Information On Certificates and Documents Issued by The Republic of Liberia
The IMO Facilitation Committee approved the attached circular; FAL.5/Circ.39/Rev.1 - Guidelines for the use of electronic
certificates at its 39th session in September 2014. The printed versions of electronic certificates issued by Liberia comply with the
provision in section 4 of FAL.5/Circ.39/Rev.1. As noted in section 7, port State control officers and other stakeholders should
accept electronic certificates that contain the features identified in section 4.
The printed versions of certificates and documents with electronically applied signatures or stamps issued by the Liberian
Administration include the following:
The certificates and documents may be transmitted by regular surface mail or electronically and are protected from alteration or
tampering. Certificates issued on board a vessel may have the date of issuance and expiration typed or hand written by an
authorized Liberian Inspector, Auditor or Special Agent of the Deputy Commissioner.
This letter is to be kept with the vessel’s certificates and documents and made available to interested Port State Control,
Classification Society surveyors and auditors.

* Most, but not all, certificates and documents issued after October 16, 2007 now have a unique Tracking Identification Number (TID) located at
the bottom of the form, example: TID: 01221 - 51000 - 00015 - 59623.
Authenticity of certificates and documents with TID can be verified by selecting the “Vessel Certificate Verification” section on the home page of
the Liberian Registry website: www.liscr.com.
