1. PURPOSE

The purpose of this document is to provide guidelines & specification for scope of work
including providing and services Plant 2 Aaluminium partition work& False Ceiling.

2. SCOPE OF WORK
2.2 Scope of Service

2.2.1 The work shall be carried out as per relevant latest Indian Standards, codes,
criteria and recommendations and in absence of later the work shall be executed as per
best industrial practices and to the Indian Standard Specification and as may be desired
by the Engineer in charge of Vedanta.

2.2.2 The technical specification/Scope of work shall be read in conjunction with the
description of items in the schedule. The Tender shall refer to the Engineer any
discrepancy which may exist between the specification and corresponding items of
schedule for clarification before submission of the quotation and the Engineer’s decision
as to the clarity of the point
2.2.3 Work shall be carried out only on basis of BOQ, specifications provided and
drawings (if any) marked “Released for Construction” with additions, alterations and
modifications made to aforesaid drawing from time to time and also according to other
drawings that will be supplied to the Bidder progressively during the execution of the
work.

2.2.4 In addition to these specifications and drawings(if any), if the Bidder requires
further details, to facilitate his own people, familiar with his own specific detailing
practice, Bidder may do so at his own cost.

The vendor shall include charges for all equipments, tools and plants etc., in the respective item
as per the BOQ. No separate charges on account of mobilization of equipments are
payable
2.2.5 Dismantled materials shall be disposed to the allocated location which will be
shown by Vedanta.

2.2.6 Detailed BOQ is attached in the Annexure 1.

Interior works involve false ceiling, paneling, furniture and fixtures (loose &
fixed), partitions, fixing of blinds, curtains etc as per detailed design and

specifications including finalization of samples and shades of each item of work.

The Contractor shall engage manpower who are specialized and experienced in
executing high end interior jobs.
2.2.7 Providing and fixing required aluminium partition as per description in BOQ as
per industrial standard as per directed By EIC. Aluminium Section Make: Hindal
Co/Jindal.

2.2.8 As per site condition aluminium partition to be fixed including door, window,
sliding door with rolling facility, glass as per directed by EIC. LOCK/HANDLE/HARDWARE
Make: Dorma/Godrej & GLASS Make: Saint Gobain

2.2.9 Quality report of aluminium partition to be submitted to EIC before execution of

job.

2.2.10 All the work to be executed as per site condition and directed by EIC

2.2.11 Providing and fixing required False Ceiling with Fire resistance Gypsum board as
per description in BOQ as per industrial standard as per directed By EIC. False Ceiling
Frames, Board & Accessories Make: Saint Gobain/Armstrong.

3. PROJECT MANAGEMENT
Contractor shall appoint one project manager for all the activities. The responsibility of the
project manager is to direct the works to be performed in accordance with the contract and
schedule and co-ordinate the tasks of engineering, procurement and construction.
Organogram to be submitted to EIC for approval before execution of job.

Project Management includes:

a. Administration
b. Quality assurance and control
c. Project procedures
d. Communication with purchasers
e. Project controls
f. Cost control
g. Scheduling

4. DESCRIPTION FOR THE EXECUTION OF WORK

Contractor shall establish a team to supervise and execute the works. As a minimum the team
shall consist of:
a. Construction manager
b. Construction supervision/ sub contract supervision
c. Project controls
d. Safety
e. Quality control and assurance

4.1 Construction management

The Construction Manager shall be responsible for
a. Ensuring the timely execution of the works.
b. Communication with purchasers.
c. Communication with engineering office.
d. Coordination between sub-contractors
e. Management of the site team
f. Quality assurance and quality control
g. Project controls and reporting
h. Material management and stock control.
i. Safety, Personnel relations and safety standards and regulations.

Contractor shall establish a capable site supervision team covering all disciplines. The
supervision shall be made up of personnel experienced in their field. The construction manager
shall be responsible for ensuring that the works are performed in a safe manner and that local
regulations are adhered to.

4.2 Project controls

Contractor shall establish a project controls group at site that will
a. Track and report progress,
b. Prepare progress reports,
c. Update overall schedule,
d. Monthly report with photographs of main activities
e. Monitor progress of sub contracts.
f. Daily Manpower & Project progress reports

g. Contractor shall prepare and issue monthly status and progress report and convene regular
progress review meetings.

4.3 Safety
Contractor shall depute a capable and experiences site safety manager & team. Service provider
shall be responsible for & shall follow safety rules under the provision of factory act and Orissa
factory rules and electrical safety rules amended up to date and other statutory rules &
regulations.

Safety officer shall provide all the necessary safety gadgets like safety shoes, safety helmets,
goggles, dust masks, hand gloves etc. to all his employees. All the personal protective
equipment (PPEs) should be of ISI grade.

Before start any job, contractor shall submit the safe work procedure (SWP) & Hazard
identification & risk assessment (HIRA) and get it approved by Vedanta.

Contractor shall follow and strictly adhere to the Vedanta HSE guidelines. The contractor has to
arrange the gate pass of all the labours/supervisors/engineers & has to abide by Vedanta safety
& HSE policy.

4.4 Quality assurance & control

Quality Assurance Plan (QAP) and Field Quality Plan (FQP) shall be submitted to Vedanta for
approval before starting to work. This plan must adhere to Indian standards. Work shall be
executed based on the approved QAP & FQP.

Sampling and testing shall be done at the vendor’s expense in accordance with approved QAP
and in line with relevant BIS codes.

Party shall depute a competent quality manager to monitor quality management systems for
supply items & construction activities.

Vedanta has the right to witness the necessary inspection and testing of all materials during
execution and to ensure conforming to the specifications mentioned in the technical
specifications and the standards.

Whether at the contractor’s work or any other works the contractor shall provide, at his
expenses , all the necessary facilities , documents, materials , electricity ,fuel, water, stores,
tools, labour, and test pieces to render inspection and testing effective .

Manufacture Test Certificates/Lab Test Report has to be submitted for all materials/Bought out
items (i.e Cement, water proofing primer, water proofing admixtures, grouting material, APP
membrane etc.) and it has to send along with the material for all the lots.

5. COMPLETENESS OF THE PROJECT

Any item/equipment required for the completion of the project within the agreed battery limit
and in accordance with the agreed scope of work, even if not specified here shall be supplied.

6. PERFORMANCE GUARANTEE
Performance Guarantee period shall be of 12 months from the date
commencement/Handover

7.1 Liquidated damages for Non-performance

a. The facility shall be liable to be rejected, if the minimum acceptance parameters are not met
and the contractor has to re-construct the same at his own cost & LD at 5% of total Contract
value shall be levied.
b. The LD shall also be applicable as mentioned in the Commercial part of the contract in case
of delayed delivery.

7. TIME SCHEDULE

Party would complete the construction activity in 12 months from the effective date of this
contract including mobilization period.
8. Payment terms:
1. Bill to be released as per site work after certify by EIC.
