0 PROJECT INTRODUCTION

1.1. Project Scope


The purpose of this Quality Plan (QP) is to ensure all Quality requirements are established and
implemented by all Contract personnel performing activities affecting Quality and thus assuring the
overall quality level of the Contract.
The scope of work covers H2 IMPORT AND EXPORT lines FOR CONNECTING TO ALAR. The work includes
Detail Engineering Design, Procurement, Construction, Fabrication, Erection, Installation, Start-up, and
Testing & Commissioning of Hydrogen Piping System.
 Installation of 16” & 10” Lines from Metering Skid to Tie-in Points
 Installation of control valves and shutdown valves.
 Installation of supply utilities cooling water, electric power, stream, nitrogen control voltage.
 Construct pipe support foundations as per foundation layout drawings.

1.2. Quality Objectives

Quality Objectives shall be established consistent with the corporate Quality Policy and as per SATROP
specified scope, in a safe, socially and environmentally responsible and cost effective manner and in
full compliance with the specifications and terms and conditions defined.

1.3. Quality Policy

Al-Amara Quality Policy specifies the degree of excellence as “all activities of the organisation will be
carried out in a systematic manner in accordance with defined and documented policy and procedures
will meet applicable legislative requirements, will be visible and ensure that the need of client, staff
and owner are met.

2.0 ORGANISATION AND RESPONSIBILITIES

2.1. Project Organization

Al Amara shall provide an organisation structure and competent Personnel in sufficient numbers to
ensure all elements of the Services are executed in accordance with the provisions of the Contract. A
contract specific Organisation charts is appended. Al Amara shall assign key personnel as per the
Contract requirement.

2.2 Job Descriptions, Authority level and Reporting levels of Key Personnel

2.2.1 Project Manger

 Single point responsible and accountable for the management and execution of all aspects of
the Services to ensure quality deliverables, on time and within agreed costs.
 Closely monitor mobilisation and transition periods to ensure smooth commencement of Work.
 Screen / endorse employment of all Key Personnel and Core Personnel under the Contract.
 Establish effective communication with SATROP, senior management and project personnel.
 Leadership in HSE performance.

2.2.2 Construction Manager

 Responsible and accountable to manage the execution of construction, commissioning, and


handover of projects.
 Single point responsibility for the execution of engineering projects during the execution
phase.
 Ensure that HSE matters are given due consideration in project planning.
 Supervise and guide the discipline personnel to ensure that their work is complying with the
quality requirements. Highlight issues that may arise in priorities, workload, competency, etc.
 To develop the construction plan for each project to achieve the specified project /
construction specific deliverables.
 To exercising control over manpower and material resources in order to execute the project
within budget, schedule, quality and HSE requirements.
 To report progress on project/ construction work in a timely manner, highlighting issues which
could impact on quality, cost, and schedule and/or HSE matters.
 Shall report directly to the Project Manager.
2.2.3 HSE Manager

 Shall be responsible for the implementation and maintenance of HSE management system that
complies with the requirements of SATROP’s HSEMS requirements.
 Liaison with SATROP on matters relating to HSE and its functioning.
 Communicate relevant HSE initiates, Government legislatives and HSE lateral learnings to the
staff for their awareness.
 Encourage a sustainable development culture on Conservation of Energy.
 Shall report directly to the Project Manager.

2.2.4 Quality Manager

 Shall be responsible and accountable for the implementation and maintenance of the Contract
Quality Management Systems in compliance with Contract requirements.
 Implement and maintain a quality system in accordance with ISO 9001 and subjected to regular
audits and reviews.
 Advice, guide and motivate AL Amara Personnel and line management on QA activities and
related technical matters. Responsible for organizing QA training for all Al Amara Personnel and
maintaining accurate real time records.
 Ensure that Al Amara Personnel are familiar with the fundamental operational systems and
have access to the procedures describing the quality management systems.
 Continuously seek opportunities to project the quality philosophy throughout the contract and
endeavour to improve the service to Company.
 The QA/QC Manager shall report to the Project Manager on day to day activities.

2.2.5 Procurement Officer

 Responsible for the provision of contracting and sourcing services for the Contract.
 Responsible for the quality, auditability and governance of the contracting and sourcing
processes.
 Responsible for cost engineering, planning and information management processes which
include planning, schedule and cost/planning control discipline functions.
 Shall report directly to Project Manager
2.2.6 Planning Engineer

 Responsible for provision of overall cost & planning services for the Contract; provision of
qualified planning engineers, planners/schedulers.
 Responsible for setting of planning standards, guidelines and ensure discipline planners are
fully trained and competent to operate within the cost & planning systems.
 Responsible for managing the project control & planning processes, ensuring consistency,
quality across engineering, construction, commissioning and maintenance.
 Responsible overall project plan build and executes progress reporting on costs and schedule.
 Shall report directly to Project Manager

2.2.7 Site Engineers

 Responsible for overall construction teams for implementation and execution of construction
works in the Site locations. This includes assuring that the all construction works are carried
out as per Company standards, specification, with quality assurance and HSE requirements.
 Liaise with SATROP on matters relating to design changes, construction, quality and HSE and its
functioning.
 Shall report directly to the Construction Manager.

5.0 QUALITY POLICY, OBJECTIVES AND STRATEGY

In order to familiarize all Al Amara employees with the system, Al Amara Quality
Policy is displayed in different languages at all locations where activities are on-going.
6.0 QMS STRUCTURE

6.1 JOB DESCRIPTIONS, AUTHORITY LEVEL AND REPORTING LEVELS OF CORE


PERSONNEL

 Core Personnel shall comply with specific competence requirements of


SATROP. Al Amara shall ensure job descriptions to all Core Personnel down to
the level of Foremen is established and communicated prior to deployment of
personnel to Site. Job descriptions shall state accountabilities, clear and
specific responsibilities, minimum job requirements and reporting
relationships.

8.0 QUALITY ORGANIZATION

8.1 ROLES AND RESPONSIBILITIES AND ACCOUNTABILITIES

8.1.1 QA/QC Manager


 Establishing and revising the QMS documents (CQP, OPMs and other
documentations)
 Communicating to the Corporate Quality Manager on Quality issues, Non-
conformities &Audit reports
 Measuring & monitoring the process performance.
 Initiate necessary corrective and preventive actions.
 Shall be responsible for allocation of quality recourses to ensure adequate
coverage of all verification activities.
 Shall be responsible for Quality training for all project personnel and
overseeing all personnel understand and effectively deliver their Quality
responsibilities as per quality plan and procedures.
 The QA/QC Manager shall report to the Project Manager on day to day
activities.
8.1.2 QA/QC Engineer
 Manage all quality activities at site, including supervision of QC inspectors.
 Preparation, implementation, revision and monitoring QCP/ITP of all Contract
Specific Procedures and Work Instructions.
 Review and Monitoring Sub-Contractor’s Quality Systems and quality
performance.
 Responsible for execution of Contract quality management system at site and
specific project quality control plans.
 Shall report to relevant Operational Area Site Manager on a day-day basis and
functionally to the QA/QC Manager.

8.1.3 QA/QC Inspector


 Implement Quality Control activities including those of sub-contractor works in
accordance with approved QCP/ITP, Procedures, method statements and other
contract documents.
 Prepares and sign off applicable records for quality surveillance / inspections /
tests.
 Maintain records of calibration, inspection and testing equipment.
 Ensure availability of appropriate version of applicable work documents such as
Drawings, SATROP Specification and Standards.
 Witness procedures, tests and certify the results.
 Provide sufficient feedback to QA/QC Engineer on the day to day quality issues.

8.2 Quality Resources


To ensure the competence of resources who is responsible to manage quality, Al
Amara shall ensure that the Inspection personnel have formal qualifications as
appropriate and shall have previously worked on similar projects in similar capacities
and/or shall have technical knowledge and hands on experience with the similar
products.

8.3 Inspection and Testing.


8.3.1 Inspection and Testing Plan
Inspection and Testing is a critical step in fabrication activities and shall be
performed during intermediate stages / mechanical completion on a single discipline
basis. A QCP/ITP shall be prepared identifying all critical activities where the
component/equipment shall be inspected or tested. This plan is submitted to SATROP
Quality Management for approval before the start of the relevant activities. QCP/ITP
shall be maintained updated as a live document and shall be revised when significant
changes are identified.

8.3.2 Inspection and Test Execution and Monitoring


The Inspection and Testing shall be adequately performed at defined
stages to confirm and certify that the work/materials provided are in accordance with
the requirements. Records of all tests and inspections shall be maintained and shall
contain signatures of endorsement and acceptance where required. All inspection and
testing records shall be compiled, indexed, maintained and stored in an easily
retrievable system. The records shall be incorporated into the handover deliverables
as defined in the contract.

8.3.3 Verification Activates by Company

SATROP shall provide input to the QCP/ITP by identifying critical hold,


witness, monitor and review points. Al Amara shall incorporate these identified
requirements. Request for Inspection notifications shall be sent to SATROP
representatives at relevant stages by respective discipline inspectors.

8.3.4 Inspection Function and Competency

AL Amara QA/QC personnel is responsible for ensuring the quality requirements


identified in the QCP/ITP are followed by conducting surveillance of all indicated stages of the
activities during the procurement, fabrication, construction or installation of facility or
product.

8.3.5 Control of Measuring and Testing Equipment’s

All Inspection, Measuring and Testing equipment shall be calibrated or verified, in


accordance with manufacturing specifications and/or industry accepted best practice, prior to
initial use, and at regular scheduled intervals, with substantiating documented records made
available for review. All calibrations shall be traceable back to accepted international
standards.

9.0 Handover
AL Amara shall perform following activities as a minimum before project Completion.
 Finalization of As-Built drawings
 Project documentation completion.
 Completion of the final punch list.
 Hand Over of the following documents, in native format, to SATROP:
o Final process calculation data sheets.
o Final data sheet for all equipment’s bought under the project.
After Commissioning Al Amara shall deliver to SATROP on approved storage device, all
the red-line mark-up drawings produced, all Construction, Fabrication and Commissioning
deliverables (punch lists, check sheets, test sheets, quality dossier, handover certificates,
etc.), associated with works on the facilities shall be delivered electronically to SATROP’s
system in appropriate work packs. The work packs shall be signed off by all parties as detailed
on the individual sheets and certificates. Al Amara shall prepare all the required documents
and data relevant to the Project for hand over to SATROP.
