National draft policy on Rare Disease: Govt to provide Rs 15 lakh under Rashtriya Arogya Nidhi scheme
Govt has released the National draft policy on Rare Disease in which financial support of Rs. 15 lakh will
be provided under the Rashtriya Arogya Nidhi scheme for one-time treatment of rare diseases. The
scheme benefit is limited to people below Poverty Line (BPL) and also 40% of the population eligible as
per Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana(AB-PMJAY) norms for treatment in
government tertiary hospitals only. Govt also plans to set up National Registry for Rare Diseases at
Indian Council of Medical Research (ICMR) to create a database of various rare diseases. Read full

‘One Nation, One Ration Card’ scheme will be implemented by June 1, 2020: Union Minister Ram Vilas
Paswan
'One Nation, One Ration Card' scheme will be implemented by June 1, 2020 across the country. The
announcement was made by the Minister of Consumer Affairs, Food and Public Distribution, Ram Vilas
Paswan. This scheme has been preponed from its original date of June 30, 2020 to June 1, 2020. As of
January 1, 2020 the scheme is operational in 12 states across the country which includes Madhya
Pradesh, Goa, Tripura, Jharkhand, Karnataka, Rajasthan, Kerala, Haryana, Andhra Pradesh, Gujarat,
Maharashtra, Telangana. Under this scheme, the beneficiaries will be able to avail their entitled food
grain under the National Food Security Act (NFSA) from any Fair Price Shop located across India.
MoRD inks MoU with BMGF under DAY-NRLM to strengthen grassroots institutions of the rural poor
Ministry of Rural Development (MoRD) has signed a Memorandum of Understanding (MoU) with the
Bill and Melinda Gates Foundation(BMGF) under the Deendayal Antyodaya Yojana - National Rural
Livelihoods Mission (DAY-NRLM). The MoU is to further strengthen grassroots of institutions for rural
poor. The MoU was signed by Smt Alka Upadhyaya, Additional Secretary and Mission Director of NRLM
on behalf of MoRD while it was signed by Shri Alkesh Wadhwanion on behalf of BMGF in presence of
MoRD secretary Shri Rajesh Bhushan.
Under PMAY-G, centre aims to achieve objective of housing for all by 2022
The Central Government has aimed to achieve objective of Housing for all by 2022 (which coincides
with 75 years of Indian independence) under Pradhan Mantri Awas Yojana-Grameen (PMAY-G) scheme.
Under the 2nd phase of the scheme the eligible people will get one crore 95 lakh houses. Government
has set a target of 60 lakh houses for the current financial year-FY 20.
MoFPI sanctioned 39 Mega Food Parks & 298 Integrated Cold Chain Projects under PMKSY
The Ministry of Food Processing Industries (MoFPI) has sanctioned 39 Mega Food Parks and 298
Integrated Cold Chain Projects in India inorder to fill the gaps across value chain and also to establish
Cold Chain Grid. The foodparks and the cold chain projects have been sanctioned under Pradhan Mantri
Kisan Sampada Yojana (PMKSY). PMKSY aims to prevent post-harvest losses of horticulture and non-
horticulture produce through creation of cold storages/ primary processing/ and transportation
facilities across the country.
Around 38 Cr bank accounts opened under PMJDY till January 2020 : Finance ministry
According to the Minister of State for Finance and Corporate Affairs, Anurag Singh Thakur, bank
accounts opened under the Pradhan Mantri Jan Dhan Yojana (PMJDY) have registered around 38 crore
till January 2020. PMJDY was launched by Prime Minister Narendra Modi on 28 August 2014 to ensure
affordable access to banking schemes to weaker sections and low-income groups. PMJDY accounts have
“No minimum balance” requirement. It offers an overdraft (OD) limit of Rs 10,000 & free accident
insurance cover of Rs 2 lakh.
Sum of Rs 6,717.18 crore released under Amended Technology Upgradation Fund Scheme
between FY16 and FY20
During the period of 2015-16 to 2019-20, the Centre has released a total of Rs 6,717.18 crore under the
Amended Technology Upgradation Fund Scheme (ATUFS). A total of 9,641 applications, covering
employment of 2.86 lakh persons and investment of Rs. 40026.5 crore submitted by textile units, have
been issued with UIDs (unique identification numbers) till January 2020. Under this scheme, the
government provides credit linked capital investment subsidy (CIS) to every eligible individual entity
(not the unit) with aim of 'Make in India' and 'Zero Defect and Zero Effect' in manufacturing.
Parsi population went up by 233 since the launch of Jiyo parsi scheme: Mukhtar Abbas Naqvi
According to the Union Minister of Minority Affairs, Mukhtar Abbas Naqvi, the population of Parsis
(Zoroastrians), a notified minority community under National Commission of Minorities Act 1992,
increased by 233 since the year 2013, when the government launched the Jiyo Parsi scheme. So far the
central Government has spent Rs 14 crore in 7 years for this scheme. Jiyo Parsi scheme is run by the
Ministry of Minority affairs with the aim to increase the population of the Parsi community.
Centre paid Rs 50,850 crore to farmers under Pradhan Mantri Samman Nidhi (PM-KISAN)
scheme
The centre has stated that it has paid Rs 50,850 crore to farmers under Pradhan Mantri Samman Nidhi
(PM-KISAN) scheme from the total budget of Rs.75,000 crore allocated for current Financial Year for
the PM-KISAN scheme. The year 2020 marked the 1st Anniversary of PM- KISAN scheme, which was
launched on February 24, 2019 by Prime Minister Narendra Modi under the Ministry of Agriculture and
Farmers Welfare. The objective of the scheme is to enable farmers to meet farm input cost and domestic
expenses by providing Rs 6000 annually as PM has set the target of doubling farmers’ income by the
year 2022. Union Ministry of Agriculture Narendra Singh Tomar also launched PM KISAN mobile
application, which is aimed at broadening the reach of the scheme.
MP tops in the list of outgoing patients for treatment under PM-JAY: NHA
According to the analysis carried out by the National Health Authority (NHA) on the portability feature
of the Narendra Modi government’s flagship insurance scheme, PM-JAY -Pradhan Mantri Jan Arogya
Yojana (generally referred to as the Ayushman Bharat) availed by 81,254 patients through which
people can seek treatment in other states under the PM-JAY, MP (Madhya Pradesh) tops the list
for outgoing patients at a number of at least 11,765. It sends its patients to Gujarat, where a person has
been treated under ‘portability’ option, which allows patients to go to the best hospital in any state to
avail of free treatment. MP has been followed by UP (Uttar Pradesh), which has sent 4,288 patients to

Women’s ownership of bank accounts rose to 77% in 2017 under PMJDY: MSC Report
In accordance with the report by MicroSave Consulting (MSC) titled “The real story of women’s financial
inclusion in India”, India has reduced the gender gap in financial inclusion by 14 percentage points in
three years (2014-17). The report stated that the women’s ownership of bank accounts is increased
from 43% in 2014 to 77% in 2017 under the flagship scheme Pradhan Mantri Jan Dhan Yojana (PMJDY),
however 42% accounts are still inactive. Out of 34 crore accounts opened under PMJDY around 60%
are women account holders.
LPG scheme PM Ujjwala Yojana closed; only 3 States & 5 UTs become kerosene-free
In accordance with the report of the Parliamentary Committee on Petroleum headed by BJP (Bharatiya
Janata Party) member Ramesh Bidhuri, only three States and five Union Territories have become
kerosene-free even though in September 2019 the government has met the target of 8 crore LPG
(Liquefied petroleum gas) connections under the Pradhan Mantri Ujjwala Yojana (PMUY).
The kerosene-free states are Haryana, Punjab and Andhra Pradesh and Union Territories (UTs)
are Delhi, Chandigarh, Daman & Diu, Dadra & Nagar Haveli, Andaman & Nicobar Island and
Puducherry.
The report points the gap between the continuing use of kerosene and the claim of 97% LPG
coverage nationwide.

Govt sanctioned Rs 20,466.94 crore loan to women under ‘Stand up India scheme’: Anurag
Singh
According to the Minister of State (MoS) for Finance & Corporate Affairs, Anurag Singh Thakur, the
central government has sanctioned a loan of Rs 20,466.94 crores to over 91,000 accounts up to March
10,2020 since inception of the Stand-Up India scheme, as it counted the work being done for the
empowerment of women.
Premium subsidy sharing pattern between Centre & NER changed: PM-KISAN Scheme reached
more than 8 crore beneficiaries
The government has changed the premium subsidy sharing pattern between Centre and the North
Eastern States from 50:50 to 90:10 for PM- Kisan Samman Nidhi Yojana (PM-KISAN) and Restructured
Weather Based Crop Insurance Scheme (RWBCIS) & for other states 50:50 pattern will be continued.
Also, as per government data the PM-KISAN scheme reached 8,69,79,391 beneficiaries (as on March 17,
2020).
EPF (Amendment) scheme, 2020 comes into force; withdrawal of non-refundable advance
allowed
The amendment made by the Ministry of Labour and Employment in Employees Provident Fund
(Amendment) scheme, 2020, has come into force from March 28, 2020. The amendment was made in
Employees’ Provident Funds (EPF) Scheme 1952, sub-para (3) under para 68L has been added in the
EPF scheme, 1952.
State Government Schemes
Assam Government to construct 33 stadiums under Uttaran scheme
The Assam Government plans to construct 33 stadiums across the state under the Uttaran Scheme. The
Principal Secretary of Sports Avinash Joshi and Joint Director Kamaljit has announced to provide 300
crores to construct these stadiums and in addition to that 500 playgrounds are also being built to
encourage rural talents.
Government increases loss coverage for micro loan defaults under CGFMU scheme
As per the notification of Ministry of Finance, the coverage of lender’s loss in case of loan default under
Credit Guarantee Fund for Micro Units (CGFMU) scheme is increased to 75% from earlier 50%
(amended). The CGFMU scheme was announced in April 2016 covering microloans up to Rs 10 lakhs
extended under the Pradhan Mantri Mudra Yojana (PMMY).
Atal Pension Yojana completed 5 yrs on May 9, 2020 with 2.23 crore enrolment
The Atal Pension Yojana (APY) which was launched in 2015 by PM Modi to deliver old age income security
particularly to the workers in the unorganised sector, has completed 5 years on the May 9, 2020. The
scheme has been implemented comprehensively across the country covering all states and Union
Territories (UTs). The scheme has been administered by Pension Fund Regulatory and Development
Authority (PFRDA).

According to the National Rural Infrastructure Development Agency (NRIDA) under Union Ministry of
Rural Development, ‘Coir Geo textiles’ has been finally got nod as a good material for rural road

The Department of Agriculture Cooperation & Farmers’ Welfare (DAC&FW) has allocated Rs. 4000 cr to
the state governments for the year 2020-21 for implementing Per Drop More Crop component of
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY- PDMC). The PDMC is to enhance the use of water
effectively at farm level through Micro Irrigation technologies viz. Drip and Sprinkler irrigation systems.
Migrants facing job loss amid lockdown to get health insurance under AB-PMJAY
Indian government extended its health insurance scheme Ayushman Bharat Pradhan Mantri Jan Arogya
Yojana (AB-PMJAY) for migrant workers facing unemployment, across states. In this regard, the
implementing agency of AB-PMJAY, National Health Authority (NHA) is coordinating with the states to
identify the eligible beneficiaries under the scheme so that e-cards will be issued to them.
Government Introduced New Floating Rate Savings Bonds, 2020 (Taxable) Scheme w.e.f July 1,
2020
Government has notified the new Floating Rate Savings Bonds (FRSB), 2020 (Taxable) Scheme in place
of 7.75% Savings (Taxable) Bonds, 2018, with effect from July 1, 2020. The 7.75% Savings (Taxable)
Bonds, 2018 Scheme was ceased for subscription from the close of banking business on May 28, 2020.
The Floating Rate Savings Bonds, 2020 (Taxable) Scheme is going to issue a floating rate, taxable savings
bond for an initial coupon of 7.15%, payable on January 1, 2021. These bonds will be issued by Reserve
Bank India (RBI) on behalf of the Government of India (GoI).

PM announced extension of Pradhan Mantri Garib Kalyan Ann Yojana till November 2020
Prime Minister Narendra Modi, during televised address to the nation, has announced the extension of
Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY) from July 2020 till the end of November 2020, with
an outlay of more than Rs 90,000 crore. The scheme was initially rolled out for three months i.e. April-
June (116.34 lakh metric tonne (LMT) food grains provided during that period).

Gujarat Launched Mukhya Mantri Kisan Sahay Yojana Replacing PMFBY to Compensate Crop
Loss of Farmers for FY21
Chief Minister of Gujarat, Vijay Rupani, launched Rs 1,800 crore scheme “Mukhya Mantri Kisan Sahay
Yojana” by replacing “Pradhan Mantri Fasal Bima Yojana (PMFBY)”, for FY20-21 only, for the state’s 56
lakh farmers facing crop losses due to drought, excess rain or unseasonal rain. The Farmers who have
sown crops for kharif (monsoon) 2020 season i.e. sown till July, and tribal farmers registered under the
Forest Rights Act are eligible for this scheme. The compensation will be given only if the loss of crop is
more than 33% due to above mentioned factors.
Pradhan Mantri Jan-Dhan Yojana (PMJDY) Completed Six Years of Successful Implementation
On August 28, 2020, the 6th anniversary of Pradhan Mantri Jan Dhan Yojna (PMJDY) was observed which
was launched on August 28, 2014. The objective of PMJDY is to ensure access to financial services, namely,
Banking/ Savings & Deposit Accounts, Remittance, Credit, Insurance, Pension in an affordable manner. It
is operated by the Department of Financial Services under the Union Finance Ministry. As on 19th Aug’20
Chhattisgarh govt launched Shaheed Mahendra Karma Tendupatta Sangrahak Samajik Suraksha
Yojana for tendu leaves collectors
Chhattisgarh Chief Minister (CM) Bhupesh Baghel launched a social security scheme namely “Shaheed
Mahendra Karma Tendupatta Sangrahak Samajik Suraksha Yojana” for tendu leaves collectors in the state
covering over 12 lakh families, mostly tribals and forest dwellers.
MP CM Shivraj Singh Chouhan Launched Mukhyamantri Kisan Kalyan Yojna on lines of PM-Kisan
Shivraj Singh Chouhan, Chief Minister of Madhya Pradesh (MP) launched the “Mukhyamantri Kisan
Kalyan Yojna” in line with the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) Scheme of the central
government. Under this scheme annually Rs.4000 will be transferred to the accounts of around 175000
farmers of MP in two equal installments in addition to the Rs.6000 annually transferred to the farmers
under the PM-Kisan Scheme. This will enable the farmers of MP to get samman nidhi of Rs.10000 per
year.
J&K Governor Announces Universal Health Insurance Scheme for All Residents of UT
Jammu & Kashmir (J&K) Governor, Manoj Sinha announced Universal Health Insurance Coverage Scheme
for all residents of the Union Territory at an annual expenditure of Rs 123 Crores. The scheme will have
the same benefits as the Ayushman Bharat Scheme. Through the scheme which is the first of its kind in
the country, beneficiaries can avail cashless treatment at all hospitals under the Ayushman Bharat
Scheme across the country.
Andhra Pradesh CM YS Jaganmohan Reddy Launched ‘YSR Aasara’ scheme for Women
Empowerment
As a step to empower women economically and socially, YS Jaganmohan Reddy, Chief Minister of Andhra
Pradesh(AP), launched ‘YSR Aasara’ scheme. Under the scheme, AP government will reimburse
outstanding bank loans of women Self-Help Groups (SHG) as on April 11, 2019 into their accounts directly
in four phases. YSR Aasara is a part of the Navaratna welfare schemes.
Odisha Government Launches “GARIMA” Social Security Scheme for Sanitary Workers
Chief Minister of Odisha, Naveen Patnaik launched a first-of-its-kind state-wide scheme called “GARIMA”
to ensure the safety and dignity of core sanitation workers of the state. He dedicated the scheme to
Mahatma Gandhi. The Ministry of Housing and Urban Development department, Odisha has signed a
Ministry of Understanding (MoU) with not-for-profit organisation Urban Management Centre for
providing the technical support to implement the scheme.
AAI plans to develop 100 Airports, Waterdromes, Heliports under UDAN Scheme by 2024
Airports Authority of India (AAI) is planning to develop at least 100 Airports, Waterdromes, and Heliports
by 2024 under UDAN (“Ude Desh ka Aam Naagrik”)-Regional Air Connectivity Scheme. The Fourth
Anniversary of the UDAN Scheme was observed on 21st October, 2020.
Himachal Pradesh’s Mandi District Bags Top Position for Implementation of PMGSY
The Union Ministry of Rural Development declared the list of the top performing 30 districts in the
country for implementing the Pradhan Mantri Gram Sadak Yojana (PMGSY) programme. In this list,
Mandi district of Himachal Pradesh won top position among 30 districts of India. Himachal Pradesh
secured 2nd position at the national level for construction of roads under PMGSY.
Uttar Pradesh secures First Rank in Disbursing Loans under PM SVANidhi Scheme; PM Modi
distributes Loans
Uttar Pradesh has secured First Rank in Disbursing Loans under PM Street Vendor’s AtmaNirbhar Nidhi
(PM SVANidhi) scheme by approving the highest number of loans under the scheme in the country. On
27th October, 2020, Prime Minister Narendra Modi distributed Loans to around 3 Lakh beneficiaries.
Madhya Pradesh secures second in the list with over 1.25 Lakh Beneficiaries, followed by Telangana (53,
777) in Loan Disbursement Category. Meanwhile, Uttar Pradesh ranked first in all categories viz
Applications of Loan, Sanction of Loan and Disbursements of loans under the scheme.
Govt plans to Set Up 14 More Water Aerodromes for Seaplane Services Under RCS UDAN
Scheme
Government of India plans to set up 14 more water aerodromes across India under the Regional
Connectivity Scheme (RCS) UDAN (Ude Desh ka Aam Naagrik) of the Ministry of Civil Aviation (MoCA)
following the launch of the first seaplane service between the Statue of Unity in Kevadiya of Narmada
Gujarat and Sabarmati Riverfront in Ahmedabad.These 14 aerodromes will enable seaplane services on
multiple routes.
MoYAS Introduced an Incentivisation Structure to Fund 500 Private Academies Through Khelo
India Scheme for Next 4 years
On November 13, 2020 The Ministry of Youth Affairs and Sports (MoYAS), Government of India
introduced an incentivisation structure to fund 500 private academies, through the Khelo India Scheme
over the next four years starting 2020-21. Under the scheme, SAI(Sports Authority of India) and
NSFs(National Sports Federations) will work together to encourage all academies, particularly the
private academies to continue to improve the level of infrastructure, resources and sports science
support, thus athletes can get best in class training.

6 Organizations – International Federation of Gynecology and Obstetrics (FIGO), UNICEF (United
Nations Children’s Fund) India, Federation of Obstetric and Gynaecological Societies of India (FOGSI),
Pregnancy and Obesity Nutrition Initiative (PONI), Alive & Thrive, Nutrition International and ARTIST
for Her (Asian Research & Training Institute for Skill Transfer) have partnered to strengthen the
implementation of the POSHAN (Prime Minister’s Overarching Scheme for Holistic Nutrition) Abhiyaan.
It aims to bring stunting of children in age groups of 0-6 years from 38.4% to 25% by 2022.

Government launches Viability Gap Funding (VGF) Scheme to boost India’s Infrastructure
On 11th December, 2020 Finance Ministry notified the Viability Gap Funding (VGF) scheme to provide
financial support to Public Private Partnerships (PPPs) in selected Infrastructure projects. The selection
of Private companies will be done through transparent, open and competitive bidding process.
PM Modi launches Ayushman Bharat PM-JAY SEHAT – Health Insurance Scheme to cover all
residents of J&K
On December 26, 2020, Prime Minister Narendra Modi launched the Ayushman Bharat Pradhan Mantri-
Jan Arogya Yojana Social Endeavour for Health & Telemedicine (PM-JAY SEHAT) Health Insurance
scheme for covering all the residents of Jammu & Kashmir (J&K). The scheme will operate on insurance
