CIRCULAR

Sub: -Road Safety- Guidelines for providing kerb ramps on PWD roads – reg:-

Attention is invited to the subject cited above. It has been noticed that kerb ramps
provided in most of the PWD roads are not proper. The kerb ramp extends beyond the kerb
line and sometimes into the carriageway on many roads. These kerb ramps acts as hazards for
road users especially for two wheelers during day as well as night as it acts as an unexpected
hazards.

It is seen that on many roads where the covered drain construction works with/without
footpaths are undertaken, the drain cover slab is kept flat for ease of construction even at the
access points to public/ private properties. After the construction is over, for entry to these
properties ramps are constructed into the carriageway. This is a wrong practice and should
not be followed. The slope required should be adjusted within the drain or footpath portion or
in the private property. If it is a footpath, it needs to be ensured by the Engineer in charge for
smooth transition in the footpath as given in IRC: 103-2012 for persons with disabilities to
use wheel chairs safely. Kerb ramps should be provided as per IRC: 103-2012at the
pedestrian crossing for smooth transition, to overcome the level difference between the
footpath and road carriageway. Absence of kerb ramps prevents persons with disabilities and
reduces mobility from crossing streets. Any accident happening due to the non compliance of
the above guideline will be responsibility of the contractor and Engineer in charge.

In all PWD works the following guidelines are to be followed while providing proper
kerb ramps as per IRC: 103-2012. The requirements are:

1. The maximum kerb height shall not exceed 150mm from the road level.

2. Standard kerb ramps are cut back into the footpath (flush with roadway), at a
gradient not greater than 1:12 (Fig: 10, 11, 12) with flared sides providing
transition in three directions. At street intersection and turning kerb ramps
should be provided. (Fig: 13, 14, 15)

3. Width of kerb ramp should not be less than 1200mm, in the case of footpath.

4. Tactile warning strip shall be provided on the kerb side edge of the slope,
where the footpath is tiled, so that persons with vision impairment do not
accidentally walk into the road.

5. The ramps should be flared smooth into the street surface and checked
periodically to make sure large gaps do not develop between the gutter and
street surface.

6. It is desirable to provide two kerb cuts per corner, Single ramp located in the
center of the corner is less desirable. Separate ramps provide greater
information to pedestrians with vision impairment in street crossings.

7. Kerbs are the best indicators for persons with vision impairments to detect the
edge of footpath. So kerb ramps/footpath must always have tactile pavers/tiles
with flared sides of 1:10 gradient (Fig:22). Kerb ramps should be 1200mm,
minimum 900mm wide. The gradient of the ramp should ideally be 1:20, and
not to exceed 1:12 in any case. It can be difficult in existing situations to
achieve a dropped kerb with a gradient of 1:20 across a footpath and still
leave a clear corridor of movement along the footpath. For persons with visual
impairement, crossing should be marked with tactile paving.

8. Provide pedestrian refuge islands on all roads with four lane or more as per
Table 4, Page 27 and as per Fig.25 & 26, page 28 of IRC: 103-2012.
