FEE PROPOSAL
MECHANICAL & ELECTRICAL

ENGINEERING CONSULTANCY SERVICES
1. SCOPE OF WORK
The Professional services to be rendered by AZAM M&E Consultancy shall includes:
a) Estimate the cost of project.

b) Preparation and checking of related submission drawings and document including all
necessary drawings, and calculation to TNB, Bomba, TM and Majlis Perbandaran
Klang.
c) Correspondence and attending necessary meeting to obtain authority approval.
d) Attending site inspection when required by authority.
e) Preparation of tender document (i.e. Bill of Quantity).
f) Preparation of tender report.
g) Preparation of contract document.
h) Site valuation.
i) Preparation of payment certificate for the contractor.
j) Validation of the variation order.
k) Preparation of the final account.
l) Signing off CCC document and ensure all are in order.
2. PROFESSIONAL FEES
The total professional fees for the basic engineering consultancy services (M&E) shall be a
Lump Sum cost of RM 98,000.00 (excluding of Goods & Sales Tax in accordance to the
Laws of Malaysia).
3. GOVERNMENT SERVICE TAX
6% Government Service Tax of Professional Fees shall be borne by the Employer.
4. SCHEDULE OF PAYMENT
Professional fees shall be paid at the completion of each phase project as per the following
schedule of payment:

5. DISBURSEMENTS
All disbursement occurred in connection with the followings shall be fully reimbursed by the
Employer:
(i) Printing, reproduction and purchase of documents, drawings, maps and records,
outside the provision covered under Scope of Basic Services (Only 1 set will be
provided. If requires more, additional reimbursable will be charge. Refer Appendix I
for reimbursable expenses);
(ii) Advertising of tenders and for site staff;
(iii) The provision of additional professional services;
(iv) Attending for site meetings (once per month), hotel expenses and other similar
disbursements;
(v) Fees and documentation cost paid for securing approval of authorities having
jurisdiction over the project; and
(vi) Expenses for the preparation of presentation material such as photography and other
audiovisual media.
Other reimbursable expenses directly incurred other than as stated above shall be paid at
cost, subject to verification by the Employer, provide always that prior approval for such
expenses has been obtained from the Employer.
6. OTHER SPECIALIST’ SERVICES
The cost, including the government service tax for the following works and services to be
undertaken by specialist shall be borne by the Employer:
a. Relocation/Diversion of Existing M&E Services;

b. Underground Detection Assessment;
c. Traffic Impact Assessment Study;
d. Main Reservoir/Main Suction Tank/Main Pump Room M&E Design;
e. Lighting Simulation.
7. MULTIPLYING FACTOR
The multiplying factor for employment of site staff shall be as follow:
Professional Staff 2.20

Semi Professional 1.80
Non-Professional & Clerical 1.80
8. PAYMENT FOR SUSPENDED OR POSPONED WORKS
Where works are suspended or postponed after the tenders have been called, the fees
payable to the consulting engineers shall be, the preliminary stage, design stage and tender
stage – fees shall be computed on the lowest acceptable tender or that where no acceptable
tender is received the fees shall be computed on the estimated cost made by the consultant
team.

9. PAYMENT FOLLOWING TERMINATION BY THE EMPLOYER
In the event of termination or suspension by the Employer of the works, the Consulting
Engineer shall be paid the following sums (less the amount of payment previously made to
the consulting engineer):
a. a sum deducible from the percentage of work completed up till the time of termination
or suspension;
b. a disruption charge equal to one sixth of difference between the total fees and the
fees for the completed works; and
c. all reimbursement cost up till the time of termination or suspension.
10. PAYMENT FOLLOWING TERMINATION BY THE CONSULTING ENGINEER
In the event of termination by the Consulting Engineer of his professional services, the
Consulting Engineer shall be entitled to be paid the sums specified in the Term of Payment.
