Administrative Challenges: Managing and Maximizing Resources
The relevance of the work is determined by the fact that administrative law appears as one of the
significant factors influencing the development of both the public administration system as a
whole and the processes of its reform that the Pakistan has faced today. One of the leading
approaches to understanding the place of administrative law in public administration is defined
as state-administrative, alternative to it as administrative-legal.
Women in Pakistan have faced formidable challenges in their efforts to achieve gender equality
and address gender-based violence in their country, with particular problems posed by elements
among customary norms and practices.
Yet throughout the past few years, breakthroughs in pro-women legislation have shown that both
the efforts of Pakistan's government, and the advocacy of groups working toward women's
empowerment in the country, are taking effect.
Oversight and control of public money is a critical factor in any democratic society, but
particularly in new democracies. Probing government to account for its finances is one of
parliament’s oldest functions, and it is central to almost every domestic argument about policy
priorities and provision of services to voters. Yet it is also a role that parliaments tend to perform
inadequately and presents a particular challenge for parliaments in developing countries, where
limited processes, organisational capacity and influence can hinder effective oversight.

The government of Pakistan with the collaboration of European Union started the development
programme. The overall objective of the programme is to support consolidation of the
parliamentary democracy in Pakistan. The specific purposes include (1) Sustainable institutional
strengthening and improved performance of the federal parliament (the National Assembly and
the Senate) and (2) sustainable institutional strengthening and improved performance of the
Provincial Assemblies. Particular focus shall be placed on supporting the inclusion of women,
youth and disadvantaged groups in the parliamentary processes. Key measurements for the
success of this action would include: a degree to which legislative work is conducted in an
inclusive and transparent manner, more citizens’ engagement in parliamentary work, meaningful
representation of constituents, including women, youth and disadvantaged groups, strengthened
oversight of the executive, legislative work in support of commitments to international
agreements, extent of revision of electoral legislation in line with EOMs recommendations.
Recommendations:
Training Institute for their capacity building and professional orientation in terms of
legislative process as well as Quality Leadership.
Parliament should frame a specific code of conduct for the Political parties with intent to
making political parties more responsible for their conduct inside the Parliament.
