1.0 SCOPE
1.1 This guideline describes the principal requirements relating to First Aid and is
applicable to all the operations and facilities within the Organization.

2.0 DEFINITIONS
2.1 First-Aid : defined as any of the following treatments carried-out, even by a
doctor:
– Using a non-prescription medication at non-prescription strength
(e.g. Aspirin tablet).
– Administering tetanus immunizations.
– Cleaning, flushing or soaking wounds on the surface of the skin.
– Using wound coverings such as bandages, band-aids, gauze pads
or using butterfly bandages or steri-strips.
– Using hot or cold therapy.
– Using any non-rigid means of support such as elastic bandages,
wraps, non-rigid back belts, etc.
– Using temporary immobilization devices while transporting an
accident victim (e.g. splints, slings, neck collars, back boards,
etc.).
– Drilling of a finger nail or toe nail to relieve pressure, or draining
fluid from a blister.
– Using eye patches.
– Removing foreign bodies from the eye using only irrigation or a
cotton swab.
– Removing splinters or foreign materials form areas other than the
eye by irrigation, tweezers, cotton swabs or other simple means.
– Using finger guards.
– Using massages (physical therapy or chiropractic treatment are
considered medical treatment for record keeping purpose).
– Drinking fluids for relief of heat stress.
First Aid treatment can also be defined as any one-time only
treatment which would not normally require treatment by a doctor,
even if it is given by a doctor.

3.0 INSTRUCTIONS
3.1 Objective
3.1.1 To outline minimum requirements for adequately responding to First Aid events that
may arise during work and resolve occupational health problems quickly.
3.2 Responsibilities
3.2.1 The Project Manager shall:
• Ensure there is at least one Certified First Aider available at all times at worksite.
• Ensure there is a sufficient number of First Aid kits/ supplies.
• Ensure at least one emergency vehicle is available for use during emergency.
3.2.2 The Safety Officer/ Engineer shall:
• Ensure First Aid program is monitored.
• Ensure First Aid treatment log is maintained for all treatment administered.

• Ensure First Aid supplies are always well stocked, inspected monthly and
documented.
• Ensure First Aid area is clean, neat and well stocked.
3.3 First Aid Records
3.3.1 Employee First Aid Log (Appendix 1) shall be filled out for any of the following and
maintained in the project site/ facility:
• All visits to the First Aid Center for treatment.
• Accidents resulting in any injury that requires one-time only treatment and does
not result in lost days.
• All occupational illnesses.
3.3.2 Each and every First Aid kit shall be inspected by Safety Officer/ Engineer every
month and maintain the First Aid Kit Inspection Record (Appendix 2) at project site/
facility on monthly basis.
3.4 First Aid Kits
3.4.1 A sufficient and suitably stocked First Aid kits for employee use shall be maintained.
3.4.2 A basic suggested inventory of each First Aid kit is listed in Appendix 3.
3.4.3 These kits will be located so as to allow easy and quick access. First Aid kits and
contents are to be maintained in a serviceable condition.
3.4.4 All items which must be kept sterile must be individually wrapped and sealed. Items
such as scissors, tweezers, tubes of ointments with caps, or rolls of adhesive tape need
not be individually wrapped, sealed, or disposed of after a single use or application.
3.4.5 Emergency telephone numbers and names & telephone numbers of nearest First Aider
must be made available at the First Aid kit.
3.4.6 If no piped water supply, bottled water should be available for burn and irrigation
treatment.
3.4.7 Separate First Aid kits must be made available in the offices and in warehouse/ stores.
3.4.8 The First Aid kit must be inspected monthly and any contents found used or out of
date must be replaced immediately
3.4.9 In the absence of an infirmary, clinic or hospital in near proximity to the workplace
which is used for the treatment of injured employees, a person or persons shall be
adequately trained to render First Aid.
3.4.10 The location of First Aid facilities shall be clearly labelled, marked on the site plan
and the plan be displayed at appropriate location at site
3.5 First Aid Center
3.5.1 Should there be a client requirement, a well equipped First Aid Center/ Clinic shall be
established and maintained along with qualified paramedic(s). The medical supplies
and support facilities for First Aid Center/ Clinic shall comply with the local authority
requirements.
3.6 Emergency Eyewash
3.6.1 Where the eyes or body of the person may be exposed to injurious corrosive materials,
suitable facilities for quick drenching or flushing of eyes and body shall be provided
within the work area for immediate emergency use.
3.7 Employee Camps
3.7.1 Where Kharafi National employees are accommodated in camps, a fully equipped
First Aid center shall be established and maintained with qualified and experienced

paramedic(s). An ambulance shall be stationed standby with driver all the time for use
during any medical emergency.
3.8 Training
3.8.1 First Aiders nominated by the project management shall have, at a minimum, First
Aid training completed and certified from Kuwait Red Crescent Society or its
equivalent.
