1. Purpose

The purpose of this procedure is to ensure a seamless flow of reporting lines

amongst the various personnel and work groups that make up the entire team
working at the FSO UNITY worksite.

2. Scope
This procedure applies to FSO UNITY FRESH WATER TANK PAINTING
maintenance painting works only.

4. Responsibility for Preparation and Control

HARRYBEAT Project management team shall be responsible for initiating the
preparation of this procedure and any subsequent revisions

5. Responsibility for Application

5.1 Project Manager

 Reports to the General Manager

 Have the overall responsibility and accountability for the implementation of
project Quality Plan
 Interface with TEPNG Project Management team (PMT) on a regular basis
on project matters and to ensure that HISL project organization is meeting
TEPNG Quality requirements.
 Have the overall accountability for the Quality of the work produced by
HISL, its sub-contractors and suppliers

 Ensure that tools, processes and resources are provided to the HISL
project organization to implement the Project Quality Plan in an efficient
and effective manner
 Ensure that HISL and subcontractors effectively implement an approved
craft personnel selection, training, and perform qualification program prior
to assigning craft personnel to perform work tasks that could affect project
Quality.
 Active and visible participation in the execution of Project Quality Plan and
continuous improvement process/ initiative on the project

5.2 QA/QC Manager

 Reports to the General Manager

 Manages, supervises and directs the HISL QA/QC Group
 Empowered by the GM with operational freedom and authority to manage
Quality issues and their resolution, oversees the management of Quality
on a project wide basis issue stop work notices as required to correct
nonconformance and other deficiencies and to initiate corrective/
preventive actions as required to achieve project Quality objectives
 Primary interface with TEPNG QA/QC group on project Quality matters,
issues and concerns
 Attend HISL and TEPNG project meetings as required as the TEPNG
Quality Representative
 Primary responsibility for the development and administration of HISL
Quality Plan, QA/QC procedures and Inspection and Test Plan
 Coordinate the preparation, review and approval of required project
vendor data sheets/ book
 Coordinates and actively participates in identification, trending, resolution
and reporting of Quality issues identified on the project
 Monitors, assesses and reports HISL Quality performance data to top
management
 Ensure that appropriate and timely corrective and preventive actions are
taken on deficient work or unacceptable trends
 Ensure periodic audit is achieved as may be required within the scope of
this project

5.3 QA/QC Engineer/ Lead

 Reports to the QA/QC Manager

 Coordinate and supervise the activities of all QA/QC inspectors
 Provides Support to QA/QC Manager with the development of Project
Quality Plan and inspection and test Plans, Procedures and other required
QA/QC documents
 Provides support to QA/QC Manager with the review and
assessment of contractor, subcontractor and suppliers QA/QC programs,
plans, procedure, QA/QC personnel qualifications, test reports and other
data
 Provides support to QA/QC Manager and HISL, subcontractor and
supplier, Quality performance data for use in assessing and reporting
project Quality performance
 Monitor and provide guidance to inspectors, to perform QA/QC activities

5.3.1 Painting Inspectors

 Reports to QA/QC Engineer/ Lead

 Interface with TEPNG painting inspectors as required on Quality matters,
issues and concerns
 Performs and documents the inspection and testing of project material
receipt, activities in accordance with approved Inspection and Test Plan
(ITP) and associated QC procedures and check lists
 Monitor HSL and subcontractor personnel to ensure that only skilled,
experienced and qualified personnel are being utilized to perform the work
 Maintain an active and visible presence on-site at all times. Monitor work
on an in-process basis as much as practical for the early identification and
resolutions of deficiencies and concerns to prevent or minimize rework or
repair
 Identifies, documents, reports and assists with the closure verification of
non- conformance and other deficiencies during project material receipt,
activities
 Supports and/ or initiates any required HISL inspection, testing and punch
listing and closure of any deficient or outstanding items identified during
project life
 Assist in the preparation, review and completion of Job QA/QC closeout
books and other related project closure documentation required by the
company

5.3.2 Project Engineer

 Report to Project Manager

 Liaises with client representatives
 To coordinate, monitor and expedite design and detailed engineering
activities of the project
 Collecting data and review of basic engineering done by company
 Verification of Request for Quotation etc. checked by discipline engineers
 Verification/ Checking of vendor documents
 Submission and obtain approval of detailed engineering documents and
vendor documents from client

5.3.3 Procurement Manager

 Reports to Project Manager

 Liaises with Project management team, Engineering manager, client,
vendors, subcontractors, Nigerian customs, Port authorities etc
 Directs Procurement and material logistics teams
 To obtain quotations from approved vendors
 Interaction and follow up with engineering dept regarding evaluation of
technical offers
 Obtain clarifications from vendors based on comments from engineering
dept.
 Obtain and evaluation of commercial offers from vendors
 Negotiation of price, delivery and other terms and conditions
 Placing purchase orders
 Monitoring and expediting supplies (drawing, documents and products)
 Customs clearance at port and delivery of materials at HARRYBEAT yard

5.3.4 Blasting and Painting Supervisor

 Reports to Project Manager

 Liaises with Project Management team, Engineering team and client
 Directs entire offshore project teams
 Responsible for all blasting, painting and scaffolding activities offshore
 Mobilization of all resources like equipment, tools, personnel, machinery,
consumables, office facilities etc. required for offshore painting activity
 Execution of works within the schedule
 Carryout the works within the cost

7. Activities to be Performed

7.1 PROJECT SUPERVISION PROCEDURE

The Project Engineer shall be responsible for the day to day activities of the site. He
shall report to the Project manager. There shall be a pre-work activity meeting of
unit heads relevant to the job to be carried out on one hand and with client rep
(TEPNG Scaffold, Paint Supervisor/Inspector as the case may be) on the other.
Unit heads here shall refer to HSE Coordinator, Scaffold supervisor, Painting
supervisor & Painting Inspector.

7.1.1 Project Supervision Sequence.

1. Work area shall be identified, inspected and agreed by all parties

2. All necessary comments and peculiarities shall be made by all parties-

TEPNG Painting supervisor & Inspector; HARRYBEAT Project Engineer,
Painting supervisor, painting inspector, Scaffold Inspector (as the case
may be)

3. Take pictures of area to be worked on

4. Obtain necessary PTW

5. HARRYBEAT paint supervisor shall disseminate decisions reached to his

work crew.

6. He shall ensure that his team of containment crew, blasters and spray
painters understand the scope of work for that day and follow instructions
to the later.

7. TEPNG representative confirms containment is ok

8. Blasting of area

9. TEPNG Painting Inspector to confirm blasted surface is ok for priming

10. Priming of blasted surface to TEPNG specification.

11. TEPNG paint inspector to confirm primed surface meet specification.

12. Application of other coats (2nd and 3rd) shall follow after curing period with
consultations of the paint inspector

13. HARRYBEAT painting inspector shall work closely with his painting
supervisor counterpart ensuring that client procedures are being followed.

14. Where there is any technical issue arising from scaffolding, blasting and
painting, the contractor project engineer shall immediately be notified by
the unit head concerned.

15. HARRYBEAT project engineer or Project manager shall liaise with TEPNG
Representative to resolve any technical issue immediately.

16. Where a technical issue becomes unresolved, the TEPNG Project

Engineer shall be the final arbiter.
