SITXWHS004 (Establish and maintain a work health and safety system)

Assessment 1-Project
Task 1: Establish and maintain a framework for health, safety and security.
1. Why do we access and interpret key legislative documents to ensure WHS system
complies with regulatory requirements, standards and codes?
:- Access and interpret key legislative documents to ensure that work health and
safety systems comply with regulatory requirements, standards and codes. Keeping
training up to date gives the peace of mind that employees are aware of current
compliance policies and regulations. Design a work health and safety management
system to suit the characteristics and needs of the organization, in consultation with
appropriate personnel. Regular updating of training provides any organization with
an excellent opportunity to assess and evaluate the impact of their learning and
development strategy.

2. How do we ensure that the WHS management system is contextualized to suit

characteristics and needs of the organization, in consultation with appropriate
personnel?
:-Regularly assess the work environment and procedures ensuring they comply with
safety best practices. Appoint a safety officer responsible for implementing the plan,
assessing risks, and reporting incidents. Provide training and safety guidelines to staff
both during on-boarding and at regular intervals. This can include a quality assurance
regular review of all documented policies and procedures in consultation with
relevant staff but can also include an WHS audit of your system. This audit can be
conducted by an external WHS auditor but can also be conducted internally by
relevant staff.

3. Detail why it is beneficial to utilize the financial, human and specialist external
resources to address WHS management practices?
:- Human resources is one of the most needed resources in business. As WHS
management system states it is a legal requirement to provide everyone relevant
information related to their duties and responsibilities regarding health and safety at
the workplace. To follow the requirements of legislation these things must be
included in the training:
 Safety committee training.
 Safety representative training.
 Return to work coordinator training
 Construction induction training.
 Manual handling training.
 Hazardous substances training to handle chemicals in the workplace.
 Training to use equipment.

4. Nominate two examples of how you could ensure that WHS policies and procedures
are communicated in a format readily accessible and understood by all team
members?
:- A policy is a set of rules or guidelines for your organization and employees to
follow in or to achieve compliance. Policies answer questions about what employees
do and why they do it. A procedure is the instructions on how a policy is followed.
Methods to ensure comply WHS policies and procedures:
 Write procedures down that assumption is the lowest level of knowledge.
 Help employees understand why procedures are necessary.
 Make your procedures easily accessible.
 Reward employees who comply with procedures.

5. Why do outline and allocate health, safety and security responsibilities within relevant
job descriptions?
:-Team members need to know what risks and hazards they might expect to
encounter in their daily work, how these are avoided and what controls are in place
to manage risks. Without this information they will not know what has been done or
how they should act to prevent risk. The proactive management of safety and health
in the workplace helps organizations prevent injuries and ill-health at work. This
guidance should help organizations reduce the personal loss caused as a result of
accidents and ill-health at work.

6. What are the PCBU’s duty to Consult with key personnel, and develop and implement
a plan for WHS training requirements?
:- A PCBU must consult, so far as is reasonably practicable, with workers who carry
out work for the business or undertaking and who are affected by a health and
safety matter.
PCBU should also do:

 Provide adequate training, information and instruction to ensure that each

worker is safe from injury and risks to health.
 Ensure the provision of first aid equipment and facilities and prepare,
maintain and implement emergency plans.
7. What are the requirements for establishing and monitoring a system for keeping WHS
records?
 Address the most suitable data for the operations in any business.
 Find, gather, evaluate, conclude and store records.
 Store records under a responsible person.
 Should take notes about control on keeping, storage and disposal of records.
 Do consultation and point out issues which required changes should be on WHS
reports of issue records.

8. Provide two methods that may be utilized to ensure communication of WHS

information to personnel?
 :-When any team member or any worker wants to communicate with the WHS
personnel then they should have good communication skills as makes the
conversation easy and meaningful.
 The personnel and the team member should discuss about a common issue at a time
for effective results and it contains relevant information to find a conclusion of the
information.
 The person who is approaching to the personal must use sufficient and effective
sources of information.

Task 2: Establish and maintain consultative arrangements for the management of health,
safety and security.

1. How do we maintain appropriate consultative processes to suit characteristics and

needs of organization?
:- Consultation is a legal requirement and an essential part of managing health and
safety risks. A safe workplace is more easily achieved when everyone involved in the
work communicates with each other to identify hazards and risks, talks about any
health and safety concerns and works together to find solutions.

2. Why must we plan for and ensure that consultation is conducted at times
designated by legislation?
:- Consultation is required when identifying hazards, assessing risks and deciding on
measures to eliminate or minimize those risks. In deciding how to eliminate or
minimize risks, you must consult with your workers who will be affected by this
decision, either directly or through their health and safety representative.
Consultation enables us to monitor trends, challenges and perceptions over time
with specific groups of stakeholders. It therefore helps us to:
 Identify and track needs and expectations.
 Identify and track perceptions and attitudes.

3. Outline why it is best to resolve issues raised through consultation?

:- Promptly addressing a health and safety issue with the relevant people
affected can increase the chance the matter is resolved efficiently and
effectively. Those involved must attempt to resolve the issue in accordance
with an agreed procedure. Regular consultation is better than consulting only
as issues arise on a case-by-case basis because it allows you to identify and fix
potential problems early. Consultation is required when identifying hazards,
assessing risks and deciding on measures to eliminate or control those risks.

4. Provide employees with accessible information on the outcomes of consultation?

:- Consultation is useful practice in promoting understanding and problem
solving between management and workers. It does not diminish the
authority of either party or restrict the ability or the obligation to make
decisions and take required actions.
 Healthier working environments and increased productivity.
 Opportunities for learning through sharing of information.
 Concepts and ideas.
 Reduced injury and disease for employees.
 Less risk of increased workers compensation as less accidents occur.

Task 3: Establish and maintain practices for identifying hazards, and assessing and
controlling risks.
1. Provide an example of a hazard identification and risk assessment template that
incorporate criteria for assessing risks?
:- Hazard Identification Risk Assessment is a process of defining and describing
hazards by characterizing their probability, frequency, and severity and evaluating
adverse consequences, including potential losses and injuries. Consider normal
operational situations as well as non-standard events such as maintenance,
shutdowns, power outages, emergencies, extreme weather, etc.

2. Plan for and ensure systematic hazard identification at times designated by

legislation?
:-Systematic risk analysis entails identification of relevant hazards and subsequent
investigation of the risks posed by these. Risk analysis can be carried out in a number
of ways. It becomes systematic when there is a formal process describing and
guiding how it is carried out.
To be sure that all hazards are found:
 Look at all aspects of the work and include non-routine activities such as
maintenance, repair, or cleaning.
 Look at the physical work environment, equipment, materials, products, etc.

3. Nominate two procedures for the ongoing identification of types of hazards

designated by legislation?
:- Hazard identification tools can be used as a guide to help: identify generic hazards
and the controls required for a job task assist in formulating relevant and effective
safe work.

 Identify hazards.
 Assess risks.
 Control risks.
 Review control measures.

4. Develop procedures for the assessment and control of risks associated with
identified hazards?
 Trying a less risky option.
 Preventing access to the hazards.
 Organizing your work to reduce exposure to the hazard.
 Issuing protective equipment.
 Providing welfare facilities such as first-aid and washing facilities.
 Involving and consulting with workers.

5. Why must we make sure the team members comprehend the procedures the roles
and responsibilities for hazard identification, risk assessment and risk control?
:- Use effective communication when providing information to your work group
about risk assessment procedures. You should provide a specific training session
dedicated to explain risk assessment processes, including identifying hazards,
analyzing risk using a nomogram and a risk assessment matrix, and how to
implement controls and report risks Relevant documents, such as hazard
identification and emergency procedures, should be readily available. Each staff
member may have documentation accessible in their work environment.

6. Explain why it is vital to be proactive in controlling risks, including implementing

interim or emergency solutions?
:- Risk control measures are a crucial tool to aid in the prevention of accident or
injury in the workplace. They should form part of the company's broader health and
safety plan providing a method to identify, control, and reduce the risks present in
the workplace. Prevent or reduce instances of accident or injury.

7. How do we manage the response to any incident or accident, and follow

legislative requirements for notifying and cooperating with WHS government
regulators?
:- The main things to manage incident or accident are:
 Focus on prevention.
 Identify facts rather than focusing on blame.
 Assure and maintain confidentiality.
 Consult people for the cause.
 Communicate the results of the investigation.
 Have a systematic approach to identify facts.

Task 4: Evaluate organizational health, safety and security system.

1. Assess and maintain ongoing compliance with WHS legislation and regulatory
requirements, standards and codes?
:-Regularly assess the work environment and procedures ensuring they comply with
safety best practices. Appoint a safety officer responsible for implementing the plan,
assessing risks, and reporting incidents. Provide training and safety guidelines to staff
both during on-boarding and at regular intervals

2. Why do need to consult with a range of personnel to elicit feedback on WHS

policies, procedures and practices?
:-The effective consultation can make a significant contribution to a positive health
and safety culture within the workplace. A proactive approach will assist in meeting
legal requirements and can reduce accidents and increase efficiency. This all can be
carried out by consulting with the personnel of health and safety system.

3. How do we assess the WHS management practices, and in response develop,

implement, document and communicate improvements and changes to the WHS
system?
:-WHS management practices are the policies, strategies, procedures and activities
implemented or followed by the management of an organization targeting safety of
their employees. There have been numerous attempts to identify specific safety
management practices that predict safety performance.
Some WHS management practices:
 A safety plan.
 Policies, procedures and processes.
 Training and induction.
 Monitoring.
 Supervision.
 Reporting.
