Principal’s Corner
Every man has a vision to follow. This vision propels for more achievements and
successes in everyone.

Every goal has its own taste of hindrance and obstacles; thus, making the
journey a bit shaky yet adventurous especially for the risk-takers. There’s always
a room for improvement to a person who considers that mistakes are other forms
of challenges that if one overcomes these mistakes, then a sure success awaits.

Mr. Ranulfo Canete Rostata took leadership as principal of the Naval School of
Fisheries way back October 2016. His formidability as an educational leader has
already been honed years back when he was still the care taker of Higatangan
National High School now Fidel Limpiado Memorial National High School. After
Higatangan, he was assigned to Bool National High School, then Tucdao National
High School  as Principal I and later at Naval School of Fisheries as Principal II.

Born on August 15, 1966, Mr. Rostata hails from Brgy. Tomalistis, Caibiran,
Biliran. He was orphaned at an early age of two and grew up with his
grandparents who took him in after his parents’ demise. His childhood
experience never hindered him in taking education course at Naval Institute of
Technology now Naval State University.

In his stay at Naval School of Fisheries, he sees to it that all the programs: the
Strengthened Tech-Voc Education Program (STVEP), Science, Technology, and
Engineering Program (STEP), Alternative Learning System – Education and Skills
Training (ALS-EST) and the Senior High School (SHS) program shall be
accordingly managed. His vision for the school is to achieve the highest
performance possible not only in the academic areas but also in the extra-
curricular activities in the division, region and even in the national level.

Leading 95 teaching and non-teaching personnel is never a joke. That is pure


understatement. His former years of experience and his constant readings are all
indispensable tools that equip him continually to push through with all the recent
educational trends in the department. He seeks and continuously learns. He
provides an open and working feedback mechanism to all the stakeholders in
order to generate the right criterion when it comes to decision-making.

Sir Randy is what everyone in the school calls him. His humility is astoundingly
manifested in all his dealings. His stature as a school head never shadows the
meekness in his heart.
“Onward for more endeavors” is his usual clip. To him, moving onward means
giving all the best and accepting the realities of today’s world. Taking into
considerations the diverse backgrounds among his constituents, Sir Randy
envisions that there is beauty and great potentialities in all kinds of
diversities. Those are the things he always sets as the foundation towards
reaching the standards set by the higher offices of the department.

STEP
Science, Technology and Engineering Program (STEP)

(Formerly called Special Science Class or SSC)

The Special Science Classes (SSC) was established at the Naval School of
Fisheries in 2010 pursuant to DepEd Order No. 40 series of 2010 relative to the
department’s pursuit to provide high school students with a more intensive and
advanced secondary education anchoring more on science and
mathematics areas.With the establishment of this program, the Naval School of
Fisheries has since then catered to intellectually promising students who have
the potential to be responsive to the aim of the program which is to further
intensify the quality of science, technology and mathematics education in the
Province of Biliran.

ADMISSION

Ø Pupils who belong to the top 10 of the graduating class for elementary schools
with

at least 500 pupils of the top ten percent (10%) of the graduating class for
elementary

schools with 1,000 or more pupils and who have been certified by their
respective

principals to take the entrance examination;

Ø Pupils with a general average of 85% in Science, Mathematics and English and
83% in other subjects from Grades 3

to 6 as evidenced by Form 137 (Pupil’s Permanent Record).

Selection Process
Ø Preliminary screening and elimination; (evaluation of credentials i.e. Form 137)

Ø Administration of a standardized mental ability and aptitude test; and

Ø Interview of prospective enrollee together with parent/guardian by the school


screening committee.

RETENTION

Ø With a general average of 85% in Science and Mathematics and 83% in the
rest of the subjects

Ø With no grade lower than 80% in any grading period during the school year

TRANSFER

Ø From a Special Science Class (SSC) to another Special Science Class in


another S&T-Oriented School

Ø From a science high school to a SSC clas
