Background:
The USAID awarded URC the five-year BARMM Health Capacity Building Activity in the Philippines (2019- 2024).
This project aims to support BARMM to achieve a self-reliant health system by building commitment and
strengthening the capacity of the government, civil society, and communities to develop, implement, and finance
solutions to improve health in BARMM. Specifically, the project works towards improved health of the Bangsamoro
people by: 1) improved social norms and strengthened healthy behaviors among underserved adolescents, youth,
women and men; 2) fortified quality of family planning and FP related-child health related services; and 3)
bolstered key public health and systems needed to support FP/MCH behaviors and services.
After the signing of the Universal Health Car Internal Rules and Regulations for BARMM and its subsequent
publication, the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Ministry of Health (MOH) and
PhilHealth BARMM need to initiate preliminary steps in the implementation of Universal Healthcare in BARMM.
One key aspect of implementation necessitating through discussion and leveling off among stakeholders is on
Health Financing. Given the unique bureaucratic set-up of BARMM and the varied relationship of Local LGUs with
MILG, there should be a clear Roadmap on the ways forward for the full implementation of Universal Healthcare in
BARMM.
The publication of the UHC IRR in BARMM triggers the creation of a clear Health Financing Roadmap in UHC
Implementation for the Bangsamoro Autonomous Region. The Ministry of Health with support from USAIDs
BARMM Health project will organize high level consultative meeting with PhilHealth to discuss issues on Health
Financing and the policy gaps or conflict between established national guidelines and BARMM unique setup to
understand better the UHC Health Financing in BARMM given that BARMM.
Scope of Work
General Objective:
To facilitate and document the consultative meeting between MOH BARMM and PhilHealth BARMM on Health
Financing Roadmap in UHC Implementation.
Specific Objectives:
1. To review the UHC Act, UHC IRR for BARMM, DBM and DOH issuances on UHC specifically health financing
provisions.
2. Facilitate the discussion and consultation between MOH and PhilHealth.
3. Create a program for the two-day consultation.
4. Document and record key issues and agreed recommendations and strategies.
