EXPLANATORY NOTE
The Province of Davao de Oro aims for an effective local public policy
formulation and this requires cooperation and partnership between the Executive
Department and the Legislative Department.
Pursuant to Republic Act 7640 otherwise known as “An Act constituting the l
Legislative-Executive Development Advisory Council (LEDAC)”, it is the policy of the State
to formulate after consultations with appropriate public agencies, the private sector, and local
government units socioeconomic development programs taking into account the requirements of
conservation and ecology and in accordance with its constitutional mandate to promote a more
equitable distribution of opportunities, income, and wealth; a sustained increase in the amount of
goods and services produced by the nation for the benefit of the people; an expanding
productivity as the key to raising the quality of life for all, especially the under privileged.

SECTION 1. TITLE – This ordinance shall be known as the “Local Legislative-
Executive Development Advisory Council in the Province of Davao de Oro and
Appropriating Funds Thereof”.
a. Executive – refers to the branch of the government vested with the power to
execute, implement laws, rules and regulations and to manage, control
programs, projects and activities.

One (1) Civil Society Organization Representative
i. To study and recommend to the Executive and Legislative, sources of revenue as well
as measures to reduce unnecessary expenditures to the end that the resources of the
Province of Davao de Oro will be used to the optimum;
j. To enjoin all government offices, civil society and private sectors to converge and create
joint efforts in the pursuit of programs, projects and activities aimed at alleviating the
quality of life of the constituents of the Province; and

SECTION 8. MEETINGS – The Council shall meet at least once a year after the
delivery of the State of the Province Address (SOPA) of the Governor to discuss on the
progress and actions taken on priority concerns.

SECTION 10. SEPARABILITY CLAUSE – If for any reason, any section or
provision of this Ordinance is declared unconstitutional or invalid by a competent court,
the remaining sections or provisions not affected hereby shall continue to be in full force
and effect.
SECTION 12. EFFECTIVITY – This ordinance shall take effect immediately after
publication.
