That is why it is
important to listen to their views and needs. This is the inspiration behind the Laylayan Coalition, which
we started launching in Legazpi, Albay last night.
We are happy that members of the grassroots sectors came together in the gathering to celebrate the
start of this coalition. Government is more meaningful and effective when it listens to the voices of
ordinary citizens, especially those in need. May this coalition be a reminder that the people must be
affiliated with the government to achieve the progress of our people.

Discretion in law enforcement, and especially within policing, is critical to both the ... Officers who have
recently started in patrol exercise more discretion than the ... than the management, raises serious
implications for police managers. One of the most important areas where police have discretion is in
deciding who to stop. Most people commit some violation during the course of their day. Often, it is
something small like failing to maintain a lane during a turn.
Q3. If you are the victim of a crime, there will be a person in the district attorney's office who will handle
your case who will answer your questions and who will help you.
This person can help you report a crime and seek police help to stop someone from abusing, harassing,
or trying to intimidate you. They can answer your questions about the criminal justice system and your
case and they can give you court support. They can give you information about violent crime
compensation, compensation, property repossession, problems with your employer, witness fees, and
travel and hotel if you are coming from another area. . They can tell you the agencies that can provide
shelter and services for your legal, medical, social and mental health needs.
Q4. Law enforcement is another term for defining the occupation and work of police officers or police

Q1. It is the common duty of the police to enforce the existing laws in our country, in our community.
That is why they are often found in places where there is chaos, maintaining the order and tranquility of
a community.
They can also be approached and called in times of danger to our security. In such situations, members
of the Philippine National Police (PNP) are often seen.
In this time of crisis due to the spread of the debilitating coronavirus disease 2019 (COVID-19), apart
from being the frontliner because they are the ones assigned to the border checkpoints, PNP staff has
other initiatives to serve, not just their constituents , but also those in need.
Q2. The Philippine National Police (PNP) originated from the Philippine Constabulary or the PC, which
was inaugurated on August 8, 1901, establishing it as an insular police force under the American regime.
On August 8, 1975, Presidential Decree no. 765 was issued, establishing the Philippine Constabulary
Integrated National Police or the PC/INP as the country’s national police force. These fragmented and
diverse local police units were integrated into a national police force with the Philippine Constabulary as
its nucleus.
After the People’s Revolution in 1986, a new Constitution was promulgated providing for a police force,
which is “national in scope and civilian in character.” Consequently, Republic Act No. 6975 entitled, “An
Act Establishing the Philippine National Police under a Reorganized Department of the Interior and Local
government (DILG),” was signed into law on December 13, 1990, which took effect on January 1, 1991.

Q5. Criminal investigation is not just a set of task skills, it is equally a set of thinking skills. To become an
effective investigator, these skills need to be consciously understood and developed to the point where
they are deliberately engaged to work through the problem-solving process that is criminal
investigation. Trained thinking and response can be difficult to adapt into our personal repertoires
because we are all conditioned to be much less formal and less evidence driven in our everyday
thinking.
The investigator is expected to preserve the crime scene, collect the evidence, and devise an
investigative plan that will lead to the forming of reasonable grounds to identify and arrest the person or
persons responsible for the crime. To meet these challenges, police investigators, through training and
experience, learn investigative processes to develop investigative plans and prioritize responses.
Q6. Your home or office cannot be raided or searched without a search warrant signed by a judge. If
there is a valid search warrant, the search party may only take items specifically listed on the search
warrant, unless you consent, and items or contraband that have been explicitly found. However, if you
are arrested, you and your immediate surroundings may also be searched for deadly weapons or any
evidence that you were involved in the crime that led to your arrest, and these may be seized or seize
the search party.
However, as long as police have the necessary probable cause, a warrant is usually not needed to arrest
someone suspected of a felony in a public place; these laws vary from state to state. In a non-emergency
situation, an arrest of an individual in their home requires an arrest warrant.
Q7. Rules governing searches and seizures by the police or other law enforcement agents arise from the
Fourth Amendment to the U.S. Constitution. This provision protects the privacy rights of citizens against
excessive intrusions by the government. However, law enforcement has a right to conduct searches and
seizures that are reasonable. A search or seizure is reasonable if the police have a warrant from a judge
based on probable cause to believe that a suspect has committed a crime. (Read more here about what
probable cause means.) Also, a search may be reasonable without a warrant if an exception applies
under the circumstances. The Fourth Amendment does not protect citizens from searches by private
security guards, unless they are acting for or with the police.
Study how it is committed and at what time and in what place the crime usually takes place.
Hold a meeting with representatives of other organizations to exchange important information about
ongoing crimes in their area.
Share with others about the “Modus Operandi” of criminals to avoid and not fall victim to it.
Establish a good relationship with the police. Crime is rampant in an area where dealing with them is
sluggish.
Meet the PNP District Director and Chief of the local police station in your area. Invite them to meetings
so they know the grievances and suggestions of the residents.
Promote the Community Police Action Center (COMPAC). Ask the PNP District Director or Chief of police
to establish a group of volunteers and police to conduct patrols in the adjacent areas under their
jurisdiction.
Visibility and mobility deter crime and bring a sense of security to the community.
Establish immediate and reliable communication with the police. Prompt communication is the basic
principle in preventing any crime.
Efficiency is important. Initiative, accountability and cooperation are more effective than complaining
about problems.
If possible, have a portable radio for quick security calls so that they can respond quickly.
Every community should have a group of citizens who value security. Implement the Neighborhood
Watch System. Make it a habit to watch over each other.
Engage young people in community observation and provide them with crime prevention studies.
Publish the phone numbers of the security guard stations of your subdivision, barangay offices,
neighboring police stations, and encourage everyone to do so for quick communication.
Let the residents know of this reminder through circulars that will be posted in the bulletins of the
barangay.
Q9. An arrest is the taking of a person by the authorities and placing them in their custody to be held
accountable for crimes he or she may have committed. Take note of the word "may have done", that is,
the court has not yet proven that you did. But you are being placed in the custody of the law because
you may have run away and escape your responsibility.
If you want to be temporarily released while your case is being tried, you can apply for bail. Because
after all, you are still innocent until proven guilty.
And each of us, rich or poor, cannot be arrested lightly without a warrant of arrest. ‘That is guaranteed
by the Constitution itself. And this is also the first thing you will look for when the authorities force you
to pick you up for no reason. If the warrant of arrest is not brought, it must be shown to you after your
arrest as soon as practicable.
Q10. Independent, fair, and effective prosecution are essential principles of law. The justice system is
supported by a good guide to policies, which help Crown Counsel produce poor ones decisions they
must make in the public interest. The Crown Counsel Policy Manual provides both general and specific
situation guidance to Crown Counsel in conducting their duties, including very important prosecution
considerations such as hablá assessments, alternative measures, and conversations with resolution.
The Crown Counsel Policy Manual has no statutory status. Not this repeals in any way the Criminal Code,
Canadian Charter of Rights and Freedoms or other applicable laws and it has no purpose to provide legal
advice to the public or create any rights that may be enforced by law in any legal proceeding.
