Management Report
In order to help to improve the health and safety management, I have written down my
observations with the required remedial corrective actions to minimize the risks and eliminate the
hazardous. Your attention and your response action of these urgent findings will be appreciated.
And, hopefully the rig crew can have a healthy and safe work environment; meanwhile, the rig’s
behaviours can avoid breaching the international or local standard or laws.
2. Executive Summary
After evaluate the observation findings for the rig site, I have summarized some important aspects
which should arise your attention and swift actions urgently. These observations shown the
existing hazardous and risks are consulted with competent safety specialists and I have also
talked related issues with workers who involve the works and got their valuable feedback
information, remedial plan and actions are formed base on these information. They are as follows:
i. Fire hazardous
ii. Hazardous substance
iii. Obstructions/trip hazardous
iv. Personnel Protective Equipment
v. Machinery and Electrical Safety
Some of the aspects I summarized are looks like the small issues and are usually ignored by the
rig management and crew members, but improving these areas would result in a better safety
system of work and better workers’ motivation, otherwise, any failure in these aspects will lead to
the severe accidents or high economic penalties.
Fire accident is one of accidents occurred frequently, and usually leading to large loss in
properties and human lives. The rig has equipped with sufficient fire fighting devices, but
some bad behaviours and ignores from the management have affected the fire control
management, and some fire hazardous are existed. Such as the discharged fire
extinguisher found in the gate guarding room shows that the regular inspection is not
strictly conducted. Meanwhile, some findings help to improve the sufficient of the fire
fighting systems. Such as the proper mounted fire extinguisher in SCR room and the
colour coded and numbered valves at the fire pump will increase the action speed during
fire emergency.
The found hazards can be easily eliminated by swift action with low cost, and if the
regular inspection and monitoring can be conducted strictly, the rig fire fighting system will
meet the safe system of work requirements by the Saudi Labour law and ILO R-164
Article 10. An efficient fire fighting system will largely reduce the possible properties loss
of the company by fire accident.
In the rig site, we can find many kinds of hazardous substances, such as organic solvent,
paints, diesel, Acetylene and Oxygen, hydraulic oil, chemicals, etc…If the workers
carelessly treat with these substances, the serious accident might occur. Some
hazardous have been found, such as the Acetylene and Oxygen are stored together, the
These hazardous must be taken seriously, any of them failure to control will lead to
disasters. The mixed Acetylene and Oxygen can easily arise explosion when there is a
leakage. The beverage bottle is not strong enough for storage the solvent, spilled solvent
will easily cause a fire accident. The spillage of hydraulic oil will contaminate the soil and
arise environment problem. These hazardous show the bad hazardous substance
management and lack of training to the rig crew. All of these have breached the
regulation of ILO Article 16 of C155 states “Employers shall be required to ensure that, so
far as is reasonably practicable, the workplace. …… under their control are safe and
without risk to health.” Also it has breaches with the ILO Recommendation 164 C155 “to
give necessary instructions and training, taking account of the functions and capacities of
different categories of workers”
Obstruction and trip are the aspects which are easily ignored by the rig crew and rig
management. But for the realistic operation, it has caused great quantities of injury
accidents. The hazardous found in the rig site like damaged grating step board and the
steel pipe on the mud tanks are the normally trip hazardous. Fortunately, these
hazardous are easily eliminated by hard work of the rig mechanic.
The trailing water hose and the materials on the exit way of ambulance show the bad
housekeeping and bad safe management of the rig. In front of all safety equipments there
must be not any obstacles. These things should be required on the pre-tour meeting daily
to increase the sense of all crew members. The monitoring of the rig management must
be conducted continuously. Housekeeping must be high required.
ILO Article 16 of 155 states “Employers shall be required to ensure that, so far as
reasonably practicable, the workplaces, under their control are safe and without risk to
health.”
About Personnel Protective Equipment, the document of the ILO Occupational Safety and
Health Convention C155 states that “Employers shall be required to provide, where
necessary, adequate protective clothing and protective equipment to prevent, so far is
reasonably practicable, risk of accident or adverse effects on health.” So if the rig
management can’t provide the adequate PPE, that means they have breached the
regulation. The employees also have the responsibility to correctly use and maintain the
PPE provide by the management.
Both of the situations mentioned above are found in the rig site. The PPE storage box at
the mud tank area is lack of supplement, and the truck driver goes to the rig site without
hard hat and safety boots. For the lack of supplement, it is easily to find the supplier and
the cost will not more than 500 dollar. But for the usage and maintain of the PPE, training
must be conducted period to enhance the sense of safety to all the employees.
Most of the equipment are well maintained and properly secured as requirements.
However, in some place, some movement equipment’s safety guards not well fixed. Such
as the workshop no safety fixed guard on the hand grinder. Additional, there are some

After summarizing all the finding and it is a clear fact that there are many International and
National safety and health standards broken which in turn result in unsafe system of work, and
are clear indicators of the high risk the company putting its workers to deal with in every moment
on the rig site.
Some of the hazardous can be eliminated immediately, but some of the hazardous need long
term monitoring and supervision. Such as the fire hazardous, after equipped with adequate fire
fighting devices, the maintenance and correctly usage will be the important aspect, which is a
long term work to be done. The hygiene findings mostly depend on the management’s attitude
and also should be kept on doing to maintain the high standard. Also lack of training is one of the
big tasks to the rig management. Such as the hazardous substance training, without the training,
the employee will not aware of the property of the substance and can not identify the hazardous.
Training will take time and cost money, but compare with the benefits brought by the reduced
accidents, the training cost is really small cake.
To performance the H&S management system well, we should also improve the Planned
Precaution Maintenance System to make sure all the equipment in safe work condition, detail the
checklist and perform the inspection in a period time, remove and maintain the deficient
equipment in time. Also, the risk assessment and the job safety analysis must be down prior each
work.
5. Recommendations
Most of the recommendations were detailed on the main findings. However, here are some of the
other main recommendations that management should consider.
