ABSTRACT:
This study aimed to develop a Barangay Profiling System with Analytics for Barangay
Pallua Sur, Tuguegarao City. It aimed to provide systematic profiling system which can
the authorized users easily manage residents’ profile, generate statistical reports, and
the provision of updating the records. The researchers utilized qualitative approach
using descriptive research design and systems development in collecting, analyzing the
data and the design and development of the system. The researchers conclude that the
developed system automates the profiling of all residents in the barangay. It stores data
electronically thus, records are more organized, and also it provides an access of the
information needed by the barangay. Reports needed with statistical analysis can be
easily generated. Key words: Analytics, Managing Records, Profiling, Systematic
RECOMMENDATION
Based on the findings and conclusions of the study, the following recommendations are
presented: 1. the researchers may consider presenting the developed system to the
local government for its implementation to all barangays in Tuguegarao City. 2. The
researchers may consider giving a training session on the use of the system for proper
implementation. 3. The researchers may consider completing the statistical reports
needed by the barangay. 4. The researchers may consider developing a module for
health information system and financial management for the use of the treasurer.

ABSTRACT
The need to address societal issues of every community is as alient aspect that
demands attention from the people in authority. These are important responsibilities of
every barangay and its official in the Philippines. Profiling each household in
the community using information and communication technology could achieve
good governance through E-government as its core. Once profile data is
aggregated, essential information could provide statistics in labor and employment,
family income and expenditures, demography by (population) and (age), water and
sanitation, type of housing and education. The focus are based on the profiling of Zone
42 and adding other facets as mentioned above was initiated, with the idea that
educational institution around the barangay can help towards the areas included. This
paper intends to aid barangay official in budget allocation and decision making in their
respective governed area with the use of Barangay Information Profiling System (BIPS).
Building an Information-Based Dashboard was initiated last 2016and assessed by IT
expert, was given readiness for beta launch to its target users. The functionality criteria
was given a mean score of 4.47, which means that the respondents agreed that the
system sequence of operation is easy to understand, and the result of their queries is
correct and accurate. The system testing had a favourable result with a mean of 4.50
which means that the system passed the standard of completing, processing of a
request, and response time and the usage of computer resources for all of its function.
Recommendation:
BIPS used to take advantage of the use of technology for budget allocation and
decision making in the barangay. BIPS can help Barangay official utilize the data from
household profiling by coming up with an aggregate form that can be visualized in the
system dashboard. The Barangay officials can make use of the information as the basis
for budgeting and supporting documents to generate other ways in uplifting the
quality of life and wellbeing of the community governed.
The review of related literature and studies supports the direction of this paper and
shown existence of similar concept denoting the relevance and acceptability of such
technology. Since the system is on its way for beta launching inputs from its target
users can help to improve and enhanced the initial version released and other areas,
criterion and method for testing can be explored as the system and this concept
progress in the future.

As the global environment ages, the emerging trend for Information
Technology has risen abovethe development initiatives' surface. The
Barangay currently used a manual process in issuing BarangayCertificates,
Business Permit, Summon Letter, etc. This caused a lengthy procedure in
accessing the recordsand files, which sometimes cause record
redundancy. The study's objective was to design and develop aBarangay
Constituents Information and Services Management System to improve
record retrieval in theBarangay. Research methodology used in this study
was developmental and descriptive research. Likewise,an Iterative systems
development model was used in the design and development of BCISMS.
It uses developmental research since this study involves creating a
database system that could use for the Barangay. Descriptive analysis
because IT Experts evaluated the BCISMS based on McCall's Software
Quality Standards and Barangay Respondents on ISO/IEC 9126-1:2000
Quality. Interview approach was used in collecting information to know the
manual process in the Barangay. The iterative Systems Development
approach is used to come up with the proposed BCISMS. Respondents of
the study were the Punong Barangay, Barangay Kagawad, and Barangay
Secretary. Researcher conducted interviews on-site with the Punong
Barangay, Barangay Kagawad, and Barangay Secretary. Evaluation
instruments used were
McCall’s Software Evaluation Criteria for Software Quality Model and
ISO/IEC 9126

This Barangay Management System Project In PHP, which is a modified
version of our web-based barangay system, was designed and
implemented in PHP, MySQLi, and Bootstrap. The Barangay Management
System project is an online platform where the city administration connects
and maintains every barangay in the city or municipality.
Every barangay in the city will profit from the research. It will transform the
way the barangay deals with day-to-day transactions, making work easier,
using less paper, and allowing transactions to be completed faster and
more reliably.
Features:
Barangay Officials Module – The barangay official module allows users
to add, amend, and search for information on barangay officials, such as
the position, name of the officer, contact number, address, start term, and
end term. The barangay clearance form will include a list of officials.
Staff Account Module – The staff module, as seen below, allows the
administrator to create a new account with limited permissions. In order to
create a new account for employees, you’ll need their full name,
username, and password.
Zone Leader Module – In order to create/add another record, the zone
leader module requires the zone number, login, and password to be filled
in. The login credentials will be used to get access to the zone leader
dashboard, where zone leader users will be able to view, review, approve,
and disapprove the clearance and permission application.
Household Module – A household is made up of all the people who live in
the same housing unit on a regular basis. The average household size is
calculated by dividing the number of people in each household by the
number of households (or householders).
Residents Information Module – This is the module that collects and
saves resident information. This form may differ from one barrio to the next
(based on our experience). The list of entities in this module can be found
in the database tables (tblresident). This form includes a username and
password that will be used to connect into their account in order for
residents to apply for clearance and permits. It simply implies that a
resident can apply for such documents either online through the
application or in person at the barangay hall.
Permit Clearance Module – The image below depicts the module where
the administrator can add clearance permit applications. The following
information must be encoded: the resident’s name, business name,
address, kind of business OR number, and payment amount. The zone
leader will analyze the application and decide whether or not to approve
the request.
Blotter Module – The phrase “police blotter” refers to a slang term used in
police practice and procedures. On a daily basis, it refers to a book that
records arrests and other facts and happenings in a police station. Arrests
are recorded in real time in a police blotter.
Clearance Module – The image below depicts the module where the
administrator can add barangay clearance applications. The following data
must be encoded: clearance number, resident name, findings, purpose,
OR number, and payment amount. The zone leader will analyze the
application and decide whether or not to approve the request.
Activity Module – The encoding procedure includes a timetable of
activities in the barrio. This module will serve as a reminder and archive for
the barangay’s activities. The record comprises the date of the activity, the
name of the activity or program, and the ability to upload a program
banner.
Report and Statistics Module – The system can print several types of
statistics records, such as the number of residents per zone. It can also
group residents by age, gender, educational achievement, and other
factors.
Audit Logs – A document that records an occurrence in an information
(IT) technology system is known as an audit log. Audit log entries often
include destination and source addresses, timestamps, and user login
information, in addition to detailing what resources were accessed.

Abstract
—Politically speaking, the Philippines is composed of local government units (LGUs)
classified as province, city, municipality and barangay where each is allowed to manage
its own resources. The smallest administrative unit of the country, the barangay, serves
as the foundation from which the country’s success emanates. The more than forty two
thousand barangays all over the country are the primary implementers of the different
vision, projects and undertakings of the government for the community. Thus,
empowerment of individual barangay may eventually lead to a stronger, more resilient
and more prosperous society. The advent of modern technology opens wider
opportunities for barangays to serve its constituents better through computerization of
the documents it provides such as barangay clearance, certificate of indulgency, letter of
recommendation, annual report and others. Motivated by the vision of empowering this
self-governing political system digitally, the researcher aimed to determine the
advantages of ICT and develop an office management system that will hasten the
transactions performed and documents provided by the barangays. The developed
system was designed to be accessed only by the authorized users to ensure the integrity
of all transactions. The study determined the significant features, and the most
appropriate method of system development used in the development of an effective
and reliable barangay management system. The output of the study was evaluated
based on the ISO 926 Software Quality Assurance Model by employees of selected
barangays and was assessed with high level of acceptability.
