From 2019, graduates with bachelor’s degrees covered by the international agreement known as
the Washington Accord (WA) will need to complete some form of further learning to master’s level
in order to satisfy the academic requirement of qualifying for CEng MICE.

Update on Academic Requirements

Further Learning Options:

(i) Master’s programmes
Since 2006 there have been 2,421 candidates who have applied for professional review
after following HKIE Scheme A but only 27% of these have a masters degree.

(ii) Experiential Learning

The EL option requires candidates with several years’ work experience (recommending
a minimum of 5 years) to produce a series of short reflective statements (500 words)
that demonstrate how they have met the appropriate master’s level learning outcomes.

(iii) ICE Exam

ICE Training to develop a syllabus for the Exam with appropriate online learning
material.

 Use the knowledge gained at work to bridge the gap between BEng and masters level
learning outcomes

• Part A -
Submission of a 500-word Technical Report Statement to be
produced in advance and submitted online as part of the
registration process.

• Describe a project, scheme or operation that you have been involved in which
demonstrates a comprehensive knowledge and understanding and application of
engineering principles, technologies and processes to the analysis and
solution of complex problems.

Give examples from the project where data may be uncertain or incomplete and
discuss the limitations of the techniques employed.

• Part B – Online Exam

The FLE is an online exam using an open-book format, of seven hours’ duration
(including one hour’s break), that enables you to use the knowledge you have
gained through further learning and at work to bridge the gap between the
qualifications you have and those you need to sit the Chartered Professional Review
or Chartered Professional Review Progressive route.

ICE Exam – Pilot Exam in HK

• Following the success of the ICE Exam held in London in 2019, ICE offered a pilot
exam to Hong Kong based Graduate Members in Oct 2021.

• The intention is that we make the Exam available as a pilot in October 2021 with
full roll-out in 2022.

Defining the Communication Task

What format should the new communication task take?

• Civil Engineers today have the ability to communicate to a much broader range
of stakeholders using multiple formats.
• Revamped communication task can be used to assess a candidate’s ability to
write on key civil engineering issues.
• Test a range of different communication styles (e.g. writing a blog or thought
piece for LinkedIn or a formal letter to an MP).
• Streamline process > Reviewers would select from pre-defined list (questions
IPR / scenarios CPR).

Possible Formats for Reference

The list below is the different format that reviewers will select from when creating a question for
a candidate sitting the CPR/CPRP. They will select a different format for each question.
1 You have been asked to write a piece by a journalist for inclusion in an industry supplement
2 You have been asked to write a summary note to inform civil engineering students at your
local university undertaking a piece of coursework
3 Write a letter to a local resident group explaining how these issues will affect them
4 Write a blog for people with a technical background but without specialist knowledge in civil
engineering
5 Write to students in your local secondary school explaining the main issues involved
6 Write a briefing note to your local government representative outlining the main points.

Answers are assessed under the following categories:

At CPR/CPRP you are expected to demonstrate you have organised your thoughts and
present them logically, in the form and style of the writing is appropriate for the intended
audience.

The candidate will be expected to respond as an engaged civil engineer, not as a technical
expert.

Communication Task – Important Notes

• There is no set word limit for the Communication Task

• There is no pass or fail for the Communication Task by itself. It forms only one
part of the assessment of the Interpersonal Skills and Communication attribute
and reviewers are expected to make a holistic judgement alongside your report,
presentation and interview.

• Candidates are free to use visual aids in their response if they wish, but the
assessment is based on their ability to write clearly and effectively. Therefore, a
presentation alone would not be sufficient.

Professional Review / CA Report - Structure

STAR case structure:

Situation: Project/Problem background, constraints, limitations, SWOT, etc.
Task: Your own role and duties, goal to achieve in the situation, challenges and
difficulties to overcome.
Action: Engineer reasoning, logic, analysis, decision making, thinking process
before actions, etc.
Result: evaluation of effectiveness, measure by end users’ and stakeholders’
rulers, not by yours.
