There has been a case of bullying in the Sr. Boys Hostel of MNSS, Rai. Varuna House students
of class 11th bullied the students of 9th class in such a way that the students of class 9 th had to go
to infirmary as stated by the students and parents. Students were examined at the infirmary.
Doctors OPD slip is attached herewith.
A committee of 3 members namely Mr. Jitendra Singh, Mr. V.K. Dahiya and Mr. V.S.
Shekhawat was constituted for findings the facts. Committee called the parents of students of
class 9th & 11th along with the students. Statements of the students and their parents are taken
where are attached.
Findings of the committee :
1. A case of bullying took place in Varuna House.
2. Students of class 11th bet the students of class 9th.
3. Students (victims) who were complaining about senior students are now a days saying that
nothing has happened and they got injuries in their ankles due to rigorous physical training
during games.
4. Neither the students nor the parents of class 11 th are accepting that their wards are indulged in
bullying.
5. Parents of class 9th want to take their complaints back already lodged and they want no action
against the students of class 11th. It seems that the parents of class 9 th are doing so under some
pressure.
The committee is of the opinion that in the interest of the students and the institution the
students of class 11th may please be shifted from A block to C block. Housemasters may please
be asked to give their opinion on this issue.

When I met Mr. Vijayan Bala he was a great leader. He inspired me to raise
my bar everyday. My association with him started two decades ago. Early in
my career, he was the First and the best principal I worked with. I was just a
beginner and he was an expert in the subject that I was supposed to teach. He
had been a veteran in teaching profession, after having taught in best of the
schools in the country. He was so observant that while interviewing me he
could assess my strength and weakness in the subject. His constant effort was
to ensure that I was teaching the students to the best of my ability if not, he
would empower and encourage me to learn and be a good facilitator for the
students. Many a time he would observe my errors and strive to fix them
without offending me. After a long experience in teaching if I meet him now
he will have something new to teach me. Back then he was a very punctual
Principal and provided a good leadership and vision to the school. He was
firm and strict whenever a rule had to be enforced. He was a disciplinarian
who not only inspired me but was a role model for many students and
teachers. He took a keen interest in organizing literary activities so as to make
the students creative, confident and competent enough to face the world. He
would ensure that maximum students get a platform for public speaking. He
had been a commentator in some international cricket matches. His avid
interest in sports was an added advantage for the students. He would motivate
the students to perform well in sports as well. I was fortunate to be working
under his able guidance. He has scripted a legacy in the hearts of many by
motivating them. He would see the talent and ability within a person and help
bring out the best in him. Sir, I extend greetings on your 70th Birthday. May
you continue to touch lives. Thanks a Ton.

Subject: Request for counting of past service and keeping my name in old pension
scheme.
I appeared in interview on 3rd Sep. 2002 for Sainik School Nagrota, Jammu &
Kashmir ( Annexure – 1 ) for the post of Assistant Master (TGT) Geography and I
received an appointment letter dated 17th Sep. 2002 ( Annexure – 2 ) and finally
joined Sainik School Nagrota ( J&K ) on 11th Nov. 2002 ( Annexure – 3 ) and
worked till 1 April 2007 and I was given old pension system in Sainik School
Nagrota ( J&K ) and also mentioned in employment Advertisement in the
Employment news dated 20-26 July 2002 ( Annexure – 4 ) and also have GPF
account number 309-361 ( Annexure – 5 & 6 ).
A circular/letter No. 28/30/2004-P&PW (B) dated 11 th June, 2020 has been issued
by the ministry of personnel, Public Grievances and Pension Dept. of pension and
pensioners welfare mentioning that it has been decided that those employees who
joined Central Government/Central Autonomous body under NPS during 1.1.2004
to 28.10.2009 after submitting technical resignation from Central Govt./Central
Autonomous Body of a State Government/State Autonomous Body and who
fulfill the conditions for counting of past service in terms of this Department’s
O.M. dated 28.10.2009, may be given an option for induction in old pension
scheme and to get their past service rendered in the Central/State Government or
Central/State Autonomous Body counted for the purpose of pensionary benefits
on their final retirement from the Central Government/Central Autonomous Body,
subject to fulfillment of all other conditions of counting of such past service in
terms of DPAR’s O.M. dated 29.8.1984 read with this Department’s O.M. dated
07.02.1986 as amended from time to time.
