O R D E R:

The Andhra Pradesh Metropolitan Region and Urban

Development Authorities Act, 2016 (Act No. 5 of 2016) has come
into force w.e.f 08.02.2016 by virtue of notification issued in G.O.
2nd read above.

2. In the reference 3rd read above, the Director of Town &

Country Planning has requested the Government for constitution of
Ongole Urban Development Authority (OUDA), with a jurisdiction of
39 Mandals covering 345 villages and nine (09) Urban Local Bodies
i.e., Ongole Municipal Corporation, Chirala, Markapur, Kandukuru
Municipalities and Addanki, Cheemakurthi, Kanigiri and Giddaluru
Nagarapanchayaths with an extent of 4864.35 Sq.Kms and
population of 18,24,408 as per 2011 census with Head Quarters at
Ongole under Sec.3 & 4, Chapter-II of Andhra Pradesh Metropolitan
Region and Urban Development Authorities Act, 2016.

3. Government after careful examination of the matter have

decided to declare the area of 4864.35 Sq. Kms covering Ongole
Municipal Corporation, Chirala, Markapur, Kandukuru Municipalities,
Addanki, Cheemakurthi, Kanigiri and Giddaluru Nagarapanchayaths
and 345 villages in 39 Mandals in Prakasham District (including 15
villages of 2 Mandals in Guntur District ) as given in notification –I
and constitute Ongole Urban Development Authority (OUDA) with
Head Quarter at Ongole as given in notification –II.

4. The Urban Development Authority shall function from the

office in Ongole Town with the support of its staff. The expenditure
towards establishment and other secretarial assistance shall be
completely borne by Ongole Urban Development Authority (OUDA).
Initially, the Urban Development Authority shall be function with the
grants of Development fund and Revolving fund. Later, with their
own revenue.

5. The modalities for Development of lands, Preparation of Master

Plan and Zonal Development plans, Acquisition and disposal of lands,
Inspection and penalties etc., shall be followed as per the provisions
of the Andhra Pradesh Metropolitan Region and Urban Development
Authorities Act, 2016 (Act No.5 of 2016).

6. The appended notification will be published in an Extraordinary

issue of the Andhra Pradesh Gazette, dated:01.01.2019.

7. The Commissioner of Printing, Stationery and Stores Purchase,

Andhra Pradesh, Vijayawada is requested to supply 10 copies of the
Extra-ordinary issue of the Andhra Pradesh Gazette.

APPENDIX
NOTIFICATION

In exercise of the powers conferred by sub-section (1) of

section 3 of the Andhra Pradesh Metropolitan Region and Urban
Development Authorities Act, 2016 (Act No.5 of 2016), the
Government of Andhra Pradesh having regard to the need for the
promotion of development activities relating to as a Urban
Development Authority to achieve the objectives of the region
witnesses tremendous growth in the domains of Industries, Imports
and Exports etc. hereby specify a special Urban Development Area
for the area comprised within the jurisdiction of Ongole Municipal
Corporation, Chirala, Markapur, Kandukuru Municipalities, Addanki,
Cheemakurthi, Kanigiri and Giddaluru Nagarapanchayaths with the
jurisdiction covering 345 villages in 39 Mandals in Prakasham
District (including 15 villages of 2 Mandals in Guntur District) with
Head Quarters at Ongole with an extent of 4864.35 Sq.Kms and
population of 18,24,408 and villages as specified in the Schedule
appended to this notification to be a Urban Development Area for
the purpose of the said Act and the said Area shall be as “Ongole
Urban Development Area (OUDA)”.

NOTIFICATION – II

In exercise of the powers conferred by sub-section (1) and

clause (ii) of subsection (3) of section 4 of the Andhra Pradesh
Metropolitan Region and Urban Development Authorities Act, 2016,
the Government of Andhra Pradesh hereby constitute an Urban
Development Authority for the area specified in the Notification – I
above for the purpose of the said Act and the said Authority shall be
called as the " Ongole Urban Development Authority (OUDA)" and
shall consist of the following members, namely:-

a) The Chairperson to be appointed by the

Government;
b) the ‘Vice-Chairperson’ – who is a Government Member Convener
Officer to be appointed by the Government,
shall be the whole time Chief Executive Officer
of the Authority and shall be the
c) OSD /Joint / Deputy Secretary to Member;

d) Joint / Deputy Secretary to Government, Member;

Finance Department - Member;
e) Officers not more than four, dealing with Members;
Transportation, Roads & Buildings, Energy,
12 Environment or such other departments
as may be deemed necessary by the
Government
f) District Collector of the development area Member;

g) Director of Town & Country Planning or his Member;

nominee
And
h) Three experts of national or international Members;
repute who possess knowledge in urban
governance, urban planning, conservation,
environment and transportation to be
appointed by the Government

(2) Any other officer or expert whom the Government thinks

necessary may be invited to the meetings of the authority as
special invitee.
