1 Introduction
1.1 Unpacking
If you are reading this manual then you have evidently begun to unpack the transport container. Continue with care
to prevent any damage to the treated surface or damage to parts which are sensitive to shocks and vibrations.
After unpacking, check that the delivery is complete. The list of ordered and delivered components for the control
unit is contained in this manual; the production sheet contains the names of all components, the code indication
and the serial numbers.
Shipping box is made to ideally protect our product during transportation from production to you. Therefore, it is
recommended to be used when further transporting the RTU unit. If you are not able to store the shipping box for
the whole service life of the unit, which would be the ideal status, then do not liquidate the box for at least a few
days following the first operation of the control unit.

The RTUC unit can be directly integrated into the SCADA Mikrodispečink environment. Using the RTU
Communicator communication server with an OPC, DDE or TCP interface, units can be integrated into any third
party monitoring or control systems. RTU User Center enables to communicate with all series of RTU units through
GPRS, Ethernet or through a series interface. Each unit in the system has its own serial number and IP address.
The number of connected units is almost unrestricted. As a platform for running the application, any PC with OS
MS Windows 2000 or higher which is equipped with a GSM GPRS modem or Ethernet connection can be used.
Beyond this server it is possible to operate a system for the collection of data, control and visualization by means of
SCADA/HMI, e.g. in environment of Promotic, InTouch, Mikrodispečink, ControlWeb, Citect, or many others.
The linkage can also be implemented by standard communication protocols, including network protocols.

This module has one signalization diode marked GSM. When the module is powered off, then diode is off. When
diode flashes once with pause, then the unit is logged into GSM. If the diode flashes twice the unit is logged into
GPRS. If the diode is permanently shining, then runs dial-up data connection (CSD). When the diode is flashing
once without pause, then SIM card is not inserted or the module is searching network.
This module has one signalization diode marked GSM. When the diode flashes once with pause, then the module
is powered on. When flashes twice with pause, the unit is logged into GSM. When diode flashes three times, then
the unit is logged into GPRS. When the unit is logged into UMTS, then the diode will flash four times with pause.
This module has one signalization diode marked SIG. In case of loss GPS signal / after turning module on this led
flashes with period of 1 time every 3 seconds. If the GPS receiver has read a sufficient number of satellites and
began broadcasting a time signal synchronization, then SIG flashes with a period of 2 times every 3 seconds.
SMS messages can be used for basic configuration if card COMIO4 is equipped by module CIOMOD-GSMx.
Available commands serves mainly for initial configuration of APN, username and password for access to the
mobile network.
Configuration is case sensitive. Every SMS has to contain the configuration password. One SMS can contain more
comma separated commands. Order of commands is not important. The RESET command is executed as the last
command if it is in the message.
The list of available commands is shown in Tab. 21.
Example 1:
Configuration APN “my.apn.com”, configuration password is empty, username is “sfsdf” a password is “FD”:
PASS:,SET APN:my.apn.com,SET USERNAME:sfsdf,SET PASSWORD:FD
Example 2:
Reset of the modem, configuration password is “xej”:
PASS:xej,RESET:1
Default IP address of the COMIO4 card is 192.168.0.22 with netmask 255.255.255.0. In default configuration
DHCP client is enabled. If DHCP server is available in the network, unit obtains IP configuration from it. If DHCP
server is unavailable, unit is available under IP address 192.168.0.22.
Default network configuration can be restored by pressing RST button for 10 seconds before unit restart (LED is
blinking fast before default configuration is restored).
The IP address of the RTU unit can be found by “Search ELAC RTUs” application see Fig. 5. For default
configuration see A.1.1.2.
Double-click on the item opens the default internet browser with the RTU main page (Fig. 6).
The pages, where the configuration can be changed, are protected by username and password. Default username
and password is root (we recommend to change password). The login dialog (Fig. 7) is opened after clicking on the
key icon at the top right corner. Configuration options are unlocked and the key icon is changed to the lock icon
after successful login.
The only one user can be logged in in the same time. When another user logs in previous logged user is logged off.
Fig. 8 – The mail page of the RTU configuration web (user is logged in)
Main menu is located at the left side of the page. By clicking on the main menu icons selected page is displayed at
the main window. A page in the main window can be reloaded by clicking on the Reload button or by changing
tabs.
Editing of parameter starts by double clicking on parameter or by pressing Enter key (line has to be coloured blue
see Fig. 9). Arrows keys can be used to move between lines. Button Save on top right corner indicates that some
parameter has been changed.
Some of parameters are read-only (editing is disabled). These parameters are grey.
A.1.2.2 Configuration
Parameters can be changed after login. The page with general settings is shown after clicking on button Settings
on the main menu. Parameters are grouped on several tabs (General, Net Config, NAT, Misc) as is shown in Fig.
9. To write parameters to unit press the Save button. Changes are applied after restart of the unit.
Modem configuration
Modem is configured on the tab Settings – General (Fig. 10).
First of all modem has to be enabled and parameters required by mobile provider (APN, name, password) has to
be set. If SIM card is locked by PIN, it has to be set. To write parameters to unit press the Save button.
Most changes are applied after restart of the RTU unit (reset is recommended after all changes).
State of modem connection is shown on the tab Status – Net.
Units configuration is shown after clicking on Units on the main menu (user has to be logged in).
The tree of units is shown on the page Units. Units group contains all units. Parameters of the units or the channels
(generally the nodes) are shown on the right side of page. The context menu on each node contains available
commands (add/remove/rename the node, …). The context menu is shown by left-clicking on gray triangle or by
right-clicking on the node.
The Communication module is present all the time. It cannot be removed. Only a name can be changed.
Hiocom2 configuration
Communication protocol HioCom2 (can be used for configuration, firmware update, records download, monitoring
and control using SW RTU Communication suite) is configured thru channel communication interface MI-Hiocom2
in the Communication module. Channel MI-Hiocom2 can be added (if it is not available) through context menu of
the Communication module (Add new …). An example of HioCom2 configuration is shown in Fig. 11.
Configuration of DNP3
Configuration of DNP3 is analogous to configuration of IEC 60870-5-104.
New Modbus device is added at the end of the tree. Parameters of the new unit are shown on the right side after
clicking on this unit (Fig. 14). Parameters has to be changed according to connected device.
In the same way we can add another Modbus device. If more Modbus devices has the same communication
parameters, the communication channel is shared among this devices (used typically for RS-485).
New channels (inputs and outputs) of Modbus device are added by clicking on the context menu of Modbus unit .
At least function code and address has to be set for each channel. More parameters can be set if needed. IEC
Address has to be set for transmission through IEC60870-5-101/104. IEC Address is shown when value of the
parameter IEC allow transmission is Yes. An example of digital input parameters are shown in (Fig. 17).
Virtual Unit
Virtual unit can be used for grouping channels from various units. These channels can be used in functional blocks.
We add a new channel first (Add new … in the context menu of Virtual unit). For example DIV (Digital Inputs of
Virtual unit) for mapping of value of DI (Digital Input of any unit). Mapping of channels is done by filling parameters
Source Unit and Source Channel. These parameters are set via dialog (see Fig. 18).
Every power meter counter has a counter input as its source. Counter input (DI) is a special type of digital input
(DI). We have to add DI and then change value of Node Type parameter to CI. Number of counter inputs is limited
by number of physical inputs (0 to 4 in case of RTU7C). Address of CI channel correspond to address of physical
input. Parameters of CI slightly differs from parameters of DI. Detection edge and time filter are configurable.
Source channel has to be set for power meter counter. It is done by editing of parameter "Source unit" or "Source
channel" on power meter channel (Fig. 21).
Parametrization
Parametrization is done through context menu on each unit Parameters Write parameters to RTU.
Parametrization of all units is done through context menu of Units.
Red icon of context menu indicates change of parameters. A unit with red icon should be parametrized. After
parametrization the colour is changed back to grey colour .
The reset of RTU7C has to be done after parametrization to apply new configuration.
Function blocks editor can be open by clicking on Function blocks in the context menu.
Most of the editor windows is occupied by drawing canvas. On the left side is panel which buttons for adding of
function blocks and for importing and exporting of SVG file with schema.
Function blocks are interconnected by lines. Every block has its parameters which are displayed if block is
selected. Function block or line can be removed by pressing delete key.
We can move with blocks as we want. First we click on input (red point shows - see Fig. 24) then we click on the
input of DELAY block. In the same way we interconnect DELAY block with output.
Window with parameters is shown after clicking on input block. Double click on "Source channel" or "Source type"
opens dialog for source selection. As input we selects channel DI000 from RTU7C unit.
Finally we set parameters of DELAY block. We set both parameters "Rising" and "Falling" to 1000ms.
DO000 will copy state of DI000 with delay 1 second after writing configuration to the unit and restarting of it.
More examples
Basic function block can be used for creation of more complex logic circuits such as SR latch.
Fig. 29 – SR latch
Next example shows circuit which generates pulses in required width. Width of logic 0 and 1 is set as delay of
rising and falling edge on DELAY block.
More inputs of multi-inputs blocks (AND, OR, …) can be added by clicking on button Add Input or by pressing "+"
key. Maximum number of inputs is 10. Removing of unused inputs is done by clicking on button "Clear Inputs" or by
pressing "-" key. Only unused inputs on the end are removed.
Parametrization
File with function blocks is save by clicking on the button "Save and Close". The second (more complicated)
method is to close editor by button "Ok" (the context menu on the unit becomes red) and write parameters to the
unit. Function block are applied after restart of the unit.
Warning message is shown in case of mistake in the schema. An example of mistake can be unused input of some
block.
Function block with warning are saved to the unit but they are not executed (message is shown in event log).
A.1.2.5 Viewer
The RTU7 Viewer works with SVG files. These files can be created in SCADA Microdispecink or freeware Inscape
application (from the version 0.91). If you do not use Microdispecink skip to the section SVG Inskape editing.
How to upload SVG image to the RTU7, it is described in the section Import SVG.
The Viewer is supported in the ELVAC RTU7 unit with communication card COMIO-PC2 and from firmware version
157.05.
When the export dialog is opened, you can check several options before you preceed.
In the export dialog, check that selected system for IEC address extraction is really the one with IEC 104 table
definitions. It will be a source for IEC data.
You can change path and name of an exported image if required by clicking “Choose” button.
Click on Start export to SVG button, export will be started.
There might be some useful information in the log – if there is a signal or value for which’s database/address pair
no IEC address is assigned, it will be shown as a warning.
When export is finished, you can continue by clicking “Show in folder button” which will open a folder and select the
file.
You can then open the SVG file by double clicking it to start editing in Inkscape (if Inkscape is default program for
SVG files).
Then can be also defined subpages, where it can be displayed the details of scheme/plan. There can be defined
the active object (Reference), that are used for moving between the pages.
The edges of page are defined by a rectangle. Insert a rectangle and set the Description (Object Properties in
context menu or Shift+Ctrl+O) value to “page={home},hide={1}”. The parameter “page” defines page with name
“home”. The parameter “hide” hides a rectangle in a web browser. SVG file must have home page. Each page has
a unique name and number of pages is unlimited.
The following step is the sample of active object, which defines the moving from subpage to home page.
Paint own object which will simulate the button. Set the Description value to “goto={home}”. The parameter “goto”
defines the reference to page with name “home”.
The RTU7 inputs and outputs are defined by setting value of Description to “point={}” or “pointiec={}”. The
arguments of these parameters are described in the section Descriptions.
The inputs can be colored according to the values from the RTU7 and animation sets or can be displayed as a text
in tables. The outputs work as the buttons.
For the system configuration, there are used the text objects, that can be places anywhere in the drawing and they
are hidden in RTU7 viewer. They contain the additional parameter, which define the behaviour of the system, like
for example the coloring sets in scheme/plan or signalization LED in ERIC PPC 161 side control panel.
If text doesn’t exist (for example when there is new SVG file created), add it and set the Description value to
“hide={1}”. It is possible add other parameters for example signaling LED “sigled={}” or animation set “set[]={}”.
Press Import SVG button at right bottom corner and select SVG file. The file will upload to the RTU.
The Mapping List button displays list of unit numbers. These unit numbers can be remap to other unit numbers.
Descriptions
Each SVG object may include the object description (<desc></desc>). The description is text only without spaces.
It consists of one or more parameters which are separated by a comma. Each parameter consists of one or more
arguments inside braces which are separated by a semicolon. The general parameters are in text object with name
system config.
