INTRODUCTION
The Contract calls for the construction and completion of Proposed 800mm ND
MSCL Pipeline from Nyabau Water Treatment Plant to Kidurong Industrial
Estate, Bintulu Division, Sarawak.
pavement, foot paths, walkways, bus-stops and sheds, fiber-optic cables &
services, etc.
The site locality plan for the proposed project is as shown in Figure 1.1.
Client
The client for the proposed project is the State Government of Sarawak, with
Jabatan Bekalan Air Luar Bandar (JBALB) as the superintending agency.
The construction and completion of the proposed project has been awarded to
H.K.K & Salem Construction Sdn. Bhd.
C&S Consultant
The C&S consultant for the proposed project is Jurutera Artecon Sdn Bhd.
Environmental Consultant
The study team comprises professionals from various disciplines who have had
extensive experience in assessing environmental management and impacts
associated with projects of similar nature. This is essential to ensure that the
potential negative impacts of the proposed project activities are thoroughly
assessed and evaluated, to ensure that the recommended abatement measures
are able to mitigate, minimize or control these detrimental impacts to acceptable
levels. The key personnel involved in the EMP study are given in Table 1.1.

Economics
(a) On the impacts of such activities on the environment and on the sustainable
utilisation, preservation and management of the natural resources of
Sarawak,
(b) On the measures being preventive, mitigating or abatement to be taken for
the protection and enhancement of the environment.

1.3.3 Guidelines
The EIA study and report preparation shall be undertaken in compliance with
the approved terms of reference (TOR) and conducted in accordance with the
guidelines recommended by the Natural Resources and Environment Board
(NREB), more specifically:-
Having examined the available information on the site and the proposed
activities associated with the project, the EMP study will specifically focus on the
following:-
i) Existing water quality of existing stream with particular emphasis on the
impacts due to the project activities.
ii) Health and safety of the workers and general public during project
implementation.
iii) Management of wastes (solid and scheduled wastes) from the project
activities.
iv) Noise level – to predict and assess the impact of noise on residents nearby.
v) Airborne dust – to assess the level of airborne dust generated.
vi) Soil erosion into the existing stream.
vii) The impacts due to the project activities on the existing flora and fauna, and
associated habitat.
1.3.6 Usefulness
The final outcome of the EMP study should be able to assist the following
decision-makers and stakeholders by providing them with valuable information,
such as: -
Environmental Agencies
Identification and assessment of potential environmental impacts
associated with the proposed project activities.
Compatibility of the proposed project’s development and operation with
the existing and planned land uses in the immediate adjacent area.
Project Engineers
Essential environmental parameters and baseline data required to devise
an environmentally sound design incorporating cost-effective pollution
control measures.
The EIA consultant has submitted the Terms of Reference (TOR) to the NREB
regarding the proposed scope for the EIA study. Subsequently, the NREB called
for a meeting to deliberate on the TOR and finalised the scope and coverage of
the study; whereby it was decided that an EMP report be submitted in lieu of the
originally proposed EIA study. A copy of the submitted TOR and Minutes of
Scoping Meeting is attached as Appendix 1A.
The Project is part of the Government’s effort to improve water supply in the
rural areas under KKLW’s “Bekalan Air Luar Bandar” programme. It is being
implemented in response to, and is part of the planned development for the
region vis a vis to meet the expected need of the planned development that will
be implemented under RECORDA and SCORE. Thus the recent establishment of
educational institutions such as SMK Beladin, SMK Pusa….etc. are examples of
contributors to local population increase following student intake plus the
teaching and support personnel - most of whom are from outside Betong, which
inadvertently increase the need for water supply.
Further, the Project is an integral part of the overall Betong Water Supply
Project. As such it is pertinent that the Project be implemented as planned to
ensure the successful completion of the overall Betong Water Supply Project.
The purpose of this project is to meet current and anticipated treated water demands for portions of the
Kidurong Industrial Park areas.
Bintulu and its surrounding area namely unincorporated areas in Western Placer County which lie
within the NID boundary. This demand will be met by providing an adequate, safe, reliable source of
treated water in a cost effective manner, using NID water on NID lands.
