The document outlines a role-playing scenario set in Gotham City involving ordinary citizens trying to survive in a city dominated by costumed heroes and villains. Relationships, locations, objects and events are provided to drive conflict between characters.

Relationships that put characters on opposite sides of the law, such as a parent and child being on opposite sides, or a detective and vigilante could cause issues. Rivalries, such as between assassins hired to kill the same target or between henchmen working for similar villains might also lead to problems.

Locations associated with villains, such as Ace Chemicals where the Joker was created, or Arkham Asylum, the asylum for the criminally insane, could get characters into dangerous situations. Underworld locations like the Iceberg Lounge, a club run by the Penguin, or the Narrows, a crime-ridden area of Gotham, might also cause problems.

The briefing
Gotham is a city of myths. Good
clashes with the twisted, grinning
reflection of evil under eternal
twilight. IT is the front line for an
unending war of justice against
crime. There are people here who
live as absolutes, who give their
lives to higher causes, who push
themselves to the limits of
humanity.
you are not one of those people.
You are the beat cops, the marks,
the dime store vigilantes, the
henchmen, and two-bit crooks
trying to get by in the crossfire of
unstoppable forces and immovable
objects.
This town will break your heart,
take your wallet, carve a smile on
your face to let you bleed out on
the street.
this makes Gotham the perfect
environment for high ambition and
poor impulse control.
Remember, what doesn’t kill you
will probably leave you horribly
scarred and criminally insane.
