of RAP are the age of binder, grading and properties of aggregate.
RAP needs to be consistent and of known properties to optimise its level of use
efficiently. Thus, processing the RAP to create a consistent raw material feed is a critical
component of the total process and essential to the mix design.
2 The use of RAP shall be systematic and properly controlled starting by the milling
process passing by adequate transportation, sieving and stockpiling. The asphalt
mixture designs shall be optimised by using certain percentage of RAP which at the
same time provides equivalent or better level of performance as the one obtained
when asphalt mixtures are produced using virgin aggregates.
3 Milling is the best method of recovering RAP from existing asphalt pavement
surfaces. RAP must not be contaminated with underneath layers (e.g. subbase or
subgrade). Also, when milling a certain asphalt layer, a thin cushion of existing layer
shall remain un-milled to prevent any potential contamination.
2 Generally, the best recyclable fractions are in the finer range. RAP is first screened to

crushing to avoid generation of excessive fines. Granulated materials can be screened
to the correct sizes.

aggregate. This is to obtain successful asphalt mixtures with optimum RAP content. Mix
design optimization is essential and mixes with RAP shall be engineered for favorable
outcomes.

2 Adjustment of blended grading with virgin binder shall be made with an approved
rejuvenation agent to create a combined binder of no more than one PG grade higher
than the required virgin grade. Take traffic, shear and actual temperature maximum into
account.
3 RAP binder shall be extracted from the RAP where toluene is used for the chlorinated
solvent for a complete extraction by rotary evaporator. After extraction, the recovered
binder is tested for rheology and composition and compared to the database.

The mix design must be done using the Superpave methodology and meet all the
requirements of QCS and the Project Specific Specifications. Trial blends shall be
undertaken to optimise packing. QSD will review the mix design for suitability and
approval.
Suitability for traffic will be approved by the engineer and based on performance testing
recommendations by QSD.
The RAP must be fractionated to 3-4 fractions and recombined to meet the needs of
the mix design and production.
The RAP binder must be extracted and theologically characterised to determine the
rejuvenation requirement either by additive or with virgin binder addition in the design.
The consistency of RAP stockpiles must be established to ensure correct total binder
content.
1 RAP shall not be heated with virgin aggregate. Addition of a preheater for RAP can
assist in optimization of mix temperature. Rejuvenation agent can be sprayed onto
the RAP feed or dosed with bitumen.
2 For batch plants and continuous plants, a cold fed system is essential with separate
RAP bins. In batch plants, a conveyor system into the pugmill may be used. This
limits RAP to about 25%.
4 Supervision Consultant shall ensure that the paving blocks are in full compliance with
applicable project specifications including production line, raw materials, control on non-
conforming product procedures and conformity criteria.
5 Supervision Consultant must conduct audits on Paving block/Kerbs factories & relevant
facilities / plants from ordering the product, during production, storage of product, testing of
product in the factory, as well as transportation and delivery of the product to the site
11.2.1 GENERAL
7 Precast radius kerbs in accordance with BS 7533 shall be adopted for any curvatures with
radius less than 12m
11.3 PRECAST CONCRETE PAVING BLOCKS
4 The Coarse and Fine aggregates used in making the paving blocks shall be Gabbro, and they
shall comply with section 5 of QCS.
9 A sealant shall be used on the face for surface protection and the paving block manufacturer
shall provide the Employer with a 10-year warranty against surface deterioration.

PART 12 - FENCING
12.5.2 Galvanised Steel Rails
13.5.1 General
2 Road studs for all roads shall measure minimum 100 mm x 100 mm x 20 (maximum +2)
mm, and for trucks roads the road studs shall measure minimum 150 mm x 150 mm x
20 (maximum +2) mm. Road studs shall have anchorage shafts. Road studs shall
withstand a mechanical load of minimum 60 tons (for all roads and truck roads).
3 The shaft shall be "Anti-Twist/Hot-Tite", minimum 50 mm long for all roads. For truck
roads the shaft shall be "Anti-Twist/Hot-Tite", minimum 75 mm long.
6 The body of the stud shall be constructed either in one integral part, or alternatively a
two-piece stud, subject to the Engineer’s approval.
14.3.2 Qatar General Electricity and Water Corporation, Water Network Affairs
(QGEWC, WNA)
15.1 GENERAL
8 Landscape lighting luminaire, its ballast or driver, support and related accessories shall
be designed and suitably rated to ensure correct operation and continuous trouble free
service under the prevailing climatic conditions.
15.2.1 General
11 The selection of landscape lighting fixtures and its accessories shall be from the latest
approved MME-PPD Vendor’s list. Contractor shall collect the latest vendors list from
MME-PPD and the material submittals for all the components/material related to the
landscape lighting system shall be submitted to the Engineer for approval before
commencing with the procurement/execution.
13 The Contractor shall provide the shop drawings and supporting calculations required by
the specification, as well as the provision of all required supporting technical literature
and samples in connection with the approval of proposed equipment.
14 The equipment supplied shall include all necessary items for a complete installation
according to the specification requirements in order to provide for satisfactory operation,
15 The Contractor shall submit four copies of his equipment proposals to the Engineer. This
submission shall be comprehensive and clearly state any manufacturer’s deviations from
the specification. Manufacturer’s literature associated with the submission shall be
originals and not photocopies. Specific reference to the compliance of certain
specification requirements shall be identified.
16 The Engineer shall review this submission. The Engineer’s approval shall be as follows:
• Approval shall be transmitted to the Contractor in writing once the approval of the
relevant departments within the PWA, has been given.
• All submissions shall give clear, unambiguous details and performance data of the
equipment proposed, together with all supporting calculations where necessary. Clear
catalogue identification references shall be provided.
• With the Engineer’s comments and recommendations attached, a copy of the
submission shall be forwarded to the departments concerned within the PWA, to
obtain their approval.
• Where minor deviations exist from the specifications but do not affect the performance
of the equipment or installation, the Engineer’s recommendations to accept such
deviations, his approval together with a copy of the submission shall be forwarded to
the departments concerned within the PWA, to obtain their approval.
• The Contractor shall not order any equipment for the incorporation into the Works
before receipt of formal approval in writing.
• The contractor shall refer the contract documents and refer to the technical
requirements of MME PPD for landscape lighting luminaires, cables, and other
electrical accessories.
3 The luminaire assembly shall be tested and approved by an independent ENEC (European
Norms Electrical Certification) national certification body, and awarded the ENEC mark.
Contractor shall provide verifiable certificates featuring the contact information of the
certification body.
1 The type, position, dimensions and clear openings of gullies will be as designated on
the drawings or in the project specifications.
2 Gullies shall be rated for D400 loading category.
3 Gullies shall be constructed so that no part of the spout or trap has a cross sectional area
less than 2/3 that of the outlet.
4 Precast concrete gullies shall comply with BS 5911 Part 6 and coated on all surfaces
with two coats of solvent free epoxy paint with a minimum (x̄ – 2σ) DFT of 250µm.
5 Gully tops shall be kerb type entry complying with EN 124 unless otherwise shown on
the Contract Drawings.
6 Gully connections shall be a minimum 150mm diameter.
7 Gullies and connections to 1.2m cover from the final road surface shall be backfilled to
road formation level with flowable concrete.
8 Where shown on the drawings, the remaining length of gully connections shall be bedded
and surrounded with C20 SRC concrete with movement at the joints permitted by the
insertion of compressible material which shall extend to the outside of the concrete
surround
10 Top entry gullies shall be used. Material subject to approval by the Engineer.
17.5.1 General
1 Products shall be designed, developed and manufactured within an EN ISO 9001 quality,
an EN ISO 14001 environmental and an EN ISO 45001 occupational health and safety
management system, which has been assessed by an International organisation with
accreditation to EN ISO 17021.
2 All manholes covers and gully tops shall have been certified as conforming to EN 124-1
and EN 124-2 by an International accredited third party assessment body for materials,
design, performance and testing compliance. The assessment shall be made by an
organisation with accreditation to EN ISO 17065.

10 For double triangular manholes covers, a three-point cover seating shall be adopted to
prevent any movement or rocking. Double triangular covers shall be loosely coupled with
hexagon headed M16 stainless steel bolts with two locking hexagon nuts. For circular,
square and rectangular covers, a non-rocking design shall be provided.
11 Hinged manhole covers shall open to a minimum of 110° with safety blocking at 90° and
removable from the frame at 90°. If the design incorporates a separate hinge pin, the
pin shall be manufactured from 316L stainless steel. The hinge shall be designed such
that the hinge pin or cast hinge stubs when closed will carry no traffic load. On single
hinged covers, the hinge shall be on the side facing the direction of the traffic.
12 Securing of unhinged manhole covers within the frame shall be achieved by mass per
unit area. The minimum mass per unit area of D400 covers shall be 250 kg/m 2 and 275
kg/m2 for E600 covers.
13 The covers and frames on foul sewers shall incorporate a removable self-sealing GRP
or similar corrosion resistant plate meeting the requirements of Part 7 of this Section. The
plate shall fit between the cover and the frame such that no surface area of the frame
shall be exposed to the atmosphere within the manhole. This shall be achieved by the
inclusion of a neoprene sealing ring or by a similar approved method. The plate shall be
complete with a lifting handle on the upper surface. The design of the frame, cover and
plate shall be subject to the approval of the Engineer.
14 A heavy grease seal shall be formed in all cases between the cover and frame to prevent
the ingress of sand.
15 The Contractor shall supply one pair of manhole keys and a manhole cover lifter, as

appropriate with each 30 covers provided with a minimum of one tool for each type of
cover. Keys and manhole cover lifter shall be of an appropriate approved design to match
the different cover configurations. Keyways in manhole covers shall be of the closed
type.
17.5.3 Gully Tops
1 Gully tops shall be D400 loading category.
2 The upper surface of top entry gully tops shall be flat except where otherwise designated.
Slots in gratings or between gratings and frames shall not be orientated parallel to the
direction of traffic, except where the slots are less than 170 mm long and between 16 to
32 mm wide.
3 Where hinged top entry gully tops are installed, the edge with a hinge shall face the
direction of the traffic.
4 Hinged gully tops shall open to a minimum of 110° with safety blocking at 90° and be
removable from the frame at 90°. The hinge shall be designed such that no traffic load
will be carried by the hinge pin or cast hinge stub when closed.
17.5.4 Coating
1 All castings shall be blast cleaned and coated on all surfaces with an epoxy primer and
black solvent free epoxy paint finish with a minimum (x̄ – 2σ) DFT of 300µm for Foul Sewer
manholes and a minimum (x̄ – 2σ) DFT of 200µm for Treated Sewage Effluent covers and
Surface Ground Water manholes and gully tops.
2 Where the Manufacturer is offering a factory applied alternative paint or enamel finish
and DFT, the Manufacturer shall demonstrate through long-term third party testing by an
International testing body with ultimate accreditation by IAF, that the offered coating
provides an equivalent specification in terms of corrosion resistance, asset life and
durability to the specified epoxy primer and paint finish.
3 The coating on Foul Water manhole covers and frames shall meet the requirements of
QCS Section 08, Part 01, Clause 1.2.2 100 Day Acid Test.
4 Blast cleaning shall be to the standard specified by the coating Manufacturer and in
accordance with EN ISO 8503.

17.5.5 Installation
1 Asphalt laying and road rolling equipment shall not be permitted to cross over the
manhole covers, gully tops and frames.
2 The installation of all manhole covers and top entry gully grates and frames
in the carriageway shall take place after the final compaction of the
wearing course.
3 The opening in the manhole cover slab and top entry gully pot shall be temporarily
steel plated while the basecourse and wearing course are laid and compacted. The
asphalt shall then be neatly cut back to expose the temporary steel plate. Seating
rings and frame shall be installed and bedded on a thermo-setting polymer resin
material or a fast setting fibre reinforced filling mortar. Final adjustment of the
seating ring level shall take place and the frame bedded on the bedding material,
ensuring no voids are trapped in the material, and tamped to the adjacent road
level. The frame bedding flange shall not over- hang the inside or outside faces of
the seating rings. An additional layer of bedding material shall be placed over the
bedding flange ensuring that all holes are filled, to give a minimum thickness of
10mm over the flange.
17.9.1 General
3 Trench soakaways shall have a minimum cover of 1000mm from the proposed road
level.
4 Impermeable 0.50mm thick HDPE membrane shall be provided for trench soakaways
with groundwater pipes. HDPE membrane to lap with geotextile @ 100mm.
17.9.3 Pipe
4 The granular material to be used for trench soakaways shall carefully consider the
selection of materials and construction methodology to ensure a permeability not less
than 1x10-4 m/s. Single sized coarse aggregates shall be gabbro material as per PWA
Standard Details SD 8-2-307.
1 Groundwater pipe shall be minimum 300mm diameter VC top half perforated pipe.
1 Line channel drain shall be provided as shown in the drawings and at the plot gates
entrance with lower levels than the road.
3 Outlet option shall depend on slope and cover available to connect to a catchpit,
manhole or gully. Line drain connection shall be connected preferably to the nearest
catchpit/manhole. Contractor to verify site conditions and provide pipe protection where
cover is less than 1.20m.
4 Prefabricated sump unit shall be provided at the end of the line drain and shall
serve as the outlet for the connecting pipe to catchpit or gully. The sump unit shall
have removable grate and filter basket.
PART 18 - GEOSYNTHETICS
18.2 REQUIREMENT FOR GEOTEXTILES
5 Geotextile shall be laid with minimum overlap between sheets of 300mm in any
direction and 300mm on top.

Specifications of pipes as per QCS 2014, Section 8, Parts 3and 9 – Clauses 3.2, 3.4, 3.10, 3.11
and 9.3, shall apply in respect of VC, GRP, HDPE and Polymer Resin Concrete Pipes Only
(Excluding pipe materials PVC-U and ABS).
The use of HDPE structured wall pipes is limited to a maximum of 600 mm internal diameter.
However, diameters up to 3000 mm can be considered for special structures such as offline
storage tanks, subject to individual design.
The following tables may be used as a guide only as to potential alternative materials available,
while the requirements of QCS 2014, BS EN 14636, and the following amendments and
supplements listed below in this Section 8 – Drainage Works, shall always be implemented.

PART 1 – GENERAL
1.1 SUMMARY
1.1.1 Scope

4 The Contractor shall conduct confirmatory ground investigation to facilitate design and
constructability review, the extent, approach and methodologies of which shall be
subject to the approval of the Engineer’s Representative.
5 The ground investigation programme shall enable assessment of existing soil and
groundwater conditions at the site and identify any soil instabilities such as slope
failures or geologic faults that may affect design and construction activities. This
primary information will define appropriate excavation & backfill, bearing capacity,
potential pipe floatation, settlement of foundations, stability of pipe trenches, earth
pressures on supporting structures and the effect of chemically aggressive soil
conditions.
2 The Contractor shall source fill material required for the Works from the Nominated
Supplier, Qatar Primary Materials Company (QPMC). Transport to the site shall be by
the Named Sub-contractor in accordance with the Schedule G – Transportation
Agreement.

4 All excavated material whether requiring disposal, processing or treatment for re-use
in filling arising from all the excavations whatsoever as required in the Works, including
but not limited to general earthworks, trenches, shafts, utilities, manholes and
chambers, foundations and footings, and any other underground structures, shall be
disposed of off-site; either to tip or to the designated Logistic Area.
9 The Contractor shall not undertake, either on site or elsewhere, any crushing or
screening of all earthworks material excavated from or for use in the works.
2.3 BACKFILL
Material (either single sized or graded) which is used for pipe bedding around wet
utilities (excluding TSE), must include Gabbro hardstone aggregates. In the case of
filtration and percolation systems such as ‘french drains’, soakaways, and ground
water lowering systems, Gabbro hardstone aggregate shall be used throughout the
whole filtration / percolation medium it is designed for, regardless of the current level
of ground water identified on site.
1 Non-Woven needle punched Geotextile filter membrane shall be used for the pipe
bedding structural support and surround, as well as surrounding the backfilled
material above, for all FS, SWD and TSE trenches. The Geotextile shall also conform
to the requirements of Section 6 Part 18 and shall extend up to the sub-grade level
regardless of the current long term ground water level on site.
2 Selected fill material for trench backfill in open areas, shall be suitable material selected
from the excavated material as specified in Clause 2.2 of this Part.
1 The Contractor shall reinstate all disturbed surfaces in accordance with the latest
reinstatement guidelines of PWA Assets Management Affairs Roads Operations &
Maintenance Department – Amendment to the Code of Practice and Specification for
Road Openings in the Highway (January 2011) and to the satisfaction of the Engineer’s
Representative.

3.10.2 Manufacture
• Sub-clause 5 first line, insert the word “pressure” between “HDPE” and “pipes”;
• Sub-clause 8 first line, insert the word “pressure” between “MDPE” and “pipes”.
3.10.4 HDPE Solid Wall Pipes and Fittings for Gravity Applications
1 The pipe manufacturer shall confirm that all fittings to be provided for the pipe system
meet the same quality requirements as for the pipes to ensure the same
performance over the design life cycle.
3 All joints in pipes and fittings shall be butt fusion or electro-fusion welded or push fit
with integral sockets and sealing rings.
4 The elastomeric joint sealing rings used for jointing shall be EPDM manufactured to
BS EN 681. The joints shall be tested for load case D in accordance with BS EN
1277.
5 The elastomeric ring seal sockets and spigots shall be formed in accordance with
BS EN 12666-2005+A1:2011
1 HDPE Perforated pipes and fittings for drainage applications shall PE100 solid wall
pipes suitable for carrying surface water and ground water at temperatures up to
40°C.
2 Minimum wall thickness of pipes shall be SDR 17 according to IOS 4427.
3 The holes in the perforated pipes shall be circular, slotted pipes are not permitted.
4 Holes shall be evenly formed or cut during the manufacturing process. Site drilling
of holes is not permitted.
5 The holes shall be positioned in rows parallel to the longitudinal axis of the pipe, the
holes in each row being spaced equidistantly and staggered from adjacent rows.
6 The holes shall not reduce the pipe ring stiffness by more than 5%.
7 The size and arrangement of perforations shall be:
8 All joints in pipes and fittings shall be butt fusion or electro-fusion welded or push fit
with integral sockets and EDPM rings.
9 The net cross sectional area of the pipe at any one location on welded pipelines or
where the pipeline has no intermediate push fit spigot and socket joints, shall be
sufficient to resist the tensile forces due to thermal movement with a factor of safety
of 2, for a temperature range of 20C to 40C with the pipe restrained using integral
puddle flanges cast into the anchorage points at both ends.
3.10.7 HDPE Structured Wall Pipes and Fittings for Gravity Applications
1 Structured wall pipes and fittings for gravity applications shall be suitable for carrying
sewage, surface water and ground water with a pH range between 4 and 9 and at
temperatures up to 40°C for a minimum life of 50 years.
2 Structured wall pipes and fittings shall be BS EN 13476-3 Type B manufactured from
virgin High Density Polyethylene (HDPE) with minimum flexural modulus of 1100
MPa as an integrated system.
3 Mixing of different resin compound is not permitted. Recycled PE shall not be used.
Any change in the material, the material specification, or the manufacturer`s location
shall be subject to the prior approval of PWA Qatar.
5 The additional of mineral fillers and /or foaming agents shall not be permitted.
6 The internal surface shall be smooth bore with a maximum Colebrook White friction
coefficient Ks = 0.03 at new and yellow, grey or any similar light colour. The external
surface shall be coloured black.
8 Pipes and fittings ≤900 ID shall have a minimum ring stiffness class SN 8 KN/m’ and
>900 ID shall have a minimum ring stiffness class SN 4 KN/m2 according to ISO
9969. Ring stiffness for 5900 ID shall be based on a maximum long term deflection
of 4% and 90% standard Proctor density for the bedding and surround. Pipes, fittings
and special fabrications >900 shall be designed for a maximum long term deflection
of 5% based on 90% standard Proctor density for the bedding and surround. The
structural design of buried pipelines and fittings shall be in accordance with BS EN
1295 with stiffness tested in accordance with BS EN ISO 9969.
9 All pipeline joints shall be integral push fit spigot and socket type and the elastomeric
joint sealing rings used for jointing shall be EDPM manufactured to BS EN 681.
10 Structured wall pipes and fittings shall meet the requirements of UK WIS 4-35-01
Appendix B – Resistance to Internal Puncture.
11 Structured wall pipes and fittings shall meet the requirements of UK WIS 4-35-01
Appendix C – Resistance to Water Jetting.
13 Elastomeric joint sealing rings used for jointing shall be EPDM manufactured to BS
EN 681. The joints shall be tested for load case D in accordance with BS EN 1277.
14 The Manufacturer shall be responsible for stacking the pipes with adequate
cushioned support on timber bearers with wooden wedges on both sides of the stack
in order to prevent the pipe from sliding, bundling the pipes in pallets, shipment,
identification and tracking of the pipe to limit damage.
1 Manholes shall be designed to withstand all live load and dead loads as described
in Project Specification. The manhole shall be designed to resist hydrostatic loading
conditions with groundwater at ground level, traffic load, radial earth pressure,
overburden load, down-drag loads caused by settlement of surrounding soil and
axial loads.
3 The structural design of PRC manhole shall satisfy loading and design requirements
of ASTM C 857, ATV-A 127 and ASTM C 478. In no case shall the wall thickness be
less than 60 mm for 1200mm diameter and 70mm for 1500mm diameter and larger.
4 Manholes shall be designed for the wheel load equivalent to 45 units of HB loading
in accordance with BD 37/1.
5 Manhole shall be resistant to aggressive soil with a resistivity less than 1500
ohm.cm, suitable for carrying raw sewage and associated gases with a pH range
between 1and 10 and at temperatures up to 40°C for a minimum life of 50 years.
6 The Contractor shall obtain approval of Engineer for shop drawings and provide
approved shop drawings and site data to the manufacturer for designing the
manhole.
2 All aggregates, sand and quartz powder shall meet the requirements of ASTM C 33.
5 Section Joints: Joint between manhole units shall be fixed with an adhesive of epoxy
resin base to establish water-tight connection.
8 Reducer slabs, base slabs and adjusting rings shall be of the same material as
adjoining riser sections by the same manufacturer as an integral system.
9 Manhole base unit with benching and integral connecting pipes shall be factory built
with polymer concrete. If the benching is not formed in polymer concrete, either a
10mm thick PRC screed or a GRP lining as QCS Section 8 Part 4 Clause 4.5.1 shall
be used. The underlying benching concrete shall be C40 SRC.
12 All materials needed for grouting and patching shall be a polyester mortar compound
provided by the manhole manufacturer or an equivalent compound approved by the
manhole manufacturer.
3.11.6 Warranty:
1 The manufacturer shall provide 30 years warranty for replacement / repair of all the
components of the Polyester Resin Concrete pipes and manholes including relevant
civil works in case of structural failure / cracks / leakage / manhole to Sewer joint
failure / defective workmanship or material at free of cost from the date of issuing
practical completion certificate.
4.1.1 Scope
7 The invert level of the pipeline shall not deviate from the level shown on the Drawings
by more than ±10mm.
9 The grade at any part of the pipeline shall not be flatter than the gradient shown on
the drawings by more than 4 percent.
Average values for both horizontal and vertical deflection shall be based on
measurements at the joints and at three equal intervals of the pipe length.
The deflection at any point and orientation along the pipe shall not exceed four times
the average value tabled above.
4.6.1 General
14 All costs associated with provision and disposal of water used in testing shall be
borne by the Contractor.
The Contractor is to undertake One Hundred Percent (100%) coverage for CCTV
records of all newly constructed sewers and underground pipes and shall include
the requirement within the submitted price. Should this survey indicate sections of
pipeline which fail to meet the specification requirements, the Contractor will be
required to carry out remedial works and undertake additional CCTV surveys at his
expense. This requirement supersedes any other specification that may exist in this
connection. All CCTV surveys must be IBAK compatible and approved by the end
user (i.e. PWA O & M).
The pipeline shall be tested between valve chambers or into sections not exceeding
400m in length unless approved otherwise by the Engineer. The section tests shall
be carried out as per relevant QCS requirement.
When all sections have been joined together after completion of section testing,
unless otherwise directed by the Engineer, the entire pipeline shall than be subjected
to final test as per QCS.
Water pipelines and other pressure piping carrying surface water ground water and
treated sewage effluent excluding raw sewage pressure pipelines having socket and
spigot gasket joints shall be given a pressure and leakage test.
Each pipeline 600 mm or less in diameter shall be tested by air test. Should any pipe
fail the air test, the Engineer may order a water test to be carried out. Acceptance of
The Contractor shall submit for the Engineer's approval details of his proposed
methods and programme for testing (including details of test equipment) and shall
arrange for all tests to be witnessed by the Engineer or other person appointed by
the Engineer. Test equipment shall be approved by the Engineer and calibration
certificates when requested by the Engineer shall be submitted. The Contractor shall
provide all equipment necessary for carrying out testing and cleaning including
pumps, gauges, piped connections, stop ends, and all other temporary works. All
water required for testing and cleaning the pipelines shall be from a source approved
by the Engineer.
Delete Clause 4.7.1 (Refer to Section 6-Roadworks Part 17 updated Clause 17.5).
4.10.1 Installation
1 Type testing of PRC manholes shall be in accordance with BS EN 14636-2 and site
testing shall be in accordance with BS EN 161022015.
2 Type tests shall be carried out at design service temperature of 40°C to establish
derating factors for all long term properties to be used in design.
5.1.1 Scope
6 Gunmetal shall be good quality to BS EN 1982 Grade LG2. Stainless steel shall be to BS
970 Part 4 Grade SS316 S31.
6.1.1 Scope
6.4.1 General
(h) All holding down and anchor bolts, nuts, washers and anchor plates for use externally
or in internal areas which are subject to contact with sewage or in ‘wet’ areas but above
the top water level shall be stainless steel conforming to BS 970:1991 SS316 S31.
(i) All holding down and anchor bolts, nuts, washers and anchor plates for use internally in
areas not subjected to contact with sewage shall be steel galvanised to BS EN 1461 or
Sheradised to BS 4921 :1973 Class I and all exposed surfaces shall be painted after
assembly and tightening.
7.1.6 Warranty
5 Pumping station wet wells, discharge chambers and inlet channels shall incorporate a
corrosion resistant lining to all internal surfaces. Linings shall comply with Clause 8-
7.3.4, sub-clauses 1 to 3 inclusive.
9.1.1 Scope
The contractor is responsible for the detailed design of all micro tunnelling works – this
includes, but is not limited to, temporary enabling works and permanent structures,
access shafts which may also referred to as manholes, access shaft top slabs and
bases, permanent or temporary connections to main or subsidiary pipes, man entry
systems, ladders, landings and safety equipment, providing the proposed design
parameters of all structures relating to construction and normal use of the permanent
works are retained.
2 The Contractor shall be responsible for the conduct of confirmatory surveys and
investigations to facilitate preparation of shop drawings prior to commencement of
construction for micro-tunnelling, by trenchless method of installation. The extent of
micro-tunnelling is shown on the project drawings for information. Caps/Plugs shall be
provided in strategic locations or where instructed by the Engineer.
3 The Contractor shall ensure that the construction method shall produce a micro-tunnel
that is fit for the purpose of which it is intended.
4 The Contractor shall ensure that the location and depth of various shafts in the micro-
tunnelling shall be so positioned as to receive the flows from the network at the
locations and depths shown in the associated drawings.
1 Geotechnical data shall be made available to the Contractor for his reference in the
performance of the works. The Contractor shall familiarize himself with the conditions of
the site and report to the Engineer any condition that is different from available
information and shall plan the works accordingly. All shop drawings shall be submitted
for approval by Engineer prior to commencement of works.
2 Contractor shall provide TBM machines fit for drilling through the lower clayey rock
formation and provide method statement stating the precautions measures for drilling
through piezometric water pressures.
9.3 MATERIALS
9.3.1 Pipes
13 All Jacking pipes shall use stainless steel collars, and shall be manufactured from
weldable stainless steel plate Grade 316 Ti (EM 1.4571). They shall be provided with
suitable stainless steel lugs or anchors to enable them to be cast into the body of the
pipe.
9.3.2 Grout
3 Unless agreed to the contrary in writing by the Engineer, the annulus around the
installed pipes shall be filled with cement grout installed under pressure by an approved
means.
14 Tunnel seepage and wastewater arising from the works shall be collected and
discharged via a settlement tank. Seepage and wastewater shall not be discharged into
the public drainage system unless it meets the standards listed below. Where
necessary, the water shall be treated to achieve these standards.
15 The Contractor shall comply with BS 6031: 1981 Code of Practice for Earthworks or
equivalent, regarding the general control of site drainage and the requirements of the
Relevant Authority. The Contractor shall ensure that water which may have come into
contact with contaminated material shall be disposed of in an appropriate manner. The
Contractor shall have to apply for consents and approvals as follows:
(ii) Before any discharges can be permitted into a Drainage Affairs pipeline, written
approval shall be obtained from Maintenance Department of Drainage Affairs.
Failure to obtain the permit can result in immediate closure of the works.
16 The Contractor shall make provisions that all hazardous substances including oil drums
or containers on site are controlled in accordance with the relevant legislation and are
properly stored so that no oil or their contaminants are allowed to reach watercourses
or groundwater.
9.6 MICRO-TUNNELLING
3 The contractor shall secure discharge permit from relevant authorities prior to
discharging to any public sewer network or EFA. Environmental standards shall be
complied with.
END OF SECTION
The “Ashghal ICA Specification” issue date 14 June 2021 shall complement the relevant
specifications stated in Section 10 (Instrumentation, Control and Automation) of QCS 2014.
All-round visibility
28 This can usually be achieved by the use of additional mirrors, convex mirrors or and by
CCTV (camera and display feed screen/monitor).
29 Installation of mirrors, camera and display system does not relieve the Contractor from
providing a qualified signaler working exclusively with the plant operator.
33 Contractor shall ensure that the following type of construction plant, equipment and
vehicles which cause potential harm while reversing shall be fitted with a suitable rear
view camera and a display feed screen (monitor) in the operator cabin to enhance the
maximum rear side field vision for the operator.

35 Such camera and display system shall be maintained in serviceable condition at all times.
36 Contractors shall ensure that the equipment operators do not cover up the sides and rear
wind shields using curtain cloths and card board sheets for protection from direct sunrays
and heat. Such practices shall not be permitted as it obscure all around vision.
1.9.1 Introduction
This specification identifies and encompasses the working behaviours and safe work
practices which will supplement and support the requirements of Qatar Construction
Specifications 2014 (QCS 2014).
This Health and Safety addendum has been compiled to allow the Contractor, its
subcontractors and their employees to play their part in maintaining the highest
possible standards for safe working, and to define particular health and safety
requirements for the Works.
The Contractor must set objectives and targets that shall be applicable to - Specific,
Measurable, Achievable, and Realistic and to a Time scale (SMART).
The objectives that are set by the contractor must tie in with the Engineer’s Zero
Harm initiative that shall be communicated via the Engineer – see below.
❖ Zero fatalities
❖ Zero permanently disabling injuries
❖ Zero injuries to members of public
❖ Zero long term harm to health
❖ Accident Frequency Rate below 0.1 measured against 1000,000 man hours.
1.9.4 Zero Harm Fatal Risk Activities On The Local Roads And Drainage Programme
(LR&DP)
1 Fatal Risk Activities Identified on the Local Roads and Drainage Programme
(LR&DP)
2 All Staff, Supervisors and Workers Involved in Fatal Risk Activities Must
(a) Have been trained and deemed competent to undertake the work;
(b) Have received instruction in the safe method of work;
(c) Have received instruction on the risks relevant to the specific activity;
(d) Be advised of all nominated control measures that have been established;
(e) Be advised of all required authorities and permits to work that have been
obtained; and
(f) Be advised of any emergency response requirements.
Supervisors must be able to demonstrate at any stage of the Fatal Risk Activity that;
(a) All identified / designated controls are in place and / or being implemented;
(b) All required authorities and permits to work have been obtained; and
(c) The appropriate emergency response is defined, known by all involved in the
activity and is ready to be executed.
4 The Responsible Supervisor Shall Ensure that All Persons Involved in the Fatal Risk
Activities
(a) Have been trained and deemed competent to undertake the work;
(b) Have received instruction in the safe method of work;
(c) Have received instruction on the risks relevant to their specific activity; and
(d) Understand these risks and the required controls.
Contractor’s requiring the appointment of Health and Safety personnel must first
submit the CV(s) of the person(s) requiring to work on PWA Projects to the General
Engineering Consultant (GEC) Health and Safety Manager.
The GEC Health and Safety Manager, after review and approval will submit the CV to
the Authority for the final review and approval.
The CV will be assessed against the job criteria and QCS requirements, and if
approved by the Authority, may be required to attend an interview.
2 Competence of Operatives
In addition to the above the competence of the Contractor’s Managers, Engineers and
supervisors shall include the following;
The Engineer will be responsible for approving the Contractor’s personnel and have
the right to reject.
1.9.6 Subcontractors
Any sub-contractor engaged by the Contractor to conduct work shall comply with the
PWA`s health and safety requirements as described in this appendix.
The Contractor shall be required to provide satisfactory evidence at audit that the said
sub-contractor shall have been prequalified to demonstrate competence.
As an example the Contractor should ensure that the sub-contractor provides the
following.
(a) Organisation chart and CVs’ of key health and safety personnel;
(g) Copy of the most recent master list of health & safety documents;
(i) Copy of the most recent health & safety related training sessions held;
(j) Copy of the most recent annual health & safety training plan; and
The Contractor shall refer to, and in particular, QCS 2014 (Section 11, Part 2) for all
incident classifications and definitions.
The Contractor shall be required to submit the Incident notification reports to the
Engineer electronically or by telephone immediately.
2 The Contractor shall adhere to the LR&DP Standards and Requirements specified by
the Engineer with regards to the “Incident Notification, Investigation and Management”.
The Contractor shall ensure that occupational health and welfare facilities/services are
provided and employees do not have their health put at risk as a result of the conditions
under which they are required to work.
The Contractor shall ensure that all employees are medically fit for the job assigned.
Health assessments must be carried out for all site employees bi-annually.
The Contractor shall ensure that their project monthly health and safety statistics report
is completed and submitted by the agreed date to the Engineer.
The Engineer will provide the necessary format for this report. Training shall be
provided by the Resident Engineer to enable the Contractor to fill out the report. The
information collected will be submitted to the Engineer HSS manager.

The Contractor shall ensure acceptable occupational health and safety performance
of all subcontractors, visitors, vendors and public and other parties that may enter the
worksite.
1 If the Engineer deems that there is a health and safety activity/condition that may
cause harm to a person or cause damage to property or equipment, then the Engineer
has the right to stop the Works.
2 The Engineer shall issue either a Safety Enforcement Notice depending on the
circumstances. Any financial loss or lost time shall be borne by the Contractor.
(a) Stop Work Notice; Full cessation of work until such time as the Engineer is fully
satisfied that the Contractor has resolved the circumstances safely; and
(b) Improvement Notice; Work may continue, however certain requirements must
be resolved in a suitable timeframe as dictated by the Engineer.
1.9.11 Discipline
If the Engineer considers any person on site to be working unsafely or putting other
persons at risk, he has the right to ask for their removal from Site.
2.3.15.1 General
The State of Qatar’s core environmental policy components rest on the precautionary,
prevention, and polluter pay principles, which are embedded, directly and/or indirectly,
in many other national strategies and international agreements.
(a) The precautionary principle shall apply to situations with scientific uncertainty,
following an objective evaluation, about a suspected risk to human or
environmental health emanating from a particular action, with implementation
measures that are non-discriminatory and proportionate.

(f) Legal and Other Register: Provide project summary of applicable statutory
requirements, standards, agreements (i.e. contractual), and permits with
associated activities;
(g) Environmental Aspects: Provide project baseline conditions, impacts, and
control plans with associated activities to the surrounding environment and
sensitive receptors using relevant methodologies, data, etc. (referencing
Section 32-Part II of this document for further guidance);
(h) Training and Awareness: Provide project approach identifying needs and
schemes, frequency, and levels of training and awareness, including information
on trainer and trainees, to ensure all relevant individuals are aware of the EMS
and its requirements;
(i) Audits and Inspections: Provide project internal and external audit and
inspection scopes and schedules, specific procedures on raising and recording
non-conformances and corrective/preventive actions, and identification of
responsible parties to address requirements to ensure and/or determine
appropriate implementation of EMS related requirements;
(j) Monitoring and Reporting: Provide information on monitoring and reporting
methods, frequency, and recording, at a minimum, along with associated
templates, trackers, tools pertaining to all EMS related activities;
(k) Emergency Response Plans: Provide project risk scenarios and procedures for
emergency situations and responses for activities that could impact human
and/or environmental health and safety with relevant coordinators and contact
information.
(l) Documentation and Review/Updates: Provide project procedures for review of
EMS with stipulations to maintain copies and accessibility of the Environmental
Plan and associated updates and records as appropriate
An EMS shall also include site and risk assessments, sustainability, permitting,
stakeholder engagement and coordination, procurement, and project staffing as other
integral features, in addition to any other topics deemed appropriate by the contracting
authority/proponent.
Site and risk assessments shall be conducted at the beginning of a project lifecycle
and regularly reviewed.

The project equally requires a risk assessment, in collaboration with other disciplines,
to support informed decision making and policy evaluations regarding pertinent issues
such land use, hazardous installations, and resources.
The environmental aspects to be assessed are outlined in Section 32-Part II and the
relevant categories shall be applied as per the scope of the project.
(a) Environmental Site Assessment: With the aim of understanding the areas
vulnerable as a consequence of the project, the site assessment shall include,
at a minimum, the below items.
(i) Identify sensitive receptors;
(ii) Locate contaminated/potentially contaminated areas;
(iii) Determine past and present uses of the area;
(iv) Review any relevant files related to the site (i.e. owner, authority, etc.);
(v) Interview/Coordinate with relevant stakeholders (i.e. property owners, etc.)
(b) Environmental Risk Assessment: With the aim of characterizing the potential
adverse impacts to the environment as a consequence of the project, the risk
assessment shall include, at a minimum, the below items.
(i) Planning - Acquire relevant information about the site and develop a
methodology to approach and execute risk management;
(ii) Identification - Describe any, direct or indirect, hazardous situations that
could lead to an adverse effect on the environment, human health, or
quality of life;
(iii) Analysis - Prioritize risk based on probability of environmental hazard
being realized for both short-term and long-term consequences;
(iv) Response - Develop an action plan with options to reduce or remove
threats to acceptable levels;
(v) Monitoring & Control - Track effectiveness of action plans throughout the
project
Information from the site assessment, along with design details and schedules, are
required in order to conduct a risk assessment to adequately identify and characterize
the nature of existing and potential adverse effects to humans and the environment
resulting from exposure to hazards.
The risk assessment shall be compiled and maintained in a register and/or method
statement throughout the project lifecycle and provided to the project proponent to
determine an informed decision.

2.3.15.1.3 Sustainability
While this section does not dictate prescriptive sustainability measures, the
deliberation of four major pillars shall be included in the development and
implementation of an EMS as listed below.
Regardless, of the selected option, the project shall demonstrate the consideration
and assessment of sustainability at least in the construction phase as deemed
appropriate by the contracting authority/proponent (i.e. via a report or tools).
2.3.15.1.4 Permitting
The MME will respond with a determination that the project is permitted with
conditions, or requires an Environmental Impact Assessment (EIA) study.

Upon approval of the ToR & SoW report and the completion of the field studies, the
project proponent shall submit the final EIA to the MME-EAD to obtain the
environmental permit.
Note that additional requests, guidelines, specifications, etc. may be required by the
MME-EAD to support the permitting process.
An EPA shall also be submitted to the relevant MME departments for each
construction activity, such as dewatering, micro-tunnelling, crushing and screening,
laydown areas, asphalt plants, etc. in order to obtain a permit.
Depending on the project’s scope of works, permits may also be required during the
operational phase and necessary coordination with the relevant parties shall also be
conducted.
A Project Close Out Report with the associated permits shall be issued to the MME or
its delegate for information upon completion of works.
Project Staffing
The project scope and technical specifications/standards shall determine the level of
qualifications and experience required for the ESM/ESO positions, but particular
education and training, as well as expertise in relation to the environmental and
sustainability disciplines are required, including, but not limited to the below listed
items.

The Contractor shall reference and implement all templates, guidance, reporting and
any other Client's requirements, regularly and consistently. Superseded information
shall be applied as deemed appropriate and effective immediately.
The Contractor shall be required to develop and implement all, but not limited to, the
below listed items:
(a) Environmental Management System (EMS): The Contractor shall develop and
implement a recognised Environmental Management System (EMS) such as
ISO 14001 or similar. The EMS may be developed in conjunction with the
Sustainability Management System (SMS) and/or Construction Environmental
Management Plan (CEMP) as a preferred option.
(b) Sustainability Management Plan (SMP): The Contractor shall develop and
implement a project specific SMP in compliance with the Client’s and national
development goals and vision as well as any other contractual and statutory
requirements. The SMP may be developed in conjunction with the CEMP as a
preferred option.

(c) Construction Environmental Management Plan (CEMP): The Contractor shall
employ a third party Environmental Consultant qualified/competent third party
environmental consultant and approved by the relevant authority (or its delegate)
prior to the start of construction. The CEMP shall be issued within 45 days from
the official commencement date, approved by the Client/Engineer and
appropriately documented.
(d) Permitting, Renewals and Close Outs: The Contractor shall obtain and maintain
the validity of all environmental and miscellaneous construction permits
throughout the construction phase of a project. All permits shall be closed out
with the relevant stakeholder upon completion of the associated activity.
Permitting, renewals and close out notifications/reports shall be issued in a
timely manner and appropriately documented.
(e) Monitoring and Reporting: The Contractor shall fulfil all monitoring and reporting
requirements in compliance with the general environmental permit,
miscellaneous permits, CEMP, Client’s requirements and any other project
specific conditions (i.e., Monthly Environmental and Sustainability Reports,
Environmental and Sustainability Statistics Sheets, Dewatering Reports, etc.).
Monitoring and reporting shall be issued in a timely manner and appropriately
documented.
(f) Inspecting and Auditing: The Contactor shall ensure regular inspections and
audits are conducted to fulfil contractual and statutory compliance. Inspections
and audits shall be in accordance with the recognized best practices and
appropriately documented.
(g) Key Performance Indicators (KPIs) (if applies to the Project): The Contractor
shall comply with the Client’s processes and procedures for KPIs throughout the
construction phase of the project. The KPIs shall be issued in a timely manner
as per the Client’s requirements and appropriately documented.
(h) Communication and Documentation Requirements: The Contractor shall follow
the communication protocol as per the Client’s requirements. In addition, the
Contractor shall establish and maintain communication procedures with all
internal and external stakeholders to effectively implement various
environmental obligations. The Contractor shall follow the documentation
protocol as per the Client’s requirement. In addition, the Contractor shall
establish and maintain a document control system to include all related records.
2.3.15.2.1 Overview
This part provides the basic specifications to apply to Environmental Control Plans
(ECPs), which are integral to a CEMP/EMS and a mechanism to support sound
management on site.

All ECPs shall be developed and implemented prior to construction commencement
and all (hard or soft) copies readily available and accessible on site, particularly for
inspections and/or audits.
Standard environmental aspects are listed and the basic components to control
planning are outlined, including mitigation measures, compliance mechanisms /
monitoring, and performance indicators.
Each ECP shall be tailored with detailed procedures based on scope, scale and
complexity of a project.
Environmental aspects and ECPs shall be scoped in and out based on the
methodology defined during the permitting stage and approved by the relevant
authorities.
Each ECP shall also consider the topics covered in projects site and risk assessments
as well as EIA studies. Any other requirement deemed appropriate by the
relevant/contracting authority/proponent as specifications in this part are prescriptive,
but not exhaustive.

6.3 PIPE LAYING
6.3.1 General
7 For pipelines in trench and other structures, the Contractor shall keep any
accumulated water at a level lower than the bottom of the permanent work until the
backfilling is complete or for other such period as the Engineer shall direct.
8 Partially completed permanent works shall not be allowed to become flooded and the

In the event of partially completed trenches becoming flooded, the Contractor shall re-
excavate to formation level and re-lay the pipes.
9 For pipelines in trench and structures formations, the Contractor shall offer the
formation for inspection by the Engineer at two stages:
No bedding or blinding shall be placed until these inspections have been made by the
Engineer.
11 The tanking membrane shall be applied in two layers for reinforced concrete structures
and laps shall be staggered from one layer to the next. For mass concrete structures

2.1.7 Submittals

4 Submit manufacture’s certificates that products meet or exceed requirements.
2.1.8 Quality Assurance
1 Installer Qualifications: Engage an experienced Installer who has completed unit
paver installations similar in material, design, and extent to that indicated for this
Project and with a record of successful in-service performance.
2 Mock-up: Prior to installing unit pavers, construct mock-ups for each form and
pattern of unit pavers required to verify selections made under sample submittals
and to demonstrate aesthetic effects as well as qualities of materials and execution.
a) Locate mock-up in the location and of the size indicated or, if not indicated, as
directed by the Engineer.
b) Build Mock-up to the satisfaction of the Engineer. If the required standard is not
achieved, the Contractor shall replace (at the contractor’s cost) until the required
standard is achieved as judged by the Engineer.
c) Demonstrate the proposed range of aesthetic effects and workmanship.
d) Obtain written approval of mock-up from the Engineer before starting fabrication.
e) Maintain mock-ups during construction in an undisturbed condition as a standard
for judging the completed Work.
f) Approved mock-ups in an undisturbed condition at the time of Substantial
Completion may become part of the completed Work if approved by the engineer.
3 Substitutions: No substitutions permitted without written instruction from Engineer.

2.1.11 Precast Concrete Unit Pavers
1 Basis of Design Summary: Products specified hereinafter are specified for the
purposes of establishing minimum quality standards and performance requirements.
Products which are equal to, or better than those specified, and which conform to the
Engineer’s design requirements and colour selections, may be acceptable subject to
Engineer’s approval.
2 Materials are as indicated on:
a) Hardscape Schedule indicated on the drawings.
b) Paver location, size, colour, finish and layout pattern as indicated on the
drawings.
3 Precast Concrete Unit Paving: Solid concrete paving units locally or regionally
manufactured. Obtain each type of unit paver from one source produced in a single
batch to ensure products of consistent quality in appearance and physical properties.
4 All units shall be sound and free of cracks or other defects that would interfere with
the proper placing of the unit or impair the strength of the construction.
5 Precast Concrete Unit Paving shall be manufactured in a hydraulic automatic rotary
under a pressure of 1300 kgs per square inch.
6 Water absorption not greater than 5%, ASTM C 140.
7 The pavers shall be produced with a combination of additives which make the pavers
reduce penetration of liquids onto the capillary system.
2.1.12 Sand Setting-Bed Materials
1 Graded Aggregate for Sub-base: ASTM D 2940.
2 Graded Aggregate for Base: ASTM D 2940.
3 Sand for levelling Course: Sound, sharp, washed, natural sand or crushed stone
complying with gradation requirements of ASTM C-33 for fine aggregate.

In-Place Concrete for normal-weight, air-entrained, ready-mixed concrete with
minimum 28 day compressive strength of 20 MPa.
5 Cork Joint Filler: Preformed strips complying with ASTM D 1752, Type II.
6 Geotextile: Shall comply with Section 28.1.3.5.6 and Section 6.18. Nonwoven
geotextile, as indicated on the drawings, manufactured from polyester or
polypropylene fibers, with a permeability rating 10 times greater than that of soil on
which paving founded and an apparent opening size small enough to prevent passage
of fines from leveling course into graded aggregate of base course below.
a) Separation Geotextile: Woven geotextile fabric, manufactured for separation
applications; made from polyolefins or polyesters, with elongation less than 50
percent; complying with AASHTO M 288.
b) Drainage Geotextile: Nonwoven needle-punched geotextile, manufactured for
subsurface drainage applications, made from polyolefins or polyesters; with
elongation greater than 50 percent; complying with AASHTO M 288.
2.1.15 Grout Materials
1 Polymer Modified Grout: ANSI A118.7, sanded grout, in colour required.
a) Two component mix, containing acrylic resin in liquid latex form and pre-
packaged dry grout mix. Complying with ANSI A118.6. Grout colour to approval.
2.1.16 Mortar and Grout Mixes
1 General: Comply with manufacturers' written instructions for mix proportions, mixing
equipment, mixer speeds, mixing containers, mixing times, and other procedures
needed to produce setting-bed and joint materials of uniform quality and with optimum
performance characteristics. Discard mortars and grout when they have reached their
initial set.
2 Cement-Paste Bond Coat: Mix bond coat to a consistency similar to that of thick
cream and consisting of neat cement, sand, and latex additive.
3 Latex-Modified Portland Cement Setting-Bed Mortar: Proportion and mix portland
cement, aggregate, and latex additive for setting bed to comply with directions of latex-
additive manufacturer and as necessary to produce stiff mixture with a moist surface
when bed is ready to receive pavers.
4 Packaged, Polymer-modified Grout Mix: Proportion and mix grout ingredients
according to grout manufacturer’s written instructions.
5 Material: Pre-blended factory mix of Portland cement and hydrated lime, polymer
modified grout, masonry cement or mortar cement, sand aggregate and colour
pigments.

2.1.17 Sealer
1 Sealer: Colourless, slip and stain resistant sealer specifically formulated for Precast
Concrete Unit Paving, and not affecting colour or physical properties of paver
surfaces.
2.1.18 Examination
1 Examine surfaces indicated to receive paving, with Installer present, for compliance
with requirements for installation tolerances and other conditions affecting
performance of unit pavers. Do not proceed with installation until unsatisfactory
conditions have been corrected.
2.1.19 Preparation
1 Proof-roll prepared subgrade surface to check for unstable areas and areas requiring
additional compaction. Do not proceed with installation of unit pavers until deficient
subgrades have been corrected and are ready to receive subbase for unit pavers.
2.1.20 Installation, General
1 Site Verification of Conditions:
a) Verify that site conditions are acceptable for use of mortar / grout mixes.
b) Do not proceed with use of mortar / grout mixes until unacceptable
conditions are corrected.
2 Do not use unit pavers with chips, cracks, voids, discolouration’s, and other defects
that might be visible or cause staining in finished work.
3 Mix pavers from several pallets or cubes as they are placed to produce uniform blend
of colours and textures.
4 Cut unit pavers with motor-driven diamond blade equipped concrete saw equipment
to provide clean, sharp, unchipped edges. Cut units to provide pattern indicated and
to fit adjoining work neatly. Use full units without cutting where possible.
5 Joint Pattern: As per plans, details and plan enlargement drawings. Match field-
constructed mock-up once approved by Engineer and/or Landscape architect.
6 Expansion and Control Joints: Leave 20mm gaps in pre-determined location of
expansion joints in paving layout. Install joint filler before setting pavers. Sealant
materials and installation are specified in Part 24-15-05 Joint Sealants.
7 Provide edge restraints as indicated on the drawings. Install edge restraints before
placing unit pavers.

8 Pre-blended Grout / Mortar Mix:
a) Fill head and bed joints for full thickness of the face shells to provide the
greatest resistance to water penetration.
b) Tooling:
Tool the mortar joints concave (vertical surfaces) and flush (horizontal surfaces) to
provide the greatest resistance to water penetration. Do not use raked, extruded,
struck, beaded, weathered or other joint profiles due to their reduced water resistance.
Tool the mortar joints when they are thumbprint hard to provide the greatest resistance
to water penetration and to help minimize hairline cracks between the mortar and the
CMU.
c) Cover the top of unfinished masonry work to protect it from the weather and to
prevent accumulation of water in the cores of the CMU.
d) Cleaning:
Remove primary efflorescence from masonry vertical and horizontal surfaces
exposed in the finished work in accordance with manufacturer’s recommendations
and NCMA TEK Bulletin #8-3A.
Remove dirt or stains from masonry walls exposed in the finished work in
accordance with the manufacturer’s recommendations and NCMA TEK Bulletin
#8-2A.
Promptly remove excess wet mortar containing integral water repellent mortar
admixture from the face of the masonry as work progresses. Do not use strong
acids, overaggressive sandblasting or high-pressure cleaning methods.
Comply with applicable environmental laws and restrictions.
2.1.21 Sand Setting-Bed Paver Applications
1 Compact soil subgrade uniformly to at least 95% modified proctor density of
ASTM D 1557 laboratory density.
2 Place graded sand for subbase over compacted subgrade. Provide compacted
thickness of base and subbase indicated. Compact subbase to 98% modified proctor
density of ASTM D 1557 maximum laboratory density.
3 Place sand for levelling course taking care that moisture content remains constant
and density is loose and constant until pavers are set and compacted.
4 Treat levelling bases with soil sterilizer to prohibit growth of grass and weeds.
5 Seal concrete pavers with penetrating sealer. Sealer shall be a water based liquid
applied aqueous siliconate compound, clear in colour and containing no volatile
organic compounds.
6 Set pavers with a minimum joint width of 1.5 mm and a maximum of 3 mm, being
careful not to disturb levelling base. Use string lines to keep straight lines.
7 Vibrate pavers into levelling course with a low-amplitude plate vibrator capable of a
14- to 22-kN compaction force at 80 to 90 Hz. Perform at least 3 passes across paving
with vibrator.
8 Spread dry sand and fill joints immediately after vibrating pavers into levelling course.
Vibrate pavers and add sand until joints are completely filled, then remove excess

sand. Leave a slight surplus of sand on the surface for joint filling.
9 Sprinkle sand over surface and sweep into joints. Recover joints with additional sand
until firm joints are achieved. Remove excess sands.
10 The surface elevation of pavers shall provide positive drainage and be flush with
drainage inlets, utility boxes, manholes, concrete collars or other non-concrete paver
treated structures located within the paved area.
2.1.22 Mortar Setting-Bed Applications
1 Saturate substrate with clean water several hours before placing setting bed. Remove
surface water about one hour before placing setting bed.
2 Apply cement-paste bond coat over surface of substrate about 15 minutes before
placing setting bed. Limit area of bond coat to avoid its drying out before placing
setting bed. Do not exceed 1.6-mm thickness for bond coat.
3 Seal concrete pavers with penetrating sealer. Sealer shall be a liquid applied aqueous
siliconate compound, clear in colour and containing no volatile organic compounds.
4 Apply mortar bed over bond coat immediately after applying bond coat. Spread and
screed setting bed to uniform thickness at subgrade elevations required for accurate
setting of pavers to finished grades indicated.
5 Mix and place only that amount of mortar bed that can be covered with pavers before
initial set. Cut back, bevel edge, remove, and discard setting-bed material that has
reached initial set before placing pavers.
6 Place pavers before initial set of cement occurs. Immediately before placing pavers
on setting bed, apply uniform 1.5-mm thick, slurry bond coat to bed or to back of each
paver with a flat trowel.
7 Tamp or beat pavers with a wooden block or rubber mallet to obtain full contact with
setting bed and to bring finished surfaces within indicated tolerances. Set each paver
in a single operation before initial set of mortar; do not return to areas already set and
disturb pavers for purposes of realigning finished surfaces or adjusting joints.
8 Spaced Joint Widths: Provide 10 mm nominal joint width with variations not exceeding
plus or minus 1.6 mm.
9 Grout joints as soon as possible after initial set of setting bed. Force grout into joints,
taking care not to smear grout on adjoining pavers and other surfaces. After initial set
of grout, finish joints by tooling to produce a slightly concave polished joint, free from
drying cracks.
10 Cure grout by maintaining in a damp condition for seven days, unless otherwise
recommended by latex-additive manufacturer.
2.1.23 Construction Tolerances
1 Mix mortar / grout using a mechanical mortar mixer to ensure homogeneity and
workability. Hand mixing of the mortar is permitted only with written approval of the
Architect / Specifier who will outline hand-mixing procedures.
a) Observe mixing times of 4–5 minutes, consistent from batch to batch.
2 Use clean, potable water; add the maximum amount consistent with optimum work
ability.
a) Maintain a uniform water/cement ratio.
b) At the end of the day, thoroughly rinse the mixer to avoid contamination of future
mortar batches.

damaged or if units do not match adjoining units as intended. Provide new units to
match adjoining units and install in same manner as original units, with same joint
treatment to eliminate evidence of replacement.
2 Cleaning: Wash and scrub clean exposed paver surfaces.

1 Furnish materials, labor, transportation, services and equipment necessary to furnish

2.9.1.2 Definitions
1 Detectable Warning (tactile paver): The detectable warning is a unique and
standardized surface intended to function much like a stop sign to alert pedestrians
who are blind or visually impaired to the presence of hazards in the line of travel. The
truncated dome surface should not be used for way finding or directional information.
2.9.1.3 Submittals
1 Product Data:
a) Manufacturer's data sheets on each product to be used, including preparation
instructions, Installation methods, Storage and handling requirements and
recommendations.
b) Submit test results from an independent testing laboratory for compliance with
performance requirements specified herein.
c) Submit two copies of written instructions for recommended maintenance.
2 Shop Drawings: Layout drawings of each paved area showing the pattern of pavers;
indicate pavers requiring cutting, indicate setting bed methods in each area, drainage

beds noting all materials and their thickness, show details at curbs and vertical
surfaces.
3 Samples: Submit two complete sets of colour chips representing manufacturer's full
range of available colours and texture. Colour will be selected by Architect / Engineer
/ Landscape Architect / Owner from manufacturer’s available standard and custom
colours.
2.9.1.4 Quality Assurance
1 Manufacturer Qualifications: All products covered under this Section shall be
produced by a single manufacturer unless otherwise specified with a minimum of ten
(10) years proven production experience.
2 Pre-installation Conference: Conduct conference at Project site.
3 Installer Qualifications: Installer shall have a minimum of three (3) years proven
specialized construction experience with this product and be capable of estimating &
building from blueprint plans and details, in addition to proper material handling. All
Work must comply with local, state/provincial licensing and bonding requirements.
2.9.1.5 Project Conditions
1 Maintain environmental conditions (temperature, humidity, and ventilation) within

1 Prior to starting work inspect the sub-grade to ensure that it has been properly
prepared. Commencement of work shall imply acceptance of sub-grade conditions.
a) Verify that sub-grade preparation, compacted density and elevations conform to
the specifications. Compaction of the soil sub-grade to at least 95% Standard
Proctor Density per ASTM D 698-12 is recommended. Higher density or
compaction to ASTM D 1557-12 may be necessary for areas subject to vehicular
traffic.
b) Stabilization of the sub-grade and/or base material may be necessary with weak
or saturated sub- grade soils. The Architect/Engineer should inspect sub-grade
preparation, elevations, and conduct density tests for conformance to
specifications.
c) Verify that Geo-textiles, if applicable, have been placed according to
specifications.
d) Verify that aggregate base materials, thickness, compaction, surface tolerances,
and elevations conform to the specifications.
e) Verify that base is dry, uniform, even, and ready to support sand, pavers, and
imposed or anticipated vehicular loads.
f) Verify location, type, installation and elevations of edge restraints around the
perimeter area to be paved.
2 If preparation is the responsibility of another installer, notify Architect in writing of
deviations from manufacturer’s recommended installation tolerances and conditions.
2.9.3.2 Preparation
1 Clean surface thoroughly prior to installation.
2 Prepare surfaces using the methods recommended by the manufacturer for
achieving the best result for the substrate under the project conditions.
2.9.3.3 Installation
1 Install in accordance with contributing manufacturer’s instructions.
Installation requirements vary for each individual project site. Precast Pavers used,
pattern, grid layout, starting point, and finished elevation should be shown on plan
view shop drawings, which have been prepared and approved by the designer,
installing contractor and/or owner.
2 Placement Tolerance:
a) Maximum of 1/16 inch (1.6 mm) height variation between adjacent pavers.
b) Individual pavers shall not vary more than 1/16 inch (1.6mm) from level across
width of the paver.
c) Paved areas shall not vary more than 1/4 inch (6 mm) from level in a distance of
10 feet (3m) measured at any location and in any direction.
d) The surface elevation of pavers shall be 1/8 in. to 1/4 in. (3mm to 6mm) above
adjacent drainage inlets, concrete collars or channels.
e) Joints between pavers to be 3/16 inch (4.8mm) or 1/8 inch (3mm).
3 Sand-Set Method Installation:
a) Spread a sand/cement mix evenly over the base course and screed to a nominal
1 in. (25 mm.) thickness, not exceeding 1-1/2 in. (40mm) thickness. The screened
sand should not be disturbed. Place sufficient sand to stay ahead of the laid
pavers. Do not use the bedding sand to fill depressions in the base surface.

c) Field cut pavers with wet masonry saw in accordance with manufacturer's

d) Tamp into bedding or use low amplitude, high frequency plate vibrator to vibrate
the pavers into the sand. Cover vibrator plate with carpet or cardboard to prevent
surface damage to pavers.
e) Sweep dry joint sand into the joints & sweep off excess sand when the job is
complete.
2.9.3.4 Protection
1 Protect installed pavers until completion of project.

2.9.3.5 Cleaning & Sealing
1 Wash entire surface with phosphate free neutral cleaner with pH factor between 7 to
10 and rinse with clean water and allow to dry thoroughly.
2 Remove all unused material, tools, and equipment. Dispose of properly.
3 Clean the panels in accordance with the manufacturer's cleaning and maintenance
guide.
4 Clean fresh dried concrete residues off panels with a stainless steel wire brush and
rinse with clean water and hydra sponge to ensure a clean appearance.
5 Apply sealer in accordance with manufacturer’s directions.

1 Structural Performance: Design, engineer, fabricate, and install precast concrete
units to withstand design loads within limits and under service conditions.
2 Anchors, connectors, fasteners, supports and braces shall be designed using limit
states design and safety factors not less than as required under the applicable codes
and standards specified herein.
3 Reinforce units, as required, so that the members can safely sustain loads that may
be applied to them, including but not limited to vehicle guard loads and imposed loads
required by code and as specified. Make provisions in panels to allow anchorage of
items supported by precast panels; coordinate with other trades.
4 Reinforce all precast concrete bearing areas against diagonal tension, splitting,

2 Fabricator Qualifications: Firm experienced in producing precast architectural
concrete units similar to those indicated for this Project and with a record of successful
in-service performance as well as sufficient production capacity to produce required
units without delaying the Work.

5.1.4 Submittals
1 Product data for the various site furnishings.
2 Samples for verification in full-size units of each type of indicated; for each colour,
texture, and pattern specified, showing the full range of variations expected in these
characteristics.
3 Manufacturer's literature, finishes, assembly instructions and drawings, and anchoring
details for each item.
4 Shop Drawings: Include plans, elevations, component details, and attachments to
other Work. Indicate materials, fasteners, anchorages, and accessory items.
5.1.5 Quality Assurance
1 Installer Qualifications: Engage an experienced Installer who has completed unit
paver installations similar in material, design, and extent to that indicated for this
Project and with a record of successful in-service performance.
2 Mock-up: Build mock-up installation for each item to verify selections made under
sample Submittals and to demonstrate aesthetic effects and qualities of materials and
execution.
a) Locate mock-up in the location and of the size indicated or, if not indicated, as
directed by the Engineer.
b) Build Mock-up to the satisfaction of the Engineer. If the required standard is not
achieved, the Contractor shall replace (at the contractor’s cost) until the required
standard is achieved as judged by the Engineer.
c) Demonstrate the proposed range of aesthetic effects and workmanship.
d) Obtain written approval of mock-up from the Engineer before starting fabrication.
e) Maintain mock-ups during construction in an undisturbed condition as a standard
for judging the completed Work.
f) Approved mock-ups in an undisturbed condition at the time of Substantial
Completion may become part of the completed Work if approved by the engineer.

5.3 EXECUTION
5.3.1 Installation
Add new paragraphs 2, 3, 4, 5 and 6 as follows:
2 Examine substrates, areas, and conditions, with Installer present, for compliance with
requirements for installation tolerances and other conditions affecting performance of
work.
3 Proceed with installation only after unsatisfactory conditions have been corrected.
4 Carefully and neatly install items where indicated or directed, and as detailed, in a
stable and level manner, in place, in accordance with manufacturer's
recommendations.
5 Field Quality Control: Upon completion, have manufacturer's representative inspect
units for compliance with manufacturer's recommendations and specifications. Make
field adjustments as required.
6 Clean Up: Clean finish surfaces and leave free from imperfections. Remove surplus
material and rubbish after completion of this work.

9.3 ALUMINUM EDGING
9.3.1 General Requirements
9.3.1.1 Summary
1 Section includes general aluminium edging material and construction requirements.
9.3.1.2 Definitions
1 Aluminium edging: aluminium edge material used to define an edge for landscaping
bedding material.
9.3.1.3 Quality Assurance
1 Testing: components testing shall be required for adequacy of design and
manufacture and test reports shall be submitted to the Engineer. All costs for such
tests shall be borne by the Contractor.
9.3.2 Products
9.3.2.1 Manufacturing
1 All elements designated in the drawings as aluminium edging components shall be
manufactured by an approved manufacturer using approved aluminium
manufacturing process and to the dimensions as shown in the drawings.
2 Basis of Design: refer to drawings.
3 Heavy Duty Straight Profile Edging: 4.8mm x 102mm high, verify with drawing,
extruded aluminium, 6063 alloy, T-6 hardness, landscape edging for straight-line and
curvilinear applications in corrugated straight profile. Section shall have loops on side
of section to receive stakes spaced approximately 610mm to 915mm apart along its
length.
Thickness: 4.8mm
Length: 2.44m (minimum)
3 Connection: Section ends shall splice together with an interlocking stake less
snap-down design.
4 Stake: 305mm extruded aluminium stake. Stakes to interlock into section loops.
9.3.2.2 Execution
1 Fixing: Fixing method shall be proposed by the Contractor shall ensure that the
aluminium edging as fixed are in accordance with manufacturers and industry
standards best practices.
2 Location: Aluminium edging to be used between stone aggregate beds and planting
beds and between lawn areas and planting/aggregate beds (polyethylene edging to
be used when separating individual mass planting beds from each other).
3 Connection: Section ends shall splice together with an interlocking stake less snap-
down design.
4 Stake: 305mm extruded aluminium stake. Stakes to interlock into section loops.
6 Preparation: Ensure that all underground utility lines are located and will not interfere
with the proposed edging installation before beginning work. Locate border line of
edging with string or other means to assure border straightness and curves as
designed. Dig trench 25 mm deeper than set of edging bottom.
7 Set edging into trench with top at 12.7mm above compacted finish grade on turf side
with side having loops for stakes placed on opposite side of turf. Drive stakes through
edging loops until locked in place. Requires 5 stakes evenly spaced for each 4.88 m
section, or 3 stakes evenly spaced for each 2.44m section with a total of 8 stake loops
available in each 4.88m section if necessary. Provide additional stakes at
approximately 600mm apart, longer stakes, heavier gage stakes, or any combination
of previously mentioned as necessary to firmly secure edging for permanent intended
use.
8 Where edging sections turn at corners and at angled runs, cut edging partially up
through its height from bottom and turn back to desired angle to form rounded exposed
radius.
9 Backfilling and Clean-up: Backfill both sides of edging, confirm and adjust if
necessary that sections are securely held together, and compact backfill material
along edging to provide top of edging at 12.7mm above finish grade. Clean-up and
remove excess material from site.

9.4.1 General Requirements
9.4.1.1 Summary
1 Section includes general miscellaneous material and construction requirements.
9.4.1.2 Definitions
1 Joint Sealant: Multi-component urethane sealant recommended in writing by
manufacturer for substrate and joint conditions indicated and for compatibility with
traffic coatings.
2 This Section includes sealants for the following applications:
a) Exterior joints in vertical and horizontal surfaces
1 Control joints in cast-in-place concrete
2 Expansion Joints, concrete.
3 Joints in stone cladding.
4 Joints between different materials listed above and curbs/upstands.
9.4.1.3 Quality Assurance
1 Testing: components testing shall be required for adequacy of design and
manufacture and test reports shall be submitted to the Engineer. All costs for such
tests shall be borne by the Contractor.
2 Provide elastomeric joint sealants that establish and maintain watertight and airtight
continuous joint seals without staining or deteriorating joint substrates.
3 Submit documented proof that the material has a proven record of successful
performance for more than 10 years, confirmed by at least five local projects.
4 Installer Qualifications: An experienced installer who has specialized in installing joint
sealants similar in material, design, and extent to those indicated for this Project and
whose work has resulted in joint-sealant installations with a record of successful in-
service performance.
5 Manufacturer of sealants shall provide a qualified technical representative who will
visit the site for the purpose of advising the Installer of the proper procedures and
precautions in the application of the materials.
6 Source Limitations: Obtain each type of joint sealant through one source from a single
manufacturer.
7 Product Testing: Obtain test results for "Product Test Reports from a qualified testing
agency based on testing current sealant formulations within a 36-month period
preceding the commencement of the Work.

substrate preparation needed for adhesion.
5 Product Test Reports: From a qualified testing agency indicating sealants comply
with requirements, based on comprehensive testing of current product formulations.
6 Submit a detailed schedule of sealant usage for all locations. List each sealant
material, joint fillers, colour and product data for each location of use.
9.4.2 Products
9.4.2.1 Manufacturing
1 All elements designated in the drawings as joint sealant components shall be
manufactured by an approved manufacturer using approved manufacturing process
and to the dimensions as shown in the drawings.
a) Complying with ASTM C 920, Type M, Class 25, Grade NS for sloping and
vertical applications or Grade P for deck applications, and Use, Grade T where
subject to traffic or Use Grade NT elsewhere.
9.4.2.2 Delivery
1 Deliver materials to Project site in original unopened containers or bundles with labels
indicating manufacturer, product name and designation, colour, expiration date, pot
life, curing time, and mixing instructions for multi component materials.

3 Continuous-Immersion-Test-Response Characteristics: When elastomeric sealants
will be immersed continuously in water, provide products that have undergone testing
according to ASTM C 1247, including initial six-week immersion period.
4 Exterior vertical expansion Joints in concrete:
a) Multi-component polyurethane elastomeric sealant, capable of ±50% movement
as measured in compliance with ASTM C719, ASTM C920, Type M, Grade NS,
Class 50, use O.
b) Basis-of-Design Product.
1 Colour: Grey.
5 Exterior joints in horizontal pedestrian traffic surfaces, and Joints between different
paving materials and upstands; Isolation and contraction joints in cast-in-place
concrete grade slabs:
a) Single component, polyurethane elastomeric sealant capable of ±25%
movement as measured in compliance with ASTM C719, ASTM C920, Type S,
Grade P, Class 25, Use T.

a) Multi-component polyurethane elastomeric sealant, capable of ±50% movement
as measured in compliance with ASTM C719, ASTM C920, Type M, Grade NS,

9.4.3.2 Joint-Sealant Backing
1 General: Provide sealant backings of material and type that are non-staining; are
compatible with joint substrates, sealants, primers, and other joint fillers; and are
approved for applications indicated by sealant manufacturer based on field experience
and laboratory testing.
2 Cylindrical Sealant Backings: ASTM C 1330, of size and density to control sealant
depth and otherwise contribute to producing optimum sealant performance.
3 Elastomeric Tubing Sealant Backings: Neoprene, butyl, EPDM, or silicone tubing
complying with ASTM D 1056, non-absorbent to water and gas, and capable of
remaining resilient at temperatures down to minus 32 deg C. Provide products with
low compression set and of size and shape to provide a secondary seal, to control
sealant depth, and otherwise contribute to optimum sealant performance.
4 Bond-Beaker Tape: Polyethylene tape or other plastic tape recommended by sealant
manufacturer for preventing sealant from adhering to rigid, inflexible joint filler
materials or joint surfaces at back of joint where such adhesion would result in sealant
failure. Provide self-adhesive tape where applicable.

1 Primer: Material recommended by joint sealant manufacturer where required for
adhesion of sealant to joint substrates indicated, as determined from preconstruction
joint-sealant-substrate tests and field tests.
2 Cleaners for Nonporous Surfaces: Chemical cleaners acceptable to manufacturers
of sealants and sealant backing materials, free of oily residues or other substances
capable of staining or harming joint substrates and adjacent nonporous surfaces in
any way, and formulated to promote optimum adhesion of sealants with joint
substrates.
3 Masking Tape: Nonstinging, non-absorbent material compatible with joint sealants
and surfaces adjacent to joints.
9.4.4 Preparation/Project Conditions
1 Surface Cleaning of Joints: Clean out joints immediately before installing joint
sealants to comply with joint sealant manufacturer's written instructions and the
following requirements:
a) Remove all foreign material from joint substrates that could interfere with
adhesion of joint sealant, including dust, paints (except for permanent, protective
coatings tested and approved for sealant adhesion and compatibility by sealant
manufacturer), old joint sealants, oil, grease, waterproofing, water repellents,
water, surface dirt, and frost.
1 Clean porous joint substrate surfaces like concrete, masonry, unglazed
surfaces of ceramic tiles etc by brushing, grinding, blast cleaning,
mechanical abrading, or a combination of these methods to produce a clean,
sound substrate capable of developing optimum bond with joint sealants.
Remove loose particles remaining from above cleaning operations by
vacuuming or blowing out joints with oil-free compressed air.
b) Remove laitance and form-release agents from concrete.
c) Clean nonporous surfaces like metal, glass, porcelain enamel, glazed surfaces
of ceramic tile etc with chemical cleaners or other means that do not stain, harm
substrates, or leave residues capable of interfering with adhesion of joint
sealants.
2 Joint Priming: Prime joint substrates where recommended in writing by joint sealant
manufacturer, based on preconstruction joint-sealant-substrate tests or prior
experience. Apply primer to comply with joint sealant manufacturer's written
instructions. Confine primers to areas of joint-sealant bond; do not allow spillage or
migration onto adjoining surfaces.
3 Masking Tape: Use masking tape where required to prevent contact of sealant with
adjoining surfaces that otherwise would be permanently stained or damaged by such
contact or by cleaning methods required to remove sealant smears. Remove tape
immediately after tooling without disturbing joint seal.
4 Examine joints indicated to receive joint sealants, with Installer present, for
compliance with requirements for joint configuration, installation tolerances, and other
conditions affecting joint-sealant performance.
5 Proceed with installation only after unsatisfactory conditions have been corrected.
6 Clean and prepare substrates according to resin bound paving manufacturers written
recommendations.
7 Mask adjoining surfaces not receiving traffic coatings, deck drains, and other deck
substrate penetrations to prevent spillage, leaking, and migration of coatings.
8 Concrete surfaces to be treated should be clean, dry and free of laitance, oil, grease
and loose friable particles which could affect adhesion. Asphalt surfaces must be

clean and dry, details of suggested suitable base build ups in accordance to
manufacturer’s recommendation.
9 Provide suitable edging detail using either brick, stone, concrete or steel as required
to provide a high-quality finish detail and as indicated on the drawings.
10 Environmental Limitations: Do not proceed with installation of joint sealants under the
following conditions:
a) When ambient and substrate temperature conditions are outside limits permitted
by joint sealant manufacturer.
b) When joint substrates are wet.
11 Joint-Width Conditions: Do not proceed with installation of joint sealants where joint
widths are less than those allowed by joint sealant manufacturer for applications
indicated.
9.4.5 Execution/Installation
1 Examine substrates, with Applicator present, for compliance with requirements and
for other conditions affecting performance of traffic coatings.
a) Verify compatibility with and suitability of substrates.
b) Begin coating application only after minimum concrete curing and drying period
recommended by traffic coating manufacturer has passed, after unsatisfactory
conditions have been corrected, and after surfaces are dry.
c) Verify that substrates are visibly dry and free of moisture. Test for moisture by
method recommended in writing by manufacturer or by plastic sheet method
according to ASTM D4263.
d) Application of coating indicates acceptance of surfaces and conditions.
2 General: Comply with joint sealant manufacturer's written installation instructions for
products and applications indicated, unless more stringent requirements apply.
3 Sealant Installation Standard: Comply with recommendations of ASTM C 1193 for
use of joint sealants as applicable to materials, applications, and conditions indicated.
4 Install sealant backings of type indicated or required to support sealants during
application and at position required to produce cross-sectional shapes and depths of
installed sealants relative to joint widths that allow optimum sealant movement
capability.
a) Do not leave gaps between ends of sealant backings.
b) Do not stretch, twist, puncture, or tear sealant backings.
c) Remove absorbent sealant backings that have become wet before sealant
application and replace them with dry materials.
5 Install bond-breaker tape behind sealants where sealant backings are not used

6 Install sealants by proven techniques to comply with the following and at the same
time backings are installed:
a) Place sealants so they directly contact and fully wet joint substrates.
b) Completely fill recesses provided for each joint configuration.
c) Produce uniform, cross-sectional shapes and depths relative to joint widths that
allow optimum sealant movement capability.

ANNEXURE 1: PROJECT SPECIFIC CODES AND SPECIFICATION
7 Tooling of Non sag Sealants: Immediately after sealant application and before
skinning or curing begins, tool sealants according to requirements specified below to
form smooth, uniform beads of configuration indicated; to eliminate air pockets; and
to ensure contact and adhesion of sealant with sides of joint.
a) Remove excess sealants from surfaces adjacent to joint.
b) Use tooling agents that are approved in writing by sealant manufacturer and that
do not discolour sealants or adjacent surfaces.
c) Provide concave joint configuration per Figure 5A in ASTM C 1193, unless
otherwise indicated.
d) Provide flush joint configuration, per Figure 5B in ASTM C 1193, where
indicated.
e) Provide recessed joint configuration, per Figure 5C in ASTM C 1193, of recess
depth and at locations indicated.
f) Use masking tape to protect adjacent surfaces of recessed tooled joints.
9.4.5.1 Terminations and Penetrations
1 Prepare vertical and horizontal surfaces at terminations, aluminium edging, and
penetrations through resin bound paving at expansion joints, drains, and sleeves
according to ASTM C 1127 and manufacturer's written recommendations.
9.4.5.2 Joint and Crack Treatment
1 Prepare, treat, rout, and fill joints and cracks in substrates according to resin bound
paving manufacturer's written recommendations.
9.4.5.3 Field Quality Control
1 Inspect joints for complete fill, for absence of voids, and for joint configuration. Any
sealant found out of plumb or cracking or any work otherwise defective shall be taken
out and replaced to approval, at no additional cost to the Project.
9.4.5.4 Cleaning
1 Clean off excess sealants or sealant smears adjacent to joints as the Work progresses
by methods and with cleaning materials approved in writing by manufacturers of joint
sealants and of products in which joints occur.
9.4.5.5 Protection
1 Protect joint sealants during and after curing period from contact with contaminating
substances and from damage resulting from construction operations or other causes
so sealants are without deterioration or damage at time of Substantial Completion. If,
despite such protection, damage or deterioration occurs, cut out and remove
damaged or deteriorated joint sealants immediately so installations with repaired
areas are indistinguishable from the original work.
