 OVERVIEW

What is Youth Ministry?

Catholic Youth Ministry is the specific branch of the Church’s mission to reach out directly the
young and give the love of Jesus. It is the ensemble of actions, activities for, to, by and with the
young to address their present situation in order to involve them as active agents in the Church’s
mission. It includes the formation, organization, and mobilization of the young in their different
settings1.

Who (for whom and by whom) are the people of the Youth Ministry?
“In the course of their lively exchange, Jesus approached and began to walk along with them…”
(Lk. 24:15)

More than just actions and activities, Catholic Youth Ministry is the process of journeying that
the entire Christian community makes with the young people. It flows from the selfsame overall
ministry of the Church, but is carried out as a concrete expression addressed to the young in their
everyday situation.

Youth Ministry is the growth-enabling relationship between the youth ministers and the youth. It
is becoming like “JESUS” to every young people, after the example of the Risen Christ who
walked along with the two disciples on the way to Emmaus, and back to Jerusalem. (Luke 24:13-
35)

KALAKBAY, the National Directory for Youth Ministry in the Philippines, states that “the youth
ministry presupposes an openness to reach out to the young in whatever situation they are in. Like
Jesus, we need to come up and walk with them, to be where they are and there minister to them” (p.
93). The phrase “different settings” is repeated several times in this booklet to convey the central
message of this master plan to reach out to young people; that youth ministry does not only happen
inside the parish but in different settings where the young people are. Kalakbay identified two settings:
Formal and Informal Settings. Formal Settings includes Parishes, youth centers, campus (schools,
colleges, and universities), dormitories/boarding houses, centers for youth at risk, ecclesial youth
organizations and movements, Basis Ecclesial Communities and families. Informal Setting includes
malls, billiard halls, bars, basketball courts and many others where there is no fixed structure (pp. 93-
112).

 RATIONALE
“The name of the Youth Arm of the Archdiocese of Lingayen-Dagupan shall be called
Archdiocesan Youth Ministry (AYM).”

What is…

Youth
 All persons aged 13-39, single (including unwed mothers and fathers), whom can be
found in different settings. (cf, Kalakbay p. 21)
 “…the special gifts and needs of the young people deserve careful pastoral attention.
Young people are the source of hope for the future. With their enthusiasm and energy
they must be encouraged and trained to become “leading characters in the evangelizations
and participants in the renewal of the society”. (46 Christifideles Laici)
 They are the evangelizers who bring the Gospel to their peers, especially those alienated
with the church who often cannot be reached by normal pastoral and activities. (JP
II,Manila 1995)

Ministry

It is a branch of the Church which aims to continue the mission of the Christ here on
earth. It fulfills the four-fold mission (Proclamation, Liturgy, Service and Fellowship)
entrusted by Christ to his Apostles by employing the five specific agenda of the Second
Synod of the Archdiocese namely; Communio for Social Engagement, Communio for
Faith Formation, Communio for Divine Worship, Communio for Ministry and Apostolate
and Communio for the Poor.

Youth Ministry

 The total Pastoral Care that the Church gives to the young, within the setting of
the Parish community.2
 A process of the journeying that the entire Parish community makes with young
in their different respective settings, in order to lead them to the fullness of life in
Christ.

This Master Plan acknowledges that the locus of any youth ministry is the parish community.
Plenary Council of the Philippines II states that “the parish is ‘where the full ministry and life of the
Church is experienced by the faithful on a regular basis.” (PCP II, Conciliar Document, art. 598)

Archdiocesan Youth Ministry is then…
Youth journeying with and serving their fellow youth in the different youth settings of the
Archdiocese of Lingayen-Dagupan mainly rooted in the parish communities, with the
Archbishop, members of the clergy, religious, and servant leaders/youth ministers, towards an
active participation in building a Christian community.

 VISION

A community of young apostles living out the spirit of ICTHUS: who are
Christ –centered, rooted in and proclaiming the Word of God, nourished by
the Sacraments especially the Eucharist, witnessing to Christian life, and
committed to social services under the maternal care of Mary --- Our Lady of
Manaoag.

MISSION

“To reach out the young in their different settings and give the love of Jesus as
Communio-in-mission under the direction of the journey of the church in
Lingayen-Dagupan for: Social Engagement, Faith Formation, Divine
Worship, Ministry and Apostolate and the Poor. So as to make them agents of
such in their own setting/s”

OBJECTIVES
1. Lead the young to personally encounter God in their life and grow personally through
providing formations, programs and activities that are relevant and appealing to them
and, more importantly, rooted in the Word of God and tradition of the Church.

2. Imbibe in the youth Christian values and the Catholic Church’s teachings that will
make them living witnesses to Christ, the Word made flesh.

3. Build youth communities in the spirit of BEC in the different youth settings (Parishes,
Campuses, Barangays, Families and the like) where they can experience their sense of
belongingness in the Church and her Mission through regular activities and fellowships.

4. Educate the youth to be socially aware; inspire and mobilize them to be socially
involved in the different issues/concerns affecting their present situation, their family and
their community.

5. Train and develop the youth to become Christ-centered, committed and capable
Servant leaders in different youth settings.

6. Animate young people into sincere worship of God in community prayers and personal
devotion, especially in the celebration of the Eucharist and all the other Sacraments
meaningful in their daily life.

 7. Network and build harmonious relationships with other Catholic Church’s Ministries,
GO’s, NGO’s and Corporate Institutions in providing a more effective and efficient
Youth Ministry.

KEY RESULT AREAS for the ARCHDIOCESAN YOUTH MINISTRY in 2019

vis-à-vis AYM’s OBJECTIVES3

In 2021,

1. Every parish must be conducting Youth Encounter (YE) at least twice a year as the Basic
Formation Program for the youth in their different settings in their parishes.
2. There must a sustainable Spirituality and Leadership program for the youth in the
archdiocese
3. Bible sharing must be very active in the parishes which should be conducted monthly in
the different youth settings.
4. Each Youth Ministry must produce 5 youth lectors every year as proclaimers of God’s
Word.
5. Eucharist must be alive in each parish of the archdiocese.
6. Regular Taize prayer must be conducted in the vicariate and parish level at least once a
month which will be attended by at least 30 young people.
7. Rosary must be prayed once a month in every barangay.
8. There should be an active Youth Ministry in the barangays (Each parish must produce 10
active barangay youth ministries with at least 20 youth members). There should also be 5
alive campus youth ministries.
9. The Archdiocesan Youth Ministry should have conducted Unang Hakbang, as Basic
Formation Program for Youth Ministers, with 30 participants and Youth Encounter-
Facilitator Seminar-Workshop (YEFSW) annually. The Archdiocesan Youth Ministers
Assembly (AYMA) is be continued.
10. The Archdiocesan Youth Ministry must have network with the other existing ministries
in the archdiocese such as Catechetical, Biblical, Social Action, Campus, Social
Communication, and Children ministries, and Basic Ecclesiastical Communities (BECs)
for its programs and activities.
11. The Archdiocesan Youth Ministry must have designed “Pananabangan” module in the
context of the youth. Each parish must have at least 50 young members who will be
members of the Pananabangan.
12. Each parish must have Social Action advocacy.

 13. ARCHDIOCESAN YOUTH COUNCIL

“The Archdiocesan Youth Ministry shall be headed by the Archdiocesan Youth

Council (AYC).”

A. NATURE

The Archdiocesan Youth Council serves as Lead-Servant Body of the Archdiocesan

Youth Ministry duly appointed and recognized by the Archbishop under his direct supervision
and authority. It serves as a catalyst for strengthening and/or organizing the youth in the parishes
and in other structures of and within the Archdiocese. All efforts in Youth Ministry present in the
Archdiocese find convergence through the coordination of the Archdiocesan Youth Council.

B. FUNCTIONS

1. Draws up and implements Pastoral programs that are relevant to the needs of and
appealing to the youth of the Archdiocese. The AYC convenes to produce concrete
action plan for the entire fiscal year 4 for a weekend (Friday-Sunday) which shall
happen not earlier than the second week of January and should not last until the last
week of March. However, the date may be subject to change upon necessity and
approval of the Council.
2. Draft and implement policies according to the needs of the youth in the Archdiocese.
3. Provide opportunities where the young and their ministry grow and acquire necessary
knowledge, attitude and skills needed for a more effective youth ministry.
4. Provides trainings for formators who will assist in conducting holistic formation
programs in view of updating youth ministry in their respective vicariate or parishes.
5. In connection with its formation function, it conducts the following programs
according to existing modules: (See Appendix D: Tabin; Youth Serving Youth)
6. Serving as secretariat for the Youth Arm of the Archdiocese, it establishes linkages
with ecclesial bodies, NGOs, GOs (local and national) and ensure the necessary
exchange of information.
7. Coordinates/collaborates programs and projects in line with Archdiocesan Pastoral
Plan and with the other Arch/Diocesan Youth Ministries and the like.
8. Promotes harmonious relationship among youth and youth ministers of the
Archdiocese.
9. Initiates fund raising programs for the Archdiocesan Youth Ministry upon the
approval of the Archbishop.

The Fiscal year of the Archdiocesan Youth Ministry shall start on the first Sunday after every
Archdiocesan Youth Day celebration.

 10. Other functions given by the Archbishop.

C. COMPOSITION AND TASKS

1. Archbishop serves as chairman.

2. Archdiocesan Youth Director (AYD)

a. Adviser and resource person of the Archdiocesan Youth Ministry.
b. Facilitates with the Archdiocesan Youth Coordinator the coordination, implementation
and monitoring of the Archdiocesan Youth Ministry’s goals, programs and activities.
c. Accountable for all Archdiocesan Youth programs and activities, he assures that the
Archdiocesan Youth Ministry is in line with Archdiocesan Pastoral Plan.
d. Links with the Bishop and the Clergy, especially the Vicariate Youth Directors, Parish
Youth Directors and other ministries.
e. Initiates Fund Sourcing for the Archdiocesan Youth Ministry.
f. Convenes Archdiocesan Youth Meetings in consultation with the Archbishop.
g. Represents the Archdiocesan Youth Ministry in the regional or sub-regional gathering.
h. Supports the youth morally, spiritually and financially if needed.
i. Presides the Archdiocesan Youth Council Meeting with the assistant of AYC.

3. Archdiocesan Youth Executive Secretary/Formator

a. On-call youth formator (includes inviting competent speakers/facilitators) for parish-
initiated youth formation programs especially on TABIN: Youth Serving Youth
Formation Courses
b. Link to the different ministries of the Archdiocese for the formation programs of the
young people
c. Spearheads the implementation of the Parish Youth Ministry and its structure of the
starting pastoral stations, chaplaincies and parishes of the archdiocese with the assistance
of AYC and VYC.
d. Part of the Archdiocesan Youth Council in terms of decision-making
e. Supports the youth morally and spiritually.

4. Archdiocesan Youth Coordinator (AYC)

a. Initiates, coordinates, implements and monitors all the Archdiocesan Youth Ministry’s
programs and activities.
b. Facilitates linkages and coordinates with the Vicariate Youth Council and the Parish
Youth Council of the Archdiocese.
c. Assists the Archdiocesan Youth Executive Secretary in conducting formative and
educational activities/programs of the youth ministry in the parishes.
d. Serves as moderator in the Archdiocesan Youth Ministry Meetings/Convention.

 e. Serves as Secretariat to the Archdiocesan Committee on Youth Ministry and manages
the Archdiocesan Youth Office.
f. Links with the different Arch/Diocesan Councils and the like.
g. Promotes harmonious relationship among the youth ministers in the Archdiocese.
h. Represents the Archdiocesan Youth Ministry to the regional or sub-regional
gatherings.

5. Archdiocesan Youth Leader (AYL)

a. Links the Youth in the Parishes with the Archdiocesan Youth Ministry.
b. Assists the Archdiocesan Youth Coordinator in facilitating the coordination of the
Parish Youth Ministry within the Archdiocese.
c. Assists in the formational and educational programs of the Youth Ministry.
d. Represents the Archdiocesan Youth Ministry to the regional or sub-regional
gatherings.
e. Promotes harmonious relationship among the Youth Leaders in the Archdiocese.

6. Archdiocesan Youth Secretary (AYS)

a. Heads the documentation team.
b. Keeps custody of all records of the Ministry.
c. Prepares and keeps the minutes of the meetings of the Archdiocesan Youth Ministry.
d. Sends communications, notices or reminders to the Members of the AYM and AYC
concerning meetings, assemblies and the like.
e. Supervises the operation of the Social Communication Desk
f. Conducts and produces evaluation reports and results in all activities and programs.

7. Archdiocesan Youth Social Communications Desk

a. Promotes AYM activities using the internet, TV, radio and print.
b. Initiates online evangelization
c. Covers AYM activities by writing articles, taking pictures and videos.
d. Administers the day to day activities of AYM online sites.
e. Serves as AYM creative-media groups that include layout, producing AVP
f. Coordinates with the Social Communication Ministry for training and enhancement
programs

8. Archdiocesan Youth Treasurer (AYT)

a. Keeps custody of funds and inventory of the assets of the Ministry.
b. Conducts a quarterly inventory of assets of the ministry
c. Keeps complete record of receipts, disbursements and similar and transactions
d. Renders a written financial report at the end of each quarter or upon request of any
Member of the AYM.
e. Initiates Fund Sourcing for the Ministry.

 f. Budgets and markets all the materials needed for the AYM programs and activities.

9. Archdiocesan Youth Auditor (AYAu)

a. Checks all the financial records and statements of the treasurer
b. Gives the value of assets to assess the value of assets.
c. Helps the treasurer in some of the tasks
d. Liquidates all the finances for transparency

10. Vicariate Youth Director (VYD)

a. Serves as the spiritual director and adviser of one commission of the youth.
b. Facilitates with the members of the Vicariate Youth Ministry coordination,
implementation and monitoring of the Archdiocesan Youth Ministry’s programs and
activities in the Vicariate
c. Convenes and presides Vicariate Youth Ministry Meetings
d. Initiates Fund Raising for the Vicariate Youth Ministry.
e. Assures that the Vicariate Youth Ministry is in line with the Archdiocesan Youth
Ministry Directory
f. Represents the Vicariate Youth Ministry to the Archdiocesan Youth Ministry.
g. Supports the Youth in the Vicariate morally, spiritually and financially if needed
h. Links with the Vicariate Ministries and Parish Youth Directors.

Vicariate Youth Coordinator (VYC)

a. Youth Representative of the Vicariate to the Archdiocesan Youth Council
b. Initiates and coordinates all Archdiocesan and Vicariate activities and programs in the
Vicariate
c. Serves as Moderator on the Vicariate Youth Ministry gatherings/meetings.
d. Assists in the Formational and Educational Programs of the Ministry.
e. Facilitates linkages and coordination with the Parish Youth Ministry and other youth
ministries in the vicariate.
f. Promotes harmonious relationship among Youth and Youth Ministers in the Vicariate.
g. Heads one of the Archdiocesan Youth Commissions.

11. Archdiocesan Youth Divine Worship Head

a. Organizes and coordinates spiritual, liturgical services or activities for the Ministry
(e.g. Youth Mass, Taize Prayer).
b. Coordinates with and represents the AYM in the Worship Commission of the
archdiocese.
c. Provides an opportunity for the members to encounter God in every prayer and
liturgical celebrations.
d. Prepares liturgy for AYM programs and activities.
e. Coordinates with the Archdiocesan Praise and Worship Band

 f. Coordinates with Archdiocesan Liturgists.

12. Archdiocesan Youth Faith Formation Head

a. Organizes trainings/seminars/formation programs that will make the young more
effective evangelizers and catechists especially to their fellow young.
b. Develops and conducts formation programs in response to the identified needs of the
youth.
c. Arranges the year-round schedule of Formation Programs of the parish in
coordination with the Vicariate Formation Team.
d. Links and Coordinates with Archdiocesan Biblical and Catechetical Ministry.
13. Archdiocesan Youth Fellowship and Animation Head
a. Organizes activities that can enhance the talents and skills of the young (cultural,
sports fest, concert, and other recreational activities).
b. Establishes network and linkages with non-governmental cultural entities and other
socio-cultural groups to a more holistic human-formation programs.
c. Spearheads the AYM in any Social/Cultural activities and programs.
d. Designs team/community-building activities and programs

14. Archdiocesan Youth Social Engagement Head

a. Arranges social action and community outreach programs for the youth ministry.
b. Spearheads the Archdiocesan Youth Ministry in any Socio-Political activities, project
and programs in the Archdiocese (e.g. PPCRV)
c. Coordinates with and represent the AYM in the Social Services Commissions.
d. Utilizes the media especially the internet through the Social Communications of
AYM to provide social awareness to the young.
e. Leads in promoting social advocacy programs for archdiocese
f. Facilitates linkages and coordinates with the Commission on Social Services of the
archdiocese.

15. Federation of Youth Organizations and Movements (FYOM) Director

a. Represents the different FYOM in the Archdiocese to the Archdiocesan Youth
Council.
b. Gives spiritual and moral guidance to the different FYOM, heads and leaders.

16. Federation of Youth Organizations and Movements (FYOM) Coordinator

a. Represents the different FYOM and in the Archdiocese to the Archdiocesan Youth
Council.
b. Link of the AYM to different FYOM in exchange of and collaboration in the
programs and activities.

D. PARTICULARS

1. Organizational Structure (please see the chart on page ____)

2. Service Meetings

a. Regular Meeting. The Archdiocesan Youth Council Meeting will be held every
first Friday evening of the month on a time and place duly coordinated by the
Archdiocesan Youth Coordinator. The venue will rotate in every vicariate.

The date may be subject to change if needed which will be duly communicated by
the Archdiocesan Youth Coordinator.

b. Special Meetings. Any number according to special need to be called by the

Archdiocesan Youth Director or Archdiocesan Youth Coordinator in coordination
with the Archbishop, on a date, time and place duly communicated by the
Archdiocesan Youth Coordinator.

SELECTION OF THE MEMBERSOF THE

ARCHDIOCESAN YOUTH COUNCIL

A. QUALIFICATIONS

 between 21-39 years old, single

 must have experienced to be a Parish Youth Coordinator for at least 2 years
 must have undergone Youth Encounter (Virac Model) and Unang Hakbang
 participating catholic of good moral character
 must be a bonafide resident of the archdiocese or assigned to the archdiocese by
his/her respective youth organization or movement

  active youth minister of his/her parish community
 with good and mature leadership qualities

B. SELECTION AND APPOINTMENT

The Archdiocesan Youth Director, Executive Secretary, and Archdiocesan Youth

Organization and Movements Directors are appointed by the Archbishop. The Vicariate
Youth Directors are appointed by their respective Vicariate Council.

The Archdiocesan Youth Coordinator and Leader shall be selected either by nomination or
appointment. In the case of nomination, Parish Youth Coordinators and Leaders together
with the lay members of the Archdiocesan Youth Council will convene to select top 5
nominees for the position. This will be done by secret balloting. The top five names that will
come out will be the official nominees for both the position.

The five names will be forwarded to the Archbishop, and the Archbishop together with his
Council with the aid of the Archdiocesan Youth Director and Executive Secretary shall
appoint the Archdiocesan Youth Coordinator and Leader respectively.

The other lay members of the AYC shall be appointed by the Archdiocesan Youth Director
and Executive Secretary thru the aid of the existing AYC members except for the Vicariate
Youth Coordinators/Commission Heads shall be nominated and appointed using the vicarial
process (in the same manner and spirit on the nomination and selection of the Archdiocesan
Youth Coordinator translated to the context of a vicariate).

 TERM, VACANCY AND SUCESSION OF THE MEMBERS OF THE
ARCHDIOCESAN YOUTH COUNCIL

A. TERM

The youth members of the Archdiocesan Youth Council shall serve for two (2) years
upon appointment.

At the end of their term, the Archbishop and the Archdiocesan Youth Director may
extend their term for another two (2) years for the Coordinator and Leader, and other
Council members respectively.

The Coordinator shall not exceed three (3) terms. The other Council lay members
shall not exceed three (3) terms in the same position. For the Vicariate Coordinators,
they shall not exceed three (3) terms.

B. VACANCY

A position among the lay members of the Archdiocesan Youth Council shall be declared
vacant by the Archdiocesan Youth Director upon any following grounds:

a. Resignation
b. Marriage
c. Incapacity to perform his/her duties5
d. Moral grounds

C. SUCCESSION

If the position is declared vacant be that of the Archdiocesan Youth Coordinator, the
Archdiocesan Youth Leader may assume the vacancy, upon the discretion of the
Archdiocesan Youth Director and shall serve the unexpired period of remaining term.

If what has been declared vacant is any other position the Archdiocesan Youth
Coordinator in consultation with the Archdiocesan Youth Director shall appoint a
competent person provided the qualifications set forth under these guidelines are
complied with. The appointee shall serve the unexpired period of the remaining term.

A council member shall be declared as incapacitated when he is absent for two consecutive
months in any Council meetings, gatherings, programs and activities without any communication and/or
valid excuse or is away from the archdiocese that he/she cannot perform anymore his/her duties.

D. TRANSITORY PROVISION

The incumbent officer(s) of the Archdiocesan Youth Council Members shall serve as
such until installation of the new (set of) officer(s), that is, after the completion of the
above-stated term of tenure.

In consonance with the objectives and guidelines set by the Archdiocesan Youth
Ministry, the tenure of lay members of the AYC is not co-terminus with the
Archdiocesan Youth Director’s tenure of assignment.

 VICARIATE YOUTH MINISTRY (VYM)

The Vicariate Youth Ministry is acknowledged as an essential part and aid of the Archdiocesan
Youth Ministry to reach out all its programs and activities to more young people, down to the
different parishes of the archdiocese and the counterparts.

The Vicariate Youth Ministry, therefore, must share the same vision-mission of the
Archdiocesan Youth Ministry. All its programs and activities must be in line with the
fulfillments of the AYM’s vision-mission. (See page ___ for the Vision-Mission statement)

The Vicariate Youth Ministry shall be headed by the Vicariate Youth Council (VYC). The
Organizational Structure is patterned to that of the Archdiocesan Youth Council but unlike the
AYC, there is no Executive Secretary and Federation of Youth Organizations and Movement.
Each members of the Vicariate Youth Council share the same tasks of their equivalent
Archdiocesan Youth Council member. (See page __ for the tasks of the Archdiocesan Youth
Council.)

Therefore, The Vicariate Youth Ministry shall be headed by a 10-member-core-team, plus the
Vicariate Youth Director. It shall be composed by the Vicariate Youth Coordinator, Vicariate
Youth Leader, Vicariate Youth Secretary , Vicariate Youth Finance Officer, Youth Auditor,
Social Communications Desk Head and Heads of the Four Youth Commissions namely:

(1) Faith Formation

(2) Divine Worship

(3) Fellowship and Animation, and

(4) Social Engagement.

SPECIAL DESK

Social Communications Desk under the office of the Vicariate Youth Secretary is also required
to respond to the present situation of the young in relation to the Social Media. Social
Communications Desk must be headed by one person (it could be the Secretary or other persons,
depending on the availability of human resources). Social Communications Desk will be
automatically members of the Archdiocesan Heads for Social Communications Desk. Soc Comm
is included in the decision-making body of the Council.

 SELECTION, TERM, VACANCY AND SUCESSION
OF THE MEMBERS OF THE
VICARIATE YOUTH COUNCIL

Selection, Term, Vacancy and Succession of the members of the Vicariate Youth Council shall
be that of the Archdiocesan Youth Council, translated in the context of a vicariate. (See page 16
for Selection, Term, Vacancy and Succession of the members of the Archdiocesan Youth
Council.)

 PARISH YOUTH MINISTRY (PYM)
A. VISION AND MISSION

Each existing Parish Youth Ministry must share with the same vision and mission of the
Archdiocesan Youth Ministry which is in line with the Archdiocesan Pastoral Plan. (See
page ___ for the Vision-Mission Statement of the AYM)

B. GENERAL FUNCTIONS

The Parish Youth Ministry shall:

1. Serve as the coordinating body of all youth members of mandated organizations and
other groups and movements in the Parish.

2. Consult the youth in order to identify their needs; initiate, plan and implement
relevant programs in line with the vision-mission of the youth ministry.

3. Form and inform the youth in the parish in order to prepare them to become leaders in
their own communities in such way that they become witnesses of Christ and
evangelizers to their fellow youth.

4. Spearhead the program formulation and the implementation of general assemblies,

planning sessions, teambuilding activities etc.

5. Serve as an effective link of the youth in the Parish to the Youth in the vicariate and
the archdiocese.

C. COMPOSITION

1. MEMBERS

The Parish Youth Ministry is composed of all youth members of mandated

organizations, other groups or movements in the Parish, and individual youth in
the different youth settings in the parish within the age of 13 to 39.

Every member is required to undertake the Youth Encounter (Y.E.) as his/her

organizational and formational introduction to the Ministry.

2. ORGANIZATIONAL STRUCTURE

The Parish Youth Ministry shall be headed by a 10-member-core-team (if there

are no existing mandated youth organizations and movements in the parish), plus
the Parish Youth Director which shall be called Parish Youth Council. It shall be

 composed by the Parish Youth Coordinator, Parish Youth Leader, Parish Youth
Secretary, Parish Youth Finance Officer , Youth Auditor, Social Communications
Desk Head and Heads of the Four Youth Commissions namely:

(1) Faith Formation

(2) Divine Worship

(3) Fellowship & Animation, and

(4) Social Engagement

One representative from all the mandated parish liturgical youth organizations
(such as Youth Choir, Knights of the Altar, Lectors and Commentators) and one
representative from other mandated youth groups and movements if there are any (such
as Youth for Christ, Charismatic Movements, Campus Ministry) complete the list of the
composition. Their inclusion is to ensure the proper coordination, collaboration and
acknowledgment of these youth groups, organizations and movements in the parish and
its youth ministry.

3. TASKS

The tasks shall follow that of the Archdiocesan Youth Council, translated in the context
of the parish. See page for the tasks of the Archdiocesan Youth Council.

4. MEETING

The Parish Youth Council must have a regular meeting at least once a month, preferably
Saturday or Sunday. Special meetings must be called for special and/or urgent matters
that must be coordinated by the Parish Coordinator with the approval of the Parish Youth
Director.
SELECTION OF THE MEMBERS OF THE
PARISH YOUTH COUNCIL (PYC)

A. QUALIFICATIONS

 between 18-39 years old, single

 an active youth minister of his/her parish community for at least one (1) year
 must have undergone Youth Encounter (Virac Model)
 participating catholic of good moral character
 preferably a resident of the parish6

council. However, localization of the youth minister to the parish where he/she resides is highly encouraged.

B. SELECTION AND APPOINTMENT

The Parish Youth Coordinator and Leader shall be selected both by nomination and
appointment. The Barangay Youth Coordinators and Leaders, Leaders from Mandated
Youth Organizations and Movements together with the existing lay members of the Parish
Youth Council will convene to select top 5 nominees for the position. This will be done by
secret balloting. The top five names that will come out will be the official nominees for both
the position.

The five names will be forwarded to the Parish Youth Director in consultation with the
Parish Priest/Team Moderator shall appoint the Coordinator and Leader respectively.

The other lay members of the PYC shall be appointed by the Parish Youth Director and thru
the aid of the existing Coordinator and Leader.

TERM, VACANCY AND SUCESSION OF THE MEMBERS OF THE

PARISH YOUTH COUNCIL

A. TERM

The youth members of the Parish Youth Council shall serve for two (2) years upon
appointment.

At the end of their term, the Parish Youth Director may extend their term for another
two (2) years.

The Coordinator shall not exceed three (3) terms and after the maximization of term
his/her term shall not assume any position in the Council but can act as an adviser.
The other Council lay members shall not exceed three (3) terms in the same position.

B. VACANCY

A position among the lay members of the Parish Youth Council shall be declared vacant
by the Parish Youth Director upon any following grounds:

e. Resignation
f. Marriage
g. Incapacity to perform his/her duties

 h. Moral grounds

C. SUCCESSION

If the position is declared vacant be that of the Parish Youth Coordinator, the Parish
Youth Leader may assume the vacancy, upon the discretion of the Parish Youth Director
and shall serve the unexpired period of remaining term.

If what has been declared vacant is any other position the Parish Youth Coordinator in
consultation with the Parish Youth Director shall appoint a competent person provided
the qualifications set forth under these guidelines are complied with. The appointee shall
serve the unexpired period of the remaining term.

D. TRANSITORY PROVISION

The incumbent officers of the Parish Youth Council Members shall serve as such until
installation of the new set of officers which shall be determined by the Parish Youth
Director, that is, after the completion of the above-stated term of tenure.

In consonance with the objectives and guidelines set by the Archdiocesan Youth
Ministry, the tenure of lay members of the PYC is not co-terminus with the Parish Youth
Director’s tenure of assignment.

ALTERATION

Any immediate/urgent alteration of any statement in this document must be first proposed and
approved by the incumbent Archdiocesan Youth Council with the consultation to the original
drafters.

REVISION

The drafters of this Master Plan proposes that this WHOLE document be revisited and revised if
needed on the year 2021 by the incumbent Archdiocesan Youth Council, evaluating its relevance
and fruits to the young people whom this document is committedly and lovingly written for and
dedicated.

OVERVIEW
VISION
The “Tabin: Youth Serving Youth” as a 3-year Main Formation Program Track
and umbrella for all the continuous fundamental modules of the Archdiocesan Youth
Ministry envisions the youth in the whole Archdiocese to become Christ-centered,
animated by their personal and holistic giftedness and effective Filipino Catholic Young
Leaders for the social transformation.
MISSION
1. To help strengthen the young people’s spirituality and relationship with Christ
2. To facilitate in discovering and molding the talents and skills of young people in order for them
to become effective and efficient young servant-leaders in their respective Vicariates, Parishes,
Chapels, Zones, and Organizations.
3. To develop the young people’s leadership capabilities and values that lead to establishing
linkages and engaging in into various activities in their society especially within the parish
community.

“TABIN: Youth Serving Youth” BACKGROUND

The “TABIN: YOUTH SERVING YOUTH” is a ladderized Formation Program of
AYM that focuses on transforming the young people in the Archdiocese to become God-centered
leaders in order to contribute to welfare of the society. The members and formators of “TABIN:
Youth Serving Youth” are equipped with facilitating and leadership skills needed for helping the
youth to grow personally and socially. This Branch, “TABIN: Youth Serving Youth”, of AYM
continues Christ’s Mission through conducting series of fundamental scripture-based activities,
basic catechesis, creative fellowships and team building activities to the single young people
aging 13-39 years old.

Youth” training for all aspiring to become facilitators in order to expand the servant youth leaders who
are serving the Youth Ministry.

THE LOGO AND THE GOALS: The Church – symbolizes the vision of our Mother Church that finds its synthesis
in so called preferential option for the young. As the Church recognizes God’s love
for the youth and the confidence she has put in them. Its yellow and orange gradient
signifies its warmth to receive the youth. The cross that forms letter “T” means
Tabin, our sole guide, goal, source and summit for this journey!

The Way – depicts a long journey. As the KA-LAKBAY envisions that youth
ministry must be a journey involving God, the youth and the rest of the basic
ecclesial community. This journey is growth enabling process. S means “Serving”

The Young People – signify the 2 disciples walking with Jesus on the road to
Emmaus, who went back to Jerusalem after encountering their master. The gestures
signify their openness and readiness to receive God’s love through the Church. Y
means “Youth”

ARCHDIOCESAN YOUTH DAY (AYD)

Archdiocesan Youth Day is the coming together of young people from the different parishes of
the Archdiocese of Lingayen-Dagupan for reception, recollection and renewal, recreation, and
re-commissioning. Premised in the Word of God as its theme, this encounter enables the young

people to gather in formation programs and path their future spiritual lives. At the same time the
gathering provides them the opportunity to interact, create friendship, share their own culture
and heritage, discuss issues that concern them and the rest of the society, and identify solutions
that could affect changes. Usually, AYD is a four-day experience of being Church-praying,
celebrating, caring, serving and witnessing. It serves as a culminating activity of AYM’s annual
calendar. Therefore, a celebration of the fruit of Youth Ministry.

MARIAN YOUTH VIGIL

It is an annual youth gathering hosted by a parish/school to honor the Blessed Virgin Mary on
her Nativity. It includes the celebration of the Eucharist, Catechesis, and Fellowship Night that
aims to imbibe in the young Christian Values with Mary as their model. It usually happens on
September 7 until the dawn of September 8.

CHRIST THE KING YOUTH CAMP

This is an annual camp that coincides with the celebration of Christ the King. It is usually a 2-
day archdiocesan or vicarial celebration hosted by a parish that aims to make Christ the center
of every young person’s life.

ARCHDIOCESAN YOUTH MINISTERS ASSEMBLY (AYMA)

AYMA is a biennial assembly that aims to deepen the commitment of youth ministers into their
service to the young and the Church by providing spiritual/practical formative sessions, prayers centered
on the Eucharist, faith sharing and fellowship, and bring them closer to Christ. It also aims develop in
them Christian leadership skills to be more effective youth ministers.

UNANG HAKBANG (Ka-Lakbay Formation Program for Youth Ministers)

A 3-full-day formation program for youth ministers. It aids the youth minister in understanding and
appreciating Ka-Lakbay: Directory for Catholic Youth Ministry in the Philippine.

YOUTH ENCOUNTER-FACILITATORS SEMINAR-WORKSHOP (YE-FSW)

A 4-day growth experience in concepts attitudes and skills for Y.E. Facilitators.
