Center for Excellence in Research, Training & Higher Learning

Centres of Excellence (CoEs) can be described as organizational environments that strive for,
and succeed in, developing high standards of conduct in a field of research, innovation, or
learning. Centres of Excellence involve high research quality and productivity, resource
attraction and concentration, international visibility and attractiveness (including staff
recruitment), and organizational robustness (good governance). They are often highly
attractive to research and development investments and talent in their field, and two
common pillars of excellence in this regard tend to recur namely prioritization and
concentration in terms of focus and resources. Therefore, they possess the ability to absorb
and generate new knowledge. Ideally, they would distribute and utilize this new knowledge
in the form of new capacity in their field, be it research results, innovations, or talent.

To be established as an offshoot of Punjab Higher Education Commission, the Center for


Excellence (CoE) in Research, Teaching and Higher Learning will work to improve
indigenous academic research quality and productivity, resource attraction and
concentration, international visibility and attractiveness (including staff recruitment), and
organizational robustness (good governance). The CoE will

1. Establish a consortium of various collaborative research groups, recognized


nationally in their field of research, to improve the quality and efficiency of scientific
research and production of new knowledge based on indigenous problems and
suggest their remedies.
2. Develop and sharpen the core competencies of people involved in teaching
profession viz. teachers, administrative staff, and support staff.
3. Facilitate the development and implementation of innovative teaching strategies,
and provides institution-wide support for faculty in the development of online,
blended, and face-to-face courses and programs.
Directorate of External & Academia-Industry Linkage

Universities are always considered as the hub of new knowledge and innovative technology
which is to be ultimately used for the welfare of the society. The changing role of the
universities demands a greater connectivity and strong linkages with the local, national,
regional and international communities. With the evolving role of the universities in the age
of modern knowledge economy and fourth industrial revolution, the establishment of a
dedicated directorate for external linkages is becoming a need of the hour to promote
national and international collaborations and to develop partnerships with public, private
and non-government institutions/organizations. This office will take up the responsibility of
attracting international students, placing university students and faculty members in high
ranking global universities, facilitating interaction between faculty and local and
international industry, as well as exerting a pull for financing of training, research and
development activities of the university by national and international donors, alumni, civil
society and industries.

Vision

Establishment of a state-of-the-art Centre for Excellence in Research, Training and Higher


Education to link all the public and private HEIs of Punjab for sharing of expertise in
generation, management, and transfer of knowledge to actualize the vision of the incumbent
government.

Mission

To achieve this vision, the Centre of Excellence, through the Directorate of External Linkages
& International Affairs, shall endeavour to:

1. Enhance the institution’s international reputation and visibility;


2. Build exceptional international opportunities for faculty and staff; and
3. Develop strategic networking and collaboration initiatives.
Functions

The responsibilities of Directorate of External Linkage and International Affairs would


include:

1. Formulation of plans and strategies relative to the development of partnerships


with external organizations and institutions;
2. Initiation of development of linkages with local and international institutions and
organizations;
3. Recommendation of areas or levels of partnership with specific institutions and
organizations in order to optimize opportunities for the students and faculty;
4. Coordination of initiatives of the different units of the CoE relative to external
linkages;
5. Facilitation of the formalization of agreement between CoE and its partners or
networks;
6. Monitoring of the status of all networking and linkage activities of the centre; and
7. Regular preparation of consolidated reports relative to the status of partnership or
collaboration of the CoE with external organizations or institutions

Directorate of Training and Capacity Building
Being competent and well-performing teacher is one of the most important resources in any
educational institution. The teacher is considered the professional agent and the most
directly responsible person in the process of learning; he is the one in charge of
making/helping students learn and benefit or suffer from the quality of his teaching. There
to effectively hone the skills of teachers and teaching managers, it is very important to update
the faculty with the modern imperatives of the knowledge economy. Directorate of Training
and Capacity Building at the proposed Centre of Excellence will be responsible to inculcate
these professional and pedagogical skills.

Mission:

To achieve this vision, the Centre of Excellence, through the Directorate Training and
Capacity Building, shall endeavour to:

1. Equip faculty with effective pedagogical and classroom management skills


2. Develop leadership and administrative skills in them
3. Make them an active “part” of the modern knowledge-based economic system.

Functions:
The Directorate of Training and Capacity Building will be responsible for;

1. Support excellence by striving to model best practices in teaching and learning


within all of its classes and by providing high-quality development
opportunities for all University and College teachers on one hand and academic
management on the other
2. Strengthen the capacity of the teachers and teaching managers by providing
substantial professional learning opportunities and modelling highly effective
practice.
3. Provide academia with opportunities to work collaboratively with more
experienced colleagues through short and long-term training programs.
4. Update college and university faculty skills, attitudes and approaches in light of the
development of new teaching techniques and objectives, new circumstances and new
educational research
5. Update college and university faculty knowledge of a subject in light of recent advances in
their respective areas
6. Exchange information and expertise among faculty members to learn from each other’s
experiences and enhance teaching effectiveness
7. Provide ample training opportunities to faculty and staff for professional and
leadership capacities
8. Encourage support and interaction among faculty members and academic
management.
9. Conduct workshops, courses and other training opportunities for in -service
University and College teachers.
10. Offer mentoring and collaborative opportunities to newly inducted University
and College teachers.
