Foreword

Railway Signalling has come a long way from Mechanical Signalling, Electro-
Mechanical Signalling to present day Electronics, Communications and
software based Signalling. Block working is an integrated part of Railway
Signalling and this area is also not untouched with regard to modernisation.
Application of Universal Failsafe Block Interface (UFSBI) in Block Working
has improved the safety of operation and eliminated some inherent problems of
conventional system like generally present noise in the transmission system. Its
user friendly and non-cooperative features make its operation smooth for
operating personnel.

As Block Proving by Axle Counter using UFSBI is being installed at a large

number of stations on Indian Railways, CAMTECH has issued this maintenance
handbook for SSEs/JEs and Signal Maintainers to help them in maintaining the
system. The information given in this handbook is compiled in an easy to
understand steps.

I hope that this handbook will be helpful to Signal personnel of Indian Railways
in enhancing their knowledge. I wish them all the success.

Preface

The Universal Fail Safe Block Interface (UFSBI) has applications in Automatic
Signalling, IBS, Gate and slot transfer to reduce the number of copper
conductors. The UFSBI system acts as a failsafe multiplexer for communicating
the commands from one block panel to other in Block Proving by Axle Counter
(BPAC). It has applications in all types of single line and double line block
instruments. Further improvements like provision of Electronic Logic Block
Module (EBLM) for avoiding use of relays in UFSBI cubicle has also been
done.

CAMTECH has prepared this maintenance handbook for SSEs, JEs and Signal
Maintainers maintaining BPAC system using UFSBI in their section. For quick
reference, Maintenance guidelines, Troubleshooting and Pre-commissioning
check lists for systems of RDSO approved manufacturers have been
incorporated in the maintenance handbook.

Universal Fail Safe Block Interface (UFSBI)
1.1 Introduction
Universal Fail Safe Block Interface (UFSBI) is used as a Block Interface to Conventional
Block Instruments. UFSBI conforms to IRS specification No.S104/2012. It has wide
applications as a 16 I/O Fail-Safe MUX to reduce the dependency on copper conductors.
UFSBI is a 2 out of 3 fail-safe (SIL-4) multiplexer capable of exchanging 16 relay states
simultaneously over each direction between two locations separated by a distance but
connected over Quad -Cable, OFC or Radio.

System description
The UFSBI system acts as multiplexer for communicating the commands from one
block panel to other in a fail safe manner to transfer block instrument signals (DC and
analog FM signals converted to status) to the other end. The communication is in full
duplex mode. The medium of communication is digital channels of Optical fiber,
Copper cable or Microwave radio (Through RS232 Serial Port). The MUX with its
accessories, Interlocking relays and power supply are housed in a cubicle called UFSBI
cubicle. .

Salient features
(a). The equipment is capable of driving safety signalling relays conforming to
specification BRS:930 (Q series relays).
(b). The equipment is capable of working on Quad cable as per TC 30/97 as well as
Voice/Data Channel provided over Optical Fibre. The coding of signal
transmission takes care of types of noise generally encountered in the transmission
system and ensures safety of operation.
(c). Each equipment in the section has a unique address, which can be set through
back-panel jumpers.
(d). The information exchanged between the pair of the interface equipment
contains the source & destination address.

CAMTECH/S/PROJ/2020-21/SP11/1.0 2

(e). Wrongly addressed information packets are promptly rejected by the system and
frequent receipt of such packets is detected as link failure by the system.
(f). The telephone will work on a separate voice channel.
(g). The system works on 24V DC + 20% - 10%.
(h). A push button is provided for resetting UFSBI inside the cubicle on a reset box.
The resetting system is provided with a veeder counter to count the number of reset
action.

Applications of UFSBI
The various applications of UFSBI as approved by RDSO are given below:-

1. As a Fail-safe Signal Interface for the following Block Instruments to work on OFC /
Microwave.

(i). SGE Double Line Block Instrument.

(ii). NEALS Ball Token (NBT) single Line Block Instrument

(iii). DIODO TLBI Single Line Block Instrument

(iv). Token Less Push Button type Block Instrument.

2. As a Fail-safe Mux in Block Proving with Axle Counter (As Per IRS S:105/2012).

3. As a 16 I/O MUX used for relay state transfer in ABS / IBS / Gate / Slot transfer
application to reduce the number of copper conductors.

1.2 Block Proving By Axle Counter (BPAC) using UFSBI

Block Proving with Axle Counter Using UFSBI conforms to specification IRS S: 105/2012.

In this application, the UFSBI is an integral part of the Block Instrument.

The number of UFSBI I/O used for this application is 7.

Salient features
 It is a non-co-operative, user-friendly push button type Block Instrument capable of
providing the last vehicle detection in both single & double line sections.
 The Block Panel provided, offers audio-visual indications for all vital information.
 The interlocking circuits and input/output through Q-series relays provide galvanic
isolation, making the system suitable in both RE & Non- RE sections.

Block Proving By Axle Counter using UFSBI Table of Contents March 2021
CAMTECH/S/PROJ/2020-21/SP11/1.0 3

 The system is media independent i.e. it works on Copper cable, OFC or microwave
without hampering the fail-safety of the operation.
 The system is triple modular redundant which means increase in availability. This
system also holds the final status using latch relays so that during Power supply or any
failure it remains in last operating state.
 The total system (Including UFSBI, Axle Counter and Telephone) can work on Dark
Fibre also. 3 cores (out of 24 Cores) are needed for Single Line and 4 cores for double
line Block operation. Hence it requires no STM or Primary Multiplexers.
 Uses Axle Counter for Block Occupied / Free verification & Last Vehicle Check.

Working principle
 The trains are worked on Absolute Block system.
 Each block section is provided with an Axle Counter to verify the occupation or
clearance of block section and indicated on Block Panel.
 It is not possible to take Last Stop Signal to ‘OFF’ unless “LINE CLEAR” has been
obtained from the station in advance.
 It is not possible to take “LINE CLEAR” unless block section and an adequate
distance beyond first stop signal of station in advance is clear of trains.
 The Last Stop Signal assumes ‘ON’ aspect automatically on entry of train into block
section and retains this ‘ON’ position, till a fresh “LINE CLEAR” is obtained.
 Block section automatically shows “TRAIN ON LINE” on block panel when a train
enters into the block section on “LINE CLEAR”.
 Audio – Visual alarms for Train entry/exit, to/ from block section are provided and
are to be acknowledged.
 “LINE CLOSE” feature is automatic after complete arrival of train.
 “LINE CLEAR” cannot be taken without taking consent of receiving station.
 “LINE CLEAR” cancellation is Co-operative.

(vi) Display and Reset Panel

Functional Description – Display Section
A 16 character alphanumeric display is used to prompt the various alarm conditions with
short mnemonics for easy understanding of the problem. The display part is fitted centrally in
the Display & Reset Panel below the Alarm Extender Module in the subrack and is common
for all the three processors. Normally the display will show “SYSTEM OK”. In case of any
alarm in the system a piezo buzzer is activated to draw the attention of the operating staff.

Block Proving By Axle Counter using UFSBI March 2021

CAMTECH/S/PROJ/2020-21/SP11/1.0 23

Acknowledgement of alarm through “ACKN” key on the display panel stops the buzzer but
the alarm is still displayed on-line as long as it is continued. The display panel also
accommodates the veeder counter for registering external resets. Three green LED indicators
naming A, B, C indicate to which system card display is connected. B y pressing the SYS
key this connectivity can be changed. Being the “RMT” key pressed, pressing the “ACKN”
key the status of the remote end can be viewed when communication link between local end
& remote end is OK. Otherwise “RMT:STAT UNKNOWN” will be displayed.

Figure 9: Display & Reset Panel front view

Functional Description – Reset Section
When initially power is applied to the system,

(1). The count no. of veeder counter will increase by one as soon as the system passes
through Power on Reset.
(2). The system goes through some initial self checking showing ‘SYSTEM CHECK’. If any
of the checks fails system goes to shutdown. Now the system comes to a point where it
looks for control voltage of the output card showing ‘CNTL. VOLT ABSENT’. When
“CNTL VOLT” switch is pressed momentarily, desired voltage gets available, otherwise
system goes to shutdown. Now the system will transit to SSB state, assuming failure of
inter block communication and will display the message “IB RX FAIL”. When the
system at the other end is also powered ON, the local end system will transit to the
normal state after successful reception of at least three interblock communication packets
and will display the message “SYSTEM OK”.

Procedure – Reset Operation

To Reset and bring the BPAC into operation, follow the following steps:-

 Press the “RESET” switch.

 Note that the veeder counter value in the panel increase by one.

 Wait till the UFSBI completes initial self checking showing “SYSTEM CHECK”.

Block Proving By Axle Counter using UFSBI Table of Contents March 2021
CAMTECH/S/PROJ/2020-21/SP11/1.0 24

 If UFSBI detects any fault during initial self checking system will go to
shut down,giving respective alarm.

 Otherwise, at the end of successful self checking, when the display shows
“CNTL VOLTABSENT”, press the “CNTL VOLT” switch.

 If everything is OK, the UFSBI will display “SYSTEM OK”.

2.9 Troubleshooting through Alarm display

A 16 character alphanumeric display is used to prompt the various alarm conditions with
short mnemonics for easy understanding of the problem.
As long as no failure occurs in the system, the display remains “SYSTEM OK”. But if any
failure occurs then the buzzer will start beeping and the summarised alarm will come in the
display in the form “MAJOR: X MINOR: Y”, where X & Y are integers. The operator /
maintainer will then have to press the ACKN switch to see the alarm status. As soon as the
ACKN switch is pressed, the buzzer will stop beeping and the relevant faulty message
information will be displayed

Alarm display during fault conditions

Three LED indicators naming A, B, C indicate to which system module display is connected.
By pressing the SYS switch the connectivity of the display panel to the particular system
module A, B, C can be selected.
Different alarms in the system normally displayed as ‘alpha numeric’ characters in the

CAMTECH/S/PROJ/2020-21/SP11/1.0 47

The sensing of relays is described in the figures below:

Figure 19: Sensing of relays by Input Cards

(b) CPU Card

The UFSBI system works on a 2 out of 3 majority voting logic i.e. if one CPU card or its
corresponding Input cards goes bad then also system can work. CPU – A read the
Inputs through Input Card 1&2, CPU – B read the Inputs through Input Card 3&4 and
CPU – C read the Inputs through Input Card 5&6. Thereafter the system validates
the data by Inter-processor communication, adds CRC code and send this to CC
card for transmission. On the other end after receiving the data from CC card it decodes
it and sends that to Output card to pick up the Output relay.

(c) Control & Communication Card

The CC Card mainly performs two important functions
 It drives health check relays (BIPR1 & BIPR 2) and

 It converts the data provided by the CPU card as per RS 232 protocol and sends it to
the Modem.

The functioning of C P U a n d CC Cards is shown in the figure below:

(e) Modem

VF Modem is provided to convert the serial data as per RS232 to Voice Frequency. The following
Fig shows the front and ba ck view of the Modem. Modem works on 4 wire, Asynchronous,
2400 bps mode. Maximum permitted loss between two modems is 30db.

The functions of all the components are given below:

Counter
It keeps track of the number of Reset operations taking place. The counter is non-resettable
electro-magnetic type.

RESET Button
Sometimes the power-off and power-on sequence may not lead to display "0b” (ready to
press BI- ON button) on all CPUs. In that case press the RESET button so that the CPUs again
resets itself to show “0b” (ready to press BI-ONbutton) on all CPUs.

BI-ON Button
This button is required for starting the system. Whenever all the CPUs display “0b”, it
indicates that it is ready for start. The user has to press this button for starting the system.

BZ-ACK Button: This button is required for acknowledging the buzzer whenever it sounds
due to dropping of “Shut down relays” (BIPR1 & BIPR2).

BI-OK IND.: This indication (green) glows when the UFSBI is in working condition.

BI-FAIL IND.: This indication (red) glows when the Block Interface is in failuremode.

LINK FAIL IND.

This indication (yellow) glows steadily when the modem fails to receive any data from
remote station. In normal working condition, when the modem receives data from
remote station, this indication (yellow) will flicker continuously. Flickering of this
indication does not necessarily means that the UFSBI communication is fully established.
Full establishment of UFSBI communication is only decided by seeing “00” in the CPU
cards and O/P relays are picking up.

POWER-ON-RESET Operation
The following steps are to be performed for carrying out the RESET operation of theUFSBI:
 Turn off the system power.
 Wait for 1 minute.

3.8 Improvements in UFSBI

To improve the system performance and reduce relays in case of Block Proving with axle counter
Electronic Block Logic Module (EBLM) has been introduced.

Avoiding Relay use in the BPAC application with EBLM

 It stands for Electronic Block Logic Module.
 It replaces the Block working logic (earlier done with Q-series relay) using EBLM Card vide
Cl. 3.8.1 of spec. IRS S:105/2012
 Functionality achieved by using 2 x 2oo2 Fail-Safe Digital Electronic Hardware Logic gates
of CPLD.
 Achieves the
functionality of both
Single and Double Line
Logics
 Validated as per
CENELEC SIL-4
standard

Figure 35: Provision of EBLM in UFSBI application

Block Proving By Axle Counter using UFSBI March 2021
CAMTECH/S/PROJ/2020-21/SP11/1.0 63

Advantages
 Reduction of relay contact related failures.
 Reduction in wiring.
 Reduction in maintenance.
 Greater availability with Hot Swap feature for any failed card in 2oo2 x 2
 Enhanced Availability which is only achieved by parallel wiring of relay rack at site thereby
reducing time of installation.

3.9 Maintenance
Preventive maintenance

Power supply: regular check on power supply units such as battery banks, battery charger
and DC-DC converters is mandatory to prevent equipment faults and malfunctioning.

Relays: S pecial care and testing is required for those relays which are to be used after long
storage. No attempt is tobe made to repair a relay. Always new relay should be used.

Maintenance of Communication Link

 Telecom cable is to be protected from injury during other kinds of installation at its
vicinity.
 If disconnection of cable is required, the c able terminal is to be refitted firmly.
 The loss of signal due to defective cable is to be kept under check.
 The display indication “33” indicates link failure. If the modem is found to be O.K, next to
be checked is the telecom c able.

Maintenance of Equipment
 UFSBI unit will automatically trip-off if the Battery supply goes below 19.2V & above
28.8V DC. In case of repeated trip-off, both the DC supply level and the loading are
to be checked. A healthy UFSBI should not draw more than 1.8 Amp DC.
 No attempt of “resetting” is to be made in case of supply impairment or link failure.
 If a faulty UFSBI system is not brought ba ck to normal after “resetting” one must
check:
 If there is any loosely fitted connector or improperly pressed PCB module.
 Connecting leads inserted in Terminal.
 The DC supply levels of the DC-DC converter.
 For specific information on faults, refer “UFSBI Error Code List”.
 Once a fault is found, the user should not attempt repairing at component level. The
impaired module / PCB needs to be replaced by a spare one.

Communication link failures codes of UFSBI

 For this failure the Error cod e would be “33” / “34”
 First check the +12V & -12V power supply from DC-DC converter is present or not.
 Then Check all the physical connection from Modem To OFC Primary Mux/ Quad Cable.
 Put the Loop/ Normal Switch which is placed in the back MODEM to the Loop position and
check if all the CPU’s are showing “06” or not.

Block Proving By Axle Counter using UFSBI March 2021

CAMTECH/S/PROJ/2020-21/SP11/1.0 75

(a). If all the CPU’s are showing “06” then the digital part of Modem and CC card of
UFSBI is OK. Check the communication link for this failure. To check this
communication line first check the Modem TX power which has to be in the range of -
7dB to - 12dB. Then check the receive power at other end. The Loss should not be
more than 30dB in the line.
(b). If the system does not show “06” change the CC Card first and see the result. If this
does not solve the problem change the corresponding Modem.
Please refer Flowchart on page 75 Figure 36

Cards or DC-DC Converter failure of UFSBI

Card failure
For any Hard failure i.e. components/ IC’s failure in Cards the corresponding codes will be shown in
the CPU cards. Power OFF the system then Power On the system again. If it does not solve the
problem change the corresponding card. The main reason of this hard type of failure are Improper
Battery Charger, Battery Charger without Battery bank, Improper earthing, Direct Lightning. So
before inserting a new card ensures these are proper.
This system is 2/3 Active Redundant system so if any one CPU card fails the system can continue to
work without any hindrance in block working operation but Single CPU failure alarm will come to the
SM room so that maintainer can attend the system and rectify the fault, as a preventive measure.

DC-DC converter failure

DC-DC converter used in UFSBI is Dual redundant hot standby type. So any of the module fails
system can work as each module is capable of taking full load of UFSBI on it’s rated voltage. Like
CPU, redundant DC-DC converter failure indication is also extended to the SM’s room.
The Following Cards has to be replaced during the following error codes showing in all the 3 CPUs:
.
Error Code Card To be Replaced

 If these errors are shown in only one CPU change the corresponding CPU card.
 Please note that before changing any of the card perform at least TWO Power-On-Resets to
ensure that card is permanently damaged not a temporary hang.
 For Detailed failure Code Refer Failure Code List.
