1.1 BACKGROUND

Derman Health Group; It started to serve in 1992 with its experienced and expert staff, focused on patient
satisfaction and service understanding that makes a difference in the health sector. Derman Health Group
provides health services to its patients with 14 hospitals in 7 provinces, including Istanbul, Ankara, Izmir,
Konya, Samsun, Sivas and Bursa, throughout Turkey. In particular, Pandemic, Oncology, Oncology
Surgery, Organ Transplantation, Bone Marrow Transplantation, Neurosurgery, IVF, Genetics,
Cardiovascular Surgery, Orthopedics and Traumatology, Obesity Surgery are some of the branches
within the Medicana Health Group. Derman Health Group, multidisciplinary branch structure; It provides
world-class service to more than 2.5 million patients annually from Turkey and various geographies of
the world with its staff of experts in their fields, health physicians, nurses and healthcare professionals.

1.2 OBJECTIVES
 Derman pandemic hospital consists of three main areas including the living space

of the nursing staff; logistics area, (eg supply warehouse, wastewater treatment

station), incinerator station, and ambulance decontamination area.

 The design of the medical treatment area of Derman Pandemi Hospital has

adopted a layout that complies with the principle of "three zones and two

passages" and the national design code for an infectious disease hospital. The

three zones include a clean area, a semi-contaminated area, and a contaminated

area; The two passages include one passage for medical staff and one passage for

patients.

 Similar to other fully functioning infectious disease hospitals, the medial

treatment area of Derman Pandemic Hospital includes isolation wards, a medical

technology facility, consultation area, intensive care stations, liquid oxygen

stations and other essential facilities to protect both patients and medical staff.

 The medical treatment area consisted of more than three thousand container-type

prefabricated units; each unit has its own functions with a standard size of 6 m ×

3 m × 2.6 m or 6 m × 2 m × 2.6 m (see Figure 3). The units are manufactured in

factories and then transported to the construction site and mounted at the

designated location by a mobile crane.

 The isolation ward is equipped with a double locker that connects the ward to the

passage; the cabin prevented cross infection by allowing medical staff to deliver

daily or medicines to patients without the need to enter the ward.

 In addition, there are air conditioning, cable, television and electric lamps

installed after the prefabricated units are installed on the construction site in the

isolation wards.
 The prefabricated units were placed on a truss, which reduced the need to develop

a structural foundation and renovate the drainage system.

 Each room comes with a wardrobe, air conditioning and other furniture and

appliances, as well as a private bathroom.

(The expected times in line with the calendar information we made in MS project

implementation are explained above as an estimate. Organized industrial zones published by

the ministry of health have been prepared taking into consideration the implementing

regulation.)

Cost breakdown structure: While calculating the estimated project cost, it was calculated

based on the planned project schedule and the main project plan accordingly. Amounts

calculated on unit price are generally market value (rayiç bedel(birim fiyat)). Market value;

this is the approximate rate card showing the average level of materials, labour, tools and

equipment used in calculating the unit cost analysis. These lists are calculated by taking into

consideration the lists prepared by the Supreme Science Board affiliated to the Ministry of

Environment and Urbanization. With the Actual Cost of Work method, cost performances are

also specified in more detail in the supplementary documents.

Project Delivery Method: The reason for choosing the project delivery method design- build

method is to reduce the orders of change in terms of being more transparent, more

collaboration and a single contract.

Organizational breakdown structure: A functional organization method has been created in

terms of diversity and accountability. A functional structure divides the institution according

to its functions. Each department has a responsible. This helps the organization control the

quality and integrity of its performances. It is aimed to increase productivity by using this

method. Extensive information is explained under the heading of organizational breakdown

structure.

1.3 SCOPE

During the construction process, the project will be carried out in the form of preliminary

preparation (dimensional drawing,site investigation), ground survey, architectural and

static project (application projects), reinforced concrete, electrical and instalment.

 As the parcel allocation, 33 acres were given to the construction of the factory.

(Regulation declaration on parcels in organized industrial zones is also taken into

consideration.)

 Excavation of 20000 m2as a result of field investigations

 Concrete pouring in total 2500 m3 on site, except ready-made prefabricated

foundation sockets

 A total of 150 tons of iron will be used for the construction foundation
1.4 CONSTRAINTS

BUDGET CONSTRAINT

Since it is a state institution, there is a budget restriction for the institution. There will be

use of equity. (The budget of the project is explained in more detail in cost breakdown

structure.)

PROJECT DURATION CONSTRAINT

After the allocation of the place, the period for a license should be planned from

government and the project should be completed within approximately a half of year. If

the total is not completed in half of a year, the current contractor is canceled.

1.5 ASSUMPTIONS

 Employee costs will not change during the project cycle.

 Other material and resource costs will remain consistent throughout the project.

 The overall cost of day-to-day operations will not increase.

 All equipment will be in working condition through the project cycle.


1.6 RISKS

 • Equipment may be damaged during machinery and equipment deployments after

hospital construction, or there may be foundation breaking and burial operations for

machinery placement. (Considering the possibility of damaging the machines. Each

machine / equipment will be insured before moving.)

 Unexpected situation for direct costs and general administrative expenses (In an

emergency and unexpected situation, a crisis management team will be created to

coordinate the entire operation. Using Option and Futures Contracts to eliminate the risk

of cost increase)

 Inflation, exchange rate variability (Price differences are increasing. Requesting the

exchange rate difference with the pre-contract in order to prevent the change in the

exchange rates against the contractor. Foreign currency indexed contract will be used.)

 Uncertain ground conditions (Reflecting the cost increases that may be encountered due

to undetermined ground conditions to the bid value)
