CONTEMPORARY GLOBAL
GOVERNANCE

Introduction

Global governance encompasses activities that transcend national


boundaries at the international, transnational, and regional levels and is
based on rights and rules that are enforced through a combination of
economic and moral incentives.
Global governance or world governance is a movement towards
political cooperation among transnational actors, aimed at negotiating
responses to problems that affect more than one state or region.
Effective global governance will allow us to end armed conflict, deal
with new and emerging problems such as technological risks and
automation, and to achieve levels of prosperity and progress never before
seen.

Global Governance
Global governance is the capacity within the international system, at
any given moment, to provide government-like services and public goods in

the absence of a world government.

It is the combination of informal and formal ideas, values, rules,


norms, procedures, practices, policies, and organizations that help all
actors- states, IGOs, civil society and NGOs, TNCs, and individuals
identify, understand, and address trans-boundary problems. At its simplest,
global governance is a set of questions that enable us to work out how the
world is and could be governed, and how changes in grand and not-so
grand patterns of governance occurred, are occurring, and ought to occur.

The Rise of Non – State Actors


The international organizations in the public and private sectors are
set with higher objectives and goals to participate in global governance and
improving lives. This rise also created new landscape and new
architectures of global governance wherein multi-sector partnership are
present, such as transnational businesses. Futher, the loose structures of
these organizations allow more efficient courses of action than the
bureaucraries of nations or states can attain

The growth of non-state actors has meant more diversity in potential


players and partners. The proliferation of actors that are legitimately
representing stakeholders and contributing concretely to contemporary
global problem solving means that we have come a long way from the
state-centric model of traditional international relations. The proliferation of
non-state actors has unshered in an age of global partnerships between
private and public bodies on specific issues (Weiss, 2013).

The United Nations


One important example of a non- state actor, an international
government organization (IGO) playing vital role in the world’s affair, is a
United Nations (UN). The United Nations is an IGO designed to make the
enforcement of international law, security, human rights, economic
development, and social progress easier for countries around the world.

The UN today is divided into five branches:


1. The UN General Assembly- is sthe main decision-making and

representative assembly and is responsible for upholding the principles
of the UN through its policies and recommendation.

It is composed of all member states and headed by a president elected


by the member state

2. The UN Security Council –can authorize the deployment of UN member


states’ militaries, can mandate a cease-fire during conflicts, and can
enforce penalties on countries if they do not comply with given
mandates. It is composed of five permanent members and 10 rotating
members.

3. The International Court of Justice- can settle, according to international


law, legal disputes between States and give opinions, mostly advisory,
on legal questions brought to it by UN organs and agencies

4. The Economic and Social Council – assist the UN General Asssembly in


promoting economic and social development, as well as cooperation of
member states

5. The Secretariat – headed by the Secretary-General, provide studies,


information, and other dates when needed by other UN branches for
their meetings.

The Relevance of the State amid Globalization


The state is a distintive political community with its own set of rules
and practices and that is more or less seprated from other communities. Its
has four elements: people, territory, government, and sovereignty. The first
element of a state is a Permanent Population. This population does bot
refer to a nomadic people that move from one place to another in an
indefinite time. This permanent presence in one location is strenghtened by
the second element of the state, a defined Territory. A territory has a clear
boundaries. A territory is effectively controlled by the third element,
government. The government regulates relations among its own people
and with other states. This means that the state is a formally constituted
sovereign political structure encompassing people, territory, and its
institutions on the one hand, and maintaining its autonomy from other
states on the other hand.

It is important to differentiate the idea of nation from state. Nation


refer to a people rather than any kind of formal territorial boundaries or
institutions. It is a collective identity grounded on a notion of shared history
and culture. if we talk about the Phillippines as a state, we may refer to the
Philippine government, the Philippine territory, and its internal and external
sovereignty. If we talk about the Philippines as a nation, we refer to our
shared collective notion democracy, our history, and our collective identity.

In other words, the state is a political concept,while a nation is a


cultural concept. State, through its formalized institutions,more or less
reflect nations. This would allow states to have a certain people with their
own collective identity. In turn, They should be allowed to form their own
political state. This is the principle of national self-determination.

This brings us to the concept of the nation-state. It is a territorial


bounded sovereign institution that governs individual sharing a collevtive
history, identity,and culture. In reality, it is difficult to think of any nation as
having any shared national identity. The Philippines, although formally a
state, has a variety of ethic traditions.

A variety of arguments are made including that nation-state continue


to be major players on the global stage (Gilpin,2001), that they “retain at
least some power in the face of globalization”(Conley,2002,pp.378-399),
that they, vary greatly in “their efficacy in the face of
globalization”(Mann,2007,p.472), and that the rumors of the demise of the
nation-state are greatly exaggerated.

Beland(2008) argued that “ the role of the state is enduring- and even
increasing- in advanced industrial socities” . He saw greater demands
being placed on the state because of four major sources of collective
insecurity: terrorism; economic globalization, leading to problems such as
outsourcing and pressures toward downsizing, as well as the current
economic crisis; threats to national identy due immigration; and the spread
of global diseases such as AIDS. Further, the state does not only respond
to these threats, but also exaggerate or create dangers,thereby making its
citizen more secure (Glassner,2000).
